European WhatsApp Business API Providers

A WhatsApp Business API provider is the company that connects your business number to Meta, hosts the sending and receiving of template and service messages, and passes the conversation to your own systems or to a shared inbox.

Because every message about orders, appointments and complaints runs through that provider, its contracting entity decides whose law, whose sub-processors and whose invoices apply. The tools below contract through companies in the EU or Switzerland, and several state that they bill Meta fees at cost.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • 360dialog GmbH in the Munich area sells the connection to Meta per number, from EUR 49 a month, and leaves the agent inbox to a partner or an add-on.
  • Whapier from Bucharest runs a WhatsApp-only inbox on the Cloud API for flat euro plans from €49 a month with no per-agent fees, and the vendor states EU hosting.
  • Spoki in Italy and Callbell in France put an inbox on the official channel, one with a free plan and unlimited operators, the other with per-user prices from 15 a month.
  • Mitto in Zug, Messente in Tallinn, tyntec in Munich, CM.com in Breda and Infobip in Croatia sell WhatsApp as one channel of a wider messaging API, and only Mitto shows its per-country rates in public.
  • Every provider on this list still relays messages through Meta, so a European contract changes the counterparty and the sub-processor list, not the fact that Meta sees the traffic.

A European WhatsApp Business API provider is a firm based in the EU, EEA, UK, Switzerland or Israel which registers a business phone number with Meta, carries template and service messages over Meta's platform, and hands conversations to a shared inbox or to the customer's own software, so that the contract, the data processing agreement and the supervisory authority are European even though Meta still relays the messages.

Every European WhatsApp business API provider reviewed

#1 360dialog

Grünwald (Munich area), Germany Per WhatsApp number each month: Regular EUR 49, Premium EUR 99, Scale EUR 500; Meta fees come on top; Marketplace route EUR 99 per number each month Sales-led demo, nothing self-serve

Best for: Developers and partners that want WhatsApp access without a bundled inbox

  • Operating company. 360dialog GmbH
  • Jurisdiction. EU (Germany)
  • Where the data sits. The reviewed pages give no hosting location
  • Source code. Closed source
  • Replaces. Wati WhatsApp API, Twilio WhatsApp, Vonage WhatsApp

360dialog connects phone numbers to the WhatsApp Business Platform and stops there. The plan list is built on numbers: EUR 49 for Regular, EUR 99 for Premium with a faster response target and business verification, and EUR 500 for Scale, which allows up to 1,000 messages per second. Meta fees are added, and the vendor states that it takes no markup on them. A team of ten agents and a team of one pay the same.

The contracting party is 360dialog GmbH in Grünwald near Munich, entered in the Munich commercial register as HRB 311490. The site calls it an official Meta partner and quotes more than 100,000 businesses and over 1,000 platforms, which are the vendor's own counts. Agents need a marketplace partner tool at EUR 99 per number a month or an add-on, so budget for the inbox as a second line.

What 360dialog does well

  • One flat price per number, whatever the team size
  • Meta fees stated to carry no markup
  • Migration of a number described as keeping the same number with no downtime
  • Webhooks plus Zapier, Make and n8n connections on the entry plan
  • A partner platform with multi-customer accounts for software vendors

Where 360dialog falls short

  • The base API plans come without an agent inbox
  • The bill grows with every extra number
  • No data location on the pages reviewed
  • The faster response target is a EUR 99 tier

Standout feature. The only provider here whose entire product is the number-to-Meta connection, priced per number instead of per seat.

#2 Spoki

San Vito dei Normanni (BR), Italy Founded 2021 A free tier, then paid Service, Marketing and Sales tiers on the pricing page; WhatsApp charges are billed apart at Meta rates Sales-led demo, nothing self-serve

Best for: Small and mid-sized shops and service firms running WhatsApp campaigns and support together

  • Operating company. NextAI Srl
  • Jurisdiction. EU (Italy)
  • Where the data sits. The reviewed pages give no hosting location
  • Source code. Closed source
  • Replaces. Wati WhatsApp inbox, Twilio Flex WhatsApp, Respond.io

Spoki is the flagship product of NextAI Srl in San Vito dei Normanni, Puglia, which publishes its VAT number IT02717930743 and dates the product to 2021. The plans are named after jobs: Free for answering within the 24-hour window, Service for AI and ticketing, Marketing for bulk campaigns and Sales for shop flows. The comparison table lists unlimited operators and automations on all of them.

Campaigns, abandoned-cart reminders and payment requests sit beside the support inbox, and SMS, email and voice can be added as channels, which gives a fallback for contacts without WhatsApp. Two cautions: the plan cards and the summary text on the pricing page quote different monthly prices, and the average return of 23 times on marketing plans, from more than 4,500 businesses, is the vendor's own figure.

What Spoki does well

  • A free plan on the official API
  • Operators and automations listed as unlimited on every tier
  • Abandoned-cart and payment-request flows
  • SMS, email and voice available as extra channels
  • Company details published, VAT number included

Where Spoki falls short

  • Monthly prices on the pricing page contradict each other
  • Written for marketers, with less for developers
  • No data location stated
  • The return figures come from the vendor

Standout feature. A free tier on the official WhatsApp API from a company that publishes its VAT number.

#3 Callbell

Paris, France Per user each month: Multiagent Chat 15, Multiagent Chat Plus 20 (USD or EUR switch on the page); Enterprise priced individually; the WhatsApp line starts at 22 a month plus usage credits Sales-led demo, nothing self-serve

Best for: Support teams that answer customers on several messaging apps from one screen

  • Operating company. Callbell S.A.S.
  • Jurisdiction. EU (France)
  • Where the data sits. Not stated; privacy page cites AWS infrastructure certifications
  • Source code. Closed source
  • Replaces. Wati Team Inbox, Respond.io, Trengo

Callbell is a shared inbox from Callbell S.A.S. in Paris for teams that would otherwise pass one phone around. WhatsApp Business, Instagram Direct, Messenger, Telegram and TikTok conversations arrive in one list, and a website widget lets the visitor choose the app. Multiagent Chat costs 15 and the Plus plan 20 per user per month, with a USD and EUR switch on the page; WhatsApp is listed from 22 a month plus credits.

The cheaper plan has no API, and dedicated support, advanced statistics, integrations and the verified-profile request all sit on Plus. Every additional channel account adds a monthly charge. The privacy statement names a data protection officer and a SIRET number, cites AWS compliance programmes and does not name a data region. A seven-day trial without a card is offered.

What Callbell does well

  • WhatsApp, Instagram, Messenger, Telegram and TikTok in a single inbox
  • A price per agent starting at 15
  • Android and iOS apps for agents
  • Seven days to try it, no card needed
  • A French S.A.S. that names its data protection officer

Where Callbell falls short

  • API access needs the Plus plan
  • Each extra channel account is another monthly cost
  • The hosting region is not named
  • The verified WhatsApp profile is a request, available on Plus only

Standout feature. A chat widget on the website that lets visitors pick WhatsApp, Instagram or another app themselves.

#4 Chatarmin

Vienna, Austria Quoted per shop volume, no list prices; Meta conversation fees are passed on at a stated EUR 0.00 markup Sales-led demo, nothing self-serve

Best for: Online shops that want WhatsApp campaigns and AI support fed by the same order data

  • Operating company. chatarmin.com GmbH
  • Jurisdiction. EU (Austria)
  • Source code. Closed source
  • Replaces. Drift, Klaviyo SMS, Gorgias

Chatarmin is the WhatsApp tool from chatarmin.com GmbH in Vienna, entered in the commercial register under number 555067a, and it is written for online shops. Newsletters, abandoned-cart and post-purchase journeys, a shared inbox, an AI chatbot, an AI voice assistant and a ticketing system all connect to Shopify, WooCommerce, Shopware, Magento, Klaviyo, Emarsys, Zendesk and Gorgias. The argument is that the shopper who receives a campaign and the one who asks about it are the same person.

There is no price list. The plan is set per shop volume, and Meta's conversation fees are passed on at a stated EUR 0.00 markup, so the bill follows message volume. The tool is narrower than a general chatbot platform, so B2B firms and teams that want website lead qualification will look elsewhere. A shop should ask for a quote first.

What Chatarmin does well

  • Campaigns and AI support run on one WhatsApp inbox
  • Connectors for Shopify, WooCommerce, Shopware and Klaviyo
  • Meta conversation fees passed on at EUR 0.00 markup
  • Register number published for the Austrian company
  • Abandoned-cart and post-purchase flows are part of the product

Where Chatarmin falls short

  • Prices come only as a custom quote
  • Aimed at WhatsApp for shops, with no website chat
  • Cost follows message volume and Meta fees
  • Less general than a chatbot platform

Standout feature. Marketing flows and AI replies share one inbox and read the shop's catalogue and orders.

#5 Superchat

Berlin, Germany Founded 2020 Monthly tiers on the pricing page: Free €0, Basic €89, Professional €149, Advanced €299; Custom on request; a WhatsApp conversation opened by the company costs €0.04 to €0.13 Sales-led demo, nothing self-serve

Best for: Companies whose customers mostly message on WhatsApp and who want website chat in the same inbox

  • Operating company. SuperX GmbH
  • Jurisdiction. EU (Germany)
  • Where the data sits. Servers in Germany (as stated on the vendor's website)
  • Source code. Closed source
  • Replaces. Tawk.to, Intercom

Superchat began in 2020 as a shared inbox for WhatsApp and added other channels later. SuperX GmbH in Berlin runs it, publishes its register entry (Amtsgericht Charlottenburg, HRB 218902 B) and states servers in Germany, GDPR compliance, ISO 27001 and no training on customer data. A web widget shows website chat next to WhatsApp, Instagram and email.

Plans are Free at €0 for one seat, one number and 30 active contacts, then Basic €89, Professional €149 and Advanced €299 a month. The widget starts at Professional. Customer-started WhatsApp conversations are free for the first 1,000 a month, and conversations your company starts cost €0.04 to €0.13 each, which a campaign-heavy team should model before signing.

What Superchat does well

  • Website chat, WhatsApp, Instagram and email share one inbox
  • Vendor states German servers and ISO 27001
  • The first 1,000 customer-started WhatsApp conversations each month cost nothing
  • A free plan for a single seat
  • Agent apps for mobile and desktop

Where Superchat falls short

  • The widget is only on the €149 Professional plan
  • Priced like a messaging platform, which is a lot for a chat widget
  • Conversations that the company starts are billed per message
  • No self-hosting mentioned

Standout feature. German-hosted WhatsApp inbox that adds a website chat widget at the €149 tier.

#6 Hubtype

Barcelona, Spain No public prices; sold through a demo and quoted per use case Sales-led demo, nothing self-serve

Best for: Banks, insurers and airlines that want bot-led service journeys on WhatsApp

  • Operating company. Metis Solutions, S.L.
  • Jurisdiction. EU (Spain)
  • Source code. Closed source
  • Replaces. Intercom, Zendesk, Drift

Hubtype is run by Metis Solutions, S.L. in Barcelona and describes itself as an agentic customer-experience platform for AI agents on WhatsApp and other messaging channels. It positions as a Meta Business Partner, names airlines, insurance and banking among its industries, and combines a flow builder, a helpdesk and analytics. Its idea is that a customer should finish a task in the chat, with a bot or a person.

The security side is documented: ISO 27001, end-to-end encryption, SSL webhooks and alignment with the Spanish National Security Scheme. The Botonic bot framework is published on GitHub under the MIT licence, though the platform is proprietary. No price list was found, so the way in is a demo and a quote per use case, which suits a contact centre with an integration team and not a small shop.

What Hubtype does well

  • Agent flows built for WhatsApp first, from a Meta Business Partner
  • ISO 27001 and a security policy aligned with the Spanish ENS
  • Open-source Botonic framework (MIT)
  • Flow builder, helpdesk and analytics in one product
  • Spanish company with its address in the privacy policy

Where Hubtype falls short

  • Sales run through demos, with no public prices
  • Sized as an enterprise project
  • Closed platform around an open framework
  • Concentrates on messaging, not on website chat

Standout feature. An MIT-licensed bot framework under a WhatsApp agent platform from an ISO 27001 company in Barcelona.

#7 Trengo

Utrecht, Netherlands Starting at €19 per seat each month Sales-led demo, nothing self-serve

Best for: SMBs that want email, chat, WhatsApp and social messages in one queue

  • Operating company. Trengo B.V.
  • Jurisdiction. EU (Netherlands)
  • Source code. Closed source

Trengo gathers email, live chat, WhatsApp, Facebook Messenger, Instagram, SMS and voice into one timeline per customer. Trengo B.V. is based at Stadsplateau 30 in Utrecht, dates to 2017 and presents itself as an official WhatsApp Business Solution Provider, so templates, broadcasts and interactive messages with buttons and lists are available through the inbox.

Teams can assign conversations, leave internal notes with @mentions, set SLA timers and build flowbots in a no-code editor; AI can suggest replies and summarise long threads. The price starts at €19 per user per month. It is aimed at SMBs, so advanced routing and workforce management are limited, analytics are lighter than in dedicated platforms, and it cannot be self-hosted.

What Trengo does well

  • Email, chat, WhatsApp, social channels and voice in one inbox
  • Assignment and internal notes keep the context with each thread
  • Flowbots for repeat questions
  • Dutch company processing under GDPR
  • Entry price of €19 per user per month

Where Trengo falls short

  • Built for SMBs, not for large contact centres
  • Limited routing and workforce management
  • Analytics are thinner than in specialist tools
  • Neither open source nor self-hostable

Standout feature. WhatsApp, email and voice end up on one customer timeline in an inbox that starts at €19 a seat.

#8 Crisp

Nantes, France Founded 2015 A free tier, then paid plans starting at €25 a month Sales-led demo, nothing self-serve

Best for: Startups and SMBs that want a chat widget, shared inbox and WhatsApp channel together

  • Operating company. Crisp
  • Jurisdiction. EU (France)
  • Source code. Closed source
  • Replaces. Intercom, Zendesk Chat

Crisp, founded in 2015 and based in Nantes, bundles website live chat, a shared inbox, chatbot, knowledge base and CRM, and it connects email, Messenger, Instagram, Twitter, WhatsApp, Telegram and Line to the same inbox. WhatsApp is therefore one channel inside a support suite, which is a different starting point from a tool built around a number and its campaigns.

The pricing runs from a free tier to paid plans starting at €25 a month, with workspace-based pricing and unlimited operators on the Unlimited plan. The review could not confirm which plan carries the WhatsApp channel, and the pricing page shows dollar prices, so check the plan before you count on it. Chatbot and knowledge base need the Pro plan.

What Crisp does well

  • One workspace price, with operators unlimited on the Unlimited plan
  • Chat, inbox, chatbot, knowledge base and CRM in one suite
  • Screen sharing and video calls on the top plan
  • A free tier that two operators can use
  • French company with EU processing and discounts for startups and non-profits

Where Crisp falls short

  • Reporting is lighter than at Userlike
  • No self-hosting
  • Controls for large companies are thinner than Userlike's
  • The Pro plan is needed for chatbot and knowledge base

Standout feature. A single French suite that covers the website widget, the knowledge base and the WhatsApp inbox.

#9 Mitto

Zug, Switzerland Founded 2013 Usage-based billing per message for SMS, WhatsApp, Viber and voice, read from an online calculator that varies by country and currency; volume discounts and custom plans are quoted Sales-led demo, nothing self-serve

Best for: Developers who want to read per-message rates before they open an account

  • Operating company. Mitto AG
  • Jurisdiction. Switzerland (adequacy decision, outside the EEA)
  • Source code. Closed source
  • Replaces. Twilio, Sinch

Mitto is a Swiss messaging provider that has operated from Zug since 2013. SMS, WhatsApp Business, RCS, Viber, Telegram, Messenger, Instagram Business and voice are available through one API, together with number lookup and identity verification. The distinguishing detail is the pricing page: choose a country and currency and a calculator shows per-message rates for SMS, WhatsApp, Viber and voice without signing in.

The calculator covers standard rates. RCS, larger volumes and bespoke plans still go to a sales conversation, and the chat tooling is thinner than what Infobip bundles. ISO 27001 is the certification stated on the site. Mitto AG is Swiss, so the EU treats it through an adequacy decision and it sits outside the EU and EEA, which matters for buyers with EU-only rules.

What Mitto does well

  • Per-country price calculator that needs no account
  • SMS, WhatsApp, RCS, Viber, Telegram and voice from a single API
  • Number lookup and identity verification in the same account
  • ISO 27001 stated
  • A self-serve trial next to the custom enterprise plan

Where Mitto falls short

  • Switzerland is outside the EU and the EEA (adequacy decision)
  • RCS and bigger volumes need a sales call
  • Less contact-centre and chatbot depth than Infobip
  • No published location for data

Standout feature. A rate calculator that quotes WhatsApp, SMS and voice per country before you have an account.

#10 Messente

Tallinn, Estonia Usage-based billing without a monthly fee; other plans and WhatsApp rates by region are on the pricing page Sales-led demo, nothing self-serve

Best for: Notification, verification and campaign traffic that starts as SMS and adds WhatsApp

  • Operating company. Messente Communications OÜ
  • Jurisdiction. EU (Estonia)
  • Where the data sits. The reviewed pages give no hosting location
  • Source code. Closed source
  • Replaces. Wati WhatsApp, Twilio Messaging, Vonage Messages

Messente Communications OÜ in Tallinn describes itself as business messaging for SMS, Viber and WhatsApp, and its terms name Sõle 14 as the address. The pay-as-you-go plan carries no monthly fee and also gives access to Viber, WhatsApp and RCS. If a recipient cannot be reached on a rich channel, the same integration can send an SMS instead.

Verigator, a separate service, handles one-time passwords, and number lookup checks whether a number is valid before anything is sent. The customer stories on the site come from lenders, logistics companies and software resellers. There is no agent workspace on the pages reviewed, so replies go to your own system or to an inbox tool, and rates by region need a quote at volume.

What Messente does well

  • No monthly fee on the pay-as-you-go account
  • One integration reaches SMS, Viber and WhatsApp
  • One-time passwords and number lookup as their own products
  • Developer documentation is public
  • Customer stories from lenders and logistics firms

Where Messente falls short

  • No team inbox on the pages reviewed
  • SMS leads and WhatsApp follows in the product
  • Quotes are needed for regional rates at volume
  • No data location given

Standout feature. An Estonian sender that checks a phone number with a lookup before the first WhatsApp message goes out.

#11 tyntec

Munich, Germany Quoted on request Sales-led demo, nothing self-serve

Best for: Enterprises that want one API for several messaging channels from a telecom-oriented supplier

  • Operating company. tyntec GmbH
  • Jurisdiction. EU (Germany)
  • Where the data sits. The reviewed pages give no hosting location
  • Source code. Closed source
  • Replaces. Wati Channels, Twilio Conversations, Infobip Conversations

tyntec organises its offer into Verify, Authenticate and Engage, and the Conversations part of Engage is one API for WhatsApp Business, Viber, Telegram, SMS and Line. An Inbox product adds a workspace for staff with quick replies, templates, a separate inbox per channel and contact management. The imprint names tyntec GmbH at Brienner Straße in Munich, with commercial register entry HRB 182528.

A good deal of the site is written for mobile operators, covering A2P monetisation, virtual numbers and network APIs, and that background shapes both the infrastructure and the sales path. The reference case is the fashion group HUGO BOSS. There is no price list on the pages reviewed, so every quote goes through sales, and a small business will find the route long.

What tyntec does well

  • A single API for WhatsApp, Viber, Telegram, SMS and Line
  • A staff Inbox with quick replies and contact management
  • GmbH whose register number sits in the imprint
  • Verification and 2FA in the same account
  • Roots in operator infrastructure

Where tyntec falls short

  • Pricing is not published
  • Onboarding is built for enterprises
  • Operator products blur the message for smaller firms
  • No stated data location

Standout feature. A Munich supplier that sells the same conversations API to enterprises and to mobile operators.

#12 CM.com

Breda, Netherlands Founded 1999 Priced per customer Sales-led demo, nothing self-serve

Best for: Enterprises with conversational commerce needs

  • Operating company. CM.com
  • Jurisdiction. EU (Netherlands)
  • Source code. Closed source
  • Replaces. Twilio, Sinch

CM.com began in 1999 as ClubMessage, an SMS service for club-goers, and today is listed on Euronext Amsterdam with its base in Breda. WhatsApp Business is available as an official Solution Provider route, next to SMS, RCS, voice, Apple Messages for Business and Viber, and a no-code conversational AI builder can run the same bot across channels. Payments and ticketing can take place inside the thread.

The platform includes a customer data platform and identity verification, and runs under Dutch and EU data protection law. Prices are set per customer, there is no self-serve start, and the enterprise sales cycle comes before a first test. For a company that only needs notifications on one number, this is far more platform than the task requires.

What CM.com does well

  • Payments and ticketing inside the messaging thread
  • SMS, voice, RCS and WhatsApp Business on one platform
  • Conversational AI, chatbots and a customer data platform
  • Identity verification next to messaging
  • A Dutch company under EU data protection law

Where CM.com falls short

  • Custom prices and no self-serve entry
  • Much larger than a single-channel use needs
  • A sales cycle before anything can be tried
  • The commerce angle is overhead for pure notifications

Standout feature. A customer can pay or book a ticket inside the WhatsApp conversation.

#13 Infobip

Vodnjan, Croatia Founded 2006 Priced per customer Sales-led demo, nothing self-serve

Best for: Enterprises with global messaging needs and a contact-centre workspace

  • Operating company. Infobip
  • Jurisdiction. EU (Croatia)
  • Source code. Closed source
  • Replaces. Twilio, Vonage

Infobip, founded in 2006 and headquartered in Vodnjan on the Istrian peninsula, is a Croatian CPaaS that lists more than 30 channels, among them WhatsApp, SMS, RCS, Viber, Messenger, Apple Messages for Business, LINE, email and voice. The vendor cites over 800 direct operator connections, more than 10,000 enterprise customers in over 190 countries and ISO 27001. These are its own counts.

For WhatsApp work the relevant parts are Moments for journeys, Conversations as an agent workspace with routing and canned replies, and Answers for chatbots that hand over to a person. Pricing is custom, the API is broad and some developers find it complex, and a team with one number and five agents would use a small part of it.

What Infobip does well

  • More than 30 channels on one platform
  • Direct operator links in many countries, according to the vendor
  • Conversations workspace with routing and canned responses
  • Chatbot builder with handover to human agents
  • ISO 27001 and an EU-based company

Where Infobip falls short

  • Custom prices and a longer onboarding
  • The breadth makes the API harder to learn
  • Far beyond what a single shared inbox needs
  • Pricing and data residency are settled with sales

Standout feature. One Croatian account that carries SMS, WhatsApp and voice over its own operator network.

  • Operating company. ADDO VISION SOLUTIONS SRL

  • Source code. Closed source
  • Replaces. Wati, Respond.io, Twilio WhatsApp

Whapier is a WhatsApp Business platform run by ADDO VISION SOLUTIONS SRL in Bucharest (Trade Register J40/10973/2013, VAT RO32203240). It is built only on Meta's official Cloud API and wraps a shared inbox, template campaigns, keyword replies, a visual flow builder, contacts and segments around one number. The inbox splits into mine, unassigned and waiting, with assignment, auto-distribution, saved replies, snooze, transfer with a note, private notes and roles.

Prices are flat: €49, €79 and €109 a month excluding VAT, with team members capped at 5 and 10 on the first two plans and unlimited on the third, and no per-agent fees. Meta bills its message fees to the customer directly. The scope is narrow, since it is WhatsApp only, and every message passes Meta's systems in Ireland, which the vendor states in its privacy policy. The terms include a data processing agreement.

What Whapier does well

  • A flat euro subscription with no charge per agent
  • Shared inbox with assignment, notes, snooze and saved replies
  • Meta's official Cloud API, so numbers do not depend on unofficial gateways
  • Bucharest operator with trade register and VAT numbers published
  • EU hosting and a data processing agreement in the terms

Where Whapier falls short

  • WhatsApp only, so no email, live chat or other channels
  • Meta's message fees are billed on top
  • Messages always pass through Meta's systems
  • Flow builder, AI assistant and API features differ by plan

Standout feature. A Romanian WhatsApp support inbox on the official Cloud API with three flat euro tiers and no seat fees.

Should my team pick a plain API, a shared inbox or a marketing tool?

Start from who will touch the conversations. If developers will send order updates from their own system, a bare API route such as 360dialog (per number, no bundled inbox) or Messente (SMS, Viber and WhatsApp on a pay-as-you-go account) is enough. If agents answer customers all day, an inbox product such as Callbell, Whapier or Trengo is the starting point, and the API becomes a secondary feature.

If the goal is revenue from campaigns, Spoki and Chatarmin are built around abandoned carts, payment requests and shop data. The wrong choice is usually the platform one: Infobip, CM.com and tyntec do cover WhatsApp, but a team of five with one number pays in onboarding time for scope it will not use.

What do WhatsApp providers charge, and how does the Meta fee add up?

Three models appear on these pages. 360dialog charges per number (EUR 49, EUR 99 or EUR 500 a month). Callbell, Trengo and Crisp charge per user or per plan, from 15, €19 and €25 a month. Whapier and Spoki avoid per-agent fees, with Whapier at €49, €79 and €109 a month excluding VAT. Mitto charges per delivered message and shows the rate for a chosen country in an online calculator.

Meta bills its own conversation or message fee separately in almost every case. Chatarmin states that it passes those fees through at EUR 0.00 markup, 360dialog states no markup on them, and Whapier says Meta charges the customer directly. Superchat is the exception that names a line: conversations it starts for you cost €0.04 to €0.13 each, while the first 1,000 started by customers each month are free.

Does a European WhatsApp provider store my customer data in Europe?

Partly, and the boundary is worth stating exactly. The provider's own systems, such as the inbox and the contact list, can be hosted in the EU: Superchat states servers in Germany and Whapier states EU hosting in its privacy policy. The messages themselves still pass through Meta, and Whapier says openly that this happens at Meta Platforms Ireland. No provider on this page can remove that hop.

For most of the others the pages reviewed do not name a data location at all: 360dialog, Spoki, Callbell, Messente and tyntec are all marked as not stated. Ask for the sub-processor list and the hosting region in writing. A German, Italian, French or Estonian contracting entity gives you EU law and a regulator you can reach, which is the main gain.

How can I take an existing WhatsApp number from Wati or Twilio?

A number belongs to a WhatsApp Business account, and the new provider has to take it over rather than create a fresh one. 360dialog describes moving a number from another provider with no downtime and a coexistence mode that keeps the phone app and the API running together. Ask any provider you shortlist for its written steps for a number that is currently registered elsewhere.

Expect to rebuild what lives inside the old tool: chatbot flows, saved replies and assignment rules do not travel. Templates are approved per account, so marketing ones may need a second approval. Keep opt-in records for broadcast contacts before you cancel. Running both tools side by side for a short overlap is cheaper than a failed cut-over.

When is a European provider not worth the switch?

Stay put when your team depends on features no European tool on this page copies, such as Instagram and TikTok messaging in the same plan as WhatsApp calling, or when an annual contract still has months to run. Whapier and 360dialog cover WhatsApp only, so a team that answers email and web chat too would need Trengo, Superchat, Callbell or Crisp instead.

Also weigh the size of the project. Hubtype is sold as an enterprise project with a demo and a scoped quote, and Infobip and CM.com come with custom pricing. If the only reason to leave is a contract clause, a small tool such as Whapier or Spoki is a lighter change than a platform migration.

How do these providers link to my shop or CRM?

Chatarmin lists Shopify, WooCommerce, Shopware, Magento, Klaviyo, Emarsys, Zendesk and Gorgias. Whapier lists HubSpot, Salesforce, Shopify and WooCommerce plus a REST API and webhooks, with HubSpot from the middle plan and Salesforce and webhooks on the top one. 360dialog offers webhooks and Zapier, Make and n8n connections on the lowest plan, and Spoki counts more than 100 integrations.

Check the plan that unlocks the connector before you buy, because several vendors gate the API or the flow builder behind a higher tier. For a custom backend, the API-first providers (360dialog, Messente, tyntec, Mitto) leave the interface in your hands, while inbox-first tools such as Callbell restrict the API to their Plus plan.

How we selected and ranked these 14 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

It depends on the criterion. For a developer who wants only the Meta connection, 360dialog from Germany charges per number. For an inbox with campaigns and a free entry plan, Spoki from Italy. For several messaging apps on one screen, Callbell from Paris. For a flat-price WhatsApp-only inbox with EU hosting, Whapier from Romania. Enterprises with several countries often shortlist Infobip, CM.com or tyntec.

360dialog lists EUR 49, EUR 99 and EUR 500 per number a month, Whapier lists €49, €79 and €109 a month, Superchat lists €0 to €299, and Callbell lists 15 and 20 per user. Mitto shows per-message rates in a calculator. Hubtype, tyntec, Chatarmin, CM.com and Infobip quote individually.

Yes. A company established in an EU country answers directly to GDPR and to the data protection authority of that country, and signs a data processing agreement under EU law. That does not stop Meta from processing the messages itself, which is separate from the contract with the provider.

Spoki, Callbell, Superchat, Trengo, Crisp, Whapier, Chatarmin and tyntec (as Inbox) include one. 360dialog sells inbox as an add-on or through a partner marketplace, and Messente, Mitto, CM.com, Infobip and Hubtype are mainly API or platform products that vary in what they offer for agents.

Usually yes. 360dialog describes migrating a number with no downtime and a coexistence mode for the phone app and the API together. Ask the new provider for its steps, export contacts and opt-in records first, and expect to resubmit message templates and rebuild automations.

360dialog and Whapier are limited to WhatsApp. Spoki, Callbell, Superchat, Trengo, Crisp, Mitto, Messente, tyntec, CM.com and Infobip add other channels, from SMS and Viber to Instagram, email and voice.
