European Plagiarism Checker Tools

A plagiarism checker compares a text or a set of programs with web pages, publications and earlier submissions, and returns a similarity report. The European plagiarism checkers below sit with contracting entities in Germany, France, Poland, Lithuania and Belgium, so student papers stay under EU data protection law instead of a US vendor's terms.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • PlagAware, Compilatio and Docoloc each name a German or French register entry for the company behind the plagiarism checker, which lets an institution verify its contracting party.
  • Identific, StrikePlagiarism and Plagiatsprüfung.de publish prices in euros, from EUR 0.70 per page at Identific to a EUR 12 report at Plagiatsprüfung.de.
  • Dolos from Ghent University and JPlag are free open-source detectors for programming assignments, and JPlag states that nothing is uploaded.
  • Plagramme, Plag.es and Identific share one operator, Lingua Intellegens UAB in Vilnius, so three of the twelve tools are not independent of each other.
  • Most vendors on this list do not state where documents are hosted; PlagAware and Plagiarism Checker Online name Germany, and Compilatio names Europe.

European plagiarism checkers are similarity-detection services that compare a text or a set of programs with web pages, publications and earlier submissions, run by companies in Germany, France, Poland, Lithuania and Belgium, so that student papers stay under EU data protection law and an EU contract.

Best for: Programming teachers who need to compare student code submissions, not written essays

  • Operating company. Ghent University (Team Dodona)

  • Source code. Closed source
  • Replaces. Turnitin

Dolos is a source code plagiarism detector developed by Team Dodona at Ghent University in Belgium. The project cites its research in SoftwareX (2024) and describes the web application as free, private and fast. The legal entity is the university, so no company imprint exists to read.

The method runs in four steps: tokenization with Tree-sitter, fingerprinting, indexing and reporting. Output includes dashboards and clusters of suspect cases. A CLI, a library and a Docker image come with a self-hosting guide. Out of the box ten languages are covered, among them Java, Python, C and JavaScript. The pages we read name no support contract.

What Dolos does well

  • Free web application
  • MIT-licensed and self-hostable
  • Tree-sitter parsers cover many languages
  • Cluster dashboards for suspect cases
  • Published research behind the method

Where Dolos falls short

  • Source code only, not prose
  • No support contract on the pages we read
  • Hosting of the web app not stated
  • Default language list is limited to common languages

Standout feature. Dolos masks variable and function names before fingerprinting, so a student who renames identifiers in copied code still matches.

#10 JPlag

not stated on the pages we read, Germany Free, open source under GNU GPL version 3 Demo on request

Best for: Teaching teams that must keep student code on their own machines and compare many programs

  • Operating company. JPlag project (contact address at ipd.kit.edu)

The repository README gives a contact address at ipd.kit.edu, and the licence is the GNU General Public License version 3. No legal entity or street address appears on the pages we read.

It runs from a command line or as a Java library and needs Java SE 25. The language list covers Java, C, C++, C#, Python, JavaScript, TypeScript, Go, Kotlin, R, Rust, Swift, Scala, LLVM IR, Scheme and EMF models, each with a maturity flag. A plain-text mode exists but is marked naive. Results open in a local viewer, and a CSV export is available.

  • Runs locally, nothing uploaded
  • Many language front ends
  • Resists obfuscation of code
  • Command line and Java API

Where JPlag falls short

  • Source code only, not prose
  • Requires Java SE 25 and a command line

  • Operating since 2011, by its own account

Where Plagramme falls short

  • Prices in US dollars
  • Hosting country not stated
  • Sells plagiarism removal and AI humanisation
  • No LMS integration listed

Standout feature. Plagramme counts a translated-plagiarism check as one credit per word, the same unit as a normal check.

#12 Plag.es

  • Prices in euros

  • Lithuanian data protection authority named

Where Plag.es falls short

Standout feature. Plag.es offers a free analysis of three documents in a Spanish interface before any euro plan is bought.

How do I choose a European plagiarism checker for a university?

Start with the contract, because that is the reason to leave a US vendor. PlagAware, Compilatio, Docoloc, StrikePlagiarism and Identific all sell to institutions through a named company in the EU. Check each register entry on the vendor site before you compare features.

Then match the checker to the language and the platform. Compilatio runs in six languages and lists LMS, API and SSO. PlagAware lists Moodle, Shibboleth and an API. Plagiat.pl is built for Polish texts, and Identific lists 129 languages.

Finally, test before you sign. Upload one paper with a copied passage, one with translated text and one clean paper to two checkers and compare the reports. Database sizes are missing on most vendor pages, so a trial teaches more than a brochure.

What does a plagiarism checker cost per page in euros?

Prices differ in unit as much as in amount. PlagAware charges approximately EUR 0.06 to 0.13 per 250-word page for prepaid credits. Identific charges EUR 0.70 per page pay as you go, or EUR 38 a month for 300 pages. StrikePlagiarism charges EUR 2.33 per 18,000-character token.

One-off reports are priced by length. Plagiatsprüfung.de asks EUR 12 for up to 20 pages and EUR 30 from 81 pages, with a page set at 2,000 characters. Plagiarism Checker Online starts at $0.29 per 1,800-character page, in dollars. Plag.es and Plagramme sell credits per word.

Compilatio and Docoloc show no price on the pages we read, and Plagiat.pl shows only its entry price of 1 zloty per page. Ask all three for a quote on the same expected volume, so the numbers compare.

Where do European plagiarism checkers store student papers?

The honest answer is that most do not say. PlagAware states that its headquarters and servers are in Germany, and Plagiarism Checker Online names Strato AG in Germany for its web servers and PlagAware for the scans. Compilatio says data is hosted and protected in Europe and names OVH in Roubaix in its legal notice.

StrikePlagiarism, Identific, Plagiat.pl, Plagiatsprüfung.de, Plagramme and Plag.es do not state a hosting country on the pages we read. Docoloc says it uses servers run by Docoloc KG without naming the country. Each of these companies is an EU entity, but the server location is a question for the data processing agreement.

Jurisdiction and hosting are two different things. A Lithuanian company on a US cloud still answers to the Lithuanian authority, as the Plag.es privacy policy names, while US law may reach the cloud provider.

How do I move from Turnitin to a European plagiarism checker?

Plan around three items: the learning platform link, the archive of past submissions and the staff habit of reading one percentage. Compilatio, PlagAware and Identific each list an LMS or API route, so the technical link is usually the quickest part.

The archive is the slow part. Ask Turnitin in writing what happens to stored papers at contract end, and ask the new vendor whether it can import submissions as a local comparison pool. Without one, early reports will not catch copying from last year's class.

Run both systems for one term on a sample of papers. Scores differ between checkers because sources and methods differ, so rewrite the internal threshold guidance before staff meet the new numbers.

When should an institution not switch plagiarism checkers?

Keep Turnitin where a faculty depends on its other products. Gradescope, ExamSoft and Feedback Studio have no counterpart among the twelve tools here, and none of the European vendors states that it sells grading or secure exams.

Also wait when a multi-year contract is running and the data processing terms already satisfy your data protection officer. A forced mid-term exit costs more than the saving.

For programming courses the question is different: Dolos and JPlag cost nothing and can run next to any text checker, so adding them needs no switch at all.

Which free plagiarism checker is safe for student code?

Dolos and JPlag are the two free options for source code. Dolos, from Ghent University, is MIT-licensed, offers a free web application and ships a Docker image and self-hosting guide, which keeps files on your own servers.

JPlag goes one step further because it only runs locally, under GPL-3.0, and its README says nothing is uploaded. It needs Java SE 25 and a command line, so a teaching assistant sets it up once per course.

Neither reads essays. For prose, free options are small: PlagAware gives a free check of up to 10 pages, and Plag.es analyses three documents for free.

How we selected and ranked these 12 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.
