Shiftbase is workforce management software for shift-based businesses that covers employee scheduling, time tracking, absence management, HR records and payroll preparation. Shiftbase ranks first here because it is the only vendor in this comparison that publishes a free plan, a complete price list and a public trust page at the same time.
The company says its first code was written in 2010 and the product launched in 2011, and it reports more than 8,000 businesses and 250,000 users. The Shiftbase mobile app for iOS and Android lets employees clock in, swap or claim shifts and request time off, while managers approve hours and fill open shifts.
Shiftbase B.V. is registered with the Dutch Chamber of Commerce under number 59514701 and gives Groeneweg 2A in Zoetermeer as its address.
The Shiftbase trust page states an EU data location and names Amazon Web Services and Google Cloud as infrastructure providers, so the hosting is in the EU but on American clouds. Shiftbase states ISO/IEC 27001 certification and lists multi-factor authentication, role-based access control and encryption at rest. The same trust page lists subprocessors including Sentry, SendGrid and Cloudflare, with Mixpanel and Customer.io as recent additions.

Yearly billing takes 10% off. The Free plan costs nothing for up to 15 employees in one department. Shiftbase suits hospitality, retail and care teams that want to see the bill before talking to sales.
Buyers who need payroll links should budget for the App Center+ add-on at EUR 20 per month, and buyers who rule out American cloud providers should look further down this list.

Staffomatic is a shift planner with absence management and time tracking, built by a small German company. The Staffomatic Basic plan contains the shift planner, absences, a digital personnel file, the mobile app, shift swapping and shift applications.
Time tracking, qualifications and API access arrive in Professional, and working time accounts, supplements, overtime accounts and a DATEV export in Premium. Staffomatic reports more than 70,000 users across more than 1,500 teams. The punch clock runs as an app on any device with an internet connection, where employees log hours with a personal five-digit PIN.
Staffomatic is operated by easyPEP UG (haftungsbeschränkt), Zirkusweg 2 in Hamburg, registered at the Amtsgericht Hamburg-Altona under HRB 123216. The company history on its about page says the firm was set up as Easypep in 2011 and renamed Staffomatic in 2014.
Staffomatic describes its product as made in Germany and hosted in Germany, without naming the hosting provider. The Staffomatic data policy lists American providers such as HubSpot and Vimeo for the website and support, with EU standard contractual clauses as the safeguard.
Staffomatic charges per user per month: Basic EUR 2.00 with yearly billing or EUR 2.40 monthly, Professional EUR 4.00 or EUR 4.80, Premium EUR 6.00 or EUR 7.00. Every plan has a minimum of 10 users, and teams above 100 users get Enterprise rates on request.
The trial lasts 14 days and needs no payment details. Staffomatic fits German-speaking teams that want DATEV-ready hours at a published price. Teams under ten people pay for ten seats regardless, and companies that want named certifications will not find any on the Staffomatic pages checked.

tamigo is a workforce management platform from Copenhagen for retail, supermarkets, restaurants and hotels. The tamigo Essential plan covers basic scheduling, daily timesheets, absence requests and a basic payroll export. Standard adds shift bids, shift exchanges, the mobile time clock and employee skills.
Advanced brings schedule templates, worktime warnings, a time bank, custom KPIs and API access, and Premium adds custom payroll and HR integrations plus global payroll compliance. tamigo says it supports 20 languages and serves customers in 20 countries, which is the reason it ranks third: breadth across borders, with less price transparency above the Standard plan.
tamigo ApS gives Kristianiagade 8, 2100 Copenhagen as its headquarters, with Danish VAT number 28277679, and says it was founded in 2006 by Jakob Toftgaard.
The about page states that Viking Venture from Norway invested EUR 9.3 million in 2019, so the named outside investor is European as well. The tamigo trust centre states that all customer data is hosted within the EU and that third-party providers process data within the EU. tamigo keeps customer data for 90 days after a contract ends before deleting it.
tamigo charges from EUR 15 per location per month for Essential and from EUR 30 per location per month for Standard, while Advanced and Premium are on custom pricing after a demo.
A free trial is offered for the two lower plans, with no length published. tamigo suits chains that staff each site with many part-timers, because the bill follows locations rather than headcount. A single-site business that needs API access or a dedicated customer success manager has to move to Advanced, where tamigo publishes no price.

Dyflexis is a Dutch workforce management platform that started as a staff scheduling tool. The Dyflexis Pro plan covers workforce scheduling, time and attendance, leave management, reports and the employee app. Suite adds payroll integration, POS and ERP integration, a forecasting module and temporary staffing.
Expert adds AI-powered forecasting, auto scheduling, rotating multi-shift scheduling, BI and single sign-on, and Talent adds performance and skills management. The Dyflexis app for Android and iOS lets employees submit availability, respond to open shifts, request leave and clock in and out, and receive instant notifications when a rota changes.
Dyflexis B.V. is registered under Chamber of Commerce number 59584327 at Saturnusstraat 14 in The Hague. The company says it was founded in 2008 by Joshua Angnoe, opened a German office in 2019 and reached 100 employees in 2022.
Dyflexis lists three certificates on its site: ISO 27001:2022 for information security, ISO 9001:2015 for quality management and ISO 27701:2019 for privacy information management, audited annually by an independent firm. The Dyflexis privacy policy says personal data is stored at ISO 27001 certified companies but names neither provider nor country.
Dyflexis publishes EUR 4.50 per user per month for Pro, EUR 5.50 for Suite, EUR 6.50 for Expert and EUR 7.50 for Talent, with a quote request button next to the price list. No trial, minimum or implementation fee is stated on the pricing page.
Dyflexis ranks fourth: its certificates are the strongest in this list, but the missing hosting location and the absence of a self-service trial cost it places. Production, logistics and care organisations with SAP, Workday or Microsoft Dynamics will find those connections in the Dyflexis marketplace; a café with eight staff will not need them.

RotaCloud is rota planning software from York for restaurants, hotels, care homes, retail and similar shift-based employers. The RotaCloud Standard plan includes unlimited sites and departments, drag-and-drop rota planning, shift notifications, holiday and absence management, shift swapping, reporting and the mobile apps.
Pro adds labour forecasting, budget caps, document storage, custom leave request rules and enforced two-factor authentication. The RotaCloud app for iOS and Android lets managers edit shifts and approve timesheets and lets employees view rotas, swap shifts and request leave. RotaCloud says more than 5,000 businesses use it.
RotaCloud is a product of Kettle and Keyboard Limited, company number 08625682, registered at 20 George Hudson Street in York. The about page states that RotaCloud has grown to more than 50 employees with zero outside investment and therefore has no external shareholders.
RotaCloud states that its core network runs on Amazon Web Services in multiple availability zones within the London region and that stored data is encrypted at rest with AES-256. The contract is governed by English law, which places RotaCloud outside the EU but inside a jurisdiction with an EU adequacy decision.
RotaCloud prices in bands: for 1-5 employees Standard costs GBP 10 per month or GBP 120 per year and Pro costs GBP 15 per month or GBP 180 per year, and teams above 500 employees get a custom quote; the published figures are tied to an employee band, so the price for a larger team has to be read on the RotaCloud pricing page itself.
The terms state that VAT is added to the price. Clocking in and timesheets come as the Time & Attendance add-on, and text messages as a second add-on. The 30-day trial needs no payment information.
RotaCloud fits British employers who pay staff through Sage, PayCaptain or Staffology; EU companies that want data stored inside the EU are better served higher in this list.

Skello is a French scheduling and time tracking product sold in separate lines: scheduling plans, clocking plans and combined Duo plans. Skello Scheduling Standard covers schedule planning, time tracking, compliance management, payroll preparation and the mobile app.
Planning Max adds staffing forecasts, automatic schedule generation, performance analytics and electronic timesheet signatures. Skello says it serves 25,000 field teams and their 600,000 employees. Integrations on the Skello site include the payroll tools Cegid Quadra and a3innuva Nómina and POS systems such as SumUp, Shopify, Untill and Oracle Simphony, plus calendar sync with Google, Outlook and iCal.
Skello SAS is registered in Paris under RCS number 820 275 956, with its office at 69-71 rue Beaubourg. The Skello security page states that data is stored at Amazon Web Services on servers located in Ireland, in a multi-availability-zone setup, and that penetration tests are carried out regularly by accredited firms. The Skello legal notice names Webflow, Inc. in San Francisco as the host of the marketing website. Skello states no ISO or SOC certification on its security page.
Skello publishes starting prices: Scheduling Standard from EUR 79 per month, Planning Max from EUR 107, Duo Standard from EUR 99 and Duo Max from EUR 129, with a 10% discount for an annual commitment and a 14-day free trial.
The pricing page does not say what makes the price rise above the starting figure. Skello ranks sixth because of that open end and because the data sits with an American cloud provider. Skello suits French-speaking hospitality and retail teams; a business that wants a per-user bill it can calculate in advance should pick Staffomatic or Dyflexis.

Shyfter is a Belgian scheduling and time tracking tool with four plans. Shyfter Time Tracking covers QR code clock-in, geolocation, photo verification and exports. Basic adds basic scheduling, schedule duplication, leave and absences and contracts.
Standard adds Shift Swap, advanced scheduling across multiple views, templates, integrations and phone support, and Business adds customisable access rights, tailored payroll rules, API access and a dedicated success manager. Shyfter says more than 3,500 companies and 400,000 employees use it. Employees work with a separate app called Shyfter Staff, and the Basic plan already includes what Shyfter calls AI replacement for finding cover.
Shyfter is operated by SHYFTER SA, company number 0720.922.212, with its registered office at Boulevard de Waterloo 30 in Brussels and an operational headquarters in Namur. The Shyfter terms state that Belgian law applies. The Shyfter privacy policy says that tasks may be subcontracted to technical subcontractors but names no hosting provider and no hosting location, which is the main reason Shyfter closes this ranking. No certification is stated on the Shyfter pages checked.
