European Background Screening Software

Background screening software lets an employer order identity, criminal record, reference, qualification and right-to-work checks on candidates and track the results in one place. Because these reports contain criminal and identity data, the vendor's jurisdiction and rules on storing that data matter under GDPR and the UK GDPR. This page lists eleven screening providers with their contracting entity in the Netherlands, the UK, Switzerland, France or Sweden.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

European background screening software lets an employer order identity, criminal record, reference and qualification checks on candidates and follow the results in one dashboard, from a provider contracted in the EU, UK, Switzerland or Sweden, so that criminal-record data about a candidate is handled under GDPR or UK GDPR and not under a US arbitration clause.

How do I choose a background screening provider in Europe?

Start from the country of the candidate, not the feature list. Criminal-record systems are national: a Dutch VOG, a Swiss extract, a French casier judiciaire and a British DBS certificate come from different bodies. Pescheck covers the Benelux and DACH regions, Validato serves Swiss and DACH regulated employers, EveryCheck is built for France and ToFindOut for Sweden. Zinc, EBC Global, Verifile, eSafeguarding, Personnel Checks and Due Diligence Checking are British.

If your hires sit in many countries, the shortlist narrows to Veremark, which claims 40+ checks in 180 countries, and Zinc, which states criminal checks in 195 countries. Ask each how an overseas check is actually carried out, and by which entity, before you rely on the headline number.

What do background checks cost in Europe?

Only some providers publish a price list. Pescheck lists €36 (Standard), €64 (Enhanced) and €146 (Complete) per screening. Veremark lists $42, $144 and $183 per candidate in US dollars. eSafeguarding shows £32.00 for Standard and £53.00 for Enhanced including VAT for 0 to 100 checks, and Personnel Checks lists £44.00, £65.00 and £24.00 for a volunteer check.

EBC Global charges by seat, £49 a month per user for Lite and £100 to £299 for Pro, which suits teams that run DBS applications every day and not occasional hirers. Zinc, Validato, EveryCheck, Verifile, ToFindOut and Due Diligence Checking give no amounts on the pages checked, so budget for a quote.

Where is screening data stored, and does it matter?

It matters because a screening report holds a criminal record, an identity document and sometimes a credit or sanctions result. Two providers state a location: Validato says 100% of data sits on servers in Switzerland, and EveryCheck names OVH in Roubaix, France. Switzerland and the UK are outside the EU but covered by EU adequacy decisions.

For Pescheck, Veremark, Zinc and the UK DBS services, the pages checked do not name a hosting region. That is not proof of anything, but it belongs in the procurement questions, together with the sub-processor list. Pescheck, for example, says most of its ATS connections run through Kombo, an extra party in the data flow.

How do I migrate from Checkr or another US provider?

Treat it as a contract change first. Checkr's Terms of Service, effective 7 July 2026, send disputes to binding AAA arbitration, and its privacy policy points EU and UK readers to a separate GDPR policy. Moving to a provider contracted in your own region puts the data processing agreement and the courts back in your legal system.

Then rebuild the trigger. If your ATS currently orders Checkr reports, check the replacement's connector: Pescheck names Personio, AFAS, Teamtailor and Workday, ToFindOut names Teamtailor, Visma and Jobylon, and Zinc names Greenhouse. Run one candidate end to end before moving the pipeline.

When should I not switch to a European provider?

When most of your candidates are in the United States. A US employer needs SSN traces, county court searches and motor vehicle records, and none of the eleven providers here sells those as a core product. A company with a few US hires among mostly European ones can keep a US vendor for those candidates and use a European provider for the rest.

The same applies to very small volumes. Several of these tools quote prices on request and are aimed at regular hirers, so an employer making one hire a year may find a published-price DBS service such as eSafeguarding or Personnel Checks simpler.

Which providers handle DBS certificates in the UK?

EBC Global states it is a DBS Responsible Organisation and Registered Body, and Due Diligence Checking describes itself as a Registered Body and Umbrella Body. Personnel Checks lists a DBS registration number, and eSafeguarding sells DBS only. Zinc supports Basic, Standard and Enhanced checks including Barred List search.

Scottish and Northern Irish routes are narrower: Due Diligence Checking covers PVG and Access NI, and Personnel Checks supports Access NI. Verifile focuses on standards such as BPSS, BS7858 and FCA vetting, and buys through public frameworks.

How we selected and ranked these 11 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

Pescheck from Enschede is the best fit for Benelux and DACH employers that want euro prices per screening. Veremark suits hiring in several countries, Validato suits Swiss data residency, EveryCheck suits France, ToFindOut suits Sweden, and Zinc, EBC Global and Verifile suit UK regulated sectors.

Pescheck (€36, €64, €146), Veremark ($42, $144, $183), eSafeguarding (£32.00 and £53.00 including VAT), Personnel Checks (£44.00 to £65.00) and EBC Global (£49 to £299 per user per month) publish amounts. Zinc, Validato, EveryCheck, Verifile, ToFindOut and Due Diligence Checking do not on the pages checked.

The UK has an EU adequacy decision, so personal data can flow to it under GDPR without extra safeguards, but UK companies are outside the EU. Seven of the eleven providers are British, and they remain the route to DBS certificates for UK candidates.

Validato states 100% storage on servers in Switzerland and EveryCheck names OVH in Roubaix, France. The other providers did not name a hosting region on the pages checked.

Yes, several do. Pescheck lists 166 systems including Personio and Workday, ToFindOut names Teamtailor and Visma, Zinc names Greenhouse, and EBC Global, Verifile, Veremark and Due Diligence Checking offer an API.

Not as a core product. Checkr is built on US records such as SSN traces and county court searches, and the eleven providers here focus on European and UK records, with Veremark and Zinc adding checks in other countries.
