European Live Chat Software

Live chat software puts a messaging widget on your site and routes visitor questions to a shared inbox, usually with a chatbot for out-of-hours replies. The transcripts hold names, email addresses and order details, so the contracting company and the hosting location matter. These European tools cover website chat from small shops to support teams, and each contracts through an EU, EEA or UK entity.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect the order in which tools appear; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Crisp, a French company from Nantes, ranks first among the European live chat tools here because it combines a free plan for two operators with flat workspace pricing, so adding agents on the Unlimited plan at €95 a month costs nothing extra.
  • Userlike (now Lime Connect) in Cologne and Superchat in Berlin are the two tools here whose own pages state German hosting and ISO 27001, which gives a data protection officer a concrete answer to the question of where chats are kept.
  • Tiledesk in Italy is the one chat and chatbot platform in this list whose own pages offer self-hosting or a private cloud, and Zammad in Berlin is the open-source helpdesk you can run on your own servers, with its chat channel starting on the Professional hosted plan.
  • A European contract is not the same as a European server: Smartsupp stores data in Germany on Amazon Web Services and sends AI requests to OpenAI Ireland, and Dixa hosts EU customers on Amazon Web Services in Ireland.
  • Customerly in Dublin, Gleap in Austria and Dixa in Copenhagen price their AI agents per conversation or resolution (€0.35 for Dixa's Mim, €0.29 for Gleap's Kai Support, $0.45 for Customerly's Aura), which makes cost follow the volume of chats rather than the number of seats.

European live chat software is the website messaging widget and shared agent inbox, plus chatbots and AI replies, sold by a company established in the EU, EEA, UK or Switzerland, and that matters because every chat transcript holds a visitor's name, email address and order details, so the contracting company and the hosting location decide whose law governs that data.

Every European live chat software tool reviewed

#1 Crisp

Nantes, France Founded 2015 Free tier / From €25/month Demo on request

Best for: Startups and SMBs needing customer messaging

  • Operating company. Crisp
  • Jurisdiction. EU (France)
  • Source code. Closed source
  • Replaces. Intercom, Zendesk Chat

Crisp is the tool in this list that most resembles a free chat widget grown up.

The company, founded in 2015 by Baptiste Jamin and Valerian Saliou and based in Nantes, sells a widget, a shared inbox, a chatbot builder, a knowledge base and a small contact database as one product. The free Basic plan gives two operators 30 days of conversation history, and the first paid step, Pro at €25 a month per workspace, brings four operators together with the chatbot and knowledge base.

Where Crisp differs from the seat-priced field is in how it charges. A workspace on the Unlimited plan at €95 a month covers every operator you add, and the top tier includes video calls and screen sharing from the widget plus MagicBrowse, which lets an agent view a visitor's screen with permission. Reporting is thinner than Userlike's and there is no self-hosted edition, so a regulated buyer should read the data processing agreement rather than the marketing page.

What Crisp does well

  • Priced per workspace, with unlimited operators on the Unlimited plan
  • Chat, shared inbox, chatbot, knowledge base and CRM included
  • Video calls and screen sharing on the top tier
  • Genuinely usable free tier for two operators
  • French company with EU processing, startup and non-profit pricing

Where Crisp falls short

  • Reporting lighter than Userlike
  • No self-hosting option
  • Enterprise controls thinner than Userlike's
  • Chatbot and knowledge base require the Pro plan

Standout feature. Crisp prices by workspace rather than by seat and still puts video calls and MagicBrowse screen viewing inside the chat window.

#2 Userlike

Cologne, Germany Founded 2011 Free tier / From €90/month Demo on request

Best for: German companies needing GDPR compliance

  • Operating company. Userlike
  • Jurisdiction. EU (Germany)
  • Source code. Closed source
  • Replaces. Intercom, Zendesk

Userlike is the German option for companies that have to defend their chat tool to an auditor. The platform from Cologne, launched in 2011 and now sold under the Lime Connect brand, states that processing runs in German data centres and that it holds ISO 27001. The controls around that statement are practical ones: IP restrictions, audit logging, redaction of sensitive text in conversations, SAML single sign-on and automatic deletion schedules.

Website chat shares an inbox with WhatsApp, Messenger, Telegram, SMS and email, and AI agents and a Copilot for human agents sit on the higher plans. A free tier gives one widget and one operator seat with the full messaging feature set, but the Team plan starts at about €90 a month and the full AI capabilities need Corporate or Flex. For a small shop outside German-speaking markets that is a steep price for features it will never audit.

What Userlike does well

  • Processing entirely in German data centres, ISO 27001 certified
  • IP restrictions, audit logging and conversation redaction
  • SAML single sign-on and configurable automatic deletion
  • Omnichannel unified inbox with AI automation
  • Genuinely usable free tier with the full messaging feature set

Where Userlike falls short

  • From about €90/month, high for a small business
  • Full AI capabilities need the Corporate or Flex plan
  • No self-hosting option
  • Strongest fit is German-speaking and regulated markets

Standout feature. Userlike pairs German hosting and ISO 27001 with conversation redaction and audit logs, the controls a regulated buyer is asked to show.

#3 Smartsupp

Brno, Czech Republic Free / Solo $17, Plus $25, Expert $83 per month billed annually ($24, $35, $117 monthly); Ultimate from $280/month Demo on request

Best for: Online shops that want live chat and an AI agent trained on their product catalogue

  • Operating company. Smartsupp.com, s.r.o.
  • Jurisdiction. EU (Czech Republic)
  • Where the data sits. Germany, on Amazon Web Services (AI features use OpenAI Ireland, where data may leave the EU)
  • Source code. Closed source
  • Replaces. Intercom, tawk.to, Zendesk Chat

Smartsupp is a live chat product for online shops, run by Smartsupp.com, s.r.o. in Brno, Czech Republic. It lists tawk.to, Intercom and Zendesk Chat among the tools it replaces, and its AI agent, Mira, can be trained on up to 30,000 products so that answers about stock and sizes come from the shop's own catalogue. Chatbot and automation workflows sit beside the live chat, and a mobile SDK is part of the card.

Pricing is among the most open in the list: a free tier and a 14-day trial, then $17 (Solo), $25 (Plus) and $83 (Expert) a month on annual billing, or $24, $35 and $117 monthly, with Ultimate from $280. The compliance picture needs reading in two layers. The contract is Czech and, according to its DPA, data is stored in Germany on Amazon Web Services, while its AI features use OpenAI Ireland, where data may leave the EU.

What Smartsupp does well

  • Free tier and a 14-day trial
  • Paid plans from $17 a month on annual billing
  • Mira AI agent trained on up to 30,000 products
  • Chatbot and automation workflows next to the live chat
  • Czech company, with data stored in Germany

Where Smartsupp falls short

  • Hosted on Amazon Web Services, so a US provider sits under the German servers
  • AI features use OpenAI Ireland, where data may leave the EU
  • Built around live chat for shops rather than as a ticketing helpdesk
  • Ultimate starts at $280 a month, a steep step up from Expert at $83

Standout feature. Smartsupp is the only tool here whose AI agent is trained on a shop catalogue of up to 30,000 products.

#4 LiveAgent

Slovakia From $15/agent/month, billed annually Demo on request

Best for: Support teams that want tickets, live chat and a call centre in one queue

  • Operating company. Quality Unit, s. r. o.
  • Jurisdiction. EU (Slovakia)
  • Source code. Closed source
  • Replaces. Drift, Intercom, Zendesk

LiveAgent is a helpdesk first and a chat tool second, built by Quality Unit, s. r. o., a Slovak company that is the single EU entity behind both the product and the contract. Ticketing, live chat and a call centre share one queue. Published per-agent prices are $15 for Small Business, $29 for Medium, $49 for Large and $69 for Enterprise, billed annually, and a 30-day trial needs no card.

Every tier includes proactive, behaviour-triggered chat invitations, an AI Answer Assistant that drafts replies from past tickets and a self-learning knowledge base fed by resolved tickets. A 24/7 AI support agent hands off to a human when it is unsure. The limits are a lack of any permanent free tier, a flow builder that is simpler than bot-first products, and per-agent prices that climb as the team grows.

What LiveAgent does well

  • Slovak company, single EU entity behind product and contract
  • Proactive, behaviour-triggered invitations included
  • 24/7 AI support agent with human handoff
  • Ticketing, live chat and call centre in one product
  • Published per-agent pricing from $15

Where LiveAgent falls short

  • No permanent free tier, only a 30-day trial
  • No visual flow designer for lead-qualification sequences
  • Per-agent pricing climbs for larger teams
  • Conversational layer lighter than bot-first products

Standout feature. LiveAgent runs ticketing, live chat and a call centre through the same queue, with proactive chat invitations included on every tier.

#5 Trengo

Utrecht, Netherlands From €19/user/month Demo on request

Best for: SMBs needing unified customer communication

  • Operating company. Trengo B.V.
  • Jurisdiction. EU (Netherlands)
  • Source code. Closed source

Trengo is a Dutch shared inbox, founded in 2017 and based at Stadsplateau 30 in Utrecht, where website chat is one channel among many. Email, WhatsApp, Facebook Messenger, Instagram, SMS, voice and live chat feed a single timeline per customer, with assignment, internal notes, @mentions and tagging. The company says it is an official WhatsApp Business Solution Provider, with template messages, broadcasts and interactive buttons.

Automation comes from a visual flowbot builder and from AI-suggested replies and conversation summaries. Pricing starts at €19 per user a month, with an Essentials plan listed at roughly €99 for five users, and a 14-day trial opens every feature. The trade-offs are an SMB focus, lighter routing and analytics than enterprise platforms, and plan or conversation-cap changes that users have reported, so confirm current terms before signing.

What Trengo does well

  • Email, chat, WhatsApp, social and voice in one inbox
  • Assignment and internal notes keep context with the thread
  • Chatbots for the repetitive questions
  • Dutch company, EU processing under GDPR
  • From €19 per user per month

Where Trengo falls short

  • Aimed at SMBs rather than enterprise contact centres
  • Advanced routing and workforce management are limited
  • Analytics lighter than dedicated platforms
  • Not open source or self-hostable

Standout feature. Trengo joins email, WhatsApp, social, voice and web chat in one customer timeline, as an official WhatsApp Business Solution Provider.

#6 Tiledesk

Galatina (Lecce), Italy From €124/month billed annually (€149/month billed monthly) Demo on request

Best for: Technical teams that want an open-source chat and chatbot stack on infrastructure they control

  • Operating company. Tiledesk S.r.l.
  • Jurisdiction. EU (Italy)
  • Source code. Open source
  • Replaces. Drift, Intercom, Chatfuel

Tiledesk is the open-source choice in this list for chat and chatbots, built by Tiledesk S.r.l., an Italian company registered in Galatina in the province of Lecce. Its Design Studio is a visual flow builder for AI agents with explicit lead qualification and routing, and one flow can be deployed to web, WhatsApp, Messenger, SMS, email and voice. The platform can be self-hosted or run in a private cloud, and a white-label option exists for agencies.

The price is aimed at companies. Pro is €149 a month (€124 billed annually) for three users, 20 AI agents, 5 million AI tokens and 3,000 conversations a month, Business is €499 (€416 annually) for five users and 50 AI agents, and Enterprise is quoted. There is no permanent free commercial tier, although qualifying open-source projects can apply for free access. Self-hosting needs people who can run infrastructure, and setup is steeper than a plug-in widget.

What Tiledesk does well

  • Genuine self-hosting or private-cloud deployment
  • Open source, with free access for qualifying open source projects
  • Explicit lead qualification and routing in the flow designer
  • Web, WhatsApp, Messenger, SMS, email and voice from one flow
  • White-label option for agencies

Where Tiledesk falls short

  • No permanent free commercial tier
  • Self-hosting needs infrastructure expertise
  • Entry pricing of EUR 124 a month annually is above Landbot or Crisp
  • Steeper setup than a wizard-driven hosted tool

Standout feature. Tiledesk is the only chat and chatbot platform here that you can run on your own infrastructure as open-source software.

#7 Brevo

Paris, France Founded 2012 Free tier / From €19/month Demo on request

Best for: SMBs needing multi-channel marketing

  • Operating company. Brevo
  • Jurisdiction. EU (France)
  • Source code. Closed source
  • Replaces. Mailchimp, HubSpot

Brevo Conversations is the live chat and chatbot module of the Paris marketing suite that was called Sendinblue until May 2023. Brevo was founded in 2012, and its chat sits next to email campaigns, SMS, WhatsApp, a CRM and transactional email, with a universal inbox collecting the messages. The attraction is that a chat contact lands in the same account as the newsletter list and the sales pipeline, instead of in a separate tool.

Brevo prices its email by messages sent rather than by contacts stored, and its free plan holds unlimited contacts and sends up to 300 emails a day. Our review covers the email side of the product and not the chat limits, so check the Conversations plan on the vendor's page for agent counts. Chat depth is the compromise: a module in a broad suite configures more slowly than a dedicated widget and has fewer chat-specific tools.

What Brevo does well

  • Priced per email sent, so unlimited contacts cost nothing to store
  • Free plan with unlimited contacts and 300 emails/day
  • SMS and WhatsApp orchestrated alongside email in one workflow
  • CRM, sales pipeline and transactional SMTP in the same platform
  • French company with EU processing, no transfer assessment needed

Where Brevo falls short

  • Per-email pricing is worse for small lists mailed very frequently
  • Automation and A/B testing need the Business tier
  • Email builder less refined than MailerLite's
  • Breadth means more configuration before it is useful

Standout feature. Brevo Conversations puts live chat in the same account as email, SMS and WhatsApp campaigns and a sales CRM.

#8 Customerly

Dublin, Ireland Core $19, Growth $69, Ultimate $99 per seat/month (10, 20 and 50 AI conversations included); further AI conversations $0.45 each; Aura AI agent alone $0.45 per AI conversation with no seats; prices shown in USD with a EUR switch Demo on request

Best for: SaaS teams that want an AI agent to resolve most conversations before a person joins

  • Operating company. Customerly Limited
  • Jurisdiction. EU (Ireland)
  • Where the data sits. AWS data centres in the EU; AI processing on Microsoft Azure OpenAI Service and Pinecone in the EU; Stripe (EU and US) and OneSignal push notifications (US) also process data
  • Source code. Closed source
  • Replaces. Intercom, Zendesk, Freshdesk

Customerly is an AI-first support suite from Customerly Limited in Dublin, built around Aura, an agent that trains on your help centre, resolves conversations end to end and escalates to a human with context. Around it sit AI live chat, a help centre, flows, NPS and CSAT surveys and iOS and Android apps. A conversation counts once however many messages follow.

Seats cost $19, $69 and $99 a month on Core, Growth and Ultimate, with 10, 20 or 50 AI conversations included and $0.45 for each extra one; Aura alone costs $0.45 per AI conversation with no seats.

Prices show in dollars with a switch to euros, and there is a free trial but no free tier. The vendor lists its processors: EU AWS data centres, Azure OpenAI Service and Pinecone in the EU, and Stripe and OneSignal with some US processing. Its GDPR pages date from 2021, so ask for a current DPA.

What Customerly does well

  • Aura AI agent resolves conversations end to end and escalates with context
  • Published pricing, including $0.45 per AI conversation with no seats required
  • Customer data stored in AWS data centres in the EU
  • Help centre, flows, NPS and CSAT surveys and mobile apps in one suite
  • Irish company with a published subprocessor list

Where Customerly falls short

  • Prices display in dollars by default; euros are a switch
  • No free tier on the pricing page, only a free trial
  • AI usage is billed on top of seats beyond the included conversations
  • Stripe and OneSignal process some data in the United States

Standout feature. Customerly sells its Aura AI agent on its own at $0.45 per AI conversation, with no seats required.

#9 Gleap

Schwarzach (Vorarlberg), Austria Starter €29/month, Team €149/month, Pro €299/month (billed yearly), plus €0.29 per Kai Support resolution; Enterprise from €999/month; 7-day free trial Demo on request

Best for: Software companies that want chat and bug reports from the same widget

  • Operating company. Gleap GmbH
  • Jurisdiction. EU (Austria)
  • Where the data sits. EU region (application servers and database in Frankfurt) or US region, chosen at signup
  • Source code. Closed source
  • Replaces. Tawk.to, Intercom, Zendesk, Freshdesk

Gleap is the tool in this list written for people who build software. Gleap GmbH in Schwarzach, Austria, places a chat widget inside a web or mobile app, and a user who reports a problem can attach a screenshot, console logs and a session replay, so the person answering sees what the user saw. Chat, ticket history and feedback share one inbox, and knowledge base, surveys, product tours and a public roadmap sit around it.

Plans are Starter at €29, Team at €149 and Pro at €299 a month billed yearly, with Enterprise from €999 and a 7-day trial; Kai Support adds €0.29 per resolution. Starter allows one seat and one project, and seats are unlimited from Team.

The EU region runs on servers and a database in Frankfurt and is chosen at signup, but the privacy policy says some optional AI providers process outside an EU-only boundary. For a shop that wants a plain chat box, most of the product is unused.

What Gleap does well

  • Chat widget and bug reporting share one inbox
  • EU region in Frankfurt selectable at signup
  • Austrian company under Austrian law
  • Seats are unlimited from the Team plan
  • Imports tickets and contacts from Intercom, Zendesk and Freshdesk

Where Gleap falls short

  • Built around software teams, not general website chat
  • AI agent adds a per-resolution fee
  • Starter plan limited to one seat and one project
  • Some optional AI providers process outside the EU

Standout feature. Gleap lets a chat message arrive with a session replay and console logs attached, so a developer can see the problem.

#10 Zammad

Berlin, Germany Founded 2016 Free (self-hosted) / From €7/agent Demo on request

Best for: Teams wanting self-hosted helpdesk

  • Operating company. Zammad
  • Jurisdiction. EU (Germany)
  • Source code. Open source
  • Replaces. Zendesk, Freshdesk

Zammad is an open-source helpdesk from Berlin in which live chat is one source of tickets. Email, phone, chat, social messages and web forms all become tickets that can be assigned, escalated and merged, with a knowledge base whose articles can be public, customer-only or agent-only. The creator behind it, Martin Edenhofer, who also created OTRS, as the founder, and describes search that stays fast across hundreds of thousands of tickets.

Self-hosting is free and carries no per-agent licence fee, and a hosted cloud runs on EU infrastructure from €7 per agent a month. The catch for chat buyers is that the hosted pricing places the chat channel on the Professional plan, so the entry price does not buy a widget. LDAP, OAuth and SAML sign-on, more than 40 interface languages and a REST API suit organisations with an IT team and an identity system already in place.

What Zammad does well

  • Open source, with a free self-hosted edition and no per-agent licence fee
  • Hosted cloud on EU infrastructure from €7 per agent a month
  • Email, phone, chat, social and web forms arrive as tickets in one place
  • Knowledge base with public, customer and agent visibility
  • LDAP, OAuth and SAML single sign-on, and more than 40 interface languages

Where Zammad falls short

  • The chat channel starts on the Professional hosted plan
  • A helpdesk interface is heavier than a simple chat widget
  • Self-hosting needs infrastructure skills and upkeep
  • No bundled AI agent or WhatsApp-first inbox on the tool page

Standout feature. Zammad turns every chat into a tracked ticket and can be run on your own servers at no licence cost.

#11 Superchat

Berlin, Germany Founded 2020 Free €0; Basic €89, Professional €149, Advanced €299 per month as listed on the pricing page; Custom on request; WhatsApp conversations started by the company cost €0.04 to €0.13 Demo on request

Best for: Companies whose customers mostly message on WhatsApp and who want website chat in the same inbox

  • Operating company. SuperX GmbH
  • Jurisdiction. EU (Germany)
  • Where the data sits. Servers in Germany (as stated on the vendor's website)
  • Source code. Closed source
  • Replaces. Tawk.to, Intercom

Superchat is a Berlin messaging inbox from SuperX GmbH, founded in 2020, that began as a way to run WhatsApp from a shared inbox. Its web widget shows live chat, WhatsApp, Instagram and email so a visitor picks a channel, and every conversation lands in an inbox with assignment, notes and mobile and desktop apps. The vendor states servers in Germany and ISO 27001, and the imprint gives a Berlin register entry.

The widget is the pricing hurdle: it is listed from the Professional plan at €149 a month, with Basic at €89 and Advanced at €299, and the Free plan covers one seat and 30 active contacts.

WhatsApp conversations that the contact starts are free for the first 1,000 a month, and those your company starts cost €0.04 to €0.13 each. It is a messaging platform that includes a widget, so a site that only wants chat pays for channels it will not use.

What Superchat does well

  • Website chat, WhatsApp, Instagram and email in one inbox
  • Servers in Germany and ISO 27001 stated by the vendor
  • Contact-started WhatsApp conversations are free for the first 1,000 a month
  • Free plan available for one seat
  • Mobile and desktop apps for agents

Where Superchat falls short

  • Web widget starts at the €149 Professional plan
  • Priced as a messaging platform, not a chat widget
  • Company-started WhatsApp conversations are charged per message
  • No self-hosting option stated

Standout feature. Superchat charges for WhatsApp by who started the conversation, with the first 1,000 contact-started ones each month free.

#12 Dixa

Copenhagen, Denmark Founded 2015 Growth €89, Ultimate €139, Prime €179 per agent/month (20% less billed annually); Mim AI agent €0.35 per conversation Demo on request

Best for: Support teams whose phone line carries as much work as the inbox

  • Operating company. Dixa ApS
  • Jurisdiction. EU (Denmark)
  • Where the data sits. EU customers: Amazon Web Services in Ireland, daily backup elsewhere in Europe; the privacy policy says other customers' data may be stored in the US
  • Source code. Closed source
  • Replaces. Zendesk, Intercom, Freshdesk

Dixa is a Danish contact-centre platform from Dixa ApS in Copenhagen, founded in 2015, that puts phone, email, chat and social messages into one queue. The contact centre is included in every plan, along with a knowledge base and intelligent routing, so it suits teams that add chat to a phone-heavy operation and not teams adding voice to a widget.

Pricing is per agent: €89 on Growth, €139 on Ultimate and €179 on Prime, with 20% off on annual billing, plus €0.35 per conversation for the Mim AI agent. There is no self-serve trial, because new customers start with guided onboarding. Dixa ApS is the contracting party under Danish law by default, but Dixa Inc., a Delaware subsidiary, serves US customers, and EU customers are hosted on Amazon Web Services in Ireland, so check which entity your order form names.

What Dixa does well

  • Phone, email, chat and social in one queue, with the contact centre in every plan
  • Mim AI agent billed per conversation, at €0.35 each
  • Knowledge base and intelligent routing included
  • Danish company; Dixa ApS is the default contracting party under Danish law
  • EU customers hosted in Ireland, with a daily backup elsewhere in Europe

Where Dixa falls short

  • Runs on Amazon Web Services, so a US provider sits under the Irish hosting
  • The privacy policy says customers outside the EU may have their data stored in the US
  • Dixa Inc., a Delaware subsidiary, serves US customers, so check which entity your order form names
  • Per-agent pricing from €89 a month, and no self-serve trial

Standout feature. Dixa includes the contact centre in every plan, so a phone call lands in the same queue as a chat or an email.

Which European live chat tool should replace Tawk.to?

Start from what you use tawk.to for. If it is a script tag, a mobile app and a handful of canned replies, the nearest equivalents are Crisp and Smartsupp: both have a free tier, both install in minutes, and both contract through an EU company. Crisp is the more general of the two. Smartsupp is built for online shops, and its Mira agent can be trained on up to 30,000 products.

If the reason for leaving is audit pressure rather than features, choose by evidence. Userlike states German data centres and ISO 27001, with audit logging, IP restrictions and SAML sign-on. Superchat states servers in Germany and the same certification, but is priced as a messaging platform. Tiledesk is the answer when the requirement is that the software runs on your own machines.

If chat has become only one of several channels, skip the widget products. Trengo and Superchat are shared inboxes where WhatsApp sits next to website chat, and LiveAgent and Dixa add telephone queues. These cost more than a chat bubble because they staff a service desk, which is a different decision.

What does live chat cost once the free plan runs out?

The tools in this list charge by four different units, and the sticker price tells you little until you know yours. Crisp charges per workspace: €25 a month for Pro with four operators and €95 for Unlimited. LiveAgent, Trengo and Zammad charge per person: from $15 per agent, from €19 per user and from €7 per agent. Dixa starts at €89 per agent and Userlike at about €90 a month.

The AI layers add a second meter. Customerly includes 10, 20 or 50 AI conversations with its $19, $69 and $99 seats and then charges $0.45 each. Gleap's plans run at €29, €149 and €299 a month with €0.29 per Kai Support resolution on top. Dixa bills Mim at €0.35 per conversation. Superchat adds per-message charges of €0.04 to €0.13 for WhatsApp conversations that your company starts.

For a tiny team with a few hundred chats a month, Crisp's free plan or Smartsupp's free tier is the honest answer. For a ten-person team, compare Crisp Unlimited at €95 with ten Trengo users at about €190 and ten LiveAgent agents at $150 or more, and then decide whether you need the extra channels the dearer tools bring.

Does a European live chat vendor keep chats on European servers?

Not automatically, and the vendors' own pages are the place to check. Userlike and Superchat state servers in Germany.

Gleap lets you choose an EU region, with application servers and database in Frankfurt, or a US region, and its privacy policy says some optional AI providers process outside an EU-only boundary. Customerly stores customer data in AWS data centres in the EU and lists its AI processors, Azure OpenAI Service and Pinecone, as processing in the EU, while Stripe and OneSignal also handle some data in the United States.

Two vendors are plain about an American layer under a European contract. Smartsupp stores data in Germany on Amazon Web Services, according to its DPA, and its AI features use OpenAI Ireland, where data may leave the EU. Dixa hosts EU customers on Amazon Web Services in Ireland with a daily backup elsewhere in Europe, and its privacy policy says other customers' data may be stored in the US.

If you need no American company anywhere in the chain, the shortlist narrows to the tools you can run yourself, Tiledesk and Zammad, and to vendors that publish a full sub-processor list you have actually read. A European contracting party still gives you EU law, an EU supervisory authority and no reliance on a transfer framework.

How do you migrate from Tawk.to without losing chat history?

Export first, because tawk.to's terms put responsibility for backing up data on its hardware on you, and its plan changes can remove content. Save contacts, the transcripts you may need to produce later and your list of shortcuts and triggers. There is no import path from a free widget that every European tool shares, so expect a CSV for contacts and a copy-paste job for canned replies.

Some tools make the move easier from other helpdesks. Gleap imports tickets and contacts from Intercom, Zendesk and Freshdesk, which helps if your history is in one of those and not in tawk.to. Zammad and Tiledesk give you the code and the API to script a bulk import if you have a developer.

Run both widgets side by side for a week on a staging page, then switch the script tag, set operating hours and offline messages in the new tool, install its mobile app on every agent's phone, and keep the tawk.to account open until you have confirmed that no page still loads the old script.

When should you not switch away from Tawk.to?

Keep tawk.to when the free plan is doing the job and the risk is acceptable. The company has certified under the EU-U.S. Data Privacy Framework with the UK and Swiss extensions, publishes a Data Processing Addendum for EEA customers and a sub-processor list. A site that collects only a first name and a product question may reasonably decide that is enough.

Be careful about moving to a tool that is too large. A team of two that answers chat part time gains little from Dixa at €89 per agent or Superchat's €149 Professional plan, and the price of the switch will exceed whatever compliance risk it removes. In that case Crisp's free plan or Userlike's free tier are the proportionate steps.

Also keep tawk.to if you rely on its hired-agent service, which the vendor describes as human agents answering chats for $1 an hour. None of the European tools here sells that as part of the product, so replacing it means an AI agent or a separate outsourcing contract.

Which tool is best if customers also message on WhatsApp?

Trengo describes itself as an official WhatsApp Business Solution Provider, and its inbox puts email, WhatsApp, Instagram, Messenger, SMS, voice and chat in one timeline per customer. Superchat began as a WhatsApp inbox and added the web widget later; contact-started conversations are free for the first 1,000 a month, and company-started ones cost €0.04 to €0.13.

Userlike also lists WhatsApp, Messenger, Telegram, SMS and email in one inbox, and Tiledesk can deploy one flow to web, WhatsApp, Messenger, SMS, email and voice. Brevo sends WhatsApp messages alongside email and SMS inside its marketing suite, which suits campaigns more than support.

Crisp connects WhatsApp, Telegram, Messenger, Instagram and email as well, so a team that already uses Crisp does not have to move to add channels. Check the plan that unlocks the channel, because WhatsApp access is often priced separately from the widget.

How we selected and ranked these 12 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

Crisp from Nantes is the best all-round choice in our ranking, with a free plan for two operators and flat workspace pricing. Userlike is the strongest pick for German hosting and ISO 27001, Smartsupp suits online shops, and Trengo suits teams that answer customers on WhatsApp. Tiledesk and Zammad are the options if you want to host the software yourself.

Yes. Crisp has a free Basic plan for two operators with 30 days of history, Userlike has a free tier with one widget and one operator seat, and Smartsupp has a free tier and a 14-day trial. Superchat has a free plan for one seat but lists its web widget from €149 a month, and Zammad is free if you self-host it.

Tawk.to's privacy policy says the company is located in the United States and does all processing there, relying on the EU-U.S. Data Privacy Framework and its UK and Swiss extensions for transfers. Its terms point EEA customers to a Data Processing Addendum. Every tool in this list contracts through a European entity instead.

Tiledesk offers self-hosting or a private cloud for its open-source chat and chatbot platform, and Zammad is open source with a free self-hosted edition and a hosted cloud from €7 per agent. The other ten tools here are hosted services, as far as their own pages state.

They are billed in different ways. Dixa charges €0.35 per Mim conversation, Gleap charges €0.29 per Kai Support resolution, and Customerly charges $0.45 per AI conversation beyond the included allowance or for Aura bought without seats. Tiledesk's Pro plan includes 20 AI agents and 5 million AI tokens, and Smartsupp's Mira can be trained on up to 30,000 products.

Dixa includes a contact centre in every plan, so calls, email, chat and social messages share a queue. LiveAgent combines ticketing, live chat and a call centre in one product, and Trengo lists voice among its channels. Crisp, Userlike, Smartsupp and Gleap are chat-first and do not centre on telephony.
