It solves a different problem from the record systems here. Patients already have accounts and already search there, so a practice joining becomes findable rather than merely bookable — and the practice management around it covers schedules, reminders that cut no-shows, documents and video consultations.

Why have European hospitals not simply bought Epic?

Many have looked, and several have bought. The recurring obstacle is not clinical features but national fit.

Billing codes differ by country and are frequently the mechanism by which a hospital is funded at all. E-prescription runs on national infrastructure with its own connectors, cards and certification. Mandatory reporting to national registries has country-specific formats and deadlines. None of this is configuration; it is implementation.

The result is that an American system has to be reimplemented into each national regime, at a cost several European health systems have judged unaffordable relative to a vendor already built into it. That calculation, rather than any judgement about clinical quality, is why ChipSoft still holds most Dutch hospitals.

Where Epic has won in Europe it has usually been at large academic centres with the budget to absorb that implementation, which is a different proposition from a district hospital or a regional health authority.

What does the GDPR actually require for health data?

Health data is special category data under Article 9, which prohibits processing unless a specific condition applies — such as the provision of health care under a professional obligation of secrecy. That is a stricter starting position than ordinary personal data.

Member states may add further conditions, and many have. France requires health data hosting by certified providers. Germany runs the Telematikinfrastruktur with its own certification for connected systems. The Nordics procure regionally with national security requirements attached.

The practical consequence for a buyer is that a general-purpose cloud vendor cannot simply assert compliance; the hosting itself has to meet a national certification. That is a structural advantage for vendors built inside the regime rather than adapting to it.

The European Health Data Space adds another layer, aimed at secondary use and cross-border exchange. This is a summary rather than legal advice, and health IT procurement should have proper counsel attached.
