How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Hubstaff is provided by Netsoft Holdings, LLC, with Indiana governing law and exclusive jurisdiction in the state courts of Hamilton County, Indiana.
  • DeskTime (Latvia) is the closest in shape: automatic tracking on Windows, Mac and Linux, screenshots on its Premium plan, shift scheduling and a 14-day trial, at €5.50 and €8.25 per user a month on annual billing.
  • TimeCamp (Poland) has a free-forever plan with unlimited users, geofencing and idle-time tracking, and adds apps and websites tracking from Premium and screenshots from Ultimate.
  • Toggl Track (Estonia), clockodo and Crewmeister (Germany) and Beebole (Belgium) are for teams that need hours, not monitoring.
  • For customers outside the US, Toggl contracts through Toggl OÜ in Tallinn; Toggl, Inc. in Delaware is the contracting party only for US-domiciled users.
  • Six of the eleven have a free plan or a free trial without a card, so a pilot costs nothing.

Why people leave Hubstaff

Hubstaff is a time tracking and workforce management tool for remote and hybrid teams. It tracks time, can add screenshots, activity levels and app and URL usage to a timesheet, and feeds payroll and reports. Its pricing page offers a 14-day free trial with no credit card and a 30-day money-back guarantee.

It is provided by Netsoft Holdings, LLC, doing business as Hubstaff. Its terms are governed by the law of the State of Indiana, and any suit must be brought in the state courts of Hamilton County, Indiana. The privacy policy names an EU representative in Vienna, and the DPA page says that a signed DPA incorporates the EU Standard Contractual Clauses, so the compliance route exists. The contract itself is still a US one.

This page covers tools for the same buyers: teams that need hours for billing, payroll or attendance, with or without monitoring. Eleven European tools qualify. They are not all copies of Hubstaff: some track automatically and take screenshots, some are timesheet and attendance tools for German employers, and one is a simple timer.

  • The contract is under Indiana law Hubstaff's terms are governed by Indiana law and give the Hamilton County state courts exclusive jurisdiction. For a European employer that is a distant forum for a tool that holds employee activity data. The European tools below contract under the law of Latvia, Poland, Estonia, Germany, Belgium, Italy or Norway, with a court in Europe.
  • Employee monitoring carries extra obligations in Europe Screenshots and activity levels are personal data about employees, and works councils and data protection authorities in several EU countries take a close interest in them. That is a reason to pick a tool whose entity and legal terms you can read in your own jurisdiction. It is also a reason to ask whether you need screenshots at all: several tools here track time without them.
  • Not every team needs a monitoring tool Hubstaff is built around remote teams and productivity monitoring. If the real job is billable hours or legally required working-time records, a tool like Toggl Track, clockodo, Beebole or Crewmeister fits better and says plainly that it does not watch the screen.
  • Prices are easier to compare elsewhere Hubstaff's plan prices are rendered in the browser and could not be checked for this page. Most of the European tools publish a price per user per month, from €2 to €9, and several have a free plan, so you can run a real pilot before you pay.

What you have to replace, not just match

Decide first whether you need monitoring or only hours. If you use screenshots, activity levels or app tracking today, DeskTime and TimeCamp are the closest, and you should agree with your staff or works council what is recorded before you switch it on.

Export your time entries, projects and rates before you cancel, and run both tools for one pay period. Check that your payroll or invoicing export still works, because payroll links and integrations differ more between these tools than the tracker itself.

  • Source code. Closed source, as Hubstaff is.

Best for: Individuals and small teams that want a lightweight timer

What actually breaks when you switch

Monitoring does not move one to one. If your team uses Hubstaff screenshots or activity levels, only DeskTime and TimeCamp offer something close, on specific plans. The rest track hours and do not record the screen.

Check the currency and the billing period of each price. Toggl, Timely and Lucen Track show US dollars, DeskTime, Crewmeister and ZEP show euros, and several prices are for annual billing only.

Payroll and invoicing connections differ. Hubstaff feeds payroll from tracked time, so test that a pay period exports cleanly from the new tool before you cancel the old one.

Is there a European tool with screenshots like Hubstaff?

DeskTime lists screenshots on its Premium plan, and TimeCamp lists them on Ultimate. Both also track apps and websites or document titles, and both run an automatic tracker on the desktop.

Neither is a clone. Check which plan holds the monitoring features you rely on, and check how screenshots are configured and who can see them.

Which of these tools are free?

TimeCamp has a free-forever plan with unlimited users. Toggl Track has a free plan for a limited number of users. Beebole is free for up to 5 users, Lucen Track (formerly Timeneye) for up to 2, and clockodo describes a free plan for solo self-employed users.

DeskTime, Crewmeister, Memtime and Tyme offer trials instead of a free plan. DeskTime and clockodo give 14 days, Tyme 14 days, and Memtime a trial without a credit card.

What if I only need working-time records for employees?

clockodo and Crewmeister are built for that case, with app and terminal clocking, absences and overtime. ZEP covers working time and project time from a German vendor, although its pricing page is in German.

These tools are a better fit than Hubstaff when your goal is compliance with working-time rules and not productivity measurement.

Does the contract really matter for a time tracker?

A time tracker holds who worked when and, for some tools, what they did on screen. That is employee data, and the contract decides which law and which court apply if something goes wrong.

Hubstaff offers an EU representative and a DPA with Standard Contractual Clauses, which is a reasonable compliance route. The European tools here avoid the question of transfer by contracting with an EU, EEA or Norwegian entity.

Which one to pick

If you want the nearest thing to Hubstaff, with automatic tracking and screenshots on a higher plan, DeskTime is the one, and TimeCamp is the choice if you want to start on a free plan. If you want hours but no monitoring, Toggl Track, clockodo, Beebole or Crewmeister are simpler and say so.

Crewmeister, clockodo and ZEP fit German employers who need working-time records and absences. Timely and Memtime suit people who would rather have time reconstructed automatically than start a timer. Lucen Track and Tyme are the smallest options.

Be realistic about the gap. Hubstaff is a full workforce suite, and none of these eleven copies all of it. Switch if you want a European contracting party and a court close to home, and keep Hubstaff if you rely on a feature that only it has.

Frequently Asked Questions

DeskTime is the closest match on features, because it tracks automatically and takes screenshots on its Premium plan, from a Latvian company. TimeCamp is the better choice if you want a free plan, and Toggl Track, clockodo or Crewmeister if you want hours without monitoring.

No. Hubstaff's terms name Netsoft Holdings, LLC, and they are governed by Indiana law with exclusive jurisdiction in the state courts of Hamilton County, Indiana. Its privacy policy names an EU representative in Vienna.

It offers a 14-day free trial with no credit card and a 30-day money-back guarantee. The plan prices are rendered in the browser and could not be checked for this page, so no figure is given here. Check its pricing page.

DeskTime lists Pro at €5.50 and Premium at €8.25 per user a month on annual billing, excluding VAT, with Enterprise on request. Toggl Track lists a free plan, Starter at $9 and Premium at $16 per user a month in US dollars, with 30-day trials of the paid plans.

clockodo lists its three tariffs at €4, €10 and €12 per user a month, with a 14-day trial. Crewmeister lists €3 monthly or €2 on annual billing per user a month, with GPS tracking in the cheapest plan. ZEP lists ZEP Track at €9 per user a month on an annual contract or €12 monthly, and working time only from €4.50.

Beebole lists a free plan for up to 5 users, Essential at €9 and Advanced at €18 per user a month on annual billing. Lucen Track (formerly Timeneye) lists a free plan for up to 2 users, Starter at $7 and Premium at $13 per user a month on annual licences. Timely lists $9, $16 and $22 per user a month on yearly billing, in US dollars.

TimeCamp, because its free-forever plan has unlimited users. Among paid plans, Crewmeister lists €2 per user a month on annual billing and DeskTime €5.50, but the plans differ: Crewmeister is an attendance tool and DeskTime an automatic tracker.

Yes for customers outside the US: the terms name Toggl OÜ, an Estonian company with registry code 11346813 in Tallinn, under Estonian law. For users domiciled in the US the contract is with Toggl, Inc., a Delaware corporation.

None of them is a drop-in copy. Tools without screenshots will not replace that part of Hubstaff, several have prices in US dollars or a German-only interface, and Timely's terms could not be read for this page, only its Oslo address.
