European Alternatives to Harvey

Looking for a European alternative to Harvey? Harvey is operated by Harvey AI Corporation in San Francisco and handles the privileged files, draft deals and client matters of law firms. It offers EU, US and Australian data regions, but prices are not published and access starts with a demo request.

These European legal AI tools come from vendors in Germany, Belgium, Sweden, Switzerland and the UK, cover research, contract review and legal operations, and several state EU or Swiss hosting.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects which tools are listed. Editorial policy

Key takeaways

  • Harvey AI Corporation describes itself as headquartered in the United States, while the European tools on this page are operated from Germany, Belgium, Sweden, Switzerland and the United Kingdom.
  • Harvey offers EU, US and Australian data regions, so choosing an EU region keeps storage in Europe without changing the contracting party.
  • Noxtua is the only tool on this page that sells country editions tied to named local legal publishers, with 19 publishers across eight countries.
  • Genie AI is the only tool on this page with a public price list, starting with a free tier and then GBP 45 per month on the annual Pro plan.
  • Legora is the closest match to Harvey in product breadth among the European options, with a Swedish company and EU terms governed by Swedish law.

Why people leave Harvey

Harvey is a legal AI platform run by Harvey AI Corporation, which describes itself in its privacy policy as headquartered in the United States. The product menu on its home page lists agents, a document vault, a knowledge area for legal, regulatory and tax research, shared spaces with other organisations, contract intelligence, horizon scanning, intake and a connector library. In short, it is a suite, and law firms and in-house departments use it on privileged material.

Privileged material is where European buyers start to hesitate. Harvey offers EU, US and Australian data regions, so storage can stay in Europe.

The contracting company, however, is American, and the privacy policy says personal data may be transferred to servers in the US and that EEA data goes to the United States under the EU-U.S. Data Privacy Framework, with standard contractual clauses for other destinations. A bar association, a works council or a client with a secrecy clause may want that chain shorter.

The other practical hurdle is the buying process. No public price list could be opened, the pricing page returned an error when we looked, and access starts with a demo request. A three-lawyer firm, a legal team that wants to compare quotes, or a procurement officer who needs a number for a budget cycle ends up asking for offers anyway. Most of the European tools on this page work the same way, but a few publish prices.

  • The contracting party is a US corporation Harvey AI Corporation says in its own privacy policy that it is headquartered in the United States. Choosing the EU region moves the storage, not the company. For a firm that has to explain to a client why a US parent could be subject to American legal process, a vendor in Germany, Belgium, Sweden or Switzerland shortens that explanation considerably.
  • Transfers rest on a framework, not on location The privacy policy relies on the EU-U.S. Data Privacy Framework for EEA data going to the United States, and on standard contractual clauses elsewhere. Those mechanisms are valid today, but they are mechanisms a compliance team has to document and monitor. A European vendor hosted in Europe removes that file from the review, apart from sub-processors.
  • Local law and local publishers The Harvey menu describes research across legal, regulatory and tax questions, without naming the national publishers behind each answer. Noxtua sells country editions tied to local publishers, and Jurilo cites Swiss legislation and case law. If your work is Austrian employment law or Swiss tax, the source of the answer matters as much as the model.
  • Opaque price and a demo-first route We found no public pricing for Harvey, and access starts with a demo. Genie AI publishes its plans and Jurilo shows a monthly price with a free two-week trial. For small teams that want to test on a real contract before talking to sales, the published route removes a step.

What you have to replace, not just match

Harvey is rarely used as one thing, so the first job is to list which of its parts your lawyers touch.

If the answer is research, you replace a knowledge area with a tool whose sources you can name: Noxtua for the national editions in Germany, Austria, Switzerland, Poland, the Czech Republic, Slovakia, Bulgaria and Sweden, Legalfly for research across many jurisdictions, Jurilo for Swiss questions. If the answer is the vault, you need bulk review of documents in a data room, which Legalfly calls multi review and BRYTER offers as structured extraction for due diligence.

Drafting and review are the second layer, and here the choice splits by where the lawyer works.

Definely and Genie AI both sit inside Microsoft Word, Legora and Legalfly add Word and Outlook extensions around a wider product, and Luminance and Legartis put the playbook at the centre. The playbook is the part you have to carry over: Harvey users have clauses, fallback positions and approval thresholds in some form, and each European tool wants them restated in its own format.

Third come the workflows around the lawyer: intake, triage, approvals, client portals. Harvey lists intake and legal work orchestration on its menu.

Flank and Wordsmith pick up requests from Outlook, Teams or Slack, BRYTER builds the rules and forms with its no-code engine, and Legora lists intake in its own menu. If your lawyers only use the chat assistant, you replace little. If a department relies on the orchestration side, the project is closer to a process redesign than a tool swap.

How each alternative compares to Harvey

#1

Noxtua

A research workspace tied to named European publishers instead of a general model

Berlin, GermanyQuoted after a request form; no public price list#1 in Legal AI Software

Best for: Firms in Germany, Austria and neighbouring countries that need research answers traceable to a local publisher.

Against Harvey, Noxtua makes a narrower claim and backs it with sources. Its country editions pair the assistant with local legal publishers, and the vendor reports full-text content from 19 publishers in eight countries. Harvey describes a broad knowledge area; Noxtua tells you which publisher the commentary comes from, which is what a German partner asks before trusting an answer.

On the infrastructure side, Noxtua names IONOS and Deutsche Telekom, hosts in the EU and Switzerland and states zero data retention. Its Athena tier moves the whole system onto sovereign European infrastructure, while the Minerva tier routes prompts to international frontier models. That second point is the one to read twice, because it narrows the gap with an American vendor.

What Noxtua does better than Harvey

  • Named publisher content per country edition
  • EU and Swiss hosting on European infrastructure providers
  • Sovereign tier for public sector buyers
  • Contracting company registered in Berlin

Where Noxtua is a step down from Harvey

  • Fewer workflow and orchestration modules
  • Coverage depends on the country edition
  • No public price and access by request

Standout against Harvey. It is the one tool here that tells you which publisher an answer comes from.

Legalfly

Research, review and monitoring with anonymisation as the privacy lever

Ghent, BelgiumQuoted on request#2 in Legal AI Software

Best for: Banks, insurers and transport companies that want prompts anonymised before they leave the building.

Legalfly answers the Harvey question with a technical measure rather than a location. Names and identifiers can be anonymised before text reaches a model, with an on-premise option, and the single-tenant plan lets the customer pick the Azure region. Harvey gives you a region choice; Legalfly gives you that and a layer that removes the sensitive parts first.

The product spans a research agent, a contract agent, Legal Radar monitoring, multi review for due diligence and an Agent Studio, plus a Word add-in. That is the widest Harvey-like footprint after Legora. Two cautions: the security page says the compliance framework is aligned with ISO 27001 and SOC 2 Type II, which is not the same as a certificate, and Azure means a US cloud provider underneath.

What Legalfly does better than Harvey

  • Built-in anonymisation with an on-premise option
  • Customer-chosen region on single tenancy
  • Belgian contracting company, LegalFly BV in Ghent
  • Playbooks by contract type and jurisdiction

Where Legalfly is a step down from Harvey

  • Less named publisher content than Noxtua
  • Compliance wording stops short of certificates
  • Jurisdiction coverage counts are inconsistent on the site

Standout against Harvey. Anonymisation is part of the workflow rather than an add-on.

#3

Flank

Agents that take legal requests from the business and return finished contracts

Berlin, GermanyQuoted on request#3 in Legal AI Software

Best for: Enterprise legal departments with a steady stream of NDAs, DPAs and service agreements.

Where Harvey is mostly a place lawyers go to work, Flank positions itself as a place the work arrives. Requests come in through Outlook, Teams or a portal, an agent drafts or reviews against the playbook, and the lawyer sees the result in a review queue with escalation rules and an audit trail. The comparison with Harvey is closest to its intake and orchestration modules.

Flank is operated by Legal OS GmbH in Berlin and lists SOC 2 Type II, ISO 42001 and GDPR, with a regional tenant per customer. The caveats are practical: no price, an implementation that involves a vendor engineer, and a result that is only as good as the playbook behind it. One-off advisory questions are not what it is built for.

What Flank does better than Harvey

  • Request handling through Outlook and Teams
  • Configurable approval thresholds and escalation
  • Regional tenant per customer with a German operator
  • Complete audit trail of edits and decisions

Where Flank is a step down from Harvey

  • Not a research workspace
  • Needs well-written playbooks to perform
  • No self-serve trial

Standout against Harvey. The lawyer reviews finished items instead of starting each task.

#4

Legartis

Playbook-driven contract checks that business teams can run themselves

Zurich, SwitzerlandQuoted on request (the pricing page failed to load when checked)#4 in Legal AI Software

Best for: Companies where sales or procurement should check standard contracts within rules that legal sets.

Legartis began as contract review software and widened into a legal workspace, and that history shows when you set it beside Harvey. The legal team builds playbooks per contract type, business users run checks within those limits, and an Insights module surfaces what comes back across teams. It is a narrower scope than Harvey, aimed at contract flows.

The vendor is Legartis Technology AG in Zurich, which places it in Switzerland and outside the EEA, though covered by an adequacy decision. On the pages we could open there was no hosting region or price, and the pricing page returned an error. Treat the hosting question as the first item on your vendor call. The vendor states that it supports every European language.

What Legartis does better than Harvey

  • Self-service for non-lawyers inside legal-owned rules
  • Playbook builder per contract type
  • Swiss contracting company with a named data protection officer
  • Sign-up route on the site

Where Legartis is a step down from Harvey

  • Hosting region not stated on the pages checked
  • Lighter contract management than a full CLM
  • Little emphasis on free-text research

Standout against Harvey. Legal sets the rules and the business runs the checks.

#5

Legora

The closest European counterpart to Harvey in product scope

Stockholm, SwedenQuoted on request#5 in Legal AI Software

Best for: Large firms and legal departments that want a full suite from a vendor under Swedish law.

Legora is the tool a Harvey user will recognise fastest. The product menu runs from a Word add-in and editor to tabular review, a research portal, monitors, intake and an agent that plans and checks legal tasks, with Outlook and mobile access. Its EU general terms are governed by Swedish law and it lists ISO 27001, ISO 42001 and SOC 2 Type II.

The privacy policy names Legora AB in Stockholm as controller. That is also where the comparison needs care: the group publishes US and Australian terms and has a US workforce next to the Swedish team, so a European buyer should ask which entity signs the order form and where storage sits. Storage is described only as tiered, with EU-based support available.

What Legora does better than Harvey

  • Stockholm controller with EU terms under Swedish law
  • Stated ISO 42001 certification for AI management
  • Comparable breadth of agent, review, research and intake
  • Word, Outlook and mobile access

Where Legora is a step down from Harvey

  • US affiliate and workforce alongside the EU company
  • Exact EU storage location not confirmed
  • Rollout takes longer than for a focused tool

Standout against Harvey. No other European tool matches Harvey module for module as closely.

BRYTER

AI steps placed inside rule-based workflows that keep an audit trail

Frankfurt am Main, GermanyQuoted on request#6 in Legal AI Software

Best for: Legal teams and firms that need AI inside approvals, forms and client portals, not next to them.

BRYTER solves a different problem from the Harvey chat assistant. BRYTER Workflows is a no-code engine that turns a legal process into rules, forms and approvals, and BEAMON AI adds chat, drafting from templates, summaries, clause comparison against playbooks and translation. Because the rules are explicit, a reviewer can see why a case went down one path, which a free-form assistant cannot show.

The operator is BRYTER GmbH in Frankfurt, with owned subsidiaries in New York and London, and the master service agreement for Germany and EMEA is published. The price is not, and the hosting region was not stated on the pages we opened. Expect the first weeks to go into building workflows; the tool pays back when the same process runs many times.

What BRYTER does better than Harvey

  • Rule-based workflows with traceable decisions
  • Published EMEA master service agreement under a German GmbH
  • Client portals and structured intake
  • Due diligence extraction into structured fields

Where BRYTER is a step down from Harvey

  • Setup effort before the first useful result
  • Less suited to open-ended legal research
  • Hosting and price not published

Standout against Harvey. The AI sits inside a process you define, so every step can be explained.

#7

Definely

A Word-native reviewer for long agreements, with no attempt at research

London, United KingdomQuoted on request#7 in Legal AI Software

Best for: Transactional lawyers who check long agreements such as SPAs and facility documents in Word.

Definely deliberately does less than Harvey. It works inside Microsoft Word to check a draft, written by a person or by an AI, and offers defined-term lookup, proofreading, comparison to a standard form, issue and gap lists and precedent search through a document management system. Every change arrives as a tracked change that the lawyer accepts or rejects.

The vendor is Defeyene Legal Solutions Limited, trading as Definely, in London, incorporated in 2017, with English-law terms. Pricing and hosting were not published on the pages we could read, and its security and pricing pages returned errors. Because it has no research function, firms usually pair it with another tool, which makes it an addition to the stack more than a replacement for Harvey.

What Definely does better than Harvey

  • Native Word workflow with tracked changes
  • Catches defined-term and cross-reference problems
  • MCP access lets other AI tools use its review rules

Where Definely is a step down from Harvey

  • No research assistant or case-law database
  • Depends on Microsoft Word
  • UK company, outside the EU

Standout against Harvey. It checks drafts and leaves the writing to someone else.

Genie AI

The only option on this page with a public price list and a free tier

London, United KingdomFree tier; Pro GBP 45/month on annual billing (GBP 56 month to month); Business GBP 189/month on annual billing (GBP 240 month to month); Enterprise by quote#8 in Legal AI Software

Best for: Small legal teams, founders and procurement staff who want a Word and Excel editor at a known price.

Genie AI is the one tool here where a buyer can read the price before talking to anyone. The UK page lists a free plan, Pro at GBP 45 per month billed annually (GBP 56 monthly), Business at GBP 189 per month billed annually (GBP 240 monthly) for five users, and a custom Enterprise tier. Harvey shows no price at all, so the difference is immediate for a small team.

The scope is contracts: drafting, review, redlining, negotiation, team playbooks and company templates. Genie AI Limited in London has been incorporated since 2017, stores documents on AWS in UK and EU data centres, and states ISO/IEC 27001:2022. Prices are in pounds, Pro covers one seat, and third-party model providers still process content, so it solves cost and access more than jurisdiction.

What Genie AI does better than Harvey

  • Public prices and a free tier
  • Self-serve start without a demo
  • Stated ISO/IEC 27001:2022 certification
  • UK and EU data centre storage

Where Genie AI is a step down from Harvey

  • Narrow focus on contracts, little legal research
  • Pounds instead of euros
  • Third-party model providers involved

Standout against Harvey. A lawyer can start on the free plan and see the next price tier before a sales call.

Luminance

Contract knowledge shared across legal, procurement, finance and sales

Cambridge, United KingdomQuoted on request#9 in Legal AI Software

Best for: Large enterprises that want negotiated positions and obligations visible beyond the legal department.

Luminance treats contracts as company knowledge, not as a legal workflow only. The platform has negotiation with playbooks and precedent, a repository, workflows and views for legal, finance, procurement, compliance, sales and HR. Compared with Harvey, which is organised around legal work, Luminance is organised around what the whole company can learn from its agreements.

The Master Agreement is with Luminance Technologies Ltd in Cambridge, incorporated in 2015 and governed by the law of England and Wales. It states ISO 27001 and SOC 2 Type II. One clause deserves a careful read: the Master Agreement grants Luminance a licence to use customer data for support, product improvement and private learning, which a firm with confidentiality duties should weigh.

What Luminance does better than Harvey

  • Shared repository used by several departments
  • Published DPA, subprocessors and technical measures
  • Playbook-driven negotiation and redlines

Where Luminance is a step down from Harvey

  • Customer-data licence clause for product improvement
  • Enterprise focus, no public pricing
  • UK entity, outside the EU

Standout against Harvey. Procurement and sales can use legal positions through the same repository.

Wordsmith

Slack-first answers for the in-house team that fields everyday requests

London, United KingdomNo price list; a free trial exists, paid plans are agreed with sales#10 in Legal AI Software

Best for: In-house legal teams that receive a steady flow of questions from sales, procurement and HR.

Wordsmith starts where the question is asked, which for many companies is Slack. A request arrives, is triaged, context is pulled from systems such as Salesforce, a redline is drafted against the playbook and the answer returns to the same channel. Harvey lists intake on its menu, but Wordsmith builds the whole product around it and adds Word, Microsoft 365 and MCP integrations.

Wordsmith AI Ltd in London was incorporated in October 2023, so references are shorter than at established vendors. Storage is on AWS with EU data residency by default and a US option, and SOC 2 Type II is stated. Prices are only available through sales, and full reports need a paid plan. A litigation boutique will find less to use here.

What Wordsmith does better than Harvey

  • Answers delivered where the request is made
  • EU data residency set as the default
  • Reports with citations
  • Free trial before sales contact

Where Wordsmith is a step down from Harvey

  • Young company with less track record
  • AWS hosting, a US cloud provider
  • Aimed at in-house teams, not litigation

Standout against Harvey. The request, the redline and the answer all stay in the chat the business already uses.

Jurilo

A small, low-cost assistant for questions under Swiss law only

Grüningen, SwitzerlandTwo weeks free, then CHF 69/month for Jurilo Pro and CHF 69/month for Jurilo Tax, excluding VAT#11 in Legal AI Software

Best for: HR teams, fiduciaries and small firms working under Swiss contract, employment and tax law.

Jurilo narrows the scope on purpose. The main plan covers the Code of Obligations, employment law and social security law, and a separate Tax plan covers federal and all 26 cantonal tax laws. Answers cite their sources, and the service also analyses and drafts contracts. Harvey cannot be compared module for module, but for a Swiss question a tool built on Swiss sources starts closer to the answer.

The operator is High-Tech Connect in Grüningen, Switzerland, which states that Jurilo and Lawise.ai are names for the same service. Each plan costs CHF 69 per month excluding VAT after a free two-week trial, and data sits in Switzerland and the EU. The company is very small and we saw no certifications, so run the continuity and procurement checks before relying on it.

What Jurilo does better than Harvey

  • Swiss legislation and case law as sources
  • Published price and a free two-week trial
  • Tax module across all 26 cantons
  • Hosting in Switzerland and the EU

Where Jurilo is a step down from Harvey

  • Swiss law only, no cross-border matters
  • Very small operator
  • No certifications seen

Standout against Harvey. Federal and all 26 cantonal tax laws sit in a plan that costs CHF 69 a month.

jurilo.ch Visit Jurilo

What actually breaks when you switch

Switching away from Harvey is mostly a content exercise, since the work product lives in your own documents.

Export matter folders and drafts before the licence ends, because anything stored in a vault or a space is only as portable as the export function allows, and we did not read Harvey's contract terms (the terms page returned an error). Ask what format the exports come in and how long deletion takes. On the European side, check whether the target tool ingests Word and PDF in bulk or expects uploads matter by matter.

People and playbooks cause the rest of the friction. Lawyers who have learnt Harvey's prompts will phrase questions differently in a research workspace such as Noxtua or inside Word with Definely or Genie AI, and a pilot of four to six weeks on live matters is more useful than a demo.

Playbooks, fallback clauses and approval thresholds need rewriting in the format of the new tool. Run both tools in parallel for one renewal cycle so that no matter depends on a single contract on the last day.

Does choosing the EU data region at Harvey solve the jurisdiction problem?

It solves part of it. Harvey lists EU, US and Australian regions, and picking the EU region keeps stored content in Europe. What it does not change is the company that signs the contract: Harvey AI Corporation states in its privacy policy that it is headquartered in the United States, and the same policy describes transfers to US servers under the EU-U.S. Data Privacy Framework.

Whether that is acceptable depends on who asks. A corporate legal department that already runs on US cloud services may accept it after a transfer assessment. A law firm bound by professional secrecy, or a public body, may be told by a client or a supervisor to prefer a provider outside US reach, and for those buyers the European tools remove the question instead of answering it.

Which European tool is closest to Harvey in what it does?

Legora is the nearest in breadth: an agent, tabular review, research, monitors, intake and Word, Outlook and mobile access, from a Swedish company with EU terms under Swedish law. Legalfly is the second candidate, combining research, contract review and monitoring, and it adds anonymisation and a single-tenant option in a chosen Azure region.

Neither will be identical. Harvey lists a vault, spaces for working with other organisations and a command centre for analytics, and we did not confirm equivalents for each in every European product. Run a pilot on one real matter and compare the output against what your lawyers produce on Harvey today, rather than comparing feature lists.

Which one to pick

Pick by the work, not by the brand. A firm that wants one platform from a European vendor should shortlist Legora and Legalfly and compare them on a real matter.

A firm whose work is research in a specific country should start with Noxtua, or with Jurilo for Swiss law. A company with a stream of standard contracts should look at Flank, Legartis or Luminance, depending on whether the aim is full handling by agents, business self-service or shared contract knowledge.

If you are a small team that needs a price today, Genie AI and Jurilo are the two options with published plans. If your lawyers live in Word and review long agreements, Definely is the narrow answer, and BRYTER or Wordsmith suit teams that want requests to flow through a process or a chat. Staying with Harvey is reasonable when you need its full suite, your clients accept the US transfer route and the price fits.

Frequently Asked Questions

It depends on the criterion. For a broad suite from a European company, Legora is the closest. For research grounded in named local publishers, Noxtua. For anonymised prompts and a dedicated deployment, Legalfly. For a published price, Genie AI. Flank, BRYTER and Wordsmith suit teams that want requests handled through workflows, and Definely and Legartis suit contract review inside fixed playbooks.

Harvey states in its privacy policy that it transfers EEA personal data to the United States under the EU-U.S. Data Privacy Framework and relies on standard contractual clauses for other destinations. That is a recognised route for transfers. The remaining question for many firms is not the legal basis but the exposure of a US company to US legal process, which is why some buyers look at providers headquartered in Europe.

Most do not publish a price. Genie AI lists a free tier, Pro at GBP 45 per month billed annually, Business at GBP 189 per month billed annually for five users and a custom Enterprise tier. Jurilo charges CHF 69 per month excluding VAT after a free two-week trial. Noxtua, Legalfly, Flank, Legartis, Legora, BRYTER, Definely, Luminance and Wordsmith all quote on request.

Not automatically. We did not find a direct import from Harvey in the European products we checked. Playbooks are rebuilt in the new tool, usually by exporting the clause positions to Word or a spreadsheet first. Legartis and Genie AI both have playbook builders, Luminance and Flank run on playbooks, and Legalfly stores playbooks by contract type and jurisdiction, so the rebuilding effort is real but bounded.

Legartis and Jurilo are Swiss, and Definely, Genie AI, Luminance and Wordsmith are British. Switzerland and the United Kingdom are covered by European adequacy decisions, so transfers to them are allowed, but they are not EU member states. Noxtua, Legalfly, Flank, Legora and BRYTER are operated by companies in Germany, Belgium and Sweden.
