European Alternatives to NetSuite

Looking for a European alternative to NetSuite? In the US edition of its Subscription Services Agreement the contract is with Oracle America, Inc., governed by California law with the courts of San Francisco or Santa Clara counties as the exclusive forum, and the only EMEA edition Oracle publishes is for the United Kingdom.

Eleven European tools cover the job: general ERP for small and mid-sized companies (Odoo, Axelor, Exact, AFAS, Comarch ERP), trade and e-commerce ERP (weclapp, Xentral, metasfresh), manufacturing ERP (proALPHA, Monitor ERP) and a small-business suite (Holded), from companies in Belgium, France, the Netherlands, Germany, Poland, Sweden and Spain.

100% GDPR Compliant
How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • NetSuite orders sit under an agreement with Oracle America, Inc. (California law) in the US edition, or Oracle Corporation UK Limited (English law) in the only EMEA edition.
  • Odoo (Belgium) has a free single-app plan and all-apps plans per user, under Belgian law and the Nivelles Business Court in its Enterprise agreement.
  • weclapp (Germany) and Axelor (France) publish their per-user prices: weclapp from €39 and Axelor Pro at €35 a user a month.
  • Xentral (Augsburg) and metasfresh (Bonn) fit trade and e-commerce; Monitor ERP (Sweden) and proALPHA (Germany) fit manufacturers.
  • Exact, AFAS and Comarch ERP are the established national suites, but their prices are on request.

Why people leave NetSuite

NetSuite is Oracle's cloud ERP. It is sold under a Subscription Services Agreement, and the order itself is an Estimate/Order Form that names the agreement, the term and the fees. Oracle publishes the contract documents openly, which makes the legal position easy to check even though the prices are set per quote.

The US edition of the agreement is with Oracle America, Inc., and article 12 sends disputes to California law and the courts in San Francisco or Santa Clara counties. The only EMEA edition Oracle publishes is the UK one: Oracle Corporation UK Limited, English law and English courts. Which edition applies to a European customer depends on the agreement named on the order, so ask for it before you sign.

This page is about companies that outgrew spreadsheets and basic accounting and want one system for finance, stock, orders and customers, from a supplier whose contracting entity and courts are in the EU or EEA, the UK or Switzerland. Eleven European systems qualify. They are not interchangeable: some are broad suites, some are built for trade or manufacturing, and one is a small-business tool.

  • No EU-law edition of the agreement On Oracle's NetSuite contracts page, the EMEA agreement is the UK edition (English law) and the other editions cover North America, Asia Pacific and a few other markets. A customer in the EU therefore signs either the US edition (California law) or the UK one, or something else named on the order. With the European tools here, the contracting party named in the terms is in the EU or EEA, and where the terms state a law and a court (Odoo, weclapp, Holded) they are European.
  • Orders are locked in, and renewals follow list price Under article 4, each order form is non-cancellable and payments are non-refundable. The subscription renews automatically for one year unless you give written notice at least 30 days before the term ends, and renewal orders are priced at then-current Oracle pricing. For an ERP you will run for years, those two clauses matter more than the first-year quote.
  • Getting your data out is limited and not free Oracle's Hosting and Support Delivery Policies say customers should retrieve their data before termination. On request, Oracle gives account access for retrieval for 60 days afterwards, and extra help from Oracle costs additional fees. Ask any ERP vendor, European or not, for a documented full export format before you commit.
  • AI features run through a third party The same policy describes NetSuite's AI features as using OpenAI endpoints, with "Zero Data Retention" stated, and maps endpoints to data-centre regions. If you want to keep personal data away from US AI providers, read that section and ask whether the features can be switched off.

What you have to replace, not just match

List what NetSuite does for you today: general ledger and multi-entity consolidation, invoicing, inventory, purchasing, order management, project billing, e-commerce and reporting. Then rank them by pain, not by feature count. A 30-person trading company and a 400-person manufacturer with three subsidiaries need different European systems, and the list below is grouped that way.

Plan a parallel period of at least one closed quarter. Import opening balances and open items into the new system, rebuild reports and approval flows, and keep the old NetSuite subscription running until the next renewal notice date, which is 30 days before the term ends. Agree an export of your data in a format you can read, and request it before you cancel.

How each alternative compares to NetSuite

#1

Odoo

the broadest modular ERP, with a free entry point

Ramillies, BelgiumOne free app / paid plans per user per month#5 in ERP

  • Which law reaches it. EU (Belgium). NetSuite is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. EU hosting (Odoo Online) or your own servers.
  • Source code. Open source, where NetSuite is not: you can read what it does rather than take the description on trust.

Best for: Growing companies that want finance, stock, CRM and e-commerce in one product and can use a partner for set-up

Odoo is provided by Odoo S.A., Chaussée de Namur 40 in Grand Rosière, Belgium (VAT BE0477472701), together with affiliates. Its Enterprise Subscription Agreement (version 13, dated 24 September 2026) is subject to Belgian law and to the exclusive jurisdiction of the Nivelles Business Court.

Its pricing page lists One App Free (one app, unlimited users), a Standard plan with all apps and a Custom plan that adds Odoo Studio, multi-company, an external API and the choice of Odoo Online, Odoo.sh or on-premise, all per user per month. Support, hosting and maintenance are included; Odoo.sh hosting is billed separately. Figures vary by region and carry a 12-month discount, so none is quoted here.

Odoo also lists offices in the United States and other countries on its About page, so check which Odoo entity your quote names.

What Odoo does better than NetSuite

  • A free plan with one app and unlimited users
  • Accounting, inventory, CRM, eCommerce, HR and project apps under one per-user fee
  • Belgian law and a named Belgian court in the Enterprise agreement
  • Choice of cloud, Odoo.sh or on-premise on the Custom plan

Where Odoo is a step down from NetSuite

  • Prices vary by region and could not be fixed here
  • Set-up usually needs a partner, so total cost exceeds the licence
  • Less proven than NetSuite for large multi-entity groups
  • Odoo and affiliates may be the contracting party, so check the entity

Standout against NetSuite. One per-user fee that covers all apps, plus a free single-app plan to try it.

Trade adds merchandise management, purchasing, warehouse management, serial and batch numbers, production and store and marketplace connections. Over 10 licences, the Enterprise tier is by quote.

It is a focused product for German-speaking markets and trade or services businesses, not a global multi-entity platform.

  • Three published per-user prices and a 30-day free trial
  • German law stated in the terms
  • Warehouse, production and marketplace connections in the Trade plan
  • GmbH with a commercial register entry on its legal notice

Where weclapp is a step down from NetSuite

What Xentral does better than NetSuite

  • Unlimited users on Starter and up

Where Xentral is a step down from NetSuite

Best for: Dutch and Belgian organisations that want one system for administration, HR and payroll

Its navigation lists ERP, finance, HR, payroll, order management, projects, CRM and workflow management as one set of software, and its homepage describes the ERP as an overall solution for business processes. No prices are shown on the pages reached.

The main site is in Dutch, with an English version, and its Dutch homepage calls it the number 1 HRM and payroll software in the Netherlands, which is its own claim.

What AFAS does better than NetSuite

  • HR, payroll and finance in the same system
  • Dutch family company with a KvK number on its contact page
  • Single-system approach instead of a stack of integrations
  • Offices in Belgium as well as the Netherlands

Where AFAS is a step down from NetSuite

  • No published prices
  • Mainly Dutch and Belgian market, mainly Dutch-language site
  • Less suited to businesses in many countries
  • Terms and governing law not verified

Monitor ERP

manufacturing ERP from Sweden with a published starting price

Best for: Small and mid-sized manufacturers that want a standard system built around production

Monitor ERP is provided by Monitor Enterprise Resource Planning System AB (556071-3454) in Hudiksvall, Sweden, according to its Swedish privacy policy. Its pricing page says Monitor was established in Hudiksvall in 1974, says it has 6,500+ customers in over 50 countries and about 50 percent market share in Sweden.

The same page says the cloud version starts from EUR 93 per month per user with everything included, and lists a Basic and further price packages with add-on options. Industry pages cover metal, electronics, machine manufacturing, plastics, automotive, furniture, textiles and food. Its trust centre describes an ISO 27001 based security programme.

It is a manufacturing system. A company whose revenue is mostly services or subscriptions will find it too narrow.

  • A published starting price per user per month
  • Swedish company with an organisation number in its privacy policy
  • Long track record: established 1974

Where Monitor ERP is a step down from NetSuite

  • Narrow: manufacturing, not general services or software
  • Pricing may differ by market
  • Governing law not verified

Standout against NetSuite. It is an ERP for factories first, with a cloud price you can read.

Where metasfresh is a step down from NetSuite

  • Site and documentation in German

Comarch ERP

a Polish ERP family from small business to multinationals

Krakow, PolandQuoted per product line (XT, Optima, Enterprise); no published price list#9 in ERP

  • Where the data sits. Poland, Germany and France, on Comarch's own ISO 27001 data centres.
  • Source code. Closed source, as NetSuite is.

Holded

a small-business suite with accounting, stock and CRM

Barcelona, SpainPlus €15 / Básico €29 / Estándar €59 / Avanzado €99 / Premium €199 per month excl. VAT#6 in Accounting Software

  • Which law reaches it. EU (Spain). NetSuite is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. EU ("in general" per the privacy policy; transfers outside the EEA under SCCs or BCRs possible).
  • Source code. Closed source, as NetSuite is.
  • Independently checked. Verifactu.

Best for: Small businesses and freelancers who are outgrowing invoicing software and need stock and projects

Holded is provided by Holded Technologies, S.L., a company whose terms (last updated 26 February 2025) are governed by the laws of Spain, with the courts of Barcelona having exclusive jurisdiction. The terms also incorporate a Data Processing Agreement available in the platform.

Its site lists invoicing, accounting, treasury, team and HR, inventory and manufacturing, CRM and projects, with a 14-day free trial. The pricing page shows a launch discount for new customers, so no price is quoted here.

It is the smallest tool on this list. It is a suite for small teams, and a company with several subsidiaries, intercompany accounting and heavy order volumes will want a larger system.

What Holded does better than NetSuite

  • 14-day free trial and low entry cost
  • Accounting, stock, CRM and projects in one product
  • Spanish law and Barcelona courts in the terms
  • Includes AI and ERP sections in its feature list

Where Holded is a step down from NetSuite

  • Not aimed at multi-entity or large order volumes
  • Prices could not be verified because of the promotion
  • Manufacturing is one module among many, not its focus
  • Far smaller scope than NetSuite

Standout against NetSuite. The lowest-friction way to get stock, accounting and CRM in one place.

What actually breaks when you switch

The hardest part of leaving NetSuite is timing. Orders are non-cancellable and auto-renew for a year unless you give written notice at least 30 days before the term ends, so work back from that date and plan the switch for your quietest month-end, not the busiest.

Customisations do not move. Custom fields, scripts and workflows built on NetSuite have to be rebuilt in the new system, and that is usually the largest cost. List them, and drop the ones nobody uses.

Export before you cancel. Oracle provides retrieval access for 60 days after termination, and help from Oracle is billed. Request a full export of the ledger, items, open orders and attachments early, and test importing it.

Check local compliance in each country you operate: e-invoicing, VAT reporting, payroll and fiscal audit files. Capabilities differ by vendor and by country, so test the countries that matter to you.

Is there a European system as broad as NetSuite?

Odoo is the broadest in modules: its pricing page lists accounting, inventory, CRM, eCommerce, manufacturing, HR and project apps for one per-user fee on its Standard and Custom plans. AFAS and Exact cover finance, HR, orders and projects, mostly for companies in their home markets, and Comarch ERP offers a family of products up to multinational use.

Breadth is not the same as maturity. NetSuite is an established suite for multi-entity businesses; check any European candidate on your hardest requirement, such as multi-company consolidation or local tax rules in the countries you operate in, before you shortlist it.

Which of these can I try without a sales call?

Odoo has a free single-app plan and a free trial, weclapp offers 30 days free, Xentral and Holded have free trials (Holded for 14 days), and Axelor's Community edition is open source and free to download. Exact, AFAS, proALPHA, Monitor ERP, metasfresh and Comarch route you through a demo or quote, though Monitor ERP and metasfresh publish a starting price.

A trial of a full ERP is only as useful as the data you load into it. Use a copy of one real month of transactions.

Which suit manufacturing and which suit trade?

Monitor ERP (Sweden) and proALPHA (Germany) are built for manufacturers and say so on their own sites. metasfresh describes itself as ERP for wholesale and food, Xentral as ERP for e-commerce and trade, and weclapp's Trade plan lists warehouse management, production and store and marketplace connections.

Odoo and Axelor list manufacturing modules too. If production planning is core to you, ask each vendor for a reference customer in your industry.

Does the contract really matter for an ERP?

More than for most software: an ERP holds your ledger, your customers and your stock for a decade. The contract decides which court hears a dispute, whether the term renews on its own and how you can get your data out. NetSuite's agreement is a standard form with a non-cancellable order and auto-renewal; read the European tools' terms for the same three points.

Where terms could be read, the tools here state a European law: Odoo (Belgian law, Nivelles), weclapp (German law), Holded (Spanish law, Barcelona courts). For others, the terms were not reachable or did not state a governing law, which this page says.

Which one to pick

If you want a broad system with a free way to try it, Odoo is the place to start, with a per-user price that includes all apps. If you want transparent prices for a trade or services business, weclapp, and for an e-commerce business, Xentral. Axelor is the one for an open-source core with a price list.

If you manufacture, look first at Monitor ERP and proALPHA, and metasfresh if you are a food or wholesale business that reads German. Exact and AFAS fit Benelux companies that value an established national vendor, and Comarch ERP fits Polish and Central European groups.

Be realistic about the gap. NetSuite is a mature suite for growing, multi-entity businesses, and none of these eleven reproduces all of it. Switch if you want a European contracting party and courts, and a contract you can leave on your own timeline; stay if multi-subsidiary consolidation is your hardest requirement and no candidate meets it in a proof of concept.

Frequently Asked Questions

Odoo is the broadest, with a free single-app plan and a per-user plan with all apps, under Belgian law. weclapp is the clearest on price for trade and services companies, and Axelor is the open-source option with published prices. Manufacturers should look at Monitor ERP and proALPHA first, e-commerce companies at Xentral.

No. Under the US edition of its Subscription Services Agreement the contracting party is Oracle America, Inc., with California law. Oracle's only EMEA edition is for the United Kingdom, with Oracle Corporation UK Limited and English law. Which one applies is named on your order.

Its public pages were not reachable for this page (HTTP 403), and the contract documents do not list prices. Fees are set in the Estimate/Order Form. Renewal orders are priced at then-current Oracle pricing, and each order is non-cancellable and non-refundable under article 4.

weclapp lists ERP Starter at €39, ERP Services at €86 or €95 and ERP Trade at €163 or €179 per user per month, net, depending on yearly or monthly billing, with 30 days free. There is a free plan: one app, with unlimited users. The Standard and Custom plans, which include all apps, are priced per user per month, and the pricing page shows different figures by region and a 12-month discount for new users, so no figure is quoted here. Custom adds on-premise and Odoo.sh options, multi-company and an external API.

Odoo S.A., Chaussée de Namur 40 in Grand Rosière, Belgium (VAT BE0477472701), with affiliates. Odoo also lists offices in the United States and elsewhere, which can matter for support and sales entities.

Yes, as exports and imports, not as a switch. Export the chart of accounts, open customer and supplier items, items and stock levels and your transaction history as files, and import them into the new system, usually with help from a partner. Oracle only provides retrieval access for 60 days after termination, so request your export before you let the term end.

metasfresh says its cloud hosting runs in German data centres on a dedicated server in Germany. Odoo's privacy policy has a section on physical data location. For weclapp, Xentral, Exact and the others, hosting location was not verified for this page; ask for the data-centre country and the sub-processors in writing.
