Best for: Larger organisations that want requisitioning and invoicing from one vendor
Basware is a Finnish software company from Espoo that sells eProcurement, a punchout-style Marketplace and procure-to-pay modules alongside its invoice automation. The e-Procurement page describes requisitioning, ordering and the exchange of purchase documents between buyers and suppliers, and the Marketplace adds guided purchasing from catalogues so employees buy from preferred suppliers at negotiated prices. Seen from the invoice side, the vendor sits upstream of the tools that only start when a PDF arrives.
According to the vendor, Basware was founded in 1985 and serves clients in more than 190 countries with over 6,500 customers. The website footer names Basware Oy and the privacy notice gives Linnoitustie 2 in Espoo as the controller address.
The pricing page describes a subscription by module, from invoice automation to eProcurement, with no amounts. The general terms say the EEA-related cloud platform is hosted within the EEA, and they also list sub-processors in India, the USA and Australia with support access, which matters if you want an all-European support chain.
What Basware does well
- eProcurement and marketplace modules
- Connected AP automation and e-invoicing network
- Operating since 1985
- Documented hosting commitment for EEA customers
- Published terms and sub-processor information
Where Basware falls short
- No published pricing
- Invoice automation is the main focus
- US, Indian and Australian sub-processors with support access
- Sourcing and contracts not described on pages reviewed
Standout feature. Basware is the only tool here that covers requisitioning and catalogue buying before the invoice exists, on the same platform as the invoice.
Berlin, Germany
Founded 2015
Base from €389/month, Plus from €599/month, Max from €789/month, priced by document volume with unlimited users and entities; Visa corporate cards from €149/month
Demo on request
Best for: German companies that want AP and expenses priced by document volume with unlimited users
Candis is a Berlin accounts payable and expense platform that charges for document volume and not for seats. Base starts at €389 a month, Plus at €599 and Max at €789, and every tier includes unlimited users and unlimited legal entities. Invoice capture and approval sit at the centre, with reimbursement, mileage and travel costs handled alongside, and a Visa corporate card is a separate add-on from €149 a month.
Candis GmbH was founded in 2015 and operates from Berlin, so the contract falls under German law. Its archive is GoBD-certified, the German standard for tax-relevant digital records, which is the feature a German Steuerberater will ask about first.
Integrations include DATEV, SAP Business One and Business Central, and a 30-day free trial is offered. The cost is the floor: a team with few invoices and many expense filers pays more here than with a per-user tool, and the compliance features are written around the German market.
What Candis does well
- Unlimited users and legal entities on every plan
- Priced by document volume, not headcount
- GoBD-certified archiving for German tax records
- 30-day free trial
- DATEV, SAP Business One and Business Central integrations
Where Candis falls short
- Volume-based pricing can cost more for high-headcount, low-volume teams
- Visa card is a separate add-on
- German-market focus in its compliance features
- Minimum monthly cost higher than most per-user tools here
Standout feature. Candis charges by document volume with unlimited users and legal entities on every plan, a model no per-seat tool in this list copies.

Best for: Mid-sized and large companies running Microsoft Dynamics, NetSuite, Sage or SAP Business One
Rillion is a Nordic AP automation vendor with entities in Sweden, Finland and Denmark, built for mid-sized and large companies on Microsoft Dynamics, NetSuite, Sage or SAP Business One. The pricing page states that all plans include unlimited users, approvers and entities, with the price set by invoice volume. Features include header-level and line-level capture, 3-way PO matching, custom approval routing, multi-currency support and an AI assistant called Riley.
The company is Rillion AB in Sweden, with Rillion Oy in Finland and Rillion A/S in Denmark, and the terms assign the contracting entity by customer country, so a US customer contracts with Rillion Inc.
Essential covers invoice automation, SSO, approval workflow and dashboards, Professional adds Riley Pro, AI coding, analytics and recurring invoices, and Premium adds a service delivery manager. PO matching, AI capture, requisitions and document management are add-ons, prices are on request, payments are listed as US only, and the vendor says full integration typically takes 12 to 14 weeks.
What Rillion does well
- Unlimited users, approvers and entities on every plan
- 3-way PO matching and line-level capture
- Entities in Sweden, Finland and Denmark
- Clear plan structure
- Multi-currency and multi-ERP support
Where Rillion falls short
- No published prices
- Payments listed as US only
- PO matching and AI capture are add-ons
- 12 to 14 week implementation
Standout feature. Rillion pairs three-tier invoice-volume pricing with unlimited approvers and entities and a named list of mid-market ERPs it integrates with.

Best for: Companies running SAP that also want payments and treasury from the same vendor
Serrala is a German finance process automation vendor whose accounts payable suite covers invoice capture, invoice processing, a supplier portal and e-invoicing, sitting next to payments and treasury modules. The vendor describes AI extraction from structured and unstructured invoice formats, followed by validation, matching and posting, with duplicate detection, configurable approval workflows and a Microsoft Teams app. SAP integration is the clearest focus, although the contact form also lists NetSuite, Microsoft Dynamics, Workday, Infor and Sage.
The legal page names Serrala Group GmbH in Norderstedt, registered at the Amtsgericht Kiel under HRB 25634, while the about page places the headquarters in Hamburg and says the company has served the office of the CFO for over 40 years.
Suppliers submit invoices and track status in a portal, and the e-invoicing page lists compliant exchange in over 60 countries, a vendor figure. Pricing is not published, the product pages stay general, and the data location is not stated on the pages checked.
What Serrala does well
- German contracting entity with register details published
- Supplier portal included in the AP suite
- E-invoicing coverage in 60+ countries
- SAP integration focus
- AP, payments and treasury from one vendor
Where Serrala falls short
- No published pricing
- General product descriptions with few specifics
- Large suite for small teams
- Data location not stated on the pages checked
Standout feature. Serrala is the vendor here that sells AP, payments and treasury for SAP landscapes from one German company.

Best for: French and francophone multi-entity groups and franchise networks
Libeo is a French platform that handles supplier invoices, approvals and supplier payments in one flow, aimed at finance teams with several entities. Validation circuits let managers approve spend commitments before payment, and the site highlights consolidation of spend across the entities of a group, a franchise network or several independent businesses. The home page says the invoice management is compatible with the French 2026 e-invoicing reform.
LIBEO is a French SAS registered at the RCS Créteil with its head office in Vincennes.
The legal notice states it is registered with ORIAS as a payment services broker and agent of Swan, which provides the payment accounts, so payments follow that partner bank. The pricing page lists modules (supplier invoices, accounting and operational automation, procurement, approval circuits, payment cards, budget tracking, ERP sync and customer invoice reminders) and asks you to book a call for a quote. The site, legal pages and pricing are in French.
What Libeo does well
- Invoices and supplier payments in one tool
- Multi-entity consolidation
- Ready for the French e-invoicing reform
- Approval circuits and spend commitments
- Registered French company with ORIAS status
Where Libeo falls short
- Pricing on request
- Legal and pricing pages in French
- Payments depend on a partner bank
- French market focus
Standout feature. Libeo is the only tool here that pays suppliers through a French payment-services agent status (ORIAS, with Swan) and builds for franchise networks.
London, United Kingdom (engineering in Sofia, Bulgaria)

Best for: Companies running several legal entities across European countries
Payhawk is a spend management platform for groups with several legal entities, in several countries and currencies, that still want one view of spend and one set of policies. Entities, currencies and local VAT rules are core concepts, and consolidated reporting works across entities without an export step. Corporate cards, invoice management and reimbursements run across entities with per-entity accounting rules and multi-currency wallets.
Payhawk was founded and is engineered in Sofia, Bulgaria, with the group headquartered in London, so the contract sits under UK jurisdiction and the adequacy decision, not intra-EEA processing. Integrations named on the tool page include NetSuite, Microsoft Dynamics and DATEV.
Pricing is a subscription plus a per-user fee, quoted per group and not published, with the multi-entity features in the higher tiers. It is more platform than a single-entity company needs, and it is an expense-first product with invoice management inside it.
What Payhawk does well
- Multi-entity and multi-currency as core concepts
- Consolidated reporting without exports
- Cards, invoices and reimbursements across entities
- Deep ERP integrations including DATEV and NetSuite
- Engineering and support inside Europe
Where Payhawk falls short
- UK headquarters rather than intra-EEA processing
- More platform than a single-entity company needs
- Subscription quoted per group rather than published
- Multi-entity features sit in higher tiers
Standout feature. Payhawk treats entities, currencies and local VAT as core concepts, which makes it the group-structure choice in this list.
Germering, Germany
Cloud plans by users and storage (4, 15, 40 or 100 users); prices on request

Best for: Companies that want invoices inside a wider document management system, with an on-premises option
DocuWare is a German document management platform whose invoice processing solution captures invoices, validates them in the background for duplicates, miscalculations and unknown suppliers, and routes them through approvals before booking data goes to the ERP. Matching against purchase orders and delivery notes is listed, and so are full-text search, an archive and more than 500 integrations. The same system can hold contracts and HR files, so it suits a company that wants a single archive for every business document.
The general business terms are issued by DocuWare GmbH in Germering, and the company page says the product was founded in Germany and has been owned by Ricoh since 2019.
DocuWare Cloud runs on Microsoft Azure with data centres in the U.S., EU, Japan and Australia, and the vendor also sells on-premises and hybrid deployment. Cloud plans come in four sizes (4, 15, 40 or 100 users, with 20 GB to 1,000 GB of storage) at the same feature set, with prices on request. Payment runs, early-payment discounts and a supplier network are not part of the invoice page.
What DocuWare does well
- Invoice workflow inside a full document system
- Cloud, on-premises and hybrid options
- EU data centre region available
- 500+ listed integrations
- Archive and full-text search
Where DocuWare falls short
- No published prices
- No payment run or supplier network on the invoice page
- Owned by Ricoh
- Document-first rather than AP-first
Standout feature. DocuWare is the only tool here that offers on-premises and hybrid deployment next to the cloud.

Best for: Small and mid-sized finance teams that want invoices and expenses in one tool
Doxis SpendControl, formerly Klippa SpendControl, is a Dutch platform for invoice processing, expense claims and company cards that the vendor says is hosted in the EU. Invoices are captured by OCR, coded with self-learning booking suggestions and sent through digital approval workflows before integration with the accounting system. Expense claims, mileage, per diems and cards share the platform, and more than 20 accounting and ERP integrations are listed.
The footer of the Klippa site names Doxis AI Solutions B.V. under Dutch chamber of commerce number 74785834. The Klippa site now carries the Doxis brand and the Doxis GmbH legal page names a separate German company in Bonn, and the ownership link between the two was not verified.
Effective costs EUR 5 per user per month and Premium EUR 6, including per diems, CO2 registration and GoBD and AEAT compliance, while Custom adds SSO and API access on request. Approval workflows (+EUR 50 a month) and integrations (from EUR 50 a month) are add-ons, and it is pre-accounting software with no PO matching or payment runs listed.
What Doxis SpendControl does well
- Published per-user prices
- EU hosting stated by the vendor
- Invoices, expenses and cards in one platform
- 20+ integrations
- GoBD and AEAT compliance on Premium
Where Doxis SpendControl falls short
- Expense-led pricing model
- Approvals and integrations cost extra
- No PO matching or payment runs listed
- Brand recently changed from Klippa to Doxis
Standout feature. Doxis SpendControl is the only tool here that publishes a per-user price for invoices and expenses together.

Best for: Small businesses and accountants who need purchase invoices captured into their ledger
Dext is a UK bookkeeping automation platform that captures supplier invoices and receipts by app, email or upload, extracts the data and sends it to accounting software. It also offers line item extraction, bank statement extraction and supplier statement extraction, which checks that every invoice and credit note on a statement lines up and flags gaps and duplicates before they reach the books. The product is aimed at small businesses and accounting firms.
The terms name Dext Software Limited, registered in England and Wales under number 7361080, as the local entity for the UK and Europe excluding France, which puts the contract outside the EU under the UK adequacy decision.
Data is hosted with Amazon Web Services and the region is not stated on the pages checked. Plans follow monthly document volume and change with the region selector, and the page read showed US dollars for the default region. Payments are marked coming soon, and PO matching and large-team approval chains are not listed.
What Dext does well
- Supplier statement checks for gaps and duplicates
- Line item extraction
- Bank statement extraction
- Free trial offered
- Mobile apps
Where Dext falls short
- No PO matching or payment runs yet
- Region-dependent pricing
- AWS region not stated
- UK entity (outside the EU, inside the allowed UK scope)
Standout feature. Dext checks supplier statements against filed invoices and credit notes and flags gaps and duplicates, a control the other tools here do not list.
Tallinn, Estonia
Founded 2023
Free tier of 15 messages / EUR 1 for a seven-day full-access trial / EUR 12 a month or EUR 97 a year for full access

Best for: European organisations that have to be able to prove, not just assert, that no American processor touches their prompts, and individuals who want the same guarantee for personal use
DentroChat is an AI chat assistant, listed in this category only because its file and PDF analysis and its spreadsheet workspace can touch finance documents, and it is not an accounts payable system. It offers Fast, Thinking and Creative modes, image generation, web search, voice input and memory across conversations, and its workspace generates PDFs, presentations and spreadsheets from a conversation. It has no invoice capture, approval routing or ERP posting that the site describes.
DentroInnovation OÜ is registered in Tallinn, Estonia, was founded in 2023 and is run by its two founders. The published subprocessor list names eighteen European companies and no American one, with European data centres only.
Pricing is a free tier of 15 messages, EUR 1 for a seven-day full-access trial, and EUR 12 a month or EUR 97 a year for full access. It trains no models, so quality depends on the providers it routes to, and there is no self-hosting or open source. For a finance team it is a drafting and analysis aid next to an AP tool.
What DentroChat does well
- Eighteen subprocessors, every one of them European
- Broad feature set: images, web search, voice, files, memory
- Workspace generates documents, decks and spreadsheets
- Transparent, checkable infrastructure page
- Cheap relative to the American assistants
Where DentroChat falls short
- Trains no models; quality depends on the providers it routes to
- Small company; far less scale behind it than Mistral or Proton
- No self-hosting, no open source, web only
Standout feature. DentroChat is the only entry here whose whole processing chain is published as eighteen European subprocessors, but it does not process invoices.
