Nextcloud, for most organisations. It covers the three things SharePoint is actually used for — file storage and sharing, collaborative document editing through its OnlyOffice or Collabora integration, and a wiki through Collectives — and it runs on your own hardware or a European host. XWiki is the better choice if what you need is specifically a structured knowledge base rather than a file platform.

XWiki maintains a migration path from Confluence and markets to teams leaving it, which is the most direct route. For simpler spaces, exporting to Markdown and importing into Nuclino or Nextcloud Collectives is usually less painful than trying to preserve every macro and layout.

XWiki and BlueSpice both offer page- and space-level permission models detailed enough for organisations that need to restrict access by department, role and document class. Stackfield goes further with end-to-end encryption, which is why it appears in German legal and healthcare organisations.

Less than it used to be. Nextcloud and OpenProject both ship container images and appliance builds, and several European hosting providers offer them as managed one-click services — which gives you EU jurisdiction without running the servers yourself. Nuclino and Zenkit are fully managed SaaS if you would rather not host anything.
