Detailed Review

3CX is a Cyprus-based communications company founded in 2005 by Nick Galea and headquartered in a purpose-built European headquarters in Nicosia.

It differs from every other vendor in this category on the pricing model: instead of a per-seat or per-agent price, 3CX licenses per simultaneous call (SC), with Basic, PRO and Enterprise/AI editions scaling from 8 SC up to 1,024 SC. Reseller and partner price lists put an 8 SC PRO license at roughly $350 a year and a 16 SC PRO license at roughly $750 a year, with hosting billed separately; 3CX discontinued its free tier in January 2026.

The call center module sits on top of 3CX's core PBX and adds queues, an interactive voice response system, wallboards for live queue visibility, and reporting, alongside the underlying phone system's call routing, recording and CRM integrations. It can be deployed on 3CX's own cloud, self-hosted on a customer's server, or run through a hosting partner, which is unusual flexibility in a category dominated by single-tenant SaaS.

Because licensing is per simultaneous call rather than per agent, 3CX can work out cheaper than seat-based competitors for an organization with many named users who are rarely all on a call at once — a receptionist desk or a small support team, for example — but it also means the call center features are one module within a broader PBX product rather than a purpose-built, agent-first CCaaS platform.

The removal of the free tier in 2026 also closes off what was previously a common way for small teams to try 3CX before committing.

What 3CX does well

  • Per-simultaneous-call licensing can cost less than per-seat pricing for teams with many named users but few concurrent calls
  • Deployable self-hosted, on 3CX's cloud, or through a hosting partner — unusual flexibility in this category
  • Established vendor with a purpose-built European headquarters and a long operating history since 2005
  • Call center module (queues, IVR, wallboards, reporting) is bundled into the same product as the core phone system

Where 3CX falls short

  • Free tier was discontinued in January 2026, removing the previous no-cost way to evaluate the product
  • Call center features are a module within a general business phone system, not a purpose-built agent-first CCaaS platform
  • Hosting is billed as a separate line item from the per-simultaneous-call license
  • Pricing is quoted by resellers and partner price lists rather than a single, simple published number on 3CX's own site

Standout feature. Per-simultaneous-call licensing instead of per-agent pricing — the only vendor in this category priced this way, which changes the economics for teams with many named users but few concurrent callers.
