Why this category is thin, and what we rejected
Customer data platforms are a category dominated globally by US vendors — Twilio Segment, Tealium, mParticle, Amplitude, Salesforce Data Cloud and Adobe Real-Time CDP between them cover most of the market — and the EU/EEA alternatives are correspondingly few. We researched a longer list of candidates than the five listed here, and rejected several for concrete, checkable reasons rather than simply not finding them.
Bloomreach was founded in Amsterdam in 2009 and its CDP product, Bloomreach Engagement, began life as the Slovak company Exponea before being acquired in 2021. Despite that European history, Bloomreach's current legal headquarters is in Mountain View, California, and it operates as a US-incorporated company today. That disqualifies it from this page even though its product is a genuine CDP.
Occtoo (Malmö, Sweden) is genuinely EU-headquartered, but its own product positioning is a “Product Orchestration Engine” — closer to product information management than to customer data unification — so it does not belong in this category regardless of its EU ownership.
Contentsquare (Paris, France) is also genuinely EU-headquartered, but it is an experience-analytics platform — session replay, heatmaps and journey analytics — not a customer data platform in the sense of unifying and activating customer profiles across channels. Being a real European company was not, on its own, enough to qualify it.
We also checked and set aside a smaller Belgian and Italian vendor after finding either an opaque ownership structure or a product that had narrowed to a specific regional vertical, in both cases making an EU-alternative claim harder to stand behind than for the five tools listed above.
CDP specialists versus CDP-as-a-module
Of the five tools here, only three — Zeotap, mediarithmics and Spotler Activate — are CDP-first companies where the customer data platform is the whole product.
Commanders Act sells its Real-Time CDP alongside its own server-side tag manager and consent tooling, and Piwik PRO sells its CDP module (branded Data Activation) as one of four modules in a broader analytics and consent suite.
Neither approach is wrong, but they answer different questions: a buyer who wants a CDP specialist should lean toward the top three, and a buyer who wants consent, tagging and customer data unification from a single EU vendor has good reasons to look at Commanders Act or Piwik PRO instead.
Published pricing is rare in this category
Piwik PRO is the only tool on this page with a published starting price, and even that only covers a capped allowance of its CDP module before the higher, uncapped tiers become quote-only.
Zeotap, mediarithmics, Spotler Activate and Commanders Act publish no pricing at all — a pattern consistent with the CDP category globally, where even large US vendors like Twilio Segment and Tealium mostly move buyers to a sales conversation once volume exceeds an entry tier.
