European Alternatives to Rippling
Looking for a European alternative to Rippling? Rippling is sold by Rippling People Center Inc., and its PEO, payments, lending and insurance services run through US-licensed affiliates (for example Rippling PEO 1, Inc., Florida licence GL250, and Rippling Payments, Inc., NMLS 1931820).
Eleven HR platforms from Spain, Germany, France, the Netherlands and the United Kingdom cover core HR, time, payroll and talent for small and mid-size employers, with one (Factorial) also covering IT management and finance.
How we rank these tools — 4-step process
-
1
European ownership, verified
The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.
-
2
Category fit and hands-on review
What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.
-
3
Compliance and pricing check
GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.
-
4
Position on this page
Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.
Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways
- Rippling is sold by Rippling People Center Inc., with regulated services delivered through US-licensed affiliates, and it publishes no prices, only a custom quote.
- Factorial (Barcelona) is the closest in breadth: its site lists HR, payroll, IT management and finance in one system.
- Personio (Munich, HRA 115934) covers core HR, payroll, talent and expenses with data stored in Europe, and sells Core and Pro plans on request.
- Sesame HR (Valencia), Kenjo (Berlin) and PayFit (Paris) are the options for small teams that mainly want time tracking, workforce planning and payroll.
- CharlieHR and HRworks state their governing law and courts (England and Wales, and German law with Freiburg) in terms we could read.
Why people leave Rippling
Rippling sells HR, payroll, benefits, time tracking, device and identity management and spend control as one connected system, and it is one of the few products that pulls IT into the same data as HR. It does not publish prices: the pricing page asks for your needs and sends a custom quote, and says most products are billed per employee per month.
The seller is Rippling People Center Inc. The legal page lists separate terms for its PEO, payroll, benefits, payments and card services, several of which it says are delivered by affiliates, and the footer of rippling.com lists US licences held by Rippling PEO 1, Inc. (Florida), Rippling Payments, Inc., Rippling Lending, Inc. and Rippling Insurance Services, Inc. The customer terms themselves load only through JavaScript, so this page does not claim a governing law, a venue or an arbitration clause.
This page is about the people-and-payroll side of Rippling for small and mid-size European employers. Eleven European platforms qualify, from Spain, Germany, France, the Netherlands and the United Kingdom. None replaces Rippling's device management; one (Factorial) lists IT management as a product line, and the rest are HR and payroll tools.
- Quote-only pricing hides the real cost Rippling gives no public figures: you fill in a form and receive a quote, and several modules can add a monthly base fee on top of the per-employee rate. Among the European tools, Personio and Rippling are alike in selling on request, while CharlieHR and Employes publish at least some pricing and a try-out route.
- Several of its services run through US affiliates Rippling's own footer lists US licences for its PEO, payments, lending and insurance affiliates. That is how those regulated services work in the United States, but it means the contract for part of the stack sits with entities licensed there. A European HR tool that handles payroll for your country is contracted and licensed locally, which is simpler when your employees are in Europe.
- Local payroll rules are the real test Payslips, social contributions and filings differ in every country. PayFit and Lucca are French and built around French rules, Employes around Dutch payroll, HRworks and rexx around German practice, and Sesame and Factorial around Spanish rules. Pick the one that matches the country where most of your staff sit.
- European providers sit in your own legal system Every company here is registered in a European business register we could check: Barcelona, Valencia, Munich, Hamburg, Freiburg, Paris, Toulouse, London. HRworks states German law and Freiburg courts, CharlieHR English law and English courts, and Sesame Spanish law. For several others we did not read the governing-law clause, and we say so.
What you have to replace, not just match
List what Rippling does for you today: payroll in which countries, benefits, time off, onboarding, device management, expense cards. Rippling spans all of these; the European tools mostly cover HR, time and payroll and leave devices and cards to separate tools.
Export employee records, contracts and payroll history first, run the new payroll in parallel for one cycle, and compare the payslips before you switch. Keep device and identity management in a separate system if you use Rippling for it, since only Factorial lists IT management here.

What actually breaks when you switch
The hard part is payroll, not the HR records. Run the new payroll alongside Rippling for a cycle, compare payslips and filings, and agree who sends the first filing in the new system.
Rippling spans HR, payroll, IT and cards. Decide separately what replaces device management, identity and corporate cards, since only Factorial lists IT management and Personio lists corporate cards.
Most of these sell on demo or quote, and we did not verify any price. Ask for the full price including payroll runs, extra modules and implementation, and ask which entity signs the contract.
Which of these covers as much as Rippling?
Factorial comes closest on breadth: its site presents time, talent, payroll, IT management and finance as product lines in one system. Personio covers core HR, payroll, talent and employee finance such as expenses and corporate cards.
No tool here matches Rippling's device management and global employer-of-record reach in every country. If you use those, plan to keep a specialist tool next to the new HR system.
Which of these offer a free trial?
Kenjo states a 14-day free trial, and Employes invites you to try it free. PayFit showed a first month free for new clients until 31 October 2026 on the page we read, though offers vary by country. Personio, Factorial, Sesame HR and the German tools work through a demo or an offer request.
Do any of them publish their prices?
Employes advertises payroll from €7 per payslip in its homepage description, and CharlieHR shows per-person prices that change with team size and promotions. We do not quote figures here, because they depend on country, team size and campaign. Personio states per-employee plans but gives no number.
Is the UK part of Europe for this list?
We count the United Kingdom as a European jurisdiction alongside the EU and EEA, but it has its own law. CharlieHR states English law and English courts, and PayFit has a UK company next to its French one. If you need an EU contracting party, choose the others.
Which one to pick
If breadth is the point, start with Factorial, which lists HR, payroll, IT management and finance in one system, and Personio, which covers core HR, payroll, talent and expenses with data stored in Europe. For a small team that mostly wants time, leave and light payroll, Sesame HR, Kenjo and CharlieHR are lighter.
If payroll in one country is the main job, choose by country: PayFit or Lucca for France, Employes for the Netherlands, HRworks or rexx for Germany, Sesame or Factorial for Spain.
Be honest about the gap. Rippling's device management and its single-system reach across HR, IT and spend are not matched by any tool here, and we could not read Rippling's customer terms, so we make no claim about its governing law. We also did not verify any price, and several governing-law clauses were not read. Switch if a European contracting party and local payroll matter to you, and stay if the IT side is why you chose Rippling.
Frequently Asked Questions
Factorial is the closest in breadth, because its own site lists HR, payroll, IT management and finance in one system, from a company registered in Barcelona. Personio is the choice if you want a Munich HR platform with payroll and talent modules and data stored in Europe. For a small team, Kenjo, Sesame HR and CharlieHR are simpler.
No. Its site is operated by Rippling People Center Inc., and the footer lists US licences held by affiliates for PEO, payments, lending and insurance. Its customer terms did not load without JavaScript, so we cannot say what law they choose.
Its pricing page shows no figures. You request a custom quote, and the page says most products are billed per employee per month and some may carry a monthly base fee.
Personio (payroll and payroll preparation), Factorial, Sesame HR, PayFit, Employes and Kenjo (payroll preparation) list payroll features on their own sites. HRworks and rexx connect to payroll through interfaces such as DATEV. Check that the payroll covers the country where your employees work.
Kenjo states a 14-day free trial, and Employes offers a free trial. For the rest, expect a demo request.
Yes. The imprint names Personio SE & Co. KG in Munich, entered at the local court of Munich as HRA 115934, with Personio Group SE as general partner (HRB 281581). Its site says data is stored in Europe and lists ISO 27001.
CharlieHR describes itself as HR software built to be your first HR hire, Kenjo targets SMEs with deskless teams, and Employes targets small businesses with payroll. Lucca, HRworks and rexx lean toward bigger or more specialised needs.
Factorial, Personio, Sesame HR, Kenjo, CharlieHR, PayFit and rexx publish English pages. Employes's site is in Dutch and Eurecia's in French, so they suit employers working in those languages.
Only Factorial lists IT management as a product line in what we read. For devices and identity, expect to keep a separate tool next to a European HR system.
It depends on the country: PayFit and Lucca for France, Employes for the Netherlands, HRworks and rexx for Germany, Sesame and Factorial for Spain. We did not test payroll accuracy, so ask each for a reference in your country.
