Best European QR Code Generators

Fourteen QR code generators, each run by a company established in Austria, France, Germany, the Netherlands, Poland, Spain, Sweden, Switzerland or the United Kingdom.

For every one we read the operating company in its own legal notice, terms or privacy policy, then the published price, the stated hosting location and the free tier on the vendor pages on 3 November 2026. A static QR code holds its content for good, while a dynamic code points to a short link the vendor runs, so the vendor's continued existence and jurisdiction matter for every printed code; the entries say which type each tool makes.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Hovercode is ranked first because Hovercode Ltd can be checked at Companies House, the vendor states hosting in Germany, the free plan keeps 3 dynamic codes that do not expire, and prices are shown in euros; the open point is that the United Kingdom is outside the EEA and relies on an adequacy decision.
  • QR Planet is second: QR Planet GmbH in Vienna (FN 545612) is an EU contracting party with a free plan of 1 code and 50 scans per day, but it sells only quarterly or annual billing and the pages read do not state where the data is hosted.
  • Unitag is third: UNITAG SAS in Toulouse states EU hosting and unlimited scans on every plan, but prices appeared in pounds and its privacy policy says the Unitag entity depends on the country, so a UK or US entity may contract with customers there.
  • goQR.me and QRCode Monkey make static codes only, which never expire but cannot be edited after printing, while URLR, Cutt.ly and QR-Guru are link tools where the QR code points to a short link whose target can be changed.
  • Kaywa (USD), Cutt.ly (USD), Unitag (GBP) and qrgeno (SEK) publish prices outside the euro, so a budget in euros has to include the conversion, and QR Code Generator (Bitly) and Uniqode are US providers that are not listed here.

A QR code generator creates the square codes that send a phone to a web address, a contact card or a Wi-Fi login, and with dynamic codes it keeps a redirect service running for as long as the printed code is in use, so the country, company register and hosting of the provider decide who controls that redirect.

Best for: Teams wanting editable dynamic QR codes with analytics

  • Operating company. Hovercode Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. Hosted in Germany on Digital Ocean infrastructure (hovercode.com/security); DPA available on request
  • Source code. Closed source
  • Replaces. Bitly, QR Code Generator PRO, Beaconstac

Hovercode is a QR code generator run by Hovercode Ltd, a private limited company registered at Companies House (number 15221450) in Wickford, Essex. Its terms are governed by the laws of England and Wales. The United Kingdom is outside the EEA but covered by an EU adequacy decision.

The product centres on dynamic QR codes: the scan destination can be changed after printing, and each code records total and unique scans. The free plan includes 3 dynamic codes that do not expire, unlimited scans and basic analytics with 3 months of history. Static codes are not limited per plan. Paid plans start at €11 per month (Pro) and add advanced analytics, a custom domain and removal of the Hovercode branding.

The vendor states that the service is hosted in Germany on Digital Ocean and offers a data processing agreement on request. The free plan is small, and the dynamic codes beyond the first three stop working if a paid subscription is cancelled. API access, bulk generation and team features need the Business plan at €37 per month. It is a hosted service only, without self-hosting.

What Hovercode does well

  • Free plan with 3 dynamic codes that do not expire
  • Unlimited scans on every plan
  • Editable destinations and scan analytics on dynamic codes
  • Custom domains, API and bulk generation on Business
  • Vendor states hosting in Germany and offers a DPA

Where Hovercode falls short

  • Free plan limited to 3 dynamic codes and 3 months analytics history
  • Extra dynamic codes go inactive when a subscription is cancelled
  • API and bulk creation only from €37 per month
  • UK entity, outside the EEA (adequacy decision applies)

Standout feature. A free plan whose three dynamic QR codes do not expire, with scan analytics included.

#2 QR Planet

Vienna, Austria Free plan (1 QR code, 50 scans per day), no cost. Starter from €5 per month (as stated on the vendor GDPR page: 'starting from € 5 per month'). Premium and White Label are listed on the pricing page; White Label 'starting at 40EUR/month' on the pricing page (Seb read €35 plus €5 per user per month in the rendered page). Billing quarterly or annual only (annual -20%), no monthly billing, minimum term 3 months. Prices are net, excluding VAT. 15-day trial. Enterprise from 250 EUR per month on request. Startup discount -20% in the first year and -10% for non-profits on annual billing. 15-day trial, no credit card required (vendor pricing page)

Best for: Small teams wanting EU contracting and landing pages

  • Operating company. QR Planet GmbH
  • Jurisdiction. EU (Austria)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, Uniqode, Bitly QR codes

QR Planet is a dynamic QR code platform run by QR Planet GmbH in Vienna, as the imprint states (company number FN 545612). Dynamic codes have an editable target URL, scans are trackable, and the vendor says no ads are shown when a code is scanned. Static types include vCard, WiFi, SMS and event codes. Codes can be exported as PNG, SVG, PDF and EPS.

The free plan allows one QR code and 50 scans per day. Paid plans have unlimited scans. Starter costs from €5 per month, according to the vendor. Billing is quarterly or annual only: the pricing page says monthly billing is not supported and the minimum term is 3 months. A 15-day trial needs no credit card.

The White Label plan adds a custom domain shown on scan, multi-user management and an API, and the page lists an Enterprise plan from 250 EUR per month. Weaker points: no monthly billing, support by phone only on the top paid plan, a one-code free plan, and no hosting location stated on the pages read.

What QR Planet does well

  • Editable dynamic QR codes with scan tracking
  • No ads shown when a code is scanned, per the vendor
  • Contracting entity in Austria (QR Planet GmbH, Vienna)
  • White Label plan with custom domain and API
  • 15-day trial without credit card

Where QR Planet falls short

  • No monthly billing, minimum term 3 months
  • Free plan limited to 1 code and 50 scans per day
  • Phone support only on the highest standard plan
  • Hosting location not stated on the pages read

Standout feature. A Vienna-based generator whose entry paid plan starts at €5 per month, with quarterly or yearly billing only.

#3 Unitag

Toulouse, France As displayed to a UK visitor (prices show in pounds, euros or dollars by region, before tax): Silver £19 per month, Gold £49 per month, Platinum £99 per month, billed monthly; yearly billing -10%. Diamond from £4,870 per year on a custom contract. Every plan: unlimited QR codes, unlimited scans, no per-scan fees, EU hosting. Extra users £4.79 (Silver) or £8.29 (Gold); custom domain £7.99 per month per domain (from Gold); single-use QR codes from £0.01 per code. GS1 and API tiers from £12 per month; partner pricing on request. Free trial of 14 days per the sales terms. 14-day free trial per subscription type (sales terms)

Best for: Brands needing unlimited scans and GS1 Digital Link

  • Operating company. UNITAG SAS
  • Jurisdiction. EU (France)
  • Where the data sits. EU hosting (stated on the vendor pricing page)
  • Independent checks. Vendor states it is certified by GS1 (homepage)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, Uniqode, Bitly QR codes

Unitag is operated by UNITAG SAS, which its terms describe as a French simplified joint-stock company registered in Toulouse (number 532 050 523). The pricing page lists Silver, Gold and Platinum plans monthly or yearly, and a Diamond tier on a custom contract. Every plan includes unlimited QR codes and scans, with no per-scan fees, and EU hosting.

Dynamic QR codes can be re-pointed after printing, with scan analytics whose depth grows by tier: two weeks of data history on Silver, up to unlimited on Diamond. A separate GS1 track covers serialized codes and a Digital Link resolver. The terms mention a 14-day trial and French applicable law.

Weaker points: the cheapest paid plan carries light analytics and 25 codes per batch, custom domains and extra users cost extra, and prices were shown in pounds to this visitor, so check the euro price at checkout. The sales terms also allow price changes at renewal, and a London office appears next to the Toulouse one.

What Unitag does well

  • Unlimited QR codes and scans on every plan, no per-scan fees
  • French contracting entity registered in Toulouse
  • EU hosting stated on the pricing page
  • GS1 Digital Link resolver and batch creation
  • Monthly billing available, yearly saves 10%

Where Unitag falls short

  • Cheapest paid plan has light analytics and two weeks of data history
  • Custom domain and extra users are paid add-ons
  • Prices shown in pounds for this visitor, euro price not seen
  • Enterprise-oriented positioning, less suited to a single small code

Standout feature. A French platform where scans are unlimited on every paid plan, with tiers differing in analytics depth, batch size and team features.

#4 K-QRCODE

Paris, France Founded 2021 Free €0/month (5 dynamic QR codes, basic statistics). Starter €7.99/month (15 dynamic QR, 15 bulk creations, advanced statistics). Professional €11.99/month (100 dynamic QR, 3 custom domains, priority support). Enterprise €29.99/month (300 dynamic QR, white label, dedicated support). Annual billing gives 2 months free. Static QR codes free and unlimited. Free plan with 5 dynamic QR codes, no card required

Best for: French small businesses, menus and cards

  • Operating company. Kangale Technologie (SAS, SIREN 902485416)
  • Jurisdiction. EU (France)
  • Where the data sits. European Union (OVHcloud France and O2switch Clermont-Ferrand for the app, as stated in the privacy policy)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, QR Tiger

K-QRCODE is published by Kangale Technologie in Paris. The company is in the French register (SIREN 902485416, SAS, created in August 2021), although the vendor's own legal notice still shows the legal form and SIREN as placeholders. The platform offers dynamic QR codes with scan statistics and types aimed at restaurants (menus), digital business cards and Wi-Fi access.

The pricing page lists a Free plan with 5 dynamic QR codes, Starter at €7.99 per month (15 dynamic codes), Professional at €11.99 (100 codes, 3 custom domains) and Enterprise at €29.99 (300 codes, white label). Annual billing gives two months free. Static codes are free and unlimited. The privacy policy says user data is hosted in the EU at OVHcloud and O2switch in France, while the marketing site runs on Vercel in the USA.

Where it is weaker: the legal notice is incomplete, the interface is French first, and the dynamic code quotas are small compared with some generators. Cancelling a paid plan keeps codes active for 30 days according to the FAQ, so printed material needs a plan to stay live. No API is listed on the pricing page.

What K-QRCODE does well

  • French registered company
  • User data in EU hosting per privacy policy
  • Free plan with 5 dynamic QR codes
  • Restaurant menu and vCard QR types
  • White label on Enterprise

Where K-QRCODE falls short

  • Legal notice incomplete (legal form, SIREN)
  • Marketing site hosted in the USA
  • Small dynamic quotas
  • Codes stay live only 30 days after cancelling

Standout feature. A low-priced French platform with menu and business card QR codes and a free tier of five dynamic codes.

#5 QR-Guru

Berlin, Germany Static QR generator: free, credit packs from €9.90 one-off. Dynamic QR codes and short links (annual billing, excl. VAT): Free €0 (25 active links), Solo €4.17/month (€50 per year, 50 links), Team €7.92/month (200 links), Team Pro €20.00/month (500 links), Business €65.00/month (2,500 links, 150,000 scans), Enterprise on request. B2B only (entrepreneurs under section 14 BGB). Free plan; 5 QR downloads without registration

Best for: German businesses wanting QR plus DPA

  • Operating company. XIOSYS UG (haftungsbeschränkt)
  • Jurisdiction. EU (Germany)
  • Where the data sits. Germany (data centres in Germany, as stated by the vendor)
  • Source code. Closed source
  • Replaces. Bitly, QR Code Generator Pro, QR Tiger

QR-Guru is run by XIOSYS UG (haftungsbeschränkt) in Berlin, registered at the Amtsgericht Berlin-Charlottenburg under HRB 287445 B. It combines a static QR generator with a dynamic layer: short links whose destination can be changed after printing, with scan statistics, bulk creation from CSV and a form builder. The site is in German and the offer is limited to businesses (entrepreneurs under section 14 BGB).

On pricing, static QR codes are free and extra print features are sold as credit packs from €9.90 one-off. The dynamic plans run from a free tier with 25 active links to Solo at €4.17 per month on annual billing (€50 per year), up to Business at €65.00 per month, all excluding VAT. The vendor states that servers are in Germany and that an Art. 28 GDPR processing agreement is included from the first link.

Where it is weaker: consumers cannot buy it, the interface and documentation are German first, and the free plan limits destination changes to one per 60 days. Scan tracking per link is counted in monthly scan quotas, and geo statistics only appear on higher plans. Teams that need a long track record or many integrations should check the plan table before committing.

What QR-Guru does well

  • German company with Handelsregister entry
  • Servers in Germany and DPA stated on the site
  • Free tier for dynamic short links (25 active)
  • Entry paid plan at €4.17 per month on annual billing
  • Bulk generation and CMYK print export

Where QR-Guru falls short

  • B2B only, no consumer sales
  • German-language site
  • Destination changes limited on Free and Solo
  • Geo and device statistics only on higher plans

Standout feature. A German-hosted QR and short-link tool with a processing agreement included from the free plan.

#6 URLR

Orléans, France Founded 2024 Free €0 (10 links/month, QR codes, analytics). Starter €16/month with annual billing (€19 monthly), Pro €33/month annual, Team €83/month annual, Enterprise on request. All prices excl. VAT. 14-day free trial, no credit card (as stated)

Best for: Teams wanting QR plus link management

  • Operating company. URLR SAS
  • Jurisdiction. EU (France)
  • Where the data sits. France (Clever Cloud, Nantes, as stated in the legal notice)
  • Source code. Closed source
  • Replaces. Bitly, Rebrandly

URLR is a link shortener first and a QR code generator second. The contracting entity is URLR SAS in Orléans (SIREN 935363812, confirmed in the French company register, created in October 2024). The vendor says the application is hosted in France at Clever Cloud. Every short link can carry a QR code whose destination is editable, with click and scan analytics attached.

Pricing on the vendor's page is in euros excluding VAT: a Free plan with 10 links per month, Starter at €16 per month on annual billing (€19 monthly), Pro at €33 and Team at €83 per month on annual billing, plus an Enterprise tier on request. A 14-day trial without a credit card is advertised. Pro adds dynamic routing and white-label pages, Team adds SSO and usage logs.

Where it is weaker: it is built around links, so QR-specific features such as printable frames, bulk QR design templates or QR types like vCard and Wi-Fi are less central than in dedicated generators. The limits are counted in links and tracked visits per month rather than QR codes, and the company is young.

What URLR does well

  • French company registered in RCS Orléans
  • Hosting in France stated in the legal notice
  • Free plan with QR codes and analytics
  • API, webhooks and branded domains
  • Dynamic routing by location, language and device

Where URLR falls short

  • Focus is link shortening, not QR design
  • Limits count links and tracked visits
  • Company created in 2024
  • Branded domains only from Starter

Standout feature. A French-hosted link platform where every short link can be turned into an editable QR code.

Sant Cugat del Vallès (Barcelona), Spain Plans and prices page (client-rendered, read in a browser): 12 months €19/month, billed €228 annually; 6 months €29/month, billed €174 every semester; 3 months €39/month, billed €117 every quarter. VAT not included. All plans include unlimited dynamic QR codes, unlimited scans, unlimited users, analytics, bulk creation via CSV or REST API, custom domain, Google and Facebook pixel. 7-day free trial, no credit card required. 7 days free, no credit card required

Best for: Dynamic QR codes with unlimited scans, flat pricing

  • Operating company. The Internet Company Group S.L.
  • Jurisdiction. EU (Spain)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, Bitly QR codes, Beaconstac

QRfy is operated by The Internet Company Group S.L., a Spanish company in Sant Cugat del Vallès near Barcelona, according to its terms of use. The service is built around dynamic QR codes that can be edited after printing, with types such as URL, PDF and menu, and downloads in PNG, SVG and PDF.

The pricing page lists one feature set for every plan and varies only the billing period: €19 per month on a 12-month plan (billed €228 yearly), €29 per month on 6 months and €39 per month on 3 months, excluding VAT. Unlimited dynamic codes, unlimited scans, unlimited users, analytics, a custom domain and bulk creation via CSV or REST API are included in all of them.

The weaker side is the entry point. There is a 7-day trial without a credit card, but the terms say the account is limited afterwards until a plan is bought, so there is no permanent free tier to compare with generators that offer one. The pricing page does not mention static codes, hosting location or certifications, and the entity could not be checked in a company register.

What QRfy does well

  • Spanish contracting entity, Spanish law in the terms
  • Unlimited dynamic codes and scans on every plan
  • Scan analytics by count, location and device
  • Bulk creation via CSV or REST API included
  • Prices shown in euros, 14-day withdrawal right in the terms

Where QRfy falls short

  • No permanent free plan stated, only a 7-day trial
  • Cheapest rate needs a 12-month commitment billed yearly
  • Hosting location and certifications not stated on the pages read
  • Pricing page loads client-side, not visible without JavaScript

Standout feature. One feature set on every plan, with only the billing period changing the price.

#8 QR.DE

Osnabrück, Germany Premium membership for one year, no automatic renewal, incl. VAT: Starter €1.65/month (1 dynamic QR code), Advanced €6.75/month (up to 10 codes), Professional €9.65/month (up to 1,000 codes), all with unlimited scans. The vendor states Premium costs between €12 and €96 per year. Test dynamic QR code with email, Premium paid yearly

Best for: German users wanting cheap yearly dynamic codes

  • Operating company. QR GmbH
  • Jurisdiction. EU (Germany)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, Bitly

QR.DE is operated by QR GmbH in Osnabrück (Amtsgericht Osnabrück, HRB 205240, managing director Kurt Steinkamp, as shown in the imprint). The service creates static QR codes for free and dynamic QR codes whose target can be changed later, with scan statistics. The domain gives short qr.de links, and Premium members can pick a custom short URL.

Pricing is shown on the Premium page including VAT and billed yearly with no automatic renewal: Starter at €1.65 per month for one code, Advanced at €6.75 per month for up to 10 codes, Professional at €9.65 per month for up to 1,000 codes, each with unlimited scans, file storage from 10 MB to 100 MB, and access to the API and logo features.

Where it is weaker: the plans are priced per year with small code counts at the low end, team features, white label and bulk tools are not listed, and I found no hosting or GDPR statement on the pages I read. The membership expires after a year unless renewed, so printed codes depend on remembering to renew.

What QR.DE does well

  • German company with Handelsregister entry
  • Yearly price from €1.65 per month
  • No automatic renewal
  • API available with Premium
  • Custom short URLs on qr.de

Where QR.DE falls short

  • No team or white label features listed
  • Starter plan covers a single code
  • Membership must be renewed manually
  • No hosting statement on pages read

Standout feature. A German short-domain QR service with unlimited scans and yearly memberships that do not renew by themselves.

#9 Kaywa QR Management

Wädenswil, Switzerland Founded 2005 Starter $13.75 per month billed annually (1 user, 5 dynamic QR codes). Advanced $37.50 per month billed annually or $45 month-to-month (1 user, 50 dynamic codes). Premium+ $150.00 per month billed annually or $180 month-to-month (5 users, 500 dynamic codes). Enterprise (over 500 codes or special requests) on request. All plans list unlimited static codes and unlimited scans. Prices in USD. No self-serve free tier on the pricing page; the vendor says free account creation now requires verification and points to its contact form for testing

Best for: Swiss-run dynamic QR codes with tracking

  • Operating company. Kaywa AG
  • Jurisdiction. Switzerland (adequacy decision, outside the EEA)
  • Where the data sits. Privacy statement says Amazon Web Services (US) is the hosting provider
  • Source code. Closed source
  • Replaces. QR Code Generator PRO, Beaconstac, Uniqode

Kaywa QR Management is run by Kaywa AG in Wädenswil, Switzerland, listed as an active company in the Zefix register. The vendor says it has offered QR code management since 2005. The pricing page lists three paid plans and an Enterprise tier on request.

All plans list unlimited static codes and unlimited scans, and the plans differ in the number of dynamic codes: 5, 50 or 500. Scan analytics cover time, device, operating system, country and city. Campaign tracking, multiple URLs, custom hash and custom URL are described as features of higher plans.

It is weaker on price transparency and openness. Prices are published in US dollars, there is no self-serve free tier (the vendor says it now verifies users before they can create codes), and the privacy statement names Amazon Web Services (US) as hosting provider. A US office is also listed next to the Swiss one, although the Terms of Service name only Kaywa AG as provider.

What Kaywa QR Management does well

  • Contracting entity is a Swiss AG found in the Zefix register
  • Unlimited scans and unlimited static codes on all listed plans
  • Scan analytics by time, device, country and city
  • Multiple URLs, custom hash and custom URL available
  • Downloads in PNG, PDF and EPS

Where Kaywa QR Management falls short

  • Prices in USD only, with annual billing for the lowest rate
  • No self-serve free tier; users must be verified first
  • Privacy statement names AWS (US) as hosting provider
  • Starter plan allows only 5 dynamic codes

Standout feature. Swiss provider with dynamic QR codes, scan analytics and campaign tracking, priced per number of dynamic codes.

#10 qrgeno

Sweden (city not verified) Founded 2026 Free 0 SEK (1 dynamic and 1 static QR, 7-day scan analytics). Starter 249 SEK/month (up to 25 QR codes). Business 599 SEK/month (up to 250 QR codes, smart rules, country and device statistics). Digital gift cards 299 SEK/month. Enterprise on request. All excl. VAT, prepaid via Mollie. Free plan, no credit card

Best for: Nordic companies printing QR on stickers

  • Operating company. Paperphyte AB
  • Jurisdiction. EU (Sweden)
  • Where the data sits. Not stated in the pages read (privacy policy lists EU-region subprocessors such as Sanity in Belgium)
  • Source code. Closed source
  • Replaces. QR Code Generator Pro, QR Tiger

qrgeno is operated by Paperphyte AB, a Swedish company named in the terms of service updated on 22 October 2026. It sells dynamic QR codes to businesses only: the terms require a legal entity with a VAT number. The about page describes a product built in 2026, so the track record is short. Features include scan analytics, bulk handling and ordering of printed stickers and cards.

The pricing page is in Swedish kronor excluding VAT: a Free plan with one dynamic and one static code, Starter at 249 SEK per month for up to 25 codes, and Business at 599 SEK per month for up to 250 codes with country and device statistics and rules by country, schedule or A/B test. Digital gift cards are priced separately. Enterprise adds API, webhooks and SSO on request.

Where it is weaker: it is a very new service, the interface defaults to Swedish, the free plan keeps only 7 days of analytics, and I could not confirm the organisation number or the hosting location of the app from the pages read. Prices in kronor suit Nordic buyers but need conversion elsewhere.

What qrgeno does well

  • Swedish company named in the terms
  • Prices published in kronor, no hidden tiers
  • Rules engine for country, time and A/B
  • Free plan without a credit card
  • Print ordering from the same dashboard

Where qrgeno falls short

  • Product launched in 2026, short history
  • Businesses only
  • Free plan keeps 7 days of analytics
  • App hosting location not stated on pages read

Standout feature. A new Swedish QR service combining editable codes, a rules engine and printed stickers under one contract.

#12 goQR.me

Karlsruhe, Germany The generator is free of charge for non-commercial and commercial use (site statement). Donations via PayPal are requested. Editable dynamic codes with scan analytics are offered by the separate platform QR-Server (prices not checked).

Best for: Free static codes without an account

  • Operating company. foundata GmbH
  • Jurisdiction. EU (Germany)
  • Source code. Closed source
  • Replaces. QR Code Generator PRO, QR Code Monkey

goQR.me is the generator of foundata GmbH in Karlsruhe, Germany (imprint: HRB 714807, Amtsgericht Mannheim). You enter content, choose colours, border and error correction, and download the code without registering. The site states the codes are free of charge for commercial and print use.

The generator supports URL, text, phone, vCard, email, location, calendar event and Wi-Fi content, with downloads as PNG, JPEG, SVG and EPS. A logo can be added. The page states data is encrypted during transmission and not stored.

The weak side is scope. The generator makes static codes only, which cannot be edited after printing. Editable codes and scan analytics sit in a separate platform, QR-Server, with its own terms, so there is no scan reporting, bulk creation or team features in the free tool. The site shows a donation request and a Zazzle product advert.

What goQR.me does well

  • Free, no sign-up
  • Commercial and print use allowed per site
  • SVG and EPS vector downloads
  • Contracting entity is a German GmbH
  • Many content types including Wi-Fi and vCard

Where goQR.me falls short

  • Static codes only in the generator
  • No scan analytics in the free tool
  • Dynamic codes need the separate QR-Server platform
  • Shows a donation request and a shop advert

Standout feature. A plain free generator from a German GmbH that lets you download vector files without creating an account.

#13 QRCode Monkey

Berlin, Germany The generator is free: the site states all generated QR codes are 100% free, can be used commercially, never expire and have no scan limits. The codes are static. No paid plan is offered on qrcode-monkey.com; the site shows advertising for third-party products (QR Code Generator PRO, Bitly) for scan statistics and editable codes. An API is offered through RapidAPI; its pricing is not shown on the vendor page.

Best for: Free static QR codes with custom design

  • Operating company. QRCode Monkey GmbH
  • Jurisdiction. EU (Germany)
  • Source code. Closed source
  • Replaces. QR Code Generator, QR Stuff

QRCode Monkey is a free QR code generator operated by QRCode Monkey GmbH, Pariser Str. 47, 10719 Berlin, Germany, according to the imprint, with Kelly Zitzmann as managing director. The imprint gives a Handelsregister number (HRB 40482) with the local court in Dresden, which does not match the Berlin address and should be checked.

The tool creates static QR codes with logo upload, colours, gradients and different shapes, and exports PNG, SVG, PDF and EPS. The site states that codes are free, usable commercially, do not expire and have no scan limits. Because the codes are static, the destination cannot be changed after printing.

It is weaker than the other tools on this page where tracking matters: it offers no scan statistics and no editable dynamic codes of its own. The site itself points to third-party products for those, shown as advertising. There is no paid plan, no team features and no custom domain. An API exists through RapidAPI. No privacy policy or terms page could be found on the site.

What QRCode Monkey does well

  • Free with no sign-up and no scan limit
  • Static codes never expire
  • Logo, colour, gradient and shape options
  • SVG, PDF and EPS vector export
  • API available through RapidAPI

Where QRCode Monkey falls short

  • No dynamic (editable) QR codes
  • No scan statistics
  • No privacy policy or terms page found on the site
  • Site shows third-party advertising for tracking products

Standout feature. A free generator with vector export and design options, where codes never expire because they are static.

#14 Cuttly

Gdańsk, Poland Free $0. Starter $12 per month or $132 per year. Single $25 per month or $275 per year. Team $99 per month or $1089 per year. Prices in USD; the Terms say prices include 23% VAT. Plan limits per month: Free 30 short links, Starter 300, Single 5,000, Team 20,000.

Best for: QR codes combined with short links and analytics

  • Operating company. Patryk Rumiński, trading as WEB ROOM STUDIO PATRYK RUMIŃSKI (sole proprietor, CEIDG)
  • Jurisdiction. EU (Poland)
  • Source code. Closed source
  • Replaces. Bitly, Rebrandly, QR Code Generator PRO

Cuttly is a link management service run from Gdańsk, Poland by a sole proprietor, Patryk Rumiński, trading as Web Room Studio. The Terms of Service name him as provider and data controller and give a Polish tax number. QR codes are one feature of the account, generated for shortened links.

The Free plan includes one QR code style, 30 short links per month and 30 days of analytics history. Starter, at $12 per month, allows editable redirection on the same domain, and Single, at $25 per month, adds customizable QR codes (colours, shapes, logos) and redirection to any URL. Team is $99 per month with team features.

It is a link shortener first, so it is weaker as a stand-alone QR tool. Design options are locked to paid plans from Single, the monthly limits count short links, prices are in US dollars, and the legal provider is one individual rather than a company. Hosting location and any expiry of free codes are not stated on the pages read.

What Cuttly does well

  • Polish contracting entity with EU VAT number stated in the Terms
  • Free plan with QR code, short links and click analytics
  • Editable redirection on paid plans
  • Customizable QR codes (colours, shapes, logos) from the Single plan
  • Link-in-bio, surveys, branded domains and API in the same account

Where Cuttly falls short

  • Customizable QR design only from the $25 Single plan
  • QR codes are tied to short links and their monthly limits
  • Prices in USD
  • Provider is a sole proprietor, and hosting location is not stated

Standout feature. Link shortener from Poland where QR codes sit beside short links, click analytics, link-in-bio pages and branded domains.

What is the difference between static and dynamic QR codes, and what happens to printed codes if the vendor stops or changes its terms?

A static code contains the destination itself, so goQR.me and QRCode Monkey can generate it without an account and it keeps working as long as the destination page exists. The price is that the destination cannot be changed and no scans are counted; both tools say their codes are free and QRCode Monkey states that they never expire.

A dynamic code contains an address on the vendor's side that forwards to your destination.

That allows edits and scan statistics at Hovercode, QR Planet, Unitag, K-QRCODE, QRfy, QR.DE, Kaywa, qrgeno and QR Link, but it also means the printed code depends on the vendor staying in business and on your subscription.

At Hovercode the dynamic codes beyond the first three stop working when a paid subscription is cancelled, K-QRCODE keeps codes active for 30 days after cancelling according to its FAQ, and a QR.DE membership runs for one year and does not renew by itself.

Before printing on packaging or signs, check three things: whether the code uses the vendor's short domain or your own domain (Hovercode Pro, Unitag from Gold, K-QRCODE Professional and QRfy list a custom domain), what the terms say about codes after cancellation, and where the final destination is stored in your own records. A static code is the safer choice for a permanent destination such as a manual stored on your own site.

Why is Hovercode ranked above QR Planet and Unitag?

The order follows what could be verified on the vendors' own pages. Hovercode Ltd is a Companies House registration (number 15221450), the vendor states hosting in Germany on Digital Ocean, offers a data processing agreement on request, shows euro prices, and keeps 3 dynamic codes on the free plan without expiry. Its weak point is jurisdiction: the United Kingdom is outside the EEA and covered by an adequacy decision, and its terms fall under the laws of England and Wales.

QR Planet GmbH sits in the EU and gives an Austrian company number, but the pages read name no hosting location, the free plan is limited to 1 code and 50 scans per day, and the paid plans (Starter €5, Premium €15, White Label €35 plus €5 per user per month) cannot be bought monthly. Unitag names EU hosting and unlimited scans, but displayed pounds to this visitor and states that the contracting entity varies by country.

A buyer who puts an EU contracting party above everything else can reasonably reverse the first two places. Hovercode leads here because it combines a stated hosting country, a euro price list and a free plan that can be tested for as long as needed, which the other two do not all offer.

Which currencies do the QR code generators bill in, and what does that do to the budget?

Hovercode shows euros and offers USD, GBP, AUD, CAD and NZD through a switcher. QR Planet, K-QRCODE, URLR, QRfy, QR.DE and QR Link publish euro prices, most of them excluding VAT; QR.DE shows its prices including VAT.

Kaywa lists US dollars ($13.75 per month for Starter on annual billing), Cutt.ly also lists US dollars and says its prices include 23% VAT, Unitag displayed pounds (Silver £19, Gold £49, Platinum £99 per month) and qrgeno uses Swedish kronor (249 SEK for Starter, 599 SEK for Business).

Compare the cost per active dynamic code, not the monthly headline. Kaywa Starter covers 5 dynamic codes, Hovercode Pro 100, K-QRCODE Professional 100, QR Link Professional 50, and QRfy and Unitag do not limit the number of codes. QRfy charges €19 per month on a 12-month plan, but €39 on a 3-month plan.

Ask for a euro quote in writing from Unitag, Kaywa and Cutt.ly before comparing them with the euro vendors, because card conversion fees and exchange rate moves are not part of the published price.

What should I do about free plans that expire or stop working?

Treat every free plan as a trial unless the vendor writes the opposite. Hovercode states that its 3 dynamic codes do not expire.

QR Planet's pricing page lists a lifetime expiry for codes on every plan, with retention after a paid subscription ends handled on request for customers of a year or more. For Unitag and Cutt.ly the pages read do not say whether free codes expire, and QRfy limits the account after its 7-day trial until a plan is bought.

Write the expiry rule next to each printed code in your own inventory, with the vendor, plan, renewal date and destination. Put a calendar reminder before a QR.DE yearly membership ends, because it does not renew itself.

For material that must outlive a subscription, such as a product label, use a static code from goQR.me or QRCode Monkey, or use a custom domain so that the redirect can be moved to another vendor. If the code is already printed with the vendor's domain and the plan lapses, the only repair is a new print run.

How do I move away from QR Code Generator (Bitly) or Uniqode?

Both are US providers and are not listed here. The pages for QR Planet and Unitag name Uniqode and Bitly QR codes as products they replace, Hovercode names Bitly and QR Code Generator PRO, and URLR names Bitly. Export the list of codes and destinations first.

Existing printed codes point to the old vendor's domain, so keep the old subscription until the last printed item is replaced, or until you have confirmed that the old account lets you attach your own domain. New codes can be created at the new vendor straight away and used in new print runs.

For bulk moves, check the plan features: Hovercode's bulk generator and API are on Business at €37 per month, QRfy includes CSV and REST API creation in all plans, and QR Planet lists an API on its White Label plan. URLR suits teams that also want link management.

When is a link tool or a static generator enough?

If the aim is a single code for a poster that will never change, goQR.me delivers PNG, JPEG, SVG and EPS without registration, and QRCode Monkey adds logo, colour and shape options. Neither offers scan statistics.

If the aim is to manage many short links and add a QR code to some of them, URLR, Cutt.ly and QR-Guru fit better than a dedicated generator. URLR counts links per month (10 on its free plan), Cutt.ly counts 30 short links on its free plan and locks custom QR design to its $25 Single plan, and QR-Guru gives 25 active links on its free tier and is sold to businesses only.

Stay with the current tool when the printed codes already use your own domain, when you need none of the features above, or when the move would force a reprint.

How we selected and ranked these 14 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

On the facts read from vendor pages, Hovercode is ranked first: a Companies House registered UK company with hosting in Germany stated, euro prices and a free plan of 3 non-expiring dynamic codes. QR Planet (Austria) and Unitag (France) follow. If an EU contracting party matters most, start with QR Planet or Unitag, and for link management with QR codes look at URLR.

goQR.me and QRCode Monkey. Their codes do not expire but cannot be edited after printing, and neither shows scan statistics. For editable codes, goQR.me points to the separate platform QR-Server.

URLR, Cutt.ly and QR-Guru. URLR and Cutt.ly attach QR codes to short links, and QR-Guru combines a static QR generator with dynamic short links. Limits at these three count links, not QR codes.

Yes, with small limits: Hovercode gives 3 dynamic codes without expiry, K-QRCODE 5, QR-Guru 25 active links, qrgeno 1 dynamic and 1 static code, and QR Planet 1 code with 50 scans per day. QRfy and QR Link offer only a 7-day or 14-day trial, and Kaywa has no self-serve free tier.

Hovercode, QR Planet, K-QRCODE, QR-Guru, URLR, QRfy, QR.DE and QR Link publish euro prices. Kaywa and Cutt.ly use US dollars, Unitag displayed pounds to this visitor, and qrgeno uses Swedish kronor.

It depends on the vendor. Hovercode deactivates dynamic codes beyond the free three, K-QRCODE keeps codes live for 30 days, and QR.DE memberships end after a year unless renewed. Static codes from goQR.me and QRCode Monkey are not affected.
