European Alternatives to Visier
Looking for a European alternative to Visier? Visier Inc. is a people analytics vendor whose privacy office is in Vancouver, British Columbia, and its privacy policy says personal information may be processed in countries outside the European Economic Area. For transfers from the EU it points to the EU-U.S. Data Privacy Framework.
European options range from analytics platforms such as Crunchr and Ingentis to HR suites with built-in analytics, including Cezanne HR, Sloneek and PeopleForce, several with a stated EU hosting region.
How we rank these tools — 4-step process
-
1
European ownership, verified
The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.
-
2
Category fit and hands-on review
What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.
-
3
Compliance and pricing check
GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.
-
4
Position on this page
Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.
Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects which tools are listed. Editorial policy

Key takeaways
- Visier's own privacy statement places its Privacy Office in Vancouver and permits transfers to the U.S. and to countries outside the EEA.
- Visier states certification under the EU-U.S. Data Privacy Framework, the UK extension and the Swiss-U.S. framework.
- Crunchr from Amsterdam is the closest European match for a multi-system analytics platform and states 250+ predefined metrics.
- Sloneek's terms state that customer data stays in EU member states and is not used for AI training unless agreed.
- PeopleForce publishes Core HR prices of $2.5 and $3 per employee per month, billing from 50 employees, and Visier prices were not read for this page.
Why people leave Visier
Visier Inc. sells people analytics: software that takes the records an HR system, an applicant tracker and a payroll file hold about identifiable employees and turns them into headcount, attrition and cost figures. Its privacy statement gives the Visier Privacy Office as a Vancouver, British Columbia address. That makes it a Canadian vendor, and the first thing to know is that the jurisdiction question here is less simple than for a US company.
The same statement says Visier operates globally and transfers personal information to Visier in the U.S., to subsidiaries, and to third parties and business partners in countries around the world, including countries outside the European Economic Area.
For transfers out of the EU it relies on the EU-U.S. Data Privacy Framework, with the UK extension and the Swiss-U.S. framework alongside. A buyer in Europe is therefore not looking at a single clean hosting location but at a framework that has to be checked per contract.
People look beyond Visier for three plain reasons. They want a contracting entity inside the EU, EEA or UK so a data protection authority they can write to in their own language is in the chain. They want a smaller tool because the workforce is 300 people, not 30,000. Or they want analytics that arrive inside the HR system they already pay for. All three lead to the eleven vendors below.
- The privacy statement allows processing outside the EEA Visier's privacy text lists transfers to Visier in the U.S., to its subsidiaries and to third parties and partners in countries outside the EEA, and adds that data protection standards there may be different. That is a legitimate way to run a global product, but it means a European HR department has to read the sub-processor and transfer terms before assuming the data stays on the continent. Crunchr, Sloneek and Personio state EU hosting on their own pages instead.
- The EU protection rests on a framework certification Visier says it complies with the EU-U.S. Data Privacy Framework and certified to the U.S. Department of Commerce. A framework like this depends on a decision of the European Commission staying in force. If your legal team would rather not depend on that decision, a vendor contracting under EU law, such as Ingentis in Nuremberg or Effectory in Amsterdam, removes the question from the contract.
- A dedicated platform may be more than the question needs A specialist analytics layer pays off when several HR systems must be joined. If the questions are headcount, absence and turnover from one HRIS, the module inside Cezanne HR, Sloneek or PeopleForce answers them without a second vendor, a second data feed and a second security review. We did not read Visier's price list, so this is a question about scope, not a claim about cost.
- Workforce topics outside classic HR metrics have specialists Engagement surveys with benchmarks (Effectory, People Insight, Leapsome), skills supply and demand (TechWolf) and organisation design (Ingentis) each have a European vendor built around them. If your actual need is one of those, a general analytics platform covers it from the side, and a tool built for it covers it from the middle.
What you have to replace, not just match
Replacing Visier means replacing three things, and different European tools cover different ones. The first is the data model: the agreed definitions of headcount, voluntary turnover and cost per hire that finance and HR both accept.
Crunchr ships 250+ metric definitions with its first release, which is the closest match for that job. The second is the connectors, because analytics only works if the HRIS, the applicant tracker and the payroll file feed it. The third is the dashboards that managers open every Monday, which have to be rebuilt in whichever tool you choose.
If you do not run a multi-system estate, the shortest replacement is to stop buying a separate product. Sloneek, Cezanne HR and PeopleForce put reporting in the HR system, and Personio does so for the records it already holds. Anything that needs scenario modelling, such as a reorganisation, points at Ingentis. Anything that is about survey answers points at Effectory, People Insight or Leapsome.
Be honest about what you will not replace like for like. We read no feature list for Visier, so we cannot say which of its forecasting or benchmarking functions have a European equivalent. Before you commit, list the five reports your leadership team actually reads and check each one against the tool you are considering.

How each alternative compares to Visier
Best for: Enterprise HR teams that join Workday, SAP, Oracle or UKG data into one set of metrics
Crunchr is the tool to test first if Visier is your reference point. Both sit above the HR system rather than inside it, and Crunchr lists 150+ pre-built connectors, among them Workday, SAP SuccessFactors, Oracle Fusion HCM, UKG, BambooHR and HiBob, plus 250+ metric definitions delivered with the first release.
The contract side differs from what Visier's privacy text describes. Crunchr lets the customer choose an EU or US region and says data stays there, reports a yearly SOC 2 Type 2 audit and names a CISO and a DPO. The company has a Boston office, so confirm which entity signs.
What Crunchr does better than Visier
- EU hosting region selectable by the customer
- Metric catalogue delivered at go-live
- Named data engineer assigned from day one
- Dutch registered entity (KvK 61307068)
Where Crunchr is a step down from Visier
- Pricing only on request, with no trial
- Smaller reference base outside Europe
- Founding year and ownership not stated
Standout against Visier. Crunchr is the only tool here that combines a published count of connectors and metric definitions with a customer-chosen hosting region.
Best for: Large employers that plan reorganisations and need span-of-control and headcount views
Ingentis org.manager starts from the organisation chart, not from a metric warehouse. Against Visier, the difference is the what-if feature, which lets a planner assess a restructuring or a post-merger integration before it happens, and the boards for span of control, supervisors and diversity.
It runs in the cloud or on-premise, which is a hosting choice a SaaS-only product does not give. The company is a German GmbH registered in Nuremberg with subsidiaries in the US and UK, so the signing entity needs a check. The cloud region and the pricing are not published.
What Ingentis does better than Visier
- On-premise installation option
- What-if simulations of organisation changes
- German register entry (HRB 14491)
- Connectors named for SAP, Workday, Oracle and UKG
Where Ingentis is a step down from Visier
- Little on recruiting or engagement analytics
- Cloud hosting region not stated
- No price or trial published
Standout against Visier. Ingentis is the only entry here that can be installed on your own servers.
Best for: Organisations of 50 to 3,000 employees that want analytics without a second vendor
Cezanne HR puts the analytics in the HRIS. Core dashboards come with the system, and the Insights module adds plain-English questions such as where attrition risk is highest. Against Visier, you give up joining several outside sources and gain one vendor, one login and one data model.
The company is British, launched in 2013, with an ISO/IEC 27001:2022 certificate (BSI, IS 696606) and AWS EU hosting. The EU's adequacy decision for the UK covers the contract. Prices are quote-only by module and headcount, and the pricing page states no implementation or data upload fee.
What Cezanne HR does better than Visier
- One system for HR records and analytics
- Certificate number published for ISO 27001:2022
- No stated charge for implementation or data upload
- AWS EU hosting stated
Where Cezanne HR is a step down from Visier
- Advanced analytics need the paid Insights module
- Less fit for groups far above 3,000 staff
- No published rates
Standout against Visier. Cezanne HR is the one entry where an AI question box sits directly on the HR records.
Best for: SMBs and growing teams that want ready-made charts and exports from their HR records
Sloneek is small and cheap to try. The analytics page promises prepared dashboards, a hybrid-teams view by job type and location, competence gap analysis and export to spreadsheets, all built on data held in Sloneek itself.
Its terms say customer data stays within EU member states (section 5.4) and that the provider does not train AI models on it unless agreed (section 5.3). A 14-day trial needs no card, and you pay for active users only. The price amounts did not show on the page we read, and external warehouse connectors are not described.
What Sloneek does better than Visier
- EU-only storage written into the terms
- Free 14-day trial without a card
- Billing for active users only
- AI training excluded unless agreed
Where Sloneek is a step down from Visier
- Analytics limited to data inside Sloneek
- Fewer enterprise references
- Hosting provider not named
Standout against Visier. Sloneek's terms are the only ones we read here that bar AI training on customer data by default.
Best for: Mid-sized companies that want headcount, capacity and eNPS reports at a published price
PeopleForce is a full HR suite with reporting included: a monthly headcount report, capacity reports for project resourcing, leave balances and eNPS in one dashboard. Where Visier is bought as an analytics project, PeopleForce is bought as an HRIS that reports.
Core HR is listed at $2.5 (Standard) or $3 (Professional) per employee per month, billing from 50 employees, in dollars. Data is hosted in Frankfurt. The contracting company is PeopleForce Ltd in England and Wales, founded in 2019 in Kyiv, and the pages read describe no forecasting.
What PeopleForce does better than Visier
- Published per-employee prices
- Frankfurt hosting stated
- Recruiting and engagement analytics pages
- Selectable billing entity in the terms
Where PeopleForce is a step down from Visier
- No forecasting or what-if modelling
- Prices quoted in US dollars
- Billing starts at 50 employees
Standout against Visier. PeopleForce is the only entry with a per-employee price for the HR suite that includes reports.
Best for: Companies that want engagement and performance data segmented by team and tenure
Leapsome analyses what employees say and set, not what payroll records. The site describes survey results segmented by department, team, location and tenure with heatmaps of engagement drivers, goal progress dashboards and pay equity dashboards. A Visier user would still need a headcount source beside it.
The Berlin company was founded in 2016 and says it serves more than 1,500 companies, with ISO 27001 and SOC 2 Type II compliance and European servers. Pricing starts at $8 per user per month, in dollars, with a demo on request.
What Leapsome does better than Visier
- Anonymity thresholds on survey segments
- Goals, reviews and surveys in one data set
- Starting price of $8 per user per month is published
- Works council templates for German employers
Where Leapsome is a step down from Visier
- Not a headcount or cost reporting tool
- Per-user pricing grows with the workforce
- No forecasting
Standout against Visier. Leapsome ties survey, goal and pay equity views into the same segment filters.
Best for: HR teams that want a survey programme with benchmarks by country and industry
Effectory covers one corner of people analytics, employee feedback. Its dashboard shows trends and strengths, benchmarks results, and includes an action planner. Against Visier, it will not report headcount or attrition but will say how engagement moved between two survey rounds.
Effectory B.V. (register number 72541644, Amsterdam) and Effectory Deutschland GmbH (Munich) are the controllers. The company says it supports more than 1,200 organisations and 60 survey languages. Microsoft hosts the data in the EU (EEA) per its processor list. Packages are Starter, Professional and Expert, by quote.
What Effectory does better than Visier
- Processor list with a location for each
- Benchmarks by country and industry
- Two European legal entities with register numbers
- Action planner in the results
Where Effectory is a step down from Visier
- No headcount, cost or attrition reporting
- Prices only by quote
- Language and coordinator limits per package
Standout against Visier. Effectory publishes where every data processor sits, which Visier's transfer paragraph does not.
Best for: Organisations that want expert-led survey programmes or in-house control
People Insight sells two delivery modes: Managed, where its team runs the survey from setup to results, and Unlimited, where the customer does it. After a survey closes, its Prism AI writes a next-steps summary for each manager. A separate 360 feedback product exists.
People Insight Limited is registered in England and Wales (05224597), so the UK GDPR is the governing frame and the EU adequacy decision applies. The pages we read did not state a hosting region. Core Unlimited caps languages at 3; Enterprise adds unlimited languages and an HRIS API. Prices are on request.
What People Insight does better than Visier
- Managed option with no analyst needed on your side
- Manager summaries produced after each survey
- 360 feedback from the same vendor
- Registered UK company with a public number
Where People Insight is a step down from Visier
- Hosting region unstated
- Core Unlimited limited to 3 languages
- Does not cover headcount or cost metrics
Standout against Visier. People Insight is the only entry that offers to run the whole survey cycle for you.
Best for: SMBs of 10 to 2,000 employees that want one HR system with built-in reports
Personio is an HR system first. Its pages describe personnel files, absence, time tracking, recruitment and payroll preparation in one database, and reports built from those records. It is a replacement for Visier only where all the data already sits in Personio.
The Munich company was founded in 2015, lists prices from €2.88 per employee per month, and processes data in the EU on AWS Frankfurt. The listing claims more than 15,000 customers, which is a vendor claim. Payroll is preparation rather than execution, so a payroll provider stays.
What Personio does better than Visier
- Lowest listed full-platform price, from €2.88
- EU processing on AWS Frankfurt
- Payroll provider integrations by country
- Priced in euros
Where Personio is a step down from Visier
- Analytics less deep than a dedicated platform
- Multi-country groups strain the model
- Cost scales with headcount
Standout against Visier. Personio is the only entry here priced in euros per employee for a full HR system.
Best for: Enterprises on Workday, SAP or Oracle that need skills supply and demand data
TechWolf supplies skills intelligence: skill gap analysis, strategic workforce planning, internal mobility, targeted upskilling and role redesign. Against Visier it is narrower, because turnover and cost reporting are not what it sells. Several solution pages are marked coming soon.
The Ghent company, registered as TechWolf BV (0702.852.201), dates its founding to 2018 and says it integrates directly with Workday Skills Cloud, SAP SuccessFactors and Oracle HCM Dynamic Skills. No price, hosting region or certification was visible, and the privacy policy we read covers site visitors only.
What TechWolf does better than Visier
- Direct links to Workday, SAP and Oracle skills modules
- Skills gap and role redesign use cases
- Belgian register entry
Where TechWolf is a step down from Visier
- Not a general people analytics product
- Hosting, price and customer data terms unseen
- Some features still marked coming soon
Standout against Visier. TechWolf is the only entry built around skills supply and demand instead of HR records.
Best for: HR teams already on Bob who want review cycles tied to their people data
HiBob appears for one narrow reason: its Compensation module reports on pay while a cycle runs. It shows budget guardrails to Finance, models proposed increases against pay bands and monitors pay equity. That is a slice of what Visier analyses, tied to the Bob HRIS.
Hi Bob Limited is the operator and Hi Bob Ltd. the database controller under Israel's privacy law, so it counts as European here under the Israel rule. Prices are by form and quote, and the jurisdiction of the operator entity is not stated on the pages reviewed.
What HiBob does better than Visier
- Budget visibility for Finance during a pay cycle
- Pay equity monitoring while decisions are made
- Same data as the HRIS
Where HiBob is a step down from Visier
- Sold only as part of the Bob platform
- No published prices
- Benchmark source not named
Standout against Visier. HiBob is the only entry whose analytics are pay-cycle guardrails.
What actually breaks when you switch
The hardest part of leaving Visier is not the export, it is the definitions. Every company's idea of voluntary turnover, headcount at period end or time to fill is encoded in the vendor's model.
Rebuild them in the new tool and run both in parallel for a quarter; if the numbers differ, find out whether the cause is a changed definition or missing data. Crunchr's ready metric catalogue and Cezanne's built-in reports shorten that step, a tool built on one HR system (Sloneek, PeopleForce, Personio) reduces it to the fields inside that system.
Connectors come second. A new tool must receive the same HRIS, recruiting and survey feeds, and each new source in a managed platform may start another project cycle. Contracts come third: check the notice period, the data deletion terms and who signs. Visier's terms page we fetched had no governing-law clause in the text, so read the order form itself. Finally, plan retraining: managers who read the old dashboards each Monday need the new ones before the old licence ends.
Is Visier a US company, and does that matter for GDPR?
Visier Inc. gives a Vancouver address for its Privacy Office, so on its own pages it is a Canadian vendor. What matters under GDPR is where the personal data of your employees is processed and which transfer mechanism covers it. Visier says it transfers data to the U.S. and elsewhere, and cites the EU-U.S. Data Privacy Framework for transfers from the EU.
That is a lawful route today, but it is a route you have to confirm per contract, with the sub-processor list in hand. A European vendor with an EU hosting statement does not remove all review, but it shortens it.
Which European tool is closest to Visier in scope?
For a platform that joins several HR systems into one metric model, Crunchr is the closest. It lists 150+ pre-built connectors, 250+ metric definitions, EU or US hosting chosen by the customer, a yearly SOC 2 Type 2 audit and an assigned data engineer.
For organisation structure and reorganisation planning, Ingentis is closer, and it can run on-premise. Neither one fits a team of 100 people looking for a quick dashboard, where Sloneek or PeopleForce is the more proportionate choice.
Which one to pick
Pick Crunchr if you need a metric layer over several HR systems and want an EU region, an audit report and a named engineer. Pick Ingentis if the actual problem is organisation design, or if on-premise hosting is a requirement. Pick the module inside Cezanne HR, Sloneek, PeopleForce or Personio if you run one HR system and the questions are headcount, absence and turnover.
Pick Effectory, People Insight or Leapsome when survey and development data is the main input, and TechWolf when skills data is. Do not switch only to change jurisdiction if your Visier contract and transfer terms already satisfy your data protection officer. In that case, test one European tool on one report and compare.
Frequently Asked Questions
Crunchr (Netherlands) is the closest match for enterprise people analytics across several HR systems, and Ingentis (Germany) fits organisation design and span-of-control work. For analytics inside an HR suite, look at Cezanne HR, Sloneek and PeopleForce. Effectory and Leapsome cover survey analytics, and TechWolf covers skills data.
The privacy statement we read does not name a hosting region. It says personal information may be processed in countries outside the EEA and points to the EU-U.S. Data Privacy Framework for transfers. Ask Visier for the hosting region and the sub-processor list that apply to your contract.
For headcount, absence, turnover and capacity reports from one HRIS, often yes. Cezanne HR, Sloneek and PeopleForce all include reporting, and Cezanne sells an Insights module for plain-English questions. When data from several HR, recruiting and payroll systems has to be joined, a dedicated platform like Crunchr is still the better fit.
PeopleForce lists Core HR at $2.5 or $3 per employee per month, Personio starts at €2.88 per employee per month, and Leapsome starts at $8 per user per month. Crunchr, Ingentis, Cezanne HR, Effectory, People Insight, TechWolf and HiBob sell by quote or demo, and Sloneek offers a 14-day trial without a card.
Cezanne HR, PeopleForce and People Insight are British companies, so the EU relies on its adequacy decision for the UK. Cezanne states AWS data centres in the EU and PeopleForce states Frankfurt hosting, while People Insight does not state a region on the pages we read. Confirm the region in writing.
