Best for: Professional bodies and certification programmes that want human proctors included in one contract
TestReach pairs a full exam application with remote invigilation delivered by its own employed proctors. A candidate is authenticated at the start, shows the surroundings, and is then watched live for the whole sitting, while the session is recorded so the examining body can review an incident later. Exams run in a wrapped browser, a lockdown mode can block other windows and AI tools, and answers save to the server continuously.
The company is based in Dublin, hosts on AWS within the EU according to its own pages and quotes an uptime guarantee of 99.95 percent or better. It says the proctoring service has run since 2014. Pricing is not published, and the terms of use cap liability at one hundred dollars for site use, so a legal review is sensible before an awarding body signs.
What TestReach does well
- Own staff act as live proctors
- Authoring, delivery, marking and proctoring in one application
- Hosted on AWS within the EU
- Secure lockdown and continuous answer saving
- Candidate helpdesk by phone, email and chat
Where TestReach falls short
- No public pricing
- Human proctoring is harder to scale to thousands of daily sittings
- Aimed at formal certification more than classroom use
- Privacy policy text refers to the Privacy Shield
Standout feature. TestReach is the only tool in this category that puts proctors from its own payroll on every live session.
Aarhus, Denmark
Annual site licence plus tiered per-student fee; amounts not published
Demo on request
Best for: Universities moving every exam type, including invigilated ones, onto one platform
WISEflow is the digital assessment platform of UNIwise in Aarhus, built for higher education and priced as an annual site licence plus a tiered per-student fee. Its three plans, Core, Advanced and Premium, all include written assignments, file hand-in and auto-marked questions, with the lockdown browser starting in Advanced and Device Monitor, which flags secondary screens and virtual machines, included in Premium.
Advanced proctoring adds facial comparison and voice detection, and live proctoring puts a human invigilator on the session with a chat module for candidates. UNIwise states that data is held on AWS in Ireland and Germany and publishes a trust centre and a note on AI and the EU AI Act. An AI feedback add-on drafts comments against the institution's own rubric, and an assessor must approve it before students see anything.
What WISEflow does well
- Whole assessment workflow in one product
- Lockdown browser inside plans
- Facial comparison and live proctoring available
- Data held in Ireland and Germany
- Fee does not change with assessment volume
Where WISEflow falls short
- No amounts on the pricing page
- Proctoring features are separate add-ons
- Higher-education focus
- Large suite for institutions that only need monitoring
Standout feature. WISEflow lets a university keep one fee that does not change with assessment volume and add proctoring only for the sittings that need it.

Best for: French-speaking universities, certifiers and recruiters running exams at volume
TestWe runs online tests in which the candidate can answer by choice, text, speech or multimedia, with an AI assistant that generates questions from a topic or an uploaded PDF or DOCX and helps mark open answers. Proctoring checks the identity of the candidate and workspace, records screen, webcam and audio, and offers an asynchronous replay for quality control, with monitoring described as continuing without Wi-Fi.
TestWe SAS has its seat in Paris and is confirmed in the French company register, which lists it as created in 2014. The vendor advertises compliance with GDPR and the CNIL and shows 2024 figures such as 128,552 proctored sittings, which are its own numbers. Its legal notice and privacy pages gave a server error when we checked, so hosting and processors are unconfirmed, and no prices are published.
What TestWe does well
- Screen, webcam and audio capture in one flow
- AI question generation and assisted marking
- Asynchronous replay for audits
- Covers recruitment, certification and higher education
- Company confirmed in the French register
Where TestWe falls short
- Legal pages unreadable at the time of the check
- No public pricing
- French-first documentation
- Live human proctoring not described
Standout feature. TestWe is the only tool here that combines spoken and multimedia answers, AI-assisted marking and recorded proctoring in a single French product.

Best for: Large universities and awarding bodies that want an assessment platform with proctoring as one module
Inspera is a modular assessment platform whose Integrity Browser, proctoring and originality checking can be chosen separately. Proctoring comes in live and recorded forms, inside Inspera Assessment or an LMS, with AI flags for events such as a candidate leaving the frame or using a second device and a timeline for staff, coloured by severity. The company states that a person, not the technology, takes the final conduct decision.
Inspera AS is in Oslo, which puts it in the EEA but not the EU, and was founded in 1999. Its security statement says the Assessment Cloud is hosted entirely on AWS in the European Union and lists ISO 27001 and Cyber Essentials Plus. The published sub-processor list names several US providers, so a buyer who wants no US processor at all has to read that list against its own scope. There is no public price.
What Inspera does well
- Modular: browser, proctoring and originality can be chosen separately
- Live and recorded proctoring options
- Human makes the final conduct decision
- Assessment Cloud data hosted in the EU
- ISO 27001 certification listed
Where Inspera falls short
- No published pricing
- US providers appear among sub-processors
- Suite is large for proctoring-only needs
- Rollout effort suits big institutions
Standout feature. Inspera lets an institution buy its secure browser, proctoring and originality checker as three separate modules.

Best for: Institutions that already have an exam platform or LMS and want to bolt proctoring onto it
Smowl is a proctoring specialist from San Sebastian that attaches to an LMS or exam platform you already run, and does not author or mark exams. Its computer-monitoring module, SMOWL CM, logs how the exam was completed and can flag generative AI tools such as ChatGPT, Gemini or Copilot, virtual machines and copy and paste, with the institution choosing which applications are allowed. Browser lock blocks tab changes and keyboard shortcuts.
SMOWL LIVE is the synchronous mode in which a proctoring team watches, chats with the examinee and applies corrective steps, and automated and deferred modes sit beside it. The company, Smiley Owl Tech, S.L., is named in its privacy policy. The vendor quotes prices individually within 48 hours, and the pages checked do not say where recordings are stored or which processors are used.
What Smowl does well
- Modular, so cost follows the level of supervision
- Detects generative AI tools and virtual machines
- Live supervision available
- Pages for Moodle, Canvas, Blackboard and D2L
- Spanish company confirmed in its privacy policy
Where Smowl falls short
- No published price
- Data storage location not stated
- Does not author or mark exams
- Desktop app needed for computer monitoring
Standout feature. Smowl lets one contract run automated, deferred and live supervision side by side, chosen exam by exam.

Best for: Ministries, universities and test publishers that want open standards and the option to run the code themselves
TAO is an assessment engine built on open standards, with a free Community Edition under GPL-2.0 and paid cloud and enterprise options. Its components cover item authoring, delivery with session monitoring and lockdown control, scoring with grader routing and psychometric reporting, and the vendor says it supports the QTI and LTI standards. Camera proctoring comes through partner integrations, since TAO has no native video proctoring.
Open Assessment Technologies S.A. is based in Capellen, Luxembourg, and its privacy policy names the Luxembourg company as controller, although the contact page also lists a US corporation in Delaware and a Madrid office. Cloud hosting runs on AWS and Google Cloud with the region not stated, and cloud tier amounts were not seen. Self-hosting the Community Edition means your own security patching and support.
What TAO does well

- QTI and LTI standards support
- Self-hosting possible
- Covers authoring through reporting
- Luxembourg-governed terms
Where TAO falls short

Best for: Test organisers who need camera evidence from two angles inside an existing exam system
ProctorExam is a proctoring service from Amsterdam that adds a smartphone as a second camera next to the webcam and the screen share. The candidate installs a Chrome extension, shows an ID and is guided through setup while seeing what each feed sends. The rules cover lighting, being alone, no extra devices, no headphones and no talking, and the audio is analysed for suspicious behaviour.
The vendor says it acts for the test organiser, always signs a data processing agreement, encrypts stored data with AES-256 and holds it in data centres of AWS and Google Cloud inside the EU. Its documentation covers API version 3 and LTI. The public site is short, no price list is shown and the shop page was unreadable, so the cost and the company's legal form are unknown.
What ProctorExam does well
- Second-camera option through a smartphone app
- Data in EU data centres
- AES-256 encryption stated
- API v3 and LTI documentation
- Privacy by design with anonymous learner configurations
Where ProctorExam falls short
- Very little public product detail
- No visible pricing
- Chrome and desktop required
- Needs a partner exam system
Standout feature. ProctorExam is the only tool here that routinely records the desk from a second angle using the candidate's own smartphone.

Best for: Dutch and Flemish education and examination bodies running supervised, on-site digital exams
TestVision manages the whole test cycle, from construction and administration to grading and learning analytics, with roles and permissions for the examination board. On exam day a candidate logs in with a one-time ticket number and password, and the invigilator sees a status monitor of progress, where irregularities such as a double login appear straight away. Answers are written to the server as the candidate works.
Teelen B.V. in Wilp, the Netherlands, builds it, and the product links to Safe Exam Browser or a browser the customer supplies, with allowed websites whitelisted in advance. That is lockdown, not camera proctoring, and the pages checked do not describe remote proctoring. API, LTI and sign-in through accounts such as SURFconext are available. Pricing and hosting are unpublished, and the general terms are the Nederland ICT Voorwaarden 2014.
What TestVision does well
- Every function included for every customer
- No limit on candidates or sittings
- Invigilator status monitor
- Safe Exam Browser link
- API, LTI and SURFconext sign-in
Where TestVision falls short
- No camera proctoring seen

Surpass Luma AI supports item authoring and Surpass Tutor AI gives instant feedback.
The contracting company is BTL Group Limited, trading as Surpass Assessment, in Saltaire in the United Kingdom, and its policies are shared with a US sister company. - UK hosting for non-North American customers
- Adaptive and progress testing

Best for: Secondary schools and universities running classroom or remote exams on a school licence
Exam.net is an exam tool written by teachers, where students need no account, only an exam key. It has eight question types, an AI question generator and three security levels: native apps for iOS, macOS and Chromebooks for high-security tests, Safe Exam Browser support, and a normal browser for lower-stakes or open-book exams. Teachers get real-time monitoring, chat with students and background cheat detection.
Teachiq AB in Danderyd, Sweden, runs it, and the vendor says it was founded in 2016. There is a single plan with the full feature range and a school-based licence with unlimited use, with a 30-day trial that opens for the whole school and does not roll into a paid plan. Best for: Companies, trainers and teachers who want a self-service test maker with a visible price list
Testportal is a self-service online test maker with AI question creation, import from PDF and Word, question randomisation, server-side timing and certificates. Its integrity tools are a set number of attempts, blocked back-navigation and Honest Respondent Technology, which monitors test-tab movements and can disable access after too many tab leaves. The vendor says an AI-driven proctoring solution is coming soon, and points to Zoom, Webex or Google Meet for live supervision.
Testportal Sp. z o.o. is a Polish company in Babimost, and the product has an API and a Microsoft Teams app. The pricing page shows plans in US dollars with result caps: Standard at $35 a month for 30 results, Pro at $79 for 300, Max at $129 for 3000, and a custom plan from $159.
