European Alternatives to Lattice

Looking for a European alternative to Lattice? Lattice is run by Degree, Inc., a Delaware corporation in San Francisco, and its terms send disputes to binding arbitration in San Francisco County under California law, even though it offers EU data hosting.

Eleven European tools cover performance reviews, goals and engagement: dedicated performance and OKR platforms, all-in-one HR suites with a performance module, and one talent suite, from companies in Germany, the Netherlands, Spain, the United Kingdom and Sweden.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Lattice is run by Degree, Inc., a Delaware corporation; its terms mean arbitration in San Francisco County under California law, and EU-hosted data is still processed outside the EU.
  • Leapsome (Berlin) publishes its module prices (Performance Reviews EUR 7, Goals & OKRs EUR 4, Engagement Surveys EUR 4 per employee a month) and offers a 14-day trial.
  • Small Improvements (Berlin) lists $3, $6 and $9 per user a month with minimums of 20 to 30 users and a 30-day trial, and hosts at Google Ireland.
  • Perdoo (Hamburg) is the OKR specialist, with a free plan for up to 5 users and paid plans at EUR 6.40 and EUR 8 per user a month.
  • Factorial, Sesame HR and Bizneo (Spain) and Zelt and CharlieHR (UK) put performance reviews inside a wider HR suite.
  • Dialog (Utrecht, part of Visma), Eletive (Malmo) and Rexx Systems (Hamburg) are quote-only and fit specific cases: managers coaching, engagement, and a large talent suite.

Why people leave Lattice

Lattice is a performance platform that began with reviews and feedback and now sells goals and OKRs, engagement surveys, compensation, career growth, analytics and an AI agent. On its pricing page, a Foundations bundle is $13 a seat a month, and the base products are listed separately: Performance $10, Goals & OKRs $8 and Engagement $4, with Compensation (+$6) and Grow (+$4) as add-ons.

The vendor is Degree, Inc., a Delaware corporation doing business as Lattice, with an address in San Francisco. Lattice does offer EU hosting (primary in Frankfurt, backup in Dublin, on AWS), so storage location is not the objection. Its own FAQ is plain about the limit: EU-hosted data is still transferred outside the EU for processing by Lattice and its subprocessors.

The remaining argument is contractual. The Terms of Service send disputes to binding arbitration in San Francisco County and are governed by California law. This page covers eleven European tools for reviews, goals and engagement. Lattice is the broader product, and most of these trade breadth for a European contracting party.

  • Disputes go to arbitration in San Francisco Section 10 of the Terms of Service requires binding arbitration, administered by the AAA or, for customers registered outside the US, JAMS International Rules. There is one arbitrator, the hearing is in San Francisco County, the arbitrator can award compensatory damages only and cannot consolidate claims, and section 11.4 applies California law. A European customer that wants its own courts and its own law will not get them. All eleven tools below contract under European or UK law, in some cases with named local courts.
  • EU hosting is not EU processing Lattice lets customers choose US or EU hosting, with Frankfurt as the primary EU location. Its FAQ then answers whether EU-hosted data stays in the EU for service delivery with a plain no: it is transferred outside the EU for processing by Lattice and its subprocessors. The subprocessor list, updated 13 August 2026, shows almost every vendor in the United States. The DPA relies on Standard Contractual Clauses under Irish law, which is a lawful basis, but it means an assessment of transfers belongs in your file.
  • Renewal is automatic, and the notice window is 30 days Unless an Order Form says otherwise, each subscription renews for a term as long as the initial one, and either side must give written notice at least 30 days before the end of the term. Complimentary products renew at list price. That is common for B2B software, but on a three-year deal it matters more than the seat price.
  • You pay by module, in dollars Lattice prices in dollars per seat. A team that wants reviews, goals and engagement adds $10, $8 and $4, or takes the $13 Foundations bundle, and then possibly Compensation and Grow on top. Leapsome, Small Improvements and Perdoo publish comparable per-user prices in euros or dollars, while most of the rest quote on request.

What you have to replace, not just match

Write down which Lattice products you actually use. If it is annual or twice-yearly reviews with calibration, look first at Leapsome, Small Improvements, Dialog and Bizneo. If goals are the point, Perdoo is built around OKRs and KPIs and has a free plan for up to five users. If engagement surveys come first, Eletive is the specialist here, and Leapsome and Zelt include surveys in their suites.

Export your review history, goal history and feedback before the notice date, and ask each vendor what it imports. Run one cycle in parallel on a single team before you move everyone, and check whether you need the HR system of record to stay where it is: several tools here are full HR suites, but Small Improvements, Perdoo, Dialog and Eletive are not, and sit beside an existing HR system instead.

What actually breaks when you switch

The hard part is history. Several review cycles of text, ratings and goal progress rarely map one to one into another tool, so decide what you need to carry over and keep a read-only archive of the rest.

Check the notice date in your Lattice order form. Subscriptions renew automatically for a term as long as the initial one, and notice must be given at least 30 days before the end of the term.

Trials are short and review cycles are long. Run one real cycle with a single team, with real managers, before you move everyone, and test the integrations to your HR system on the first day.

Which European tool is closest to Lattice?

Leapsome is the nearest in shape: reviews, goals and OKRs, engagement surveys, learning and compensation modules, sold by module on a public price page. Small Improvements is the lighter choice, with reviews, 360 feedback, 1:1s, goals and pulse surveys and a 30-day trial.

Neither has everything Lattice has. Check any feature you depend on, such as calibration views, integrations with your HR system or the AI agent, in a trial before you commit.

Do I need a full HR suite, or only performance?

If your HR system of record is already settled, a focused tool is simpler: Leapsome, Small Improvements, Perdoo, Dialog or Eletive. If you are also replacing the people database, time-off tracking or payroll, Factorial, Sesame HR, Bizneo HR, Zelt or CharlieHR bring reviews inside the same product.

The trade-off is depth. Performance modules inside an HR suite tend to be configurable but less specialised than a platform built around reviews and goals.

Which of these can I try without a sales call?

Perdoo has a free plan for up to 5 users. Leapsome offers a 14-day trial and Small Improvements a 30-day trial. Dialog, Eletive, Zelt, Bizneo, Sesame, Factorial and Rexx steer you to a demo or a quote, and CharlieHR has a trial and promotional pricing that changes.

Does a European contract really change anything for performance data?

Performance reviews are employee personal data and sometimes sensitive. A European or UK contracting party puts you under familiar law and, for the German and Spanish vendors, a local court. With Lattice you contract with a Delaware company, accept arbitration in San Francisco and rely on transfer clauses for processing outside the EU.

That is a legal and risk question, not a statement that Lattice is unsafe. For a small team, it may not decide the matter. For a works council or a regulated employer, it often does.

Which one to pick

If you want the product shape of Lattice with a European contracting party, start with Leapsome, and with Small Improvements if you want something leaner with a longer trial. If goals and OKRs are the real need, Perdoo does that job with a free plan up to five users.

If you are also replacing your HR database, Factorial, Sesame HR, Bizneo HR, Zelt and CharlieHR bring reviews into the same product. Dialog, Eletive and Rexx Systems are quote-only and suit manager coaching, engagement and large talent suites respectively.

Be honest about the gap. Lattice has a wider module range, an AI agent and a US-centred integration list, and none of the eleven reproduces all of it. Switch if you want a European or UK contracting party, your own courts and processing inside Europe. Stay if your team relies on a feature that none of these offers yet.

Frequently Asked Questions

For the closest feature match, Leapsome is a good place to start, because it covers reviews, goals, surveys and compensation with prices on a public page. Small Improvements is simpler and cheaper to start. Perdoo is the better fit if goals and OKRs are the core use. The best choice depends on whether you need only performance or a whole HR suite.

No. Its Terms of Service name Degree, Inc., a Delaware corporation doing business as Lattice, and its privacy policy gives an address in San Francisco. It has appointed an EU representative in Dublin for GDPR purposes.

Yes, as an option. Its FAQ says customers can host in the US or in the EU, with a primary EU location in Frankfurt and backup in Dublin, on AWS. The same FAQ says EU-hosted data is transferred outside the EU for processing by Lattice and its subprocessors for service delivery.

On its pricing page, Foundations is $13 per seat per month. Base products are Performance at $10, Goals & OKRs at $8 and Engagement at $4 per seat per month, with Compensation at +$6 and Grow at +$4 as add-ons. Enterprise pricing is a custom quote. Prices are in US dollars.

Leapsome lists Performance Reviews at EUR 7, Goals & OKRs at EUR 4 and Engagement Surveys at EUR 4 per employee per month. Small Improvements lists Launch at $3, Grow at $6 and Elevate at $9 per user per month on annual billing, with minimums of 20 users (30 on Elevate). Perdoo is free for up to 5 users, then EUR 6.40 (Premium) or EUR 8 (Supreme) per user per month.

Factorial, Sesame HR, Bizneo HR, Zelt and CharlieHR combine a people database, time off and other HR tools with performance reviews. Rexx Systems is a larger suite with recruiting and talent management. Leapsome, Small Improvements, Perdoo, Dialog and Eletive focus on performance, goals or engagement.

No. Nine contract through companies in Germany, the Netherlands, Spain or Sweden. Zelt and CharlieHR are UK companies under English law, and the UK is outside the EU, although the European Commission treats it as offering adequate protection for personal data.

Perdoo is built around OKRs, KPIs and strategy maps, with a free plan for up to 5 users. Leapsome sells Goals & OKRs as a module at EUR 4 per employee per month. Zelt, Factorial and Bizneo include goals or OKRs inside their suites, and Eletive has OKRs in its performance add-on.

Bizneo describes 90, 180, 270 and 360 degree evaluations. Sesame HR lists 360 and 9-box evaluations, Small Improvements has 360 degree feedback, and Rexx Systems, Zelt and Eletive list 360 feedback too. Check who can see the results and how anonymity is handled before you choose.

It depends on the vendor and on what you export. Several vendors offer import help during onboarding, but past review text and scores rarely map one to one, and we did not check each import. Ask each vendor what it can load and plan to keep a read-only archive of old cycles.

It fits companies that want one product for performance, talent and engagement, with an AI coach that prepares managers for conversations. Dialog B.V. is in Utrecht and is part of Visma. Its site shows no prices, so you will need a demo and a quote.
