European Alternatives to Segment

Looking for a European alternative to Segment? Segment is sold as Twilio Segment: customers outside the EEA contract with Twilio Inc., a Delaware corporation in San Francisco, and customers inside the EEA, UK or Switzerland with Twilio Ireland Limited under Twilio's terms of service, which name the courts of London for those customers.

Twilio's pricing page splits the product into Connections (a data pipeline), a full Customer Data Platform with Unify and Engage, and add-ons such as Protocols, and offers a free trial without a credit card.

The European tools below cover the same ground from Germany, France, Poland, Denmark, the Netherlands, Finland, Sweden and the UK: event and tag collection, identity resolution, warehouse-side processing and activation, with EU or UK contracting entities.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Segment is sold as Twilio Segment: Twilio Inc. (Delaware, San Francisco) contracts with customers outside the EEA, and Twilio Ireland Limited (Dublin) with customers in the EEA, UK and Switzerland, under terms that name the courts of London for the latter.
  • Twilio's pricing page describes a Connections pipeline with 550+ destinations and a full CDP with 700+, and shows no list prices in the page text.
  • Zeotap (Germany) is the European tool that can run as a Snowflake Native App, which keeps the profile layer inside your own warehouse instead of a second vendor-hosted store.
  • Piwik PRO (Poland) is the only tool here with a published CDP-related entry price (Business from €36 per month with a capped 300-profile Data Activation allowance), and Custobar (Finland) publishes a Small plan from €548 per month.
  • Commanders Act (France) and Piwik PRO bundle tag management and consent with the CDP, which replaces Segment's collection layer as well as its profile layer.

Why people leave Segment

Segment is now sold as Twilio Segment, a customer data platform for collecting an event once and sending it to many tools. The product page presents it in two layers: Connections, a customer data pipeline that collects first-party events and sends them to hundreds of destinations including warehouses, and a full customer data platform that adds Unify for identity-resolved profiles and Engage for audiences and journeys. Twilio says more than 25,000 companies use it.

The contract is where European buyers should look first. Twilio's terms of service name Twilio Inc., a Delaware corporation at 101 Spear Street in San Francisco, as the contracting party for customers outside Europe, and Twilio Ireland Limited in Dublin for customers in the EEA, the UK or Switzerland.

The Irish entity gives a European counterparty on paper, but the group parent is American, and the privacy notice relies on Binding Corporate Rules, the EU-U.S. Data Privacy Framework and standard contractual clauses for transfers inside the group.

People who leave Segment rarely do so because collection is weak. They leave because the product has grown into a communications platform with a CDP attached, because the price follows event and profile volume, or because a legal review of a US-parented vendor holding every customer event has become part of procurement. Twilio does not print list prices in the page text we could fetch, so budgeting starts with a quote or a trial.

  • The parent company is American, whatever the invoice says Twilio Inc. is a Delaware corporation headquartered in San Francisco. Customers in Europe contract with Twilio Ireland Limited under the same general terms, with English law and the courts of London named for that group. A European contracting entity does not remove the US parent from the picture: a US company can be compelled under laws such as the CLOUD Act to hand over data it controls, wherever the servers sit. Twilio's own privacy notice leans on the Data Privacy Framework, which only holds while that framework stands.
  • The CDP is one part of a larger communications platform Twilio's navigation groups Segment under "Customer Data" next to messaging, voice, email, video and authentication products. That helps if you also buy SMS and email from Twilio, because the profile and the sending channel share a vendor. It is less helpful if you only want a pipeline and a warehouse, since the roadmap, packaging and sales conversations are organised around the wider platform and its AI and conversation products.
  • Packaging splits the pipeline from the profile layer Connections, Unify, Engage and the Protocols add-on are separate pieces on the pricing page, and warehouse-based audiences and profile enrichment are add-ons to the pipeline plan. Developers who started with Connections discover later that identity resolution, audiences and data-quality rules belong to higher or additional packages. The pricing page shows plan descriptions but not figures in the text we fetched, so the real cost only appears in a quote.
  • Event pipelines are being unbundled from CDP suites Several European tools take a different shape: a warehouse-native CDP (Zeotap), a tag and consent layer with a CDP on top (Commanders Act, Piwik PRO) or a tag-free capture layer that hands data to your own stack (Celebrus). If your team already models customers in a warehouse, paying a second vendor to keep a second copy of the profile is the part of the Segment model worth questioning.

What you have to replace, not just match

Segment is three jobs that happen to share a bill. The first is collection: client-side and server-side libraries, source connectors and a tracking plan that keeps event names consistent. The second is routing: sending the same event to a warehouse, an ad platform, an email tool and an analytics product without writing each integration. The third is identity and activation: merging anonymous and known users into profiles, building audiences and pushing them to channels.

No European tool matches all three with the same breadth of ready-made destinations. Twilio quotes 550+ destinations for Connections and 700+ for the full platform, and none of the tools on this page publishes a number of that size.

Expect to rebuild some integrations through APIs, webhooks or your warehouse, and to decide where the tracking plan lives once Protocols is gone. Warehouse-first tools shrink the routing job, because the warehouse becomes the hub. Suite tools shrink the activation job, because email, SMS and journeys come in the same licence.

Do the inventory before the shortlist: list every source, every destination, every audience that drives a campaign, every trait computed in Unify and every consumer of the raw event stream. Teams that only ever used Segment to fan events out to five tools need a very different replacement from teams that run lifecycle journeys on Segment audiences.

How each alternative compares to Segment

#1

Zeotap

The warehouse-native choice for teams that treat their own data store as the source of truth

Berlin, GermanyQuote-only, no published tiers#1 in Customer Data Platform Software

Best for: Data teams on Snowflake that want identity and activation without a second profile copy.

Against Segment, Zeotap answers the question of where the profile lives. Segment keeps unified profiles in its own store, with warehouse sync as a feature around it. Zeotap's Composable CDP can run as a Snowflake Native App, so identity resolution and activation logic execute next to the tables your analysts already maintain. Berlin-registered zeotap GmbH is the contracting entity, with the vendor positioning the product against Twilio Segment, Tealium and mParticle.

That strength comes with a developer-shaped price of entry. Zeotap publishes no prices and advertises no trial, so a proof of concept starts with a sales call, which is slower than signing up for a Twilio trial. The June 2025 spin-off of a separate entity and a September 2025 change of chief executive are worth a direct question during procurement. Pair it with your own event collector, because collection is not the headline.

What Zeotap does better than Segment

  • Keeping profile logic inside your own Snowflake account
  • Contracting with a German GmbH instead of a US parent group
  • Avoiding a second vendor-hosted copy of customer data
  • Focus on identity and enrichment rather than a communications suite

Where Zeotap is a step down from Segment

  • Self-serve trial and published price, which Twilio offers
  • Collection tooling, since the product is not a tag or SDK layer
  • Warehouse choice, since the Native App route is Snowflake-specific

Standout against Segment. It is the only tool in the list that moves the CDP into your own warehouse rather than next to it.

Piwik PRO

A European suite that replaces Segment's collection layer and offers a small, priced profile module

Wroclaw, PolandFree core plan / paid plans on request#5 in Web Analytics

Best for: Teams that want tags, consent, analytics and a capped CDP module under one EU contract.

Piwik PRO covers the part of Segment that Segment itself treats as plumbing: the tag manager and the consent manager that decide what is collected. The CDP capability is its Data Activation module, one of four, and it is the only tool here with a published number. Business starts at €36 per month with a 300-profile monthly allowance, Enterprise from €366 per month, and the vendor offers a 30-day trial without a credit card.

Against Segment the trade is depth for transparency. The profile allowance is capped even on paid tiers, so a high-traffic product with millions of profiles will leave the published pricing quickly, and there is no permanent free tier for the CDP module. In exchange you get EU-only data centres with no US transfers for EU customers and a Polish company, Piwik PRO S.A., as the counterparty, which suits public-sector and regulated buyers.

What Piwik PRO does better than Segment

  • Knowing the entry price before talking to sales
  • Consent management and tags in the same product as the profile layer
  • EU-only data centres stated for EU customers
  • A trial that needs no card

Where Piwik PRO is a step down from Segment

  • Profile volume, because the Data Activation allowance is capped
  • Number of ready-made destinations
  • Depth of identity resolution as a standalone specialism

Standout against Segment. It is the one tool here where a developer can read a euro figure and start a trial the same day.

Commanders Act

Server-side tag management first, CDP second, a close fit for Segment's source-to-destination routing

Paris, FranceQuote-only, no published tiers#4 in Customer Data Platform Software

Best for: Teams moving tracking off the browser that want consent state attached to every event.

Commanders Act started as tag management and grew a CDP, which makes its architecture the closest in this list to what Segment does in the middle: take an event from a site or app, apply rules, forward it to destinations.

Collection runs through its own Enterprise Tag Manager, consent state from its consent layer travels with the data, and the Real-Time CDP unifies the profile on top. The company, Fjord Technologies trading as Commanders Act, is registered in Paris and states EU hosting.

The CDP is one of three product lines, since an October 2023 acquisition added Adloop for ad optimisation, so it is less of a data-layer specialist than Zeotap. Pricing is not published and no trial is advertised. Against Segment the main question for developers is migration: your sources and destinations must be rebuilt as tags and connectors in a different tool, and the work is bigger than a re-pointing of SDKs.

What Commanders Act does better than Segment

  • Binding consent state to the data before it leaves the browser
  • Server-side collection run by a French vendor under EU hosting
  • One contract for tags, consent and CDP
  • Ad-spend optimisation inside the same suite

Where Commanders Act is a step down from Segment

  • Published pricing and self-serve trial
  • Specialist depth as a pure CDP
  • A familiar SDK and source-library model for product developers

Standout against Segment. It puts the consent decision and the collection rule in the same place as the CDP profile.

Celebrus

A capture and identity layer that feeds your own warehouse and analytics instead of replacing the whole CDP

Sunbury-on-Thames, United KingdomNot published; demo and quote on request#6 in Customer Data Platform Software

Best for: Large enterprises that want complete first-party capture without instrumenting every event by hand.

Celebrus tackles the part of Segment that developers dislike maintaining: instrumenting every event. It captures behavioural data without tags, resolves identity in real time and exposes the result through an API and batch connectors to warehouses and analytics platforms. Its anonymized collection mode keeps capturing when visitors decline cookies. The vendor compares itself with Adobe, Amperity and mParticle on its own site.

Celebrus Technologies plc is a UK company on the AIM market with a registered office in Sunbury-on-Thames, covered by the EU adequacy decision rather than established in the EU, and it lists a US subsidiary for its American business. Celebrus Cloud is a single-tenant private cloud on AWS, Azure or Google, which differs from Segment's multi-tenant approach. Segmentation and campaign tooling is thinner than in the engagement platforms, and no price is published.

What Celebrus does better than Segment

  • Capturing behaviour without maintaining event tags
  • A single-tenant private cloud deployment
  • Handing complete data to a warehouse over batch and API
  • A UK parent listed on a European exchange instead of a US group

Where Celebrus is a step down from Segment

  • Marketer-facing audiences and journeys
  • Published pricing and trial
  • EU establishment, since the company sits in the UK under an adequacy decision

Standout against Segment. It removes most of the tracking-plan maintenance by capturing behaviour without tags.

Agillic

An event and profile model you feed over API, with marketing automation attached

Copenhagen, DenmarkNot published; contact sales or book a demo#7 in Customer Data Platform Software

Best for: Nordic teams that want to push events in by API and run automation from the same profiles.

Agillic's CDP is organised as profiles and events, with aggregated properties such as event counts, latest values, counts per topic and RFM scores. Data arrives through API requests, custom endpoints that accept any incoming payload and CSV imports, which is a model developers used to Segment's track and identify calls will recognise, and a condition editor turns segment entry and exit into triggers for actions.

The Copenhagen company (Agillic A/S, listed on Nasdaq First North Denmark) publishes an annual Deloitte ISAE 3000 Type 2 report and states EU-only processing. Against Segment it gives less: the CDP page does not explain how identities are matched, no hosting provider is named, no price is published, and its named customers are mostly Nordic. It is a marketing-automation platform with a CDP, more than a pipeline.

What Agillic does better than Segment

  • Accepting arbitrary payloads on custom endpoints
  • A published annual audit report from a major auditor
  • Automation triggers tied directly to profile changes
  • EU-only processing stated by a Danish listed company

Where Agillic is a step down from Segment

  • Number of destinations and integrations
  • Documentation of identity resolution
  • Self-serve trial

Standout against Segment. It combines an open payload endpoint with a published Deloitte ISAE 3000 audit.

mediarithmics

A first-party audience platform for publishers and brands whose problem is activation, not routing

Paris, FranceQuote-only, no published tiers#2 in Customer Data Platform Software

Best for: Publishers and consumer brands monetizing first-party audiences in a cookieless setting.

mediarithmics, based on rue d'Edimbourg in Paris, is less a pipeline than an audience platform. It unifies first-party data, builds segments and activates them across channels, with the unusual extra of monetizing audience data directly. Where Segment's starting question is how to get an event to a tool, mediarithmics starts from what to do with the audience once it exists.

A recent merger with Easyence pulled personalization and on-site search into the same company, which widens the product but makes the near-term roadmap harder to read from outside. No pricing is published and no trial is advertised. For a team that mainly needs reliable event routing it is the wrong shape; for a publisher with large audiences and advertising revenue it is a better-targeted tool than a general pipeline.

What mediarithmics does better than Segment

  • Audience monetization as a built-in use case
  • Design for a world without third-party cookies
  • On-site personalization through the Easyence merger

Where mediarithmics is a step down from Segment

  • Plain event routing to many destinations
  • Published prices and a self-serve entry point

Standout against Segment. It treats the audience as an asset to sell, not only a list to message.

Custobar

A priced, connector-rich retail CDP for teams whose destinations are ecommerce platforms

Espoo, FinlandSmall plan from €548/month (up to 300,000 contacts; 20,000 contacts and a monthly email package included); Medium, Large and Enterprise on request#10 in Customer Data Platform Software

Best for: Ecommerce brands on Shopify, Shopware, Magento or WooCommerce wanting a priced plan with automation.

Custobar answers Segment with a retail-shaped integration list: more than 70 integrations including Shopware, Shopify, Magento and WooCommerce, plus offline and point-of-sale data, which the founder says Salesforce lacked in a record store in 2014. Activation covers email, two-way SMS, push, on-site banners, recommendations and Meta and Google audience sync. Custobar Oy of Espoo has data centres in Finland and Germany under Finnish law.

The Small plan starts at €548 per month for up to 300,000 contacts, which gives a concrete figure to compare against a Twilio quote, and larger plans are on request. The 31 August 2026 acquisition by the listed Finnish group Ilkka Oyj, stated on its own blog, changes ownership within Europe. It suits retail and ecommerce more than B2B or SaaS event streams, and no ISO or SOC certificate is named.

What Custobar does better than Segment

  • A published euro entry price
  • Ecommerce platform connectors and offline retail data
  • Data centres in Finland and Germany with Finnish-law terms
  • SMS and email channels in the same licence

Where Custobar is a step down from Segment

  • Generic SaaS and product-event pipelines
  • Destination count compared with Segment

Standout against Segment. It is the retail option with a published €548 per month plan and EEA-only data centres.

Spotler Activate

A Dutch ecommerce CDP now sold inside a marketing group, aimed at triggers rather than pipelines

NetherlandsQuote-only, no published tiers#3 in Customer Data Platform Software

Best for: Dutch and Benelux ecommerce teams that already use or want Spotler email and automation.

Spotler Activate is what Squeezely became after Spotler Group absorbed it, so older reviews and case studies under the Squeezely name describe the same product. It unifies customer and behavioural data into segments and real-time triggers for personalization, email and advertising. Compared with Segment, the offer is a narrower ecommerce activation product, not a general-purpose pipeline with hundreds of connectors.

The practical advantage is commercial: one Dutch vendor for CDP, email and automation means fewer contracts and data-processing agreements than a Segment plus separate email vendor setup. The practical risk is the one every acquired product carries, which is how much of the original roadmap and team survived. No price is published, no free tier is advertised, and the vendor does not state a founding year under the Spotler name.

What Spotler Activate does better than Segment

  • Consolidating CDP and email under one Dutch contract
  • Real-time triggers aimed at ecommerce behaviour
  • Avoiding a separate sending vendor

Where Spotler Activate is a step down from Segment

  • Developer-facing pipeline features
  • Transparency on pricing and trial

Standout against Segment. One Dutch vendor can hold the profile, the email and the automation.

Ometria

A retail platform that ingests from stores, warehouses and ERP and then sends the messages itself

London, United KingdomNot published; demo on request#8 in Customer Data Platform Software

Best for: Retail brands whose customer data sits in many systems and who want activation in the same tool.

Ometria ingests from ecommerce platforms, data warehouses and ERP, websites, apps, POS, loyalty and support systems, resolves identity across email, mobile and cookie data including for anonymous visitors, and keeps one consent record. For a developer coming from Segment it covers the warehouse sync idea, but it then keeps the activation inside its own experience layer: audiences, journeys, email, SMS, push, ads and direct mail.

The company, Ometria Ltd in London, lists ISO 27001 and ISO 27701 among its credentials, without a published certificate on the pages we reviewed, and states about 200 clients. Its hosting region is not stated, no price is published and a UK company sits under an EU adequacy decision, not EU establishment. It is built for retail, so a B2B product team will find little here.

What Ometria does better than Segment

  • Retail-specific ingestion across POS, ERP and loyalty
  • A single consent record across channels
  • Predictive attributes through its Architect AI layer

Where Ometria is a step down from Segment

  • Hosting transparency, since no region is stated
  • Fit outside retail
  • Developer-oriented pipeline tooling

Standout against Segment. It resolves identity for anonymous visitors and then orchestrates the campaign from the same profile.

Voyado

A Swedish retail suite where the profile serves CRM and loyalty, a business-user alternative

Stockholm, SwedenFixed platform fee plus volume-based usage fee for email, SMS and other channels; amounts not published#9 in Customer Data Platform Software

Best for: Retailers who want CRM, loyalty and product discovery and care less about raw event pipelines.

Voyado is the least pipeline-like tool on the list. The Stockholm company, Voyado AB, sells a retail suite of customer engagement, loyalty, product discovery and retail media, and does not lead with the CDP label. Its profile, consent capture and data-quality controls serve retail marketers, with in-store identification tying purchases to the customer. A Segment user who mainly wants events routed to tools will find little to replace it with here.

Pricing is a fixed platform fee plus a usage fee that scales with volume, without published amounts, and the agreement is governed by Swedish law. Main processing is in the EU, but some sub-processors work outside the EU and EEA under transfer tools such as the Data Privacy Framework or standard contractual clauses, as listed on its public sub-processor page. That is honest and public, and it also means the answer is not simply all-EU.

What Voyado does better than Segment

  • CRM, loyalty and discovery in one retail data layer
  • A published sub-processor list with transfer tools
  • Swedish-law contract with a verifiable registration

Where Voyado is a step down from Segment

  • Event pipelines and developer tooling
  • Fit outside retail

Standout against Segment. It is the only tool here that puts loyalty and product discovery on the same profile.

voyado.com Visit Voyado

What actually breaks when you switch

Plan the cutover around data you cannot recreate. Export Segment's tracking plan, source settings, destination mappings and any computed traits or audience definitions before access ends, and make sure the raw event history also exists in your own warehouse, not only inside Segment. Historical profiles built by Unify do not transfer between vendors, so the new tool rebuilds identity from the events you give it.

Run both systems in parallel for a few weeks. Segment's libraries sit in your web and mobile code, so change them behind a flag and send events to the old and new destinations at once, then compare counts.

Retraining is the quiet cost: marketers who build audiences in Engage will need new workflows, and developers who trusted Protocols will need their own validation. Check contract terms on both sides, because a Twilio agreement may renew on its own schedule and the new vendor may start with a longer scoping phase, since most European CDP vendors here do not publish prices.

Can we keep our Segment tracking plan and event names when we move?

The event names and properties you have defined are yours, and keeping them stable is the cheapest part of a migration.

A tracking plan is mainly a naming contract between developers and analysts, so export it from Segment, store it in your own repository and treat it as the reference for whichever collection layer you pick. Tools with their own tag manager (Commanders Act, Piwik PRO) and the tag-free capture in Celebrus will ask you to map that contract onto their own concepts.

What does not move is Segment's enforcement. Protocols, the add-on that Twilio's pricing page describes as data cleaning and real-time validation, is the part that enforces data quality before events reach destinations. None of the European tools publishes an equivalent on the pages we reviewed, so plan to add validation in your own code or in the warehouse. That is more work, and it is also where you control the rules.

Is a warehouse-native CDP really a replacement for Segment?

For the sync half, yes. If your product events and customer tables already land in a warehouse, a CDP that reads from it avoids a second copy of the profile, and Twilio itself sells a warehouse-based audience add-on, which shows how common this pattern has become. Zeotap is the tool on this page built around it, because its logic can run as a Snowflake Native App inside your own account.

It does not replace the collection half. Someone still has to capture events in the browser and the app and get them into the warehouse. Pair a warehouse-native CDP with your own collector, with Commanders Act or Piwik PRO tag management, or with Celebrus capture, and decide who owns that seam. If you do not have data engineers, a suite that bundles collection and activation is the more realistic choice.

Which one to pick

If your team already runs Snowflake and wants the profile to stay there, start with Zeotap. If you mostly want to own collection and consent and add a profile layer on top, Commanders Act or Piwik PRO come closest to the middle of what Segment does, with Piwik PRO the easier first step because it publishes a price and trial. Celebrus fits large enterprises that want to stop hand-instrumenting events.

If your real need is activation for a retail or ecommerce brand, pick by channel and platform: Custobar for a priced plan and ecommerce connectors, Spotler Activate for Dutch email-plus-CDP, Ometria for multi-system retail data, Voyado for loyalty and CRM, Agillic for a Nordic automation platform fed by API. Keep Segment if you rely on its 550+ or 700+ destinations and have no jurisdiction concern, because no European tool matches that breadth today.

Frequently Asked Questions

For developers who want warehouse sync and identity resolution, Zeotap (Germany) is the closest match because it can run inside your own Snowflake account. Piwik PRO (Poland) and Commanders Act (France) fit teams that also want tag management and consent in the same contract, Celebrus (UK) fits enterprises that want tag-free capture feeding their own stack, and Agillic (Denmark) fits teams that want a profile and event model fed by API with marketing automation on top.

Yes, partly. Twilio's terms of service name Twilio Ireland Limited in Dublin as the counterparty for customers in the EEA, the UK and Switzerland, and its privacy notice lists a Dublin EEA headquarters. The group parent remains Twilio Inc., a Delaware corporation in San Francisco, and the notice relies on Binding Corporate Rules, the EU-U.S. Data Privacy Framework and standard contractual clauses for intra-group transfers.

Twilio's pricing page lists plan descriptions and a free trial without a credit card, but we could not read list prices in the page text. Among the European tools, Piwik PRO publishes Business from €36 per month with a capped Data Activation allowance, Custobar publishes a Small plan from €548 per month, and Zeotap, Commanders Act, Celebrus, Agillic, mediarithmics, Spotler Activate and Ometria are quote-only.

Not one for one. Twilio quotes 550+ destinations for Connections and 700+ for the full platform, and the European tools publish smaller connector sets, such as Custobar's 70+ integrations. Teams usually rebuild a few connections through APIs or the warehouse. Warehouse-first and tag-based tools reduce the number you need, because the warehouse or the tag manager becomes the hub.

None of the ten on this page publishes a direct equivalent of Protocols on the pages we reviewed. Commanders Act and Piwik PRO control collection through their own tag managers, which gives you a central place to govern what is sent, and Ometria and Voyado include consent and data-quality controls. Strict tracking-plan enforcement usually ends up in your own pipeline or warehouse tests.
