European Alternatives to Flexera

Looking for a European alternative to Flexera? Flexera Software LLC, the entity named in its privacy notice, is based in Itasca, Illinois, and its website terms are governed by California law outside Europe, the Middle East, Africa and India, where English law applies. Flexera publishes no price list for its IT asset management products (demo and contact routes only, checked 23 October 2026), so budgets depend on a quote.

The European tools below cover the same ground in pieces: GLPI, Lansweeper and Docusnap for inventory, Xensam, USU and Certero for software license position, and baramundi and Aagon ACMP for inventory inside an endpoint suite.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Flexera Software LLC is based in Itasca, Illinois, and its website terms are governed by California law outside Europe, the Middle East, Africa and India.
  • No price list for the Flexera ITAM products was found on 23 October 2026, only demo and contact routes, while Docusnap publishes EUR 199 and EUR 699 per month.
  • USU from Germany, Xensam from Sweden and Certero from the United Kingdom are the three tools on this page built around software license position.
  • Lansweeper from Belgium and OCS Inventory from France cover discovery and inventory but the vendors do not describe license reconciliation against purchased entitlements.
  • GLPI, iTop, i-doit and OCS Inventory can be self-hosted, which puts the location of the inventory fully under your control.

Why people leave Flexera

Flexera sells the platform that many large IT departments treat as their system of record for software and hardware.

Its Flexera One platform groups IT asset management, SaaS management, FinOps, cloud license management, lifecycle and risk management and a newer AI cost management area under one roof. On its own pages the vendor describes the asset side as the most accurate and complete system of record for cutting compliance risk and improving renewal outcomes, a claim we cannot test from the outside.

The contracting entity is Flexera Software LLC, which the privacy notice places in Itasca, Illinois. The website terms are governed by California law, except in Europe, the Middle East, Africa and India, where English law applies. For an inventory that lists every user name, device and installed application, that means the vendor sits in the United States even when the data is stored somewhere else, and US legal instruments can in principle reach a US company wherever its servers are.

The second reason people look beyond Flexera is the buying experience. We found demo and contact routes but no published price list for the ITAM products on 23 October 2026, so a budget starts with a sales conversation and the quote decides everything. Smaller teams often discover that they only used one slice of a five-area platform, and then ask whether the slice can be bought on its own.

  • A US contracting entity holding a complete estate inventory An ITAM record names people, devices, software and contract terms. Flexera Software LLC in Itasca, Illinois is the party in the privacy notice, and the terms apply California law outside EMEA and India. Against that, GLPI is published by Teclib in Paris, Matrix42 sits in Frankfurt and Xensam is a Swedish AB, so the contract partner and the regulator are in the same legal area as the customer.
  • No price you can read before the first call Flexera offers demos and contact forms for its asset management products, with no price list on the pages we read. Several European tools publish at least a starting point: Docusnap lists EUR 199 and EUR 699 a month, GLPI Network cloud starts at €19 per agent per month, and Lansweeper has a free plan. Those numbers are small, but they let a team budget before asking anyone.
  • A platform sold as one thing, used as a part Flexera One spans ITAM, SaaS, FinOps, cloud licences and AI cost tracking. A team that only wants a hardware inventory, a documented CMDB or an endpoint suite with an asset list is paying for a framing built around much larger problems. The European market splits the same ground: Lansweeper discovers, i-doit documents, baramundi deploys, USU and Xensam reconcile licences.
  • Where the inventory lives is largely the vendor's decision The Flexera pages we read present Flexera One as a platform and say nothing about running it on your own hardware. Teams that must keep the inventory on their own servers have a real choice in Europe: GLPI, iTop, i-doit and OCS Inventory can all run on your own infrastructure, and baramundi and Docusnap both offer an on-premises edition.

What you have to replace, not just match

Replacing Flexera is mostly a question of which job you were really buying it for. Four jobs get bundled under the name: discovering what exists, normalising it into clean product records, reconciling installed software against purchased entitlements, and reporting a license position for an audit. Discovery and inventory are easy to find in Europe. Reconciliation against publisher rules is the harder part, and only USU, Xensam and Certero describe it as a core product rather than an add-on.

Then there are the connections. Flexera is often connected to a purchasing system, a service desk, a directory and often a cloud billing source.

Whatever you choose has to receive the same feeds: user lists from your identity provider, contract data from procurement, and tickets or change records from the service desk. Matrix42 and GLPI carry a service desk of their own, i-doit and iTop expect you to connect one, and Certero keeps SaaS, cloud and AI cost products in one data model, which is the nearest structural match to what Flexera One sells.

Finally there is the normalised data itself. Years of cleaned-up product and publisher records, plus the audit evidence built on them, do not export as a neat file. Plan for a period where two systems run side by side, and for a hard decision about how much history to carry across.

How each alternative compares to Flexera

#1

GLPI

Free service desk and detailed asset inventory in one open-source product

Paris, FranceGLPI Network cloud from €19 per agent per month (public) or €21 (private, 25+ users); self-hosted from €100/month (up to 10 agents) to €4,500/month (unlimited); free open-source Community edition available#9 in IT Service Management

Best for: IT teams that want ticketing and hardware inventory together without a licence bill

Against Flexera, GLPI answers a different question. Flexera One is a platform about spend, risk and compliance across technology categories. GLPI is an inventory and service desk, in which computers, monitors, software, network gear and datacentre equipment are recorded in detail and linked to incidents and requests by one rules engine.

Teclib in Paris publishes it, and the source code and plugins are public on GitHub. The Community edition is free. GLPI Network cloud starts at €19 per agent per month (€21 for a private instance with 25 or more users), and self-hosted support plans run from €100 to €4,500 a month. A 45-day cloud trial is offered.

What GLPI does better than Flexera

  • Published prices from €19 per agent per month
  • Free Community edition under an open-source licence
  • Self-hosting on your own servers
  • Ticketing that shares the asset database

Where GLPI is a step down from Flexera

  • Licence reconciliation against purchased entitlements is not its focus
  • A utilitarian interface
  • Fewer integration partners than a global platform

Standout against Flexera. GLPI is the only tool on this page where a free, open-source service desk sits directly on top of a detailed asset inventory.

Matrix42

German suite that joins service desk, endpoint control and licence tracking

Frankfurt, GermanyPer device or per user licence#3 in IT Service Management

Best for: Mid-market and enterprise IT in German-speaking Europe that runs desk and devices together

Matrix42 is the closest European match to buying one vendor for several jobs, though its centre of gravity differs from Flexera. It manages the endpoints directly, so the device data used for tickets is the same data used to deploy software and enforce policy. Flexera sits beside such tools and reads from them.

The platform covers an ITIL service desk, unified endpoint management for Windows, macOS, iOS and Android, software asset management with licence compliance, and automated deployment. It is headquartered in Frankfurt, with German hosting available, and licensed per device or per user, on-premises or as SaaS. Pricing is on request.

What Matrix42 does better than Flexera

  • Endpoint control and asset record in one database
  • German hosting available
  • A service desk included in the suite

Where Matrix42 is a step down from Flexera

  • Pricing rewards buying the whole suite
  • Thinner outside DACH
  • No price list to budget from

Standout against Flexera. Matrix42 removes the reconciliation step between a CMDB and the machines, because the endpoint tool is the source of the asset data.

#3

baramundi

Endpoint suite from Augsburg where inventory sits next to patching and deployment

Augsburg, GermanyPrice on request, licensed by module; free trial available#3 in IT Asset Management Software

Best for: German and wider European IT departments that already patch and deploy from one console

Where Flexera reports on an estate, baramundi acts on it. Its Management Suite inventories hardware and software, discovers devices and then runs jobs against the same endpoints: software distribution, OS rollout, patching and mobile management for Windows, Linux, macOS, iOS and Android.

License management is an add-on, sold apart from remote access, endpoint security and the vulnerability scan, and the vendor describes it only as managing licenses transparently. Ask for a reconciliation demo before treating it as a Flexera replacement. The suite runs on-premises or hosted by baramundi, with a free trial and module-based pricing on request.

What baramundi does better than Flexera

  • Inventory tied to patching and OS deployment
  • On-premises operation on your own servers
  • A free trial of the full suite

Where baramundi is a step down from Flexera

  • License management is a separate add-on of unclear depth
  • No published price
  • Hosting location of the hosted version is not stated

Standout against Flexera. baramundi lets the person who reads the asset list also push the update to the machine on it, in the same console.

Lansweeper

Belgian network discovery with a free plan and a Europe-hosted site option

Merelbeke-Melle, BelgiumFree plan (full detail for the first 100 assets); paid plans see website#4 in IT Asset Management Software

Best for: Teams that first need to see every device, including OT and IoT, before buying more

Lansweeper covers the discovery half of what Flexera feeds on. A hub and sensors (IT, OT and traffic) scan the network, while an IT Agent and Cloud Discovery handle other sources. The company is registered in the Belgian enterprise register in Merelbeke-Melle.

The Free plan has unlimited scanning and users, and its documentation says the first 100 assets show full detail while the rest show only name, type and IP address. When you create a site you pick between a US East (Ohio) location and a Europe-hosted one, without a named country. We could not read its terms or pricing page, so check them directly.

What Lansweeper does better than Flexera

  • A free starting point with unlimited users
  • Coverage of OT and IoT devices
  • A choice of a Europe-hosted site

Where Lansweeper is a step down from Flexera

  • Documentation shows no contract or purchase tracking
  • Full detail on the free plan stops at 100 assets
  • No licence reconciliation for audits

Standout against Flexera. Lansweeper is the only tool here that is free to try at network scale and also scans operational technology.

Docusnap

Agentless discovery into a CMDB, with a price list you can read

Kiefersfelden, GermanyPro EUR 199/month, Business EUR 699/month (both billed annually); Enterprise on request#5 in IT Asset Management Software

Best for: Mid-sized European IT teams that need documentation and audit evidence they can budget for

Few ITAM vendors tell you what the product costs, and that is where Docusnap differs from Flexera. Pro is EUR 199 per month and Business EUR 699 per month, both billed annually, with Enterprise on request. The catch is that asset management itself begins in Business, and each tier limits users and data volume.

Discovery runs through a locally installed gateway that scans without an agent, feeding a central CMDB with network diagrams and warranty matching. The vendor states an EU data centre and ISO 27001 certification, and a separate on-premises edition exists. It documents software and hardware but is not a licence reconciliation product.

What Docusnap does better than Flexera

  • A published price list in euros
  • Agentless scanning through a gateway
  • EU data centre and an on-premises edition

Where Docusnap is a step down from Flexera

  • ITAM only arrives in the Business tier
  • Caps on users and data per tier
  • Not a licence reconciliation product

Standout against Flexera. Docusnap is the one tool in the group that combines agentless discovery, compliance modules for NIS2 and ISO 27001, and a public price list.

USU

German enterprise software asset management with a full service desk beside it

Möglingen, GermanyEnterprise licence#4 in IT Service Management

Best for: Large organisations whose main cost problem is software licensing and audits

If your Flexera use is mostly about licences, USU is the European option designed around the same fight. Entitlement reconciliation, licence optimisation and audit defence are the reasons large organisations buy it, and the ITIL service desk, IT financial management and a knowledge layer with AI-assisted search come with it.

USU is headquartered in Möglingen near Stuttgart and is listed in Frankfurt. Licensing is enterprise, quoted per deployment, and the business case is usually built on avoided licence spend. It is the heaviest option on this page, and a mid-sized organisation may find the implementation larger than the problem.

What USU does better than Flexera

  • A German vendor under German law for the whole estate
  • Audit-defence orientation
  • Service desk and SAM from one supplier

Where USU is a step down from Flexera

  • Enterprise pricing with no published figures
  • Implementation is a project, not a rollout
  • The service desk is not its headline strength

Standout against Flexera. USU is the European option built primarily around the licence audit, with service management as the companion product.

Xensam

Swedish software asset management built on its own discovery agent

Solna (Stockholm), SwedenPricing on request (demo)#7 in IT Asset Management Software

Best for: Larger organisations with managed Windows, Linux and macOS fleets that need a licence and cost view

On the SAM side, Xensam is the Scandinavian counterpart to Flexera. The Xearch agent reports software, hardware, architecture and usage data, and above it sit licence management, cost management, hardware asset management and SaaS management. The vendor says the agent runs on as little as 1% of the CPU and claims recognition accuracy of up to 99%; both figures are the vendor's own.

Xensam AB is registered in Solna, Sweden, and the site says all data is stored within the EU. There is no self-hosted option and no published price, because it sells by demo. Because discovery depends on the agent, printers, switches and unmanaged devices are outside its model.

What Xensam does better than Flexera

  • Stated EU data storage
  • Licence, cost and hardware modules in one place
  • Web application recognition without a browser extension on Windows and Linux

Where Xensam is a step down from Flexera

  • Unmanaged network devices are not covered
  • No published pricing
  • No self-hosting

Standout against Flexera. Xensam puts hardware lifecycle and software licence cost into one view, fed by a single agent.

i-doit

German CMDB and IT documentation that you can host yourself

Düsseldorf, GermanyOpen source core + paid editions#8 in IT Service Management

Best for: Teams that need a trustworthy record of assets and dependencies more than a licence audit

i-doit does something Flexera does not try to do: it documents how everything connects. Racks, networks, licences and contracts are objects with relations, dependency maps show what depends on what, and an API plus integrations connect it to monitoring and ticketing. It comes from synetics in Düsseldorf.

The open-source core is free to self-host, with paid editions adding support and enterprise modules. For a CMDB, which by nature describes every system you operate, running it on your own servers answers the jurisdiction question completely. It has no ticketing of its own and does not reconcile software licences, so pair it with a service desk.

What i-doit does better than Flexera

  • Dependency mapping across the estate
  • Free open-source core on your own hardware
  • Licences and contracts documented as objects

Where i-doit is a step down from Flexera

  • No service desk or ticketing
  • No licence reconciliation for audits
  • Data quality depends on the people maintaining it

Standout against Flexera. i-doit starts from documentation and relations, which is where a failed CMDB project usually goes wrong.

Aagon ACMP

Client management suite from Soest with asset and licence add-ons

Soest, GermanyNo fixed prices; quote on request#9 in IT Asset Management Software

Best for: German public sector and mid-sized IT teams that want asset data inside client management

Aagon ACMP is built in four cumulative editions: Starter with inventory and update management, Advanced with packaging and automation, Professional with third-party patching, and Expert with automated OS rollout. Asset Management, License Management, Ticket Management, Security Management and Intune Management are separate add-ons.

The vendor notes that Asset Management is licensed only for managed endpoints, and its licence page is brief, so request a live reconciliation against your entitlements. Aagon GmbH is registered in Soest (HRB 15997, court Arnsberg) and holds the BITMi Software Made in Germany seal. Prices are individual quotes, and the hosting model is not stated on the pages we checked.

What Aagon ACMP does better than Flexera

  • Inventory included from the entry edition
  • A German entity with a register entry and BITMi seal
  • Patching and OS rollout in the same product

Where Aagon ACMP is a step down from Flexera

  • No published prices
  • Asset data limited to managed endpoints
  • Licence management described only briefly

Standout against Flexera. Aagon ACMP gives even its smallest edition an inventory, so the asset list exists on day one of a client management rollout.

Certero

British ITAM, SAM, SaaS and cloud products on one shared data model

Warrington, United KingdomPricing on request#10 in IT Asset Management Software

Best for: Organisations that want something structured like Flexera from an independent British vendor

Certero mirrors the structure of Flexera more closely than any other tool here. Its CerteroX line covers ITAM, SAM, SaaS management, cloud management and AI management, each usable on its own and sharing one data model, with a Command Centre reporting across the five. The vendor says its discovery engine uses ten methods, without listing them.

Certero Limited is in Warrington, and the home page says the company has been privately owned and independent since 2007. It lists ISO 27001:2022 and Cyber Essentials Plus. As a UK company it falls under UK GDPR and the ICO, outside the EEA, and its pages state no hosting region, so ask where your tenant runs.

What Certero does better than Flexera

  • The widest product range among the European options
  • Independent and privately owned, per the vendor
  • Licence position and SaaS spend in one data model

Where Certero is a step down from Flexera

  • UK entity, so UK GDPR rather than EU GDPR applies
  • Hosting region not stated
  • No published prices

Standout against Flexera. Certero is the only European vendor here selling ITAM, SAM, SaaS, cloud and AI cost tools as one family.

iTop

French open-source CMDB and ITSM, free for up to ten agents

Échirolles, FranceiTop Community free for up to 10 agents (self-hosted or SaaS); Atelier (up to 50 agents) and Forge (50+ agents) editions priced on request#10 in IT Service Management

Best for: Small and public-sector IT teams that want a CMDB and change process in one system

iTop is the French open-source alternative for teams that treat asset data as a service-management matter. Incident, request, problem and change processes share a service catalog and a CMDB, so a change request stays linked to the configuration item it touches. Combodo describes the product as open and reversible.

The Community edition is free for up to 10 agents, self-hosted or as SaaS, without a time limit. Atelier covers up to 50 agents and Forge goes beyond, both priced on request. Combodo in Échirolles was registered in 2010. The ecosystem is smaller than GLPI's, and iTop does no licence reconciliation.

What iTop does better than Flexera

  • A free tier with no time limit
  • Change process and CMDB built as one system
  • Open source with the option to leave

Where iTop is a step down from Flexera

  • No pricing above the Community tier
  • A smaller ecosystem than GLPI
  • No licence reconciliation

Standout against Flexera. iTop ties the change process and the CMDB together from the first day, at no licence cost for a small team.

OCS Inventory

Free GPL inventory with agents and SNMP scans, published from Granville

Granville, FranceFree software; OCS Professional offer on request#12 in IT Asset Management Software

Best for: Administrators with time who want a free, self-hosted inventory across many operating systems

OCS Inventory is the cheapest way to leave Flexera for a plain inventory. Agents collect hardware and software data, SNMP scans cover printers and switches, and package deployment and plugins are built in. It runs under GPLv2 on your own servers, so the inventory never leaves your network.

FactorFX of Granville, France, is named as main contributor and publisher. The project is candid that the free product takes system and network administration skills, and the paid OCS Professional offer has no published price. Version 3.0 is a redesign still at release candidate stage and not meant for production, so a new install should weigh the stable 2.x line.

What OCS Inventory does better than Flexera

  • Free software on your own hardware
  • Agent support from Windows and Linux to AIX and Solaris
  • SNMP discovery for unmanaged devices

Where OCS Inventory is a step down from Flexera

  • No licence reconciliation or contract tracking
  • Needs administration skills
  • Version 3 is still a release candidate

Standout against Flexera. OCS Inventory covers an unusually wide range of operating systems, including AIX, HP-UX and Solaris, for no licence fee.

ocsinventory-ng.org Visit OCS Inventory

What actually breaks when you switch

Expect friction in three places. First, the data: Flexera holds normalised product and publisher records and the reconciliation results built on them, which do not transfer as a ready-made file.

Export what the platform allows, keep the old system read-only for the next audit cycle, and decide early which history you will not carry across. Second, the integrations: every feed into and out of Flexera (identity, procurement, service desk, cloud billing) has to be rebuilt on the new tool or dropped on purpose.

Third, the contract and the people. Flexera is quoted rather than listed, so the renewal date and notice period matter more than any feature, and you should read them before you start a proof of concept.

On the people side, a licence analyst who has learned Flexera's views will need time on a new product, particularly if you move from a reconciliation platform to an inventory plus spreadsheet arrangement. Running both systems for one reporting cycle is the cheapest insurance against a gap during an audit.

Can a European tool really replace Flexera for a software audit?

Only some of them, and only if the audit is the point. USU describes entitlement reconciliation, licence optimisation and audit defence as the reason large organisations buy it, while Xensam and Certero both sell license management as a product, Xensam on top of its own agent and Certero as its SAM line. Those are the three to put through a proof of concept with your largest publisher contract.

The tools that stop at inventory, such as Lansweeper, OCS Inventory and GLPI, can give you the installed-software list that feeds an audit, but the vendors do not describe automated reconciliation against what you bought. Treat them as the data layer and be honest about who does the matching, whether a person, a spreadsheet or a separate SAM product.

Is the US vendor really a compliance problem for an asset inventory?

It depends on your sector and your risk appetite. An inventory is not customer data, but it lists employee names, device identifiers and the software each person runs, which is personal data under the GDPR. A US contracting party adds transfer questions that an EU or UK vendor does not raise in the same way, and some public bodies and regulated firms simply prefer a processor inside their own legal system.

If your auditors have not asked, the practical gain is smaller than the sales pitch for a European tool suggests. If they have, the shortlist changes: Xensam states that its data is stored in the EU, Docusnap names an EU data centre, and Lansweeper lets you choose between a US East site and a Europe-hosted one. Ask each vendor to put its hosting region in writing.

Which one to pick

Choose by the job. If a publisher audit is the main risk, put USU, Xensam and Certero through the same test with your largest contract, and use the one that reconciles it correctly.

If you mostly need an honest list of hardware tied to a service desk, GLPI is the free starting point and Matrix42 the suite for firms that also manage the device fleet. If you need to find what exists before anything else, start Lansweeper on its free plan.

If you want assets inside an endpoint tool, compare baramundi and Aagon ACMP, and if you need documented dependencies on your own servers, i-doit, iTop and OCS Inventory are the self-hosted routes.

Docusnap suits a team that wants a price list and audit evidence for NIS2 or ISO 27001. And keep Flexera if you rely on its cloud, SaaS and AI cost areas or its normalised data across a very large estate, because no European vendor here covers all five areas in the same way except, partly, Certero.

Frequently Asked Questions

It depends on which part of Flexera you use. For software license position and audit defence, look at USU from Germany, Xensam from Sweden and Certero from the United Kingdom. For hardware inventory tied to a service desk, GLPI from France and Matrix42 from Germany cover both. Lansweeper from Belgium is the quickest to try because its free plan shows full detail for the first 100 assets.

On 23 October 2026 we found demo and contact routes for the Flexera asset management products and no price list, so any figure you see elsewhere is an estimate and not a vendor price. By contrast, Docusnap publishes EUR 199 and EUR 699 monthly plans, GLPI Network publishes cloud prices from €19 per agent per month, and OCS Inventory is free software under GPLv2.

GLPI, iTop, i-doit and OCS Inventory are open source or have an open-source core and run on your own infrastructure. baramundi is offered on-premises or vendor-hosted, and Docusnap has a separate on-premises edition next to its cloud service. Xensam has no self-hosted option, and Lansweeper runs its platform in its cloud while the scanning hub and sensors run on your network.

Not with every tool. Docusnap describes agentless discovery through a local gateway, Lansweeper uses a hub and sensors with an optional IT Agent, and OCS Inventory adds SNMP scans for printers and switches to its agents. Xensam relies on its own agent, and Aagon ACMP and baramundi manage endpoints directly, so unmanaged network gear is a question to ask each of them.

Certero Limited is based in Warrington, United Kingdom, and its privacy policy refers to UK GDPR and the ICO. This site counts the UK as European, but the UK sits outside the EEA under an adequacy decision, and the hosting region of its platform is not stated on the pages we read, so ask where your tenant is operated.
