European Alternatives to ZoomInfo

Looking for a European alternative to ZoomInfo? ZoomInfo Technologies LLC is a Delaware company whose database of business contacts raises GDPR questions about lawful basis, data sources and opt-out.

Twelve European tools cover the job: three contact databases, three website visitor tools, two enrichment tools, a Sales Navigator exporter and three outreach tools, from companies in the UK, France, Finland, Germany, the Netherlands, Estonia and Poland.

12 Alternatives
100% GDPR Compliant
How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • ZoomInfo Technologies LLC is a Delaware company; its privacy policy describes opt-out via a Trust Center, a Contributory Network and a Lite product that reads email metadata.
  • There is no European one-to-one copy of ZoomInfo. This page lists twelve tools, and they split into databases, visitor identification, enrichment, a LinkedIn exporter and outreach tools.
  • Cognism (London) is the closest to the ZoomInfo model: a contact database with phone numbers, screened against 15 Do Not Call and TPS lists. Its prices are not public.
  • Kaspr (Paris) is a cheaper, Cognism-owned database with a free plan; Vainu (Helsinki) covers the Nordics from public registers.
  • Leadfeeder (Germany and Finland), Leadinfo (Netherlands) and SalesViewer (Germany) tell you which companies visit your website, which is where the GDPR argument is simplest.
  • Dropcontact and Datagma, both French, enrich and find emails without keeping a contact list, by their own account. Lemlist, Waalaxy and Woodpecker handle outreach, not data.

Why people leave ZoomInfo

ZoomInfo is the reference point for B2B sales data: a database of companies and the people who work in them, with direct dials, job titles and buying signals, sold by subscription to sales teams. It is a Delaware company, ZoomInfo Technologies LLC, and it is very good at what it does.

The European question is not whether it works but whether you can defend using it. The people in that database did not sign up.

Under the GDPR a sales team that contacts them needs a lawful basis, which for cold B2B outreach is almost always legitimate interest, and the person has the right to object. ZoomInfo's own privacy policy describes a Contributory Network in which customers share data back into the database, an opt-out route through its Trust Center, and a ZoomInfo Lite product that reads email metadata such as sender, dates and subject lines.

This page lists twelve European tools, and none of them copies ZoomInfo whole. Three are contact databases (Cognism, Kaspr and Vainu), three recognise the companies that visit your website (Leadfeeder, Leadinfo and SalesViewer), two enrich or find emails without a stored list (Dropcontact and Datagma), one exports leads from LinkedIn Sales Navigator (Evaboot), and three automate outreach (Lemlist, Waalaxy and Woodpecker).

  • Your lawful basis depends on where the data came from Cold B2B outreach in the EU normally rests on legitimate interest, and that argument is only as good as your knowledge of how the contact data was collected. ZoomInfo describes sources that include a Contributory Network of customers sharing data. A European vendor with a smaller, documented source list gives you a shorter story to tell a regulator or a prospect who asks where you found them.
  • Opt-out and objection should be built in Individuals can object, and sales teams must be able to act on it. ZoomInfo offers opt-out through its Trust Center. Cognism says it screens phone numbers against 15 major Do Not Call and TPS lists and notifies business contacts within GDPR timeframes, Kaspr publishes an opt-out form, Vainu removes records that disappear from public sources, and Leadinfo and SalesViewer run opt-out pages for the companies they recognise.
  • Some European tools avoid a stored contact list altogether Dropcontact says it uses algorithms and test servers instead of a personal database and that it stores and resells no personal information, and Datagma says it extracts data in real time without storing it. That is a different compliance position from a database, though it is the vendor's own description and it does not remove your own duty to justify contacting the person.
  • Who you contract with decides the law ZoomInfo's policy names a Delaware LLC. Of the twelve tools here, we could read the contract terms of nine and each names a European entity under French, Dutch, German, Finnish, Estonian or Polish law. Cognism, Vainu and SalesViewer do not publish customer terms we could read, so check the order form before you sign.

What you have to replace, not just match

Start by splitting what you use ZoomInfo for. Finding people and phone numbers is the database job (Cognism, Kaspr, Vainu). Knowing which companies are looking at your site is visitor identification (Leadfeeder, Leadinfo, SalesViewer). Cleaning and completing your own CRM is enrichment (Dropcontact, Datagma). Each has a different European answer.

Run the new tool beside ZoomInfo on a sample of your own target list before you cancel. Coverage is the real difference, not features: a European database will be deeper in some countries and thinner in others, and the only way to know is to test the accounts you actually sell to. Vainu, for example, covers the four Nordic countries only.

How each alternative compares to ZoomInfo

#1

Cognism

the nearest thing to ZoomInfo, with phone numbers and Do Not Call screening

Best for: Sales teams that need a global contact database with mobile numbers and a documented compliance process

Cognism sells what ZoomInfo sells: a database of companies and contacts, delivered through a credit model where one credit reveals one contact record. Its pricing page lists a Standard and a Pro plan with five seats each, plus CRM Enrichment, and publishes no amounts.

The compliance story is its main argument. It says it notifies the business contacts in its database within GDPR timeframes and screens its phone numbers against 15 major Do Not Call and TPS lists, naming the UK, US, Germany, France, Ireland, Spain, Portugal, Croatia, Sweden and Belgium among the registers. The privacy policy names Cognism Limited, a company registered in England and Wales, as joint controller with Cognism d.o.o. in Croatia.

Two cautions. The customer agreement is not public, so the contracting entity for your order is something to confirm, and the privacy policy allows transfers to the United States with safeguards. Cognism also owns Kaspr.

What Cognism does better than ZoomInfo

  • Names the Do Not Call and TPS registers it screens phone numbers against
  • British company with a Croatian co-controller, not a Delaware LLC
  • Says it notifies business contacts of their inclusion within GDPR timeframes
  • Same shape as ZoomInfo: database, credits and a CRM enrichment product

Where Cognism is a step down from ZoomInfo

  • No public prices, so you cannot compare before a sales call
  • The customer agreement is not published and the signing entity is unconfirmed
  • UK rather than EU, so it relies on the UK adequacy decision
  • Transfers to the United States are permitted with safeguards

Standout against ZoomInfo. It is the only European tool here that copies the ZoomInfo model of a global database with phone numbers and Do Not Call screening.

#2

Kaspr

a lower-cost contact finder from Paris, now owned by Cognism

Best for: Individual sellers and small teams who want emails and phone numbers from LinkedIn profiles, with a free plan to test

Kaspr is operated by KASPR, a French simplified joint-stock company registered in Paris, and its terms are governed by French law with the Paris courts. Cognism announced it had acquired Kaspr in April 2022, and the Kaspr site still shows Cognism as its owner, so this is a European company inside a European group.

It has a free plan with 15 B2B email credits per month. The privacy policy provides an opt-out form for people who do not want to be shared with customers. Kaspr describes itself as GDPR and CCPA aligned, which is its own claim.

The terms we read are dated 1 July 2023, before the group structure may have changed, so confirm the contracting entity on your order. Kaspr says its database is built from third-party sources offering online professional contacts.

What Kaspr does better than ZoomInfo

  • Free plan with 15 B2B email credits, so you can test without a call
  • French company under French law with Paris courts
  • Published opt-out form for the people in the database
  • Entry-level alternative with the same owner as Cognism

Where Kaspr is a step down from ZoomInfo

  • Smaller and less compliance-documented than Cognism
  • The terms we read date from July 2023 and may be out of date
  • Database built from third-party sources, as its own terms say
  • Phone and direct email credits are limited on the plans

Standout against ZoomInfo. It is the only database here with a free plan, and it sits in the same group as Cognism.

#3

Leadfeeder

website visitor identification from Germany and Finland, with a US investor behind it

Karlsruhe, Germany

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: B2B marketing and sales teams that want to see which companies visit their site and which pages they read

Leadfeeder identifies the companies behind website visits and adds a company and contact browser extension, lists and workflows. Its site names Dealfront Group GmbH in the footer, and its terms define Leadfeeder as Dealfront Group GmbH and affiliates, including Dealfront Germany GmbH and Dealfront Finland Oy.

The terms are governed by German law, or Finnish law with arbitration in Finland for the Finnish entity, and no US contracting entity is named. According to press coverage Leadfeeder merged with Echobot in 2022 to become Dealfront, and rebranded back to Leadfeeder in March 2026.

Press coverage also reports that Great Hill Partners, a US investment firm, put EUR 180 million into the merger. We did not verify the shareholding, so if European ownership matters to you, ask.

What Leadfeeder does better than ZoomInfo

  • Contracting entities are German and Finnish, not American
  • Identifies visiting companies, so you do not need a purchased list of people
  • Integrates with Salesforce, Pipedrive, HubSpot and Zoho
  • Browser extension and lists add company and contact data

Where Leadfeeder is a step down from ZoomInfo

  • US private equity investor, which may matter if you need European ownership
  • Identifies visitors, not a database of contacts to cold-call
  • Prices are not public on the pages we could read
  • Recent rebrand back from Dealfront can confuse older documentation

Standout against ZoomInfo. It is the visitor identification tool with the most integrations here, and the one with a US investor.

#4

Lemlist

multichannel outreach with an included lead database, from Paris

Paris, France

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: Teams that want one tool for email, LinkedIn and calling sequences, with prospect data inside

Lemlist is run by LEMPIRE SAS in Paris. Its terms are subject to French law with the Paris courts, and its legal notice names OVH in Roubaix as server host. It advertises a lead database of more than 650 million contacts included in its plans, with email enrichment as an add-on drawing on more than 25 data providers.

The Email plan is listed at $55 per month on annual billing and Multichannel, which adds LinkedIn, SMS, WhatsApp and calling, at $87. There is a 14-day trial with no card.

Lemlist is primarily an outreach tool, so it does not match ZoomInfo's verified phone data. Press coverage reports that Expedition Growth Capital bought a $30 million secondary stake in 2021, with the founders keeping control, which we did not verify.

What Lemlist does better than ZoomInfo

  • French company under French law, hosted at OVH in Roubaix
  • Lead database and sending in one tool
  • Email, LinkedIn, SMS, WhatsApp and calling on one plan
  • 14-day trial with no card

Where Lemlist is a step down from ZoomInfo

  • An outreach tool first; the data is not ZoomInfo grade for phone numbers
  • Enrichment credits are an extra add-on
  • Prices are in US dollars
  • External investor reported, ownership not verified

Standout against ZoomInfo. It is the only outreach tool here that bundles a lead database in its plans.

#5

Vainu

company and contact data for the Nordics, from public sources

Helsinki, Finland

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: Nordic sales teams that want self-updating company data from registries rather than a scraped list

Vainu is a Helsinki company that covers Finland, Sweden, Norway and Denmark, with 5.1 million companies and 10.5 million contacts and more than 550 data fields. It is sold as a platform, a headless API and a managed service.

Its database privacy statement is unusually specific. The controller is Vainu.io Software Oy in Helsinki, the sources are public registries, patent offices, company websites and press releases, the lawful basis is legitimate interest, and people can object by email to privacy@vainu.io. It says it removes data when it disappears from the original public source.

We could not find public customer terms or pricing, so the governing law of the contract is unconfirmed. It does not cover the rest of Europe.

What Vainu does better than ZoomInfo

  • States its sources, its lawful basis and how to object
  • Finnish company, outside US law
  • Data tied to public registries and removed when the source removes it
  • API, CRM sync and managed-service options

Where Vainu is a step down from ZoomInfo

  • Covers only four Nordic countries
  • No public prices and no public customer terms we could read
  • Company and contact data from public sources, so no direct-dial focus
  • Not a global ZoomInfo replacement

Standout against ZoomInfo. It is the only database here that lists its sources as public registries and says why it may process the data.

#6

Leadinfo

Dutch website visitor identification, with published prices

Capelle aan den IJssel, Netherlands

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: B2B companies in the Benelux and DACH that want to see visiting companies and follow up

Leadinfo recognises which companies visit your site and links them to a database it describes as 300 million decision makers. The contracting entity is Leadinfo B.V. in Capelle aan den IJssel (KvK 78116643), and the EULA is governed by Dutch law with the competent Dutch court.

On GDPR it is open. It builds company profiles from publicly available databases indexed by IP address, relies on legitimate interest, filters out consumers and the self-employed, and runs a public opt-out page. Your own site still needs the right consent set-up.

Pricing is published: Starter at €69 per month billed annually, or €99 monthly, with a 14-day trial. Leadinfo has been part of the team.blue group since 2022, and says it holds ISO 27001.

What Leadinfo does better than ZoomInfo

  • Dutch company, Dutch law, public opt-out page
  • Filters consumers and self-employed people out of its profiles
  • Published prices with a 14-day trial
  • Real-time recognition of visiting companies

Where Leadinfo is a step down from ZoomInfo

  • Identifies companies, not a list of people to cold-call
  • Part of the team.blue group, not independent
  • Mobile numbers only on the Pro plan
  • Pricing scales with the number of identified companies

Standout against ZoomInfo. It is the visitor tool here with the most open price list and the one that excludes consumers and the self-employed.

#7

Dropcontact

email finding and enrichment without a stored contact list, by its own account

Best for: Teams with their own prospect list who want it cleaned, verified and completed

Dropcontact is a French simplified joint-stock company registered at Bobigny, and its terms are governed by French law with the courts of Paris. It finds and verifies business emails and enriches contacts with company data, LinkedIn profiles and SIREN codes, and cleans and deduplicates your CRM.

Its pitch is GDPR by design. It says it uses proprietary algorithms and test servers instead of a personal database and that no personal information is stored or resold, which is its own statement and makes the compliance position different from a database vendor.

It is the cheaper end of the market without a free plan beyond 50 emails: Starter is listed at €79 per month for 500 credits and Growth at €120, with payment only when data is found.

What Dropcontact does better than ZoomInfo

  • Says it keeps no contact database, which simplifies the GDPR position
  • French company under French law
  • Pay on success: credits are refunded when an email is not found
  • Cleans and deduplicates your CRM as well as finding emails

Where Dropcontact is a step down from ZoomInfo

  • Not a database: it needs names and a company from you
  • No phone numbers in the plans we read
  • Starts at €79 per month for 500 credits
  • The no-database claim is the vendor's own

Standout against ZoomInfo. It is the one enrichment tool here that builds its whole GDPR case on not keeping a list.

#8

Datagma

phone and email lookup from Paris with a free plan

Best for: Small teams and agencies that want mobile numbers and emails on demand, with a free tier

Datagma is an activity of INFORMATIONS, a French single-shareholder simplified joint-stock company in Paris, and its terms are governed by French law. It finds phone numbers and emails for people you name, with an API.

It says that all data is extracted in real time without storage, which is its own description. The pricing page lists a free plan with 3 phone numbers and 90 emails per month and a Regular plan at $49 per month for 100 phones and 3,000 emails, with annual billing at a discount.

The pages we read did not say how it handles GDPR in detail, so ask for the data processing agreement and the sources before relying on it.

What Datagma does better than ZoomInfo

  • Free plan with 3 phone numbers and 90 emails per month
  • French company under French law
  • Says it extracts data in real time without storing it
  • Credits roll over for up to 12 months on paid plans

Where Datagma is a step down from ZoomInfo

  • Prices in US dollars
  • Small volumes: 100 phone numbers on the Regular plan
  • GDPR procedures are not spelled out on the pages we read
  • Not a full database or intent platform

Standout against ZoomInfo. It is the cheapest way here to look up a few mobile numbers, with a free plan to try.

#9

SalesViewer

German website visitor identification with EU hosting and published prices

Bochum, Germany

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: Companies that want to see visiting businesses and are strict about IP addresses and consent

SalesViewer is run by SalesViewer GmbH in Bochum, entered in the commercial register of the local court of Bochum under HRB 16602. It recognises businesses visiting your site and sends alerts, with scoring, filters and a Google Ads integration on the higher plans.

On privacy it says all data is collected without reference to IP addresses, that you should obtain consent through your consent platform under section 25 TDDDG, that it offers a voluntary opt-out for company-based tracking and that data stays in European data centres. These are its own statements.

Pro is listed at €99 per month for 50 company detections, Premium at €339 and Individual at €629, with a 14-day trial. We could not load its terms, so the governing law is unconfirmed.

What SalesViewer does better than ZoomInfo

  • German company with a named commercial register entry
  • Says it stores no IP addresses and hosts in European data centres
  • Published prices with a 14-day trial
  • Voluntary opt-out beyond what the law requires

Where SalesViewer is a step down from ZoomInfo

  • Identifies companies, not a contact database
  • Pricing is per detection and rises quickly for large sites
  • We could not read its terms to confirm the governing law
  • Less data enrichment than Leadfeeder or Leadinfo

Standout against ZoomInfo. It is the visitor tool here that makes the strongest claim on IP addresses: none stored.

#10

Evaboot

clean exports from LinkedIn Sales Navigator, from Estonia

Best for: Teams that already pay for Sales Navigator and want its search results as a clean, verified list

Evaboot exports your Sales Navigator results to a spreadsheet and adds an email finder and verifier, data cleaning and CRM sync. Its terms name Nademode OÜ, registered in Tallinn under Estonian register number 17128164, under Estonian law with the courts of Tallinn.

Pricing is by credit, one credit per exported lead: Starter at $29 per month for 400 credits, Professional at $49 for 1,000 and Business at $99 for 3,000, with unlimited seats. The terms say the customer must be a legitimate registered LinkedIn user.

It depends on LinkedIn and Sales Navigator, which are US-owned. It is a way to use a US data source with a European supplier, not a replacement for ZoomInfo's own database.

What Evaboot does better than ZoomInfo

  • Estonian company under Estonian law with courts in Tallinn
  • Per-lead pricing with unlimited seats
  • Email finder and verifier included in every plan
  • Unused credits roll over and plans can be paused

Where Evaboot is a step down from ZoomInfo

  • Depends on a Sales Navigator subscription you must pay for separately
  • Not a database: it only exports what LinkedIn shows you
  • Prices in US dollars
  • No free trial credits on the pricing page we read

Standout against ZoomInfo. It is the only tool here that exports your own Sales Navigator searches into a clean list.

#11

Waalaxy

LinkedIn and email outreach automation from Montpellier

Montpellier, France

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: Founders and small teams that prospect mainly on LinkedIn

Waalaxy automates LinkedIn and email outreach: you find prospects through LinkedIn search, Sales Navigator or Recruiter Lite, then run ready-made sequences with automated follow-ups. It advertises integrations with HubSpot and Pipedrive and reports that 65 percent of its users run LinkedIn and email together as a team.

The publisher is SAS Waapi, a French simplified joint-stock company registered in Montpellier under number 841 124 001. Its terms are governed by French law, and disputes go to the courts of the Montpellier Court of Appeal. There is a 14-day trial with no payment details.

It does not supply contact data of its own, so it works with what LinkedIn gives you. We did not check its prices.

What Waalaxy does better than ZoomInfo

  • French company under French law with a named register entry
  • 14-day trial with no payment details
  • Ready-made sequences for LinkedIn and email
  • CRM sync with HubSpot and Pipedrive

Where Waalaxy is a step down from ZoomInfo

  • No contact database or phone numbers of its own
  • Relies on LinkedIn, which is US-owned and restricts automation
  • Prices were not checked here
  • Not a ZoomInfo replacement on its own

Standout against ZoomInfo. It is the only tool here built around LinkedIn outreach first, with email added.

#12

Woodpecker

cold email from Wroclaw, with a lead finder and deliverability tools

Wrocław, Poland

  • Which law reaches it. eu-eea. ZoomInfo Technologies LLC is incorporated in Delaware, United States, and run from Vancouver, Washington, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.

Best for: Sales teams and agencies that run high-volume cold email and care about deliverability

Woodpecker is operated by Woodpecker.co S.A., registered in Wroclaw, Poland, in the National Court Register under KRS 0000896179. Its agreement is governed by Polish law, with mandatory consumer rules of the customer's residence prevailing where they apply.

It is a cold email platform with free email verification, free warm-ups, inbox rotation and adaptive sending, and every plan includes 100 Lead Finder credits. LinkedIn outreach and an agency panel are add-ons. The trial lasts 14 days or 100 cold emails.

The pricing page uses a contacted-prospects model that we could not state reliably, so no price is quoted here. It sends email; it is not a contact database.

What Woodpecker does better than ZoomInfo

  • Polish company in the EU, under Polish law
  • Deliverability tools: verification, warm-ups, inbox rotation
  • Includes 100 Lead Finder credits on every plan
  • Agency panel for managing client accounts

Where Woodpecker is a step down from ZoomInfo

  • Not a contact database and no phone numbers
  • Usage-based pricing that is hard to predict
  • LinkedIn outreach costs extra
  • Cold email carries its own consent rules in some countries

Standout against ZoomInfo. It is the one tool here built for high-volume cold email, with deliverability tools in the product.

What actually breaks when you switch

The hard part of leaving ZoomInfo is the data, not the software. Your CRM is full of ZoomInfo records, and the terms of your contract decide what you may keep after you cancel. Read the exit clause before you start, and ask whether exported records may stay in your system.

Coverage will differ by country and by seniority. Test each candidate on a sample of your own accounts, in the markets you sell to, before you commit to a year. Phone numbers are where European tools usually differ most.

Whichever tool you pick, keep your own suppression list. Anyone who objects, unsubscribes or appears on a Do Not Call register must stay excluded, and that list belongs to you, not to the vendor.

What is the lawful basis for using B2B contact data under the GDPR?

For cold outreach to a business contact, the usual basis is legitimate interest under Article 6(1)(f), not consent. That means you must be able to show a real interest, that contacting this person is necessary for it, and that their rights do not outweigh it. Anyone you contact can object, and then you stop.

The basis belongs to you as the sender, not to the data vendor. A vendor can make your case easier by documenting where the data came from, by informing the people in the database and by giving you suppression lists, but it cannot give you the basis. Local rules also apply, for example some countries require consent for cold email to some recipients.

Where does a database like ZoomInfo get its data?

ZoomInfo's privacy policy describes its sources, including a Contributory Network in which customers share data with it. The European vendors are more specific about their sources. Vainu names public registries, patent offices, company websites and press releases, Kaspr says its database is built from third-party sources offering online professional contacts, and Leadinfo builds company profiles from publicly available databases indexed by IP address.

Ask any vendor, including these, for a written description of the sources and the lawful basis it relies on. If it cannot give you one, you cannot rely on it in your own records of processing.

What is an opt-out register and do I need one?

An opt-out register is a list of people or numbers who have said they do not want to be contacted, such as the national Do Not Call lists. In practice you need one for phone outreach in countries that run such a register. Cognism says it screens its phone numbers against 15 major Do Not Call and TPS lists, including those of the UK, Germany, France, Ireland, Spain, Portugal, Croatia, Sweden and Belgium.

For email the equivalent is your own suppression list: anyone who objects or unsubscribes stays on it, whichever tool you use next. Switching vendors does not reset it.

Is a website visitor tool different from a contact database?

Yes. Leadfeeder, Leadinfo and SalesViewer recognise the company behind a visit, not an individual who has not identified themselves. Leadinfo says it filters out consumers and self-employed people, SalesViewer says it stores no IP addresses and relies on your consent banner under section 25 TDDDG, and both run an opt-out for the companies they recognise.

That makes the lawful-basis story shorter than for a purchased list of named people, though the tracking script still needs the right consent set-up on your site. They tell you who is interested; they do not hand you a list of people to cold-call.

Which one to pick

If you want the nearest European equivalent to ZoomInfo, Cognism is the one, with the cautions that its prices are not public and its customer agreement is not published. Kaspr is the cheaper way into the same group.

If your real use is seeing who visits your site, Leadfeeder, Leadinfo and SalesViewer answer that more directly, and the GDPR case is simpler because they identify companies rather than people. If you sell in the Nordics, Vainu is worth a test.

If you already have a list, Dropcontact and Datagma complete it without a stored database, by their own account. Lemlist, Waalaxy and Woodpecker handle the sending, and Evaboot exports your own Sales Navigator searches.

Be realistic about the gap. ZoomInfo is large and deep, and none of these twelve matches it everywhere. Switch if the lawful basis, the data sources and the US jurisdiction worry your legal team, and test on your own accounts first.

Frequently Asked Questions

Cognism is the closest in kind: a contact database with phone numbers and Do Not Call screening, run from London, but with prices on request and a customer contract we could not read. Kaspr is a lower-cost, Cognism-owned option with a free plan. If your need is knowing which companies visit your site, Leadfeeder, Leadinfo or SalesViewer fit better. None is a full copy.

ZoomInfo says it complies and offers an opt-out through its Trust Center, and it publishes a privacy policy with EEA, UK and Swiss sections. Whether your use is lawful is a separate question that depends on your own basis for contacting each person. The concern European buyers raise is the Contributory Network, in which customers share data back to ZoomInfo, and that the company is a Delaware LLC under US law.

Cognism. Cognism announced the acquisition of the Paris-based company in April 2022, and the Kaspr site shows Cognism as the owner. Kaspr's own terms, dated 1 July 2023, name KASPR, a simplified joint-stock company registered in Paris under number 843 898 396, under French law with the Paris courts. Both are European companies.

It is British. Its privacy policy names Cognism Limited, registered in England and Wales under number 9392705 with a London registered office, as joint controller with Cognism d.o.o. in Croatia. The UK has an EU adequacy decision. Its customer agreement is not public, so confirm which entity signs your order, and note that its privacy policy allows transfers to the United States with safeguards.

It varies. Kaspr has a free plan with 15 B2B email credits per month. Leadinfo starts at €69 per month on annual billing and SalesViewer at €99 per month. Dropcontact lists €79 per month for 500 credits, Evaboot $29 for 400 credits, and Lemlist $55 per month on annual billing. Datagma has a free plan and a $49 plan. Cognism and Vainu do not publish prices. Prices change, so check each site.

Cognism, Kaspr and Vainu hold databases. Lemlist advertises a 650M-contact lead database inside its outreach tool. Dropcontact and Datagma say they find and verify data on request rather than storing a list, and Evaboot exports what you can already see in your own Sales Navigator. Leadfeeder, Leadinfo and SalesViewer identify visiting companies. Waalaxy and Woodpecker are about sending, not about data.

No. Vainu says it covers Finland, Sweden, Norway and Denmark, with 5.1 million companies and 10.5 million contacts, and more than 550 data fields. It builds its company database from public registries, patent offices, company websites and press releases and relies on legitimate interest. It is a good fit for Nordic sales and not a global replacement.

Leadfeeder merged with Echobot in 2022 to form Dealfront, and the company rebranded back to Leadfeeder in March 2026, according to press coverage. Its site now names Dealfront Group GmbH, and its terms name Dealfront Group GmbH, Dealfront Germany GmbH and Dealfront Finland Oy under German or Finnish law. Great Hill Partners, a US investment firm, put EUR 180 million into the merger in 2022, so check the ownership if that matters to you.

Yes. Its terms name Nademode OÜ, registered in Tallinn, Estonia, under Estonian law with the courts of Tallinn. Evaboot exports leads from your own LinkedIn Sales Navigator account and adds an email finder and verifier, so it depends on LinkedIn and is not a database of its own. Its terms say you must be a legitimate LinkedIn user.

Only for the sending half. They automate email and LinkedIn sequences, and Lemlist and Woodpecker include a lead finder, but they do not replace a verified contact database with phone numbers. Most teams pair one of them with a data source such as Kaspr, Cognism or Dropcontact. All three are European: Lemlist (Lempire SAS, Paris), Waalaxy (SAS Waapi, Montpellier) and Woodpecker (Woodpecker.co S.A., Wroclaw).
