Why people leave Microsoft Copilot

Start by giving Microsoft its due, because most comparison pages do not. Of the American assistants a European organisation might be running, Copilot has the most developed answer to the sovereignty question. The EU Data Boundary keeps customer data at rest inside Europe, the privacy documentation states that prompts, responses and content reached through Microsoft Graph are not used to train foundation models, and the whole thing is documented in enough detail that a compliance officer can actually read it.

The reason this page exists is what has since been added to that boundary.

Flex routing lets Copilot send LLM inference outside the EU Data Boundary during peak demand — to the United States, Canada or Australia — and it is switched on by default for eligible tenants created after 25 March 2026. Data at rest stays inside the boundary apart from limited pseudonymised data, and you can turn flex routing off. But the default changed, and most tenants will not have noticed.

Then there is the answer Microsoft gave when asked the question directly. On 10 June 2025, before a committee of the French Senate, Microsoft France's legal director Anton Carniaux was asked under oath whether he could guarantee that French citizens' data in Microsoft's cloud would never be handed to US authorities without French approval. He answered: no, I cannot guarantee that. That is not a leak or an accusation. It is the vendor describing its own position accurately.

What actually breaks when you switch

The grounding is the loss, and it is not recoverable. Meeting recaps, answers drawn from mail nobody wants to search, and drafting that starts from the document already on screen all depend on Copilot having standing access to your Microsoft tenancy. Whether to turn it off is a policy question, not a technical one. If you have told customers, works councils or a regulator that Copilot processing occurs in the EU, and your tenant was created after 25 March 2026, the honest thing is to check the setting today rather than assume. Organisations with tenants predating that date should read their Message Center rather than guessing.

Does the EU Data Boundary actually protect against US authorities?

It protects against a specific and real set of risks: data sprawl, unclear storage locations, and processing in jurisdictions you never approved. As an engineering commitment it is substantial and better documented than most of its competitors manage.

What it does not do is change which legal system can compel Microsoft. This is a stronger commitment than the consumer defaults at several competitors, and it is one of the reasons a page attacking Copilot on training grounds would be attacking the wrong thing. The questions worth asking Microsoft are about processing location and legal compulsion, not about training.

It applies to customers in the EU and EFTA who are in scope for the EU Data Boundary for Microsoft 365, or for Dynamics 365 and Power Platform.

Tenants that have bought or used Multi-Geo Capabilities are not in scope for the EU Data Boundary even when the tenant is listed in an EU or EFTA country, so the flex routing setting does not appear for them in the Microsoft 365 admin centre. If you cannot find the setting, that is usually why.

Around $30 per user per month on an annual commitment, on top of a qualifying Microsoft 365 licence rather than instead of one. A separate tier exists for organisations up to 300 users at a lower price. When comparing with a European assistant, compare the add-on against the subscription: the base Microsoft licence is a cost you keep either way unless you are leaving Office entirely, which is a much larger project.

In the Microsoft 365 admin centre, under Copilot settings, look for the flex routing option covering peak load periods. Tenants created after 25 March 2026 have it enabled by default if they are eligible; tenants that existed before that date should consult the Message Center for the notice describing their default. It is worth checking before anyone signs a statement about where processing occurs.

Grounding, mainly. Summaries of meetings you did not attend, answers drawn from mail and SharePoint you would have had to search manually, and drafting that starts from a document already open in front of you. Those depend on access to the Microsoft tenancy and do not transfer. Everything that is really a chat window with a good model behind it does transfer, and that is the majority of what most users do.

Not the way Copilot does. Some can be connected to storage or given documents to work on, and Lumo reads files from Proton Drive if you are inside the Proton suite. None of them index a Microsoft 365 tenancy. The practical pattern is to upload the specific material a task needs, which is more work and also a clearer boundary than an assistant with standing access to everything.

For the assistant half, yes, with a caveat about capability. Open weights distributed through Hugging Face can be served on your own hardware, which removes every question this page raises: no boundary, no routing setting, no foreign supplier. For the grounded half it is not realistic without building retrieval over your own document stores, which is a project rather than a purchase. Aleph Alpha sells exactly that project if you would rather buy it.
