Every European professional services automation (PSA) software tool reviewed
Tallinn, Estonia
Combinations from €15 per user per month, Quote to Cash €25, End-to-end €52, minimum 5 users
14-day trial, no card
Best for: Service firms of five or more that want sales, delivery, resourcing and billing in one system, bought as apps
Scoro is a PSA built by Scoro Software OÜ in Tallinn around a refusal to sell the product as one block. Eight apps (Do, Deliver, Track, Resource, Sell, Estimate, Spend and Invoice) share a single data model, and the pricing page prices combinations: from €15 per user per month, Quote to Cash at €25 and End-to-end at €52, with a minimum of five users. Hours logged on a project reach budgets, margin reports and invoices without a sync step.
The privacy policy refers to Estonian law, and each client picks the hosting region, with Frankfurt, Stockholm, Toronto and Sydney listed on the security page. The hosting provider is AWS, and the company says it is ISO 27001 certified. Finance connections named on the site are Xero, QuickBooks and Sage Intacct, plus a REST API, webhooks and an MCP server. There is a 14-day trial, no free plan, and paid onboarding for teams above 15 people.
What Scoro does well
- Modular apps, pay only for what you use
- Quote, project, time and invoice share one data model
- Hosting region selectable, including Frankfurt and Stockholm
- Estonian contracting entity
- Multi-entity and multi-currency support
Where Scoro falls short
- Minimum of five users
- AWS as hosting provider
- Onboarding is paid for teams above 15 people
- No free plan
Standout feature. Scoro is the only PSA here where you buy the product as a set of apps and see a price for each combination.
Denmark
Starter €14, Growth €34.5, Professional €53 per user per month; Enterprise on request
14-day trial
Best for: Consultancies and project firms that want time, staffing and invoices tied to finance and payroll
TimeLog is the PSA from TimeLog A/S in Denmark that begins at the timesheet. Hours are registered on mobile, web or desktop, approved, and then feed invoicing, project accounting and salary administration, so a controller gets one source for the numbers. Starter costs €14, Growth €34.5 and Professional €53 per user per month, and Enterprise is priced on request.
Plan content matters here. Starter covers time and expense logging, project features and invoicing for time spent and fixed rates, while integrations, APIs and salary administration begin at Growth. Professional adds retainers, pre-paid deals, KPI reporting and automated invoicing. The security page says all servers are in Denmark with the hosting partner Global Connect, and that both companies hold ISAE 3402 declarations. Support hours in the terms run weekdays 8 to 16 CET.
What TimeLog does well
- Servers in Denmark with a Danish contracting entity
- Time, resourcing, invoicing and salary in one system
- Published per-user prices
- Multiple legal entities module
- Outlook time registration add-on
Where TimeLog falls short
- Integrations and APIs not in the Starter plan
- Enterprise price on request
- Support limited to weekday office hours CET
- Less suited to creative workflow
Standout feature. TimeLog is the only tool here that carries approved hours all the way into salary administration.
Lappeenranta, Finland
Basic €25, Business €39, Platinum €49, Enterprise €69 per user per month, excluding VAT
30-day trial, no card
Best for: Project-based firms, especially Nordic ones, that want CRM, delivery and billing from a company inside the Visma Group
Visma Severa links a sales pipeline, quotes, projects with phases and dependencies, work hours with approval, resourcing and invoicing, and sells it in four packages: Basic €25, Business €39, Platinum €49 and Enterprise €69 per user per month, excluding VAT. Resourcing, work hour approval, travel expenses and the REST API start at Business, and revenue recognition and multi-currency at Platinum.
The privacy statement names Visma Solutions Oy of Lappeenranta, Finland, and the site says Severa is part of the Visma Group. The information security page states that it follows Visma's ISO 27001 certified framework and that servers sit in the Azure North Europe region. Invoice data can go to Netvisor, Fortnox and Visma Sign, among more than 50 ready-made integrations, and a 30-day trial needs no card.
What Visma Severa does well
- Full chain from CRM to invoice
- Azure North Europe hosting
- Published prices per package
- ISO 27001 framework via Visma
- 30-day free trial without card
Where Visma Severa falls short
- Microsoft Azure as hosting provider
- Resourcing not in the Basic package
- Revenue recognition only from Platinum
- Part of a large group, not an independent vendor
Standout feature. Visma Severa is the PSA here whose vendor names Nordic bookkeeping packages, Netvisor and Fortnox, as ready integrations.
Binz, Canton Zurich, Switzerland
Founded 2014
Per user, per month
Demo on request
Best for: Agencies of about five to a hundred people who want the timer, the plan and the invoice under one roof
MOCO starts at the timer and widens from there: the hours a person logs also move the project budget, the staffing plan, the offer and the invoice that goes to the bookkeeper. With budget and invoice drawn from the same record, a firm reads its margin per project off a report. The tool page on this site targets teams of roughly five to a hundred people.
The legal notice on mocoapp.com names everii Switzerland GmbH, Binz, Canton Zurich, as provider and developer, registered in the Zurich commercial register and founded in 2014. Exports for DATEV and other German accounting systems are part of the product, with an API and integrations for the rest. Pricing is per user per month with planning and invoicing included, and the vendor shows demo access rather than a free tier.
What MOCO does well
- One record carries the hours, the project budget and the invoice
- Margin per project is a built-in report
- DATEV and other German bookkeeping exports
- Staff planning sits inside the same licence
- API and integrations cover the remaining systems
Where MOCO falls short
- Too much system for a solo freelancer
- Shaped around agencies, so less general purpose
- Strongest in the German-speaking market
- Every team member is a paid seat
Standout feature. With MOCO the DATEV export for the bookkeeper ships as a standard feature rather than a side project.
Berlin, Germany
BCS on-premise licence €300 to €350 per user; BCS.light €200 per licence or €20 per month in the cloud, excluding VAT
Demo on request
Best for: IT, engineering and consulting firms, German-speaking ones in particular, that want PSA with ERP depth and possibly on-premise
Projektron BCS goes past a typical PSA. Projektron GmbH of Berlin ships project planning and controlling, multi-project and portfolio management, resource management, time recording, ticketing, quotation and invoicing, CRM, expenses and document management in one product. The vendor reports that more than 850 companies use BCS, and the product supports PRINCE2, IPMA, Scrum and Kanban in ten interface languages.
Buying options are unusual for this category. The on-premise licence costs €300 to €350 per user, BCS.light €200 per licence or €20 per month in the cloud, excluding VAT. The cloud edition is hosted only in German data centres with dogado GmbH on individual virtual machines, includes four releases a year, and carries a stated ISO 27001 security standard. The company is registered at the Amtsgericht Charlottenburg (HRB 79669).
What Projektron BCS does well
- PSA plus ERP functions in one product
- On-premise or German cloud hosting
- Published licence prices
- Ten interface languages
- Supports PRINCE2, IPMA and Scrum
Where Projektron BCS falls short
- Wide scope means a longer setup
- SaaS price period not stated for BCS
- Training and consulting are separate services
- Less light than modern SaaS-only tools
Standout feature. Projektron BCS is the only product in this category you can buy as a licence and run on your own servers.
Hamburg, Germany
Founded 2019
From €5/user/month billed annually (€8 monthly), Standard €12, Professional €22
Free trial, no card required
Best for: Agency teams of designers and account managers that need phases, time tracking and workload planning more than a ledger
awork comes from awork GmbH in Hamburg and follows how agencies work: a project is split into phases, hours are booked against them, and a workload screen warns when someone is overbooked ahead of a promised date. Designers and account managers adopt it quickly, and the ladder is short: €5 per user per month on yearly billing (€8 if paid monthly), Standard at €12, Professional at €22.
Founded in 2019, the company says its infrastructure sits on ISO 27001 certified Microsoft servers in Germany: German location, American operator. A trial runs without a card. Budgets and hours are tracked, yet awork does not issue invoices, so a firm that wants quotes and bills in the same screen is better served by the Scoro or Teamleader entries.
What awork does well
- A workload view across the whole team, where others expect a spreadsheet
- Hours are tracked inside the product, with no extra module to buy
- Hamburg company, German servers, ISO 27001
- Entry price of €5 per user per month on yearly billing undercuts most tools on this page
- Phases, budgets and client projects suit agencies better than sprint boards
Where awork falls short
- Microsoft infrastructure puts a US provider beneath the German company
- A trial only, with no permanent free tier
- No sprints or backlog in the agile sense, so it is not a software delivery tool
- Fewer integrations than the American products it stands in for
Standout feature. The overbooking warning on awork's workload screen arrives before the deadline is promised, not after it slips.
Cork, Ireland
Founded 2007
Free up to 5 users / $9.99/user/month (Basics) / $24.99 (Accelerate), billed yearly
Free plan for five users; 14-day trial on paid plans
Best for: Agencies selling retainers and billable hours that need audit evidence for procurement
Teamwork.com is the product of Teamwork Crew Limited, an Irish firm operating from Cork since 2007, which makes it the oldest company on this list. Chargeable hours, retainers, budgets and invoices are kept next to the tasks, so month-end reconciliation against a separate ledger shrinks. Two external audits are held: ISO/IEC 27001:2022 and SOC 2 Type 2.
Teams of up to five pay nothing; beyond that Basics is $9.99 and Accelerate $24.99 per user per month on yearly billing, and the paid plans come with a 14-day trial.
Hosting is a decision the buyer has to make, because the vendor says its servers run on Amazon Web Services in both US and EU regions. With seat-based prices the bill climbs faster than on plan-priced tools, and a team building its own software would use only part of the feature set.
What Teamwork.com does well
- Chargeable hours, retainers and invoices live beside the tasks they belong to
- Holds both ISO/IEC 27001:2022 and SOC 2 Type 2, the broadest audit evidence listed here
- Contracting party is an Irish company inside the EU
- Five users pay nothing, and paid seats start at $9.99 a month
- Two decades of development behind the product mean fewer rough edges
Where Teamwork.com falls short
- AWS in both US and EU regions leaves a US provider in the chain
- Years of added features make the interface busy
- Seat-based pricing grows faster than the plan-based tools on this page
- Built around client work, so an in-house product team leaves much of it unused
Standout feature. Teamwork.com treats the invoice as an object of the project itself, where board-style tools ask you to fake it with custom fields.
United Kingdom
Founded 2012
Grasshopper $5, Blackbelt $8, Master $12 per person per month (USD, billed monthly); lower with annual billing
30-day trial, no card
Best for: Agencies, consultants and engineering teams that mainly need to book people and equipment and track leave
Resource Guru is a scheduling tool from Resource Guru Limited, a company registered in England and Wales (07622607) whose product the vendor says was released in May 2012. People, equipment and rooms are booked on one shared calendar, clashes and leave are visible, and a timesheet fills itself from the bookings so managers can compare scheduled and actual hours. Bookings can be tentative, repeated or given as total hours.
Prices are in US dollars: Grasshopper $5, Blackbelt $8 and Master $12 per person per month billed monthly, lower on annual billing, with a 30-day trial and no card. The security page states SOC 2 Type II compliance, annual penetration tests and hosting on Google Cloud Platform, without naming a region. The pages checked mention no quotes or invoice generation, and because the company sits in the UK it relies on an EU representative in Ireland.
What Resource Guru does well
- Clear scheduling with clash detection
- Leave, equipment and room booking
- SOC 2 Type II
- 30-day free trial
- Low entry price per person
Where Resource Guru falls short
- No invoicing in the pages checked
- Prices in US dollars
- Hosting region not stated
- Google Cloud as hosting provider
Standout feature. Resource Guru books equipment and meeting rooms on the same calendar as people, a scope the other scheduling tools here do not list.
Amsterdam, Netherlands
Per scheduled FTE, quoted on request
Free trial offered
Best for: Planners and operations managers at IT, accountancy, consultancy and technical services firms that already run an ERP
Timewax is a planning platform from Timewax B.V. in Amsterdam for organisations that schedule people across projects. Planners drag staff onto projects, see skills and availability, run a leave workflow and a resource request workflow, and compare planned hours with actuals so utilisation and expected margin show while the work runs. Outlook sync warns about double bookings.
The pricing page says you pay per scheduled FTE rather than per user, which means managers and colleagues can look at the plan without raising the bill; amounts are quoted on request and onboarding carries a fixed setup fee.
Listed integrations are AFAS, Exact Online, Microsoft Dynamics, Autotask, Exact Synergy and Simplicate. The terms are concluded with Timewax B.V., the footer shows an ISO 27001 badge, and the pages checked say neither where the data is hosted nor anything about invoicing.
What Timewax does well
- Planning built for service organizations
- Pay per scheduled FTE, not users
- Outlook sync and double booking alerts
- Integrations with AFAS and Exact
- Dutch company with ISO 27001 badge
Where Timewax falls short
- No invoicing in the pages checked
- No published prices
- Fixed setup fee for onboarding
- Hosting location not stated
Standout feature. Timewax is the only tool here that bills by scheduled FTE, so viewers of the plan cost nothing.
Ghent, Belgium
Founded 2012
From €50/month (Focus) / From €66/month (Orbit)
Demo on request
Best for: Small European service businesses that want customer records, quotes, projects and invoices in a single suite
Teamleader is a Belgian platform from Teamleader NV, founded in 2012 by Jeroen De Wit in Ghent, that puts the customer record at the centre and hangs quotes, invoices, projects and time tracking on it. Focus is the general small-business product, from €50 per month, and Orbit, from €66 per month, is aimed at agencies of roughly 10 to 50 people and adds capacity planning, project budgeting with real-time profitability and utilisation dashboards.
The site's tool page lists six active markets (Belgium, the Netherlands, Germany, France, Spain and Italy) with native VAT handling per country and links to local accounting software. Accepted quotes can be converted to projects and then to invoices, and tracked time feeds the invoice. The tool page itself says project management is lighter than that of a dedicated tool and that CRM depth is below a sales-first product.
What Teamleader does well
- An accepted quote turns into a project, tracked hours and an invoice
- VAT rules for several European countries are built in
- Links to bookkeeping packages used in its home markets
- The Orbit plan brings capacity planning and project profitability
- Belgian company under EU jurisdiction
Where Teamleader falls short
- Project features are thinner than in a specialist project tool
- Plan-based pricing sets a floor for very small teams
- The CRM goes less deep than a sales-first product such as Pipedrive
Standout feature. Teamleader is the only tool here that starts from the customer record and ends at a VAT-correct invoice in six European markets.
Poznan, Poland
Full Member $6 and Light Member $2 per month (USD); Enterprise on request
14-day trial
Best for: Small creative agencies and software teams that want a resource calendar, timesheets and leave management
Teamdeck is the narrowest tool in the list, from Teamdeck sp. z o.o. of Poznan: a resource calendar, timesheets, availability, leave and reports. Two seat types keep the bill low. Full Members at $6 per month plan and manage, and Light Members at $2 per month are booked on the calendar, log hours and see their own plan. The pricing page says all features stay available whatever seat mix you pick.
Reports cover utilisation, time off, project budgets, payroll from timesheets and revenue forecasts, with rates per project or per resource in several currencies. Integrations named are Google Calendar, Slack, Podio, Sage HR and Zapier, plus an API. The feature list shows budgets and forecasts but no quoting or invoice generation. The data protection policy names the Polish company as controller and lists Amazon Web Services among the processors, with no region stated.
What Teamdeck does well
- Cheap seats, with a $2 Light Member
- 14-day free trial
- Polish company under EU law
- Budgets and revenue forecast reports
- API and Zapier
Where Teamdeck falls short
- No invoicing
- Prices in US dollars
- AWS as processor, region not stated
- Less depth than a full PSA
Standout feature. Teamdeck's $2 Light Member seat lets a firm give every freelancer a timesheet and a view of their own schedule for almost nothing.
