Eclipse Theia is an open-source project of the Eclipse Foundation. There is no customer contract for the software itself.
Theia's own site describes the Theia IDE as an AI-native IDE for cloud and desktop, lets you try it online, and says you use your own keys and that it sends no telemetry on your code or prompts. The Theia Platform is a framework for building custom IDEs.

What actually breaks when you switch
Leaving Replit means splitting one account into several. Decide separately where the code lives, which editor you use, where the database runs and where the app is deployed, and move them one at a time.
Replit's AI credits and effort-based pricing have no direct equivalent in most European tools. Check the AI limits on the exact plan you need, such as WeWeb's AI tokens or Hostinger's credits, before you count on them.
Visual builders such as WeWeb, Baserow and Budibase do not export your project as ordinary code. If you want to keep the option of leaving later, keep the logic in a repository and use the builder for the interface.
Is there a European tool that works exactly like Replit?
Closest in flow is Hostinger: its builder has an Agentic mode for vibe coding next to a Manual drag-and-drop mode, and it comes with hosting, a free domain and mailboxes for the first year. It is aimed at websites and web apps, not at general programming.

Northflank (London) runs services, databases and preview environments and can run in your own cloud account. Koyeb deploys serverless apps and Postgres in 50+ locations and says it is joining Mistral AI.
Pick by region and by who your customer is. A hosting contract with a French SAS is governed by French law, and Northflank's terms are governed by UK law with EU consumers keeping their local protections.
Does the contract really matter for a side project?
For a hobby app, it is a minor point. For a product with customers, it decides where a dispute is heard and which law applies, and a platform that hosts your code, secrets and users' data is a significant dependency.
With Replit the answer is California law and arbitration in San Francisco unless you opt out. With the tools here the answer is the law of France, Luxembourg, the Czech Republic or the UK, depending on the vendor.
