European Insurance Software Tools

Insurance core software holds policies, premiums, claims and the personal and health data behind them, so the vendor ends up inside an insurer's regulatory perimeter. These European policy administration, claims and distribution platforms are built and contracted in the EU, UK, Switzerland and Israel, and several are used for the same core replacement projects as Guidewire.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Adacta AdInsure from Ljubljana is the platform on this list that puts policy administration, claims, billing and subledger accounting for both life and non-life on one product.
  • Insly (Tallinn) and INSTANDA (London) are the modular, configurable options for MGAs and smaller carriers, and neither publishes prices.
  • Keylane in Utrecht splits its offer into Axon for P&C and Plexus for life and pensions, and states ISO 27001 and ISAE 3402 Type 2.
  • FINEOS (Ireland), Adcubum (Switzerland) and msg.Insurance Suite (Germany) are specialists in life, accident and health rather than motor or property.
  • Acturis and Open GI serve UK and Irish distribution, and Sapiens is the Israeli multi-line suite with the widest product range on the page.

European insurance policy administration software is the core system that holds an insurer's policies, premiums, claims and the personal data behind them, and a vendor contracted in the EU, UK, Switzerland or Israel keeps that system of record outside the legal reach of a US provider such as Guidewire.

#1 Insly

Tallinn, Estonia Tailored quote: monthly base fee plus modules, unlimited users, fixed-fee or pay-as-you-go implementation Demo on request

Best for: MGAs and small to mid-size insurers and brokers that want a modular system live quickly

  • Operating company. Insly OÜ and Insly Ltd
  • Jurisdiction. EU (Estonia)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek, Majesco

Insly is a modular insurance platform from Tallinn that sells a product builder, distribution, accounting and reporting, claims management with a claims portal, and an AI copilot with an agent builder as separate pieces. A customer picks the first module and connects the rest of the estate through open APIs. Against a monolithic core, that order of work means a first product can be configured before claims or accounting are touched.

The contracting entities are Insly OÜ (registry code 12514106) and Insly Ltd in the UK (09139615), with offices in London, Tallinn and Warsaw. Users are unlimited in both plans, and implementation is either a fixed fee or pay-as-you-go. No prices are published, the pages do not name hosting regions, and the terms seen are a software licence under English law. It targets MGAs, brokers and smaller insurers, not large multi-line cores.

What Insly does well

  • Modular, start with one area
  • Unlimited users in both plans
  • Entities in Estonia and the UK
  • Claims portal and accounting included as modules
  • Open APIs for integration

Where Insly falls short

  • No published prices
  • Hosting regions not stated on pages reviewed
  • Not aimed at large multi-line cores
  • AI features lack model and hosting detail

Standout feature. Insly lets a buyer take the product builder alone and add claims or accounting later, with unlimited users in every plan.

#2 INSTANDA

London, United Kingdom Pricing on request Demo on request

Best for: Carriers and MGAs launching and changing products without code

  • Operating company. F2X Group Limited (INSTANDA)
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek, Socotra

INSTANDA describes itself as an API-first, cloud-native, no-code platform where business users build and change insurance products. Its policy administration module tracks quotes, policies, renewals and cancellations, and the platform lists more than 30 payment gateways and an AI chat on quote and policy data. It sells to both carriers and MGAs.

The operator is F2X Group Limited, registered in England and Wales (05236974) with headquarters at 70 Gracechurch Street, London. That is a UK entity covered by an adequacy decision, outside the EEA. Claims handling and general-ledger accounting are not shown as core modules on the pages we reviewed, and pricing and hosting regions are not published, so some insurers pair it with other systems.

What INSTANDA does well

  • No-code product configuration
  • API-first architecture
  • Audit trails and permissioning
  • 30+ payment gateways out of the box
  • Serves both carriers and MGAs

Where INSTANDA falls short

  • Pricing on request
  • Hosting regions not stated
  • Claims and accounting depth not shown on reviewed pages
  • Smaller footprint than the large cores

Standout feature. INSTANDA is the platform on the list built around no-code product creation, with audit trails and permissioning, rather than around a fixed core.

#3 Adacta AdInsure

Ljubljana, Slovenia Pricing on request Demo on request

Best for: Life and P&C insurers replacing a legacy core in phases

  • Operating company. Adacta d.o.o.
  • Jurisdiction. EU (Slovenia)
  • Where the data sits. Cloud-agnostic, hybrid or multi-cloud
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek, Majesco

Adacta AdInsure is a core platform that the vendor positions for life and non-life business together. The site lists separate offers for P&C insurers, life insurers, commercial insurers, brokers, claims, billing and policy administration, including subledger accounting, a commercial underwriting workbench and AdInsure Studio for configuration.

Adacta d.o.o. in Ljubljana is named as data controller in the privacy notice, and deployment is cloud-agnostic, hybrid or multi-cloud. Pricing is on request and delivery is a project, so a buyer should expect a phased plan from the vendor. The analyst mentions are the vendor's own, and we could not confirm named reference customers from the pages we opened.

What Adacta AdInsure does well

  • Covers policy, claims and billing
  • Life and non-life on one platform
  • Cloud-agnostic with hybrid option
  • Slovenian entity, EU jurisdiction
  • Studio tool for configuration

Where Adacta AdInsure falls short

  • Pricing on request
  • Project-based implementation
  • Analyst claims are the vendor's own
  • Heavier than MGA-focused tools

Standout feature. Adacta AdInsure puts policy, claims, billing and subledger accounting for life and non-life on one platform under a Slovenian entity.

#4 Keylane

Utrecht, Netherlands Pricing on request Demo on request

Best for: Insurers and pension funds in Benelux, DACH, Nordics and the UK running a core replacement

  • Operating company. Keylane
  • Jurisdiction. EU (Netherlands)
  • Where the data sits. Sovereign cloud with residency controls (per vendor)
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek, Majesco

Keylane, headquartered in Utrecht, offers Axon as its P&C core and Plexus for life and pensions administration, plus Keylane Automate for no-code AI agents and workflows. The vendor says 550 insurers and pension funds use its platforms, supported by 1,100 people in offices across the Netherlands, Belgium, Germany, Denmark, Norway and the UK, and cites 37 million policies administered in private cloud.

Customer stories on the site include Unigarant, Belfius and the Danish pension provider P plus, and the vendor states ISO 27001 and ISAE 3402 Type 2 and a sovereign cloud with residency controls. The legal entity name was not given on the pages reviewed, only Utrecht and a Dutch phone number. Pricing is on request and the project size is heavy for a small MGA.

What Keylane does well

  • Separate P&C and life/pension products
  • Large European customer base (vendor figure)
  • ISO 27001 and ISAE 3402 Type 2 stated
  • Offices across Benelux, DACH and Nordics
  • Implementation owned by the vendor

Where Keylane falls short

  • Pricing on request
  • Legal entity not stated on pages reviewed
  • Heavy for small MGAs
  • Automate AI layer has little public detail

Standout feature. Keylane runs implementation itself and covers both a P&C core and a life and pensions system in private cloud.

#5 Acturis

London, United Kingdom Founded 2000 Pricing on request Demo on request

Best for: UK brokers, insurers and MGAs trading through a shared market platform

  • Operating company. Acturis Limited (Acturis Group)
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Applied Epic, Guidewire distribution components

Acturis is a London platform that began in 2000 and says its multi-tenant cloud for the insurance industry went live in July 2002. Its solutions are split by role: broker, insurer and MGA, covering commercial and personal lines broking, insurer e-trade and product build, and a digital journey builder.

Acturis Limited has offices in London (100 Hatton Garden) and Birmingham, and the group site says ICE and NIS now unite under the ICE-Tech brand, which means a restructuring is under way. It is a trading and distribution layer, not a life or health core, it is built for the UK market, and it publishes no prices or hosting regions.

What Acturis does well

  • Multi-tenant cloud since 2002
  • Broker network on one platform (vendor figure)
  • Separate broker, insurer and MGA solutions
  • UK entity and offices
  • Digital journey builder

Where Acturis falls short

  • UK-centric
  • Not a life or health core
  • Pricing on request
  • Group restructuring (ICE-Tech branding) to follow

Standout feature. Acturis connects brokers, insurers and MGAs on one multi-tenant UK market platform that has run since 2002.

#6 msg.Insurance Suite

Leinfelden-Echterdingen, Germany Pricing on request Demo on request

Best for: German-speaking health and life insurers needing modules tied to local regulation

  • Operating company. msg life ag and msg nexinsure ag
  • Jurisdiction. EU (Germany)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek

msg.Insurance Suite is a catalogue of components from the msg group: msg.Life Factory for policy administration, msg.Life Group, msg.Health Factory, msg.Cura case management, pension modules, fraud detection, communications and migration tools. The site is available in English, German, Portuguese and Spanish and lists health, life and P&C.

The imprint names msg life ag in Leinfelden-Echterdingen and msg nexinsure ag in Ismaning near Munich as the providers, so a buyer must confirm which signs. Many components are tied to German regulation, a SaaS option is listed, and the site does not give enough detail to judge the P&C core. Pricing is on request.

What msg.Insurance Suite does well

  • Health, life and P&C in one catalogue
  • Component-based health system
  • German entities, EU jurisdiction
  • SaaS option
  • Migration and AI tooling

Where msg.Insurance Suite falls short

  • Strong German-market focus
  • Pricing on request
  • Two contracting entities to check
  • P&C depth unclear from site

Standout feature. msg.Insurance Suite bundles a component-based health system, life administration and migration tooling from two German entities.

#7 Open GI

Worcester, United Kingdom Pricing on request Demo on request

Best for: UK and Irish brokers, MGAs and insurers

  • Operating company. Open GI Limited
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Guidewire distribution components, Applied Epic

Open GI supplies policy administration, quote-and-buy websites, customer portals and product management to brokers, MGAs and insurers, with data and pricing tools such as insurer-hosted pricing, ratings, propensity to claim and optimal pricing. The vendor says it has supported brokers for more than 45 years.

By its own figures it serves more than 16,000 users and handles more than GBP 5 billion of gross written premium in the UK and Ireland. The website terms identify Open GI Limited (company number 1519547) in Worcester, and the privacy notice also names Open International (5716519). Pricing and hosting are not described, and the focus is the UK and Ireland, not life or health.

What Open GI does well

  • Policy administration plus web quote-and-buy
  • Broker, MGA and insurer offers
  • Data and pricing tools
  • Long UK market history (vendor claim)
  • UK and Irish focus

Where Open GI falls short

  • UK and Ireland only
  • Pricing on request
  • Hosting not described
  • Less suited to life or health

Standout feature. Open GI pairs policy administration with web quote-and-buy and insurer-hosted pricing tools for the UK and Irish market.

#8 FINEOS

Ireland, Ireland Founded 1993 Pricing on request Demo on request

Best for: Life, accident, health and employee benefits insurers

  • Operating company. FINEOS Corporation Ltd
  • Jurisdiction. EU (Ireland)
  • Where the data sits. SaaS cloud, regions on request
  • Source code. Closed source
  • Replaces. Guidewire (life and health), Sapiens

FINEOS says Michael Kelly founded the company in 1993, first for life assurers, and that it bought Limelight Health in 2020 to add quote, rate and underwrite. The AdminSuite covers absence, billing, claims, payments, policy, provider management and new business, and can be bought as components or as a full suite with low-code configuration.

The contact page states that FINEOS Corporation Ltd is incorporated in Ireland under number IE 8205721 A. Its customers span North America, Europe and Asia Pacific, and a significant part of its business is outside Europe. It has no motor or property core, pricing is on request, and projects are large.

  • Components or full suite
  • Absence and claims in one product
  • Irish entity, EU jurisdiction
  • Low-code configuration

Where FINEOS falls short

  • No P&C core
  • Pricing on request
  • Many customers outside Europe
  • Large projects

Standout feature. FINEOS combines absence management and claims for life, accident, health and employee benefits in one product, under an Irish entity.

#9 Adcubum

St. Gallen, Switzerland Founded 1997 Pricing on request Demo on request

Best for: Swiss health and accident insurers

  • Operating company. Adcubum AG
  • Jurisdiction. Switzerland (adequacy decision, outside the EEA)
  • Where the data sits. See website
  • Source code. Closed source
  • Replaces. Guidewire (health), legacy core systems

Adcubum describes itself as the Swiss market leader for core systems in health and accident insurance. Its Syrius system is reported at over 15,000 daily users, more than 7 million policyholders and over CHF 37 billion in premium volume, all vendor figures. It lists more than 100 standard interfaces and configuration without code changes.

The company was founded in 1997 in St. Gallen and has around 200 employees in Switzerland, offices in Zurich/Wallisellen, Solothurn and Lucerne, a development centre in Zagreb since 2018 and staff in Germany. Adcubum AG is Swiss, so outside the EEA under an adequacy decision. Pricing is on request, and a job listing suggests the SaaS version was still in development.

What Adcubum does well

  • Deep Swiss health and accident focus
  • Over 100 standard interfaces
  • Configuration without code changes (vendor claim)
  • Swiss entity
  • Development centre in Zagreb

Where Adcubum falls short

  • Single niche
  • Pricing on request
  • SaaS still in development
  • Little relevance outside Switzerland

Standout feature. Adcubum is a single-market specialist: one core system for Swiss health and accident insurers with over 100 standard interfaces.

#10 Sapiens

Holon, Israel Pricing on request Demo on request

Best for: Large and mid-size insurers needing a full suite across lines

  • Operating company. Sapiens International Corporation N.V.
  • Jurisdiction. Israel (outside the EU/EEA)
  • Where the data sits. Cloud, regions on request
  • Source code. Closed source
  • Replaces. Guidewire, Duck Creek

Sapiens International Corporation N.V. was founded in Israel and sells SapiensAIP, IDITSuite for P&C, CoreSuite for life and pensions, DianaSuite, DigitalSuite and DataSuite, with decision management, reinsurance and underwriting. The about page cites over 600 customers in more than 30 countries and 2024 revenue of USD 542 million, which are vendor figures.

The contact page gives London as global headquarters and lists offices in Holon, Copenhagen, Hamburg, Madrid, Paris, Antwerp and Cedar Rapids in the US. The privacy policy does not name one controller, so the contracting entity must be checked per contract. Israel is outside the EU, pricing is on request, and implementations are large.

What Sapiens does well

  • Covers P&C, life, reinsurance
  • Large customer base (vendor figure)
  • Israeli founding, London HQ per contact page
  • Decision management included
  • Wide international footprint

Where Sapiens falls short

  • Contracting entity varies by customer
  • Pricing on request
  • Large implementations
  • US offices in the group

Standout feature. Sapiens is the broadest suite on the list, spanning P&C, life and pensions, and reinsurance in one vendor.

How do I choose between a full insurance core and a modular platform?

Start from the lines you write and the scale of the change. A full core such as Adacta AdInsure, Keylane or Sapiens replaces policy, billing and claims together and is delivered as a project with a vendor or partner team, so it fits an insurer retiring a legacy system. Insly and INSTANDA are sold as configurable modules, so an MGA can begin with one product or one area and extend later.

The vendors rarely publish prices, so the first filter is scope, not cost. Write down which of quoting, issuance, billing, claims and accounting you must replace in the first phase, then ask each shortlisted vendor which of those are standard components and which are partner work. INSTANDA, for example, does not present claims or general-ledger accounting as core modules on the pages we reviewed.

Which tools cover life, pensions and health rather than P&C?

Five platforms on the list reach beyond property and casualty. FINEOS is built for life, accident, health and employee benefits, including absence management. Adcubum's Syrius targets Swiss health and accident insurance. msg.Insurance Suite lists health, life and pension modules, many tied to German regulation. Keylane offers Plexus for life and pensions next to the Axon P&C core, and Adacta AdInsure covers life and non-life on one platform.

Match the product to the market, because these systems encode local rules. Adcubum and msg.Insurance Suite are strongest where Swiss or German regulation applies, while FINEOS reports customers across North America, Europe and Asia Pacific, so a meaningful part of its business sits outside Europe.

What do the pricing models look like in this category?

None of the ten vendors publishes a price list. Insly describes a tailored quote made of a monthly base fee plus modules, with unlimited users and either fixed-fee or pay-as-you-go implementation. The others, from INSTANDA to Sapiens, quote on request and attach demo requests to the sales process.

Because the licence is only part of the cost, compare the implementation model too. Keylane says it runs implementation itself, Adacta AdInsure delivers as a project, and the UK platforms Acturis and Open GI sell mostly into broker and MGA operations. Ask every vendor to quote the same phased scope so the numbers can be set side by side.

Does a European vendor guarantee that my insurance data stays in Europe?

The vendor's registered entity and the hosting location are separate questions. Adacta states a cloud-agnostic, hybrid or multi-cloud deployment, and Keylane describes a sovereign cloud with residency controls, both according to the vendor. For Insly, INSTANDA, Acturis, msg.Insurance Suite, Open GI and Adcubum the pages reviewed did not name hosting regions.

Jurisdiction differs by vendor as well. Adacta (Slovenia), Keylane (Netherlands), msg (Germany), Insly (Estonia) and FINEOS (Ireland) contract from EU states. INSTANDA, Acturis and Open GI are UK companies, Adcubum is Swiss, and both fall under adequacy decisions but sit outside the EEA. Sapiens contracts through different entities by region, so check the signing party.

What should I plan for when moving off Guidewire or another US core?

Treat it as a programme with three parts: the core modules, the interfaces around them and the migration of policy and claim history. Guidewire's own pages cite a marketplace of extensions and its own language, Gosu, and none of that carries over. European platforms replace it with configuration studios such as AdInsure Studio, no-code product builders at INSTANDA and Insly, or APIs.

Keep the old system readable until the first renewals and the first claim runs have reconciled. msg.Insurance Suite lists migration tools, and Adacta positions AdInsure for phased replacement, so ask each vendor to describe how they move data and how long both systems run in parallel.

When is it better not to switch to a European platform?

If your only worry is data location and your US vendor already offers a European region, a migration may cost more than it removes. A change of platform makes sense when the contracting entity, the line coverage or the size of the product is the actual problem.

It also makes little sense for a narrow niche outside the vendor's home market. Adcubum is relevant to Swiss health insurers and Open GI to UK and Irish general insurance, so a carrier elsewhere should look at Keylane, Adacta AdInsure or Sapiens instead.

How we selected and ranked these 10 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

It depends on lines and size. Adacta AdInsure and Keylane are the nearest to a full core replacement, Insly and INSTANDA suit MGAs and smaller carriers, FINEOS, Adcubum and msg.Insurance Suite fit life, health and accident, and Acturis and Open GI serve UK distribution. Sapiens covers several lines from Israel.

Insly sells a product builder, distribution, accounting and claims as separate modules, with unlimited users. INSTANDA is a no-code, API-first platform for product creation and policy administration. Both let an MGA start with one area and extend later.

No. Insly describes a tailored quote with a monthly base fee plus modules, and the others list pricing on request. Quotes depend on lines, modules and implementation scope, so compare vendors on the same phased scope.

Adacta (Slovenia), Keylane (Netherlands), msg.Insurance Suite (Germany), Insly (Estonia, with a UK entity) and FINEOS (Ireland) contract from EU states. INSTANDA, Acturis and Open GI are UK companies, Adcubum is Swiss, and Sapiens is Israeli.

Guidewire states it focuses on P&C alone. For life and health, FINEOS, Adcubum, msg.Insurance Suite, Keylane (Plexus) and Adacta AdInsure are the platforms on the list that cover those lines.
