Why people leave Qualtrics
Qualtrics is the platform large organisations use when a survey is no longer a form. Universities run research on it, market research teams field multi-country studies, and customer and employee experience teams run continuous programmes with dashboards, text analysis and workflow. Its free account is a taste of that: 500 responses per survey, three active surveys, 30 questions and eight question types, without quota management or the advanced analytics.
It is operated by Qualtrics, LLC in Provo, Utah. The General Terms name Qualtrics, LLC as the party, and the privacy policy names it as the controller, with Qualtrics Ireland Limited in Dublin appointed as the EU representative.
For transfers of European personal data it relies on adequacy decisions, Standard Contractual Clauses and the EU-US, UK-US and Swiss-US Data Privacy Frameworks.
Press coverage reports that Silver Lake and CPP Investment Board took it private from SAP in a deal of $12.5 billion that closed in June 2023. None of this makes it unusable in Europe. It does mean that a European public body or research ethics board has a US contracting party and a transfer mechanism to explain.

- Your counterparty is a US limited liability company The Qualtrics General Terms refer to Qualtrics, LLC, and its privacy policy gives a Provo, Utah address. The Dublin entity named in the policy is an EU representative, not stated there to be the party you sign with. We could not retrieve the governing-law clause, so check it on your own order form. If your procurement rules require a contracting party and a court inside the EU, EEA, UK or Switzerland, each tool here names one on its own pages.
- European data goes out under a transfer mechanism Qualtrics says it relies on adequacy decisions, Standard Contractual Clauses and the Data Privacy Frameworks. That is lawful and common, but it is a mechanism you document and monitor. The tools here are European companies hosting in Europe by their own account (Germany, Finland, Sweden, the Netherlands, Ireland), and LimeSurvey, SoSci Survey and Formbricks can also run on your own server so that responses never reach a vendor.
- You cannot read the price Qualtrics publishes no prices. Its pricing page leads to "Request Pricing" and says cost depends on usage metrics such as interactions or employees. - Research needs and experience programmes are different jobs Qualtrics covers both, which is why it is expensive. In Europe the work is split. LimeSurvey, SoSci Survey, Survalyzer and Surveyxact are research instruments with branching, quotas and exports. Netigate, Webropol and Mopinion are programme tools for customer and employee feedback. Choosing by the job you actually do usually costs less than buying the whole suite.
What you have to replace, not just match
Separate the two uses first. List the studies that need real methodology (quotas, randomisation, panels, SPSS or R export, ethics review) and the programmes that need running dashboards (NPS, employee engagement, journey feedback). Move the research to a research platform and the programmes to an experience tool, rather than looking for one product that does both.
Export your questionnaires and data before you cancel. Qualtrics exports survey definitions and responses, but custom scripting, workflows and dashboards do not carry over to another tool, so budget time to rebuild logic and reports. Run one live study on the new platform before you move a whole department, and check the contracting entity, the DPA and the hosting region in writing for each one.

LimeSurvey GmbH is in Hamburg (Papenreye 63, Amtsgericht Hamburg, HRB 137625). Its sovereignty page describes EU hosting by default in Germany or Finland, signed DPAs, and an open-source product that can be self-hosted.
It lists Basic at €34 a month on monthly billing, Expert at €29 a month (€348 annually) and Business at €75 a month (€900 annually), and says over 250 universities and research institutions use it. The plans carry response limits, such as 1,000 responses a month on Basic.
We could not retrieve the governing-law clause from its terms, so check it. The cloud plans are priced on responses, so a large panel study will need a quote.

Best for: Market research and institutional teams that want research methods and a Swiss contracting party
Survalyzer AG is in Zurich (Technoparkstrasse 1, UID CHE-112.340.012), with Survalyzer Nederland B.V. in Utrecht (KvK 30204020). Switzerland is neither in the EU nor in the EEA, so if your rules require an EU or EEA party, check whether the Dutch company can be the one you contract with.
It lists Professional at €420 a month with two users, Expert at €920 and Enterprise on request, with a "Try out for free" option. It describes itself as a Swiss company and says it is ISO 27001 certified, which is its own statement.
We did not find a hosting location. It is a smaller vendor than Qualtrics and offers fewer experience-management modules.

Netigate AB is in Stockholm (Org. ID 556576-0997, Drottninggatan 25). Its legal page lists group companies in Germany, Norway, Finland and the Netherlands (Mopinion BV). Its trust center says personal data is processed within the EU and its data centres are in EU environments.
Its pricing page lists enterprise plans from €7,000 a year, billed annually, with onboarding and a customer success team, and says it is ISO certified. It covers NPS, eNPS, customer and employee experience, and AI analysis of text feedback.
We did not find the governing-law clause. It is aimed at larger programmes, so it is not the choice for a single study.

It publishes no prices and works through demos, in the same way as Qualtrics. We could not establish its ownership from its own pages.
It suits organisations that value accessibility and local expert support. It has less depth in advanced research methodology than the research platforms.

Enalyzer was founded in Copenhagen in 2000. Its terms apply Danish law with the City Court of Copenhagen as venue, and its security page says data is hosted on Microsoft Azure in the Netherlands and Ireland. The terms do not name the legal entity or its CVR number, so confirm the contracting party on your order.
It lists Professional at €1,545 per user per year excluding VAT, with free technical support, contract and DPA services, and a 14-day satisfaction guarantee. Our existing tool page mentions a free tier, but the current pricing page does not show one.
It also offers consultancy services for running whole surveys.

SoSci Survey GmbH is in Munich (Erchanbertstrasse 6, Amtsgericht München, HRB 209201). It grew out of a 2003 project at LMU Munich and has been available to online researchers since 2006.
It is free to test, and free for scientific studies not done for or with a company, up to 5,000 participants. Paid licences are priced by participants and period, for example 49 EUR plus VAT for one month and 500 participants, and 399 EUR plus VAT for 12 months and 6,000 participants. An on-premises licence is sold.
Only its Pro server s2survey.net may process personal data. We did not find the server location.

Surveyxact is developed by Ramboll Management Consulting in Denmark (CVR 60997918), launched in 2002. Its about page says data never leaves Europe, and its compliance page covers GDPR, WCAG and ISO certification. Addresses differ between its pages (Aarhus and Copenhagen).
It publishes no prices, and the Ramboll ownership structure was not verified.
It is a good fit where the buyer already trusts Ramboll for research projects.

Starter adds branching logic and exports to XLS, PDF and SPSS. Earlier checks found German servers in a Cronon data centre.
It is simple, and the weakest of the eleven on enterprise features.

What actually breaks when you switch
The hard part of leaving Qualtrics is rebuilding. Surveys and data export, but scripting, workflows, dashboards and any panel or integration setup do not move. Take a full export of questionnaires and responses before the contract ends, and keep read access until the new platform has produced one live study.
Many of these price by users or response volume, in the way Qualtrics does by interactions. LimeSurvey and Formbricks cap responses on cloud plans, Enalyzer prices per user, and SoSci Survey by participants and period. Estimate your real volume before you compare.
Check hosting and ownership in writing. We could not find a hosting location for SoSci Survey or Survalyzer, and Webropol and Surveyxact ownership was not verified. Enalyzer hosts on Azure in Europe, and certifications on every page here are the vendors' own statements.
Is there a European tool that does everything Qualtrics does?
No single one. Netigate and Webropol come closest on customer and employee experience programmes, and LimeSurvey, Survalyzer and SoSci Survey on research methodology. Qualtrics bundles all of this with a very large template library and AI analysis, and no European tool matches that breadth.
The honest question is which of its modules you actually use. Most teams use a small part, and a European tool matched to that part usually covers it.
Which of these can I try without talking to sales?
LimeSurvey has a free sign-up, Formbricks has a free plan, SoSci Survey is free to test and free for non-commercial research up to 5,000 participants, easyfeedback has a free tariff, and LamaPoll and Mopinion offer 14-day trials. Survalyzer shows "Try out for free" on its Professional plan. Enalyzer offers a 14-day satisfaction guarantee.
Netigate, Webropol and Surveyxact work through demos and quotes, in the same way as Qualtrics.
Which can I run on my own server?
LimeSurvey, Formbricks and SoSci Survey. LimeSurvey and Formbricks are open source, and SoSci Survey sells an on-premises licence. That is the strongest answer to a data sovereignty requirement, because the responses stay on infrastructure you control. It also means your team runs updates and security.
The others are cloud services only, with hosting in Europe by their own account.
Does the contract matter for a research project?
It does when the project involves personal data from European participants, special-category data or a public funder. With Qualtrics, the party is Qualtrics, LLC and the data protection route runs through transfer mechanisms. With the tools here, the contracting party is a company in Germany, Switzerland, Sweden, Finland, Denmark or the Netherlands.
A university data protection officer will usually ask about hosting region and subprocessors as well as the contract. Ask each vendor for its subprocessor list.
Which one to pick
If you run research and want control, start with LimeSurvey: open source, self-hostable, with prices on the page. For market research with a published price list, look at Survalyzer, and for a free route in academic work, SoSci Survey.
If you run customer and employee experience programmes, Netigate and Webropol are the closest in shape. Netigate publishes an entry price of €7,000 a year. Mopinion fits website and app feedback, and Formbricks product teams that may want to self-host.
