European Alternatives to Guidewire
Looking for a European alternative to Guidewire? Guidewire Software, Inc. is a US company, so an insurer running its core systems on Guidewire Cloud contracts with a US vendor for the system that holds its policy and claims data. Guidewire has also announced a definitive agreement to acquire the UK underwriting vendor hyperexponential, which narrows the independent European options further.
The European platforms below cover policy administration, billing, claims and distribution for P&C, life and health, from vendors contracted in the EU, UK, Switzerland and Israel.
How we rank these tools — 4-step process
-
1
European ownership, verified
The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.
-
2
Category fit and hands-on review
What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.
-
3
Compliance and pricing check
GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.
-
4
Position on this page
Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.
Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects which tools are listed. Editorial policy

Key takeaways
- Guidewire Software, Inc. is a California company, so an insurer on Guidewire Cloud contracts with a US vendor for the system that holds its policy and claims data.
- Guidewire describes itself as 100 percent focused on P&C, which leaves life, pensions and health to other platforms such as FINEOS, Adcubum or msg.Insurance Suite.
- The vendor reports more than 570 insurers and 1,700 implementations, a larger reference base than any single European alternative on this page can show.
- Guidewire has signed a definitive agreement to acquire the UK underwriting vendor hyperexponential, according to the hx website.
- Ten European and Israeli platforms on this page cover policy administration, billing, claims or distribution, from small modular tools to full cores.
Why people leave Guidewire
Guidewire Software, Inc. is a California company that sells core systems to property and casualty insurers. Its website describes the InsuranceSuite line (PolicyCenter, BillingCenter and ClaimCenter), the all-in-one InsuranceNow product, and newer additions such as PricingCenter, all offered on Guidewire Cloud. By its own count, more than 570 insurers run on the platform, and the company says it is 100 percent focused on P&C, with more than 2,500 employees.
Insurers look past it for reasons that have little to do with product quality.
A core system holds every policy, premium, claim and the personal data attached to them, so the vendor sits inside the insurer's regulatory perimeter, and a contract with a US company for that system is a harder conversation with a supervisor than a contract with a vendor inside the EU. Guidewire's own legal notices name Guidewire Software, Inc. as the party, which is the entity a European buyer would be dealing with.
Scope and consolidation are the other triggers. Guidewire says it serves P&C only, so a group that also writes life, pensions or health needs a second platform whatever it decides. And the hyperexponential website states that Guidewire has signed a definitive agreement to acquire that UK underwriting vendor later this year, which shows that the independent European options around the incumbent are shrinking, not growing.
- The system of record sits with a US vendor Policy and claims data is the most sensitive data an insurer holds, and Guidewire Software, Inc. is a US company. Guidewire's pages do not say here which region a given customer runs in, and the contracting party, its owner and the courts that decide a dispute are American. A core from Slovenia, the Netherlands, Germany, Ireland or Switzerland moves that question into the insurer's own legal area.
- P&C only, by the vendor's own description Guidewire states that it is entirely focused on property and casualty insurance. A composite insurer, a pension fund or a health insurer cannot put its whole book on it. Several European vendors cover life and non-life on one platform (Adacta AdInsure), or specialise in life and health (FINEOS, Adcubum, msg.Insurance Suite), which can remove the second core system.
- Large-programme economics The company cites 1,700+ implementations and 31,000+ trained consultants, which shows a mature delivery ecosystem and also a way of buying: a multi-year programme run with a partner. Prices are not published. MGAs and small carriers who want to launch a product in weeks have European alternatives in Insly and INSTANDA that are sold as configurable modules rather than as a core replacement.
- Vendor consolidation The announced hyperexponential acquisition places an underwriting specialist that European carriers could have chosen independently under the same owner as the core. Buyers who want a pricing or underwriting layer from a different vendor than the core system should check what an acquisition does to integration roadmaps and contract terms before they sign.
What you have to replace, not just match
A Guidewire replacement is a programme, not a licence swap. The three InsuranceSuite centers cover distinct jobs: PolicyCenter handles quoting, issuance and renewals, BillingCenter handles invoicing and collections, and ClaimCenter handles first notice of loss through settlement.
A European platform may combine all three (Adacta AdInsure, Keylane Axon) or cover one or two and leave claims or accounting to an existing system (INSTANDA, Open GI). Decide the scope before you compare vendors, because it drives the ranking more than any feature list.
The second layer is everything around the core. Guidewire advertises a marketplace with 235 partners and over 385 extensions, plus Gosu, its own programming language, in the trademark list on its legal notices page. Custom rating, document generation, broker portals and data feeds built on those tools do not travel. Expect to rebuild them as APIs and configuration on the new platform, and ask each European vendor which of them are standard components.
The third layer is data and people. Years of policy history, claim notes and payment records need a migration route with reconciliation, and the teams who know Guidewire configuration are a specific skill set. Some European vendors list migration tooling (msg.Insurance Suite), others run the implementation themselves (Keylane), and for others it is a partner job. Budget for a parallel run before the old core is switched off.

How each alternative compares to Guidewire
Best for: MGAs, brokers and smaller insurers that want to launch one product area first and add modules later.
Insly sells insurance software as modules: a product builder, distribution, accounting and reporting, claims management with a claims portal, and an AI copilot with an agent builder. Against Guidewire, where PolicyCenter, BillingCenter and ClaimCenter are the starting point, an Insly customer can begin with a single module and connect existing systems through open APIs. The vendor says users are unlimited in both plans.
The contracting entities are Insly OÜ in Tallinn (registry code 12514106) and Insly Ltd in the UK, with offices in London, Tallinn and Warsaw. The pages we read publish no prices and do not name hosting regions, and the terms are a software licence under English law. Insly is built for MGAs and smaller carriers, not for a multi-line core replacement at a large insurer.
What Insly does better than Guidewire
- Starts with one module instead of a full core programme
- Unlimited users, so no per-seat growth cost
- Estonian and UK contracting entities rather than a US one
- Claims portal and accounting included as optional modules
Where Insly is a step down from Guidewire
- No reference base at the scale of 570+ insurers
- Hosting regions not stated on the pages reviewed
- Not meant for large multi-line core replacement
Standout against Guidewire. Insly lets an MGA go live with a product builder and add claims or accounting later, with unlimited users from the first day.
Best for: Carriers and MGAs that want business users to build and change insurance products without developers.
INSTANDA describes itself as an API-first, cloud-native, no-code platform. Its product creation module is where business users configure products, and the policy administration module tracks quotes, policies, renewals and cancellations. Against Guidewire, where product change often runs through configuration specialists and Gosu, the pitch is that an underwriting team edits products itself. The platform lists more than 30 payment gateways and AI chat on quote and policy data.
The operator is F2X Group Limited, registered in England and Wales (05236974) with headquarters at 70 Gracechurch Street in London. That is a UK entity, outside the EEA but covered by an adequacy decision. Claims handling and general-ledger accounting are not presented as core modules on the pages we reviewed, so an insurer that needs them as part of a Guidewire replacement will pair INSTANDA with other systems.
What INSTANDA does better than Guidewire
- Product changes made by business users, not by developers
- API-first design suits integration into existing estates
- Audit trails and permissioning built into configuration
- UK contracting entity instead of a US one
Where INSTANDA is a step down from Guidewire
- Claims and accounting depth not shown against ClaimCenter and BillingCenter
- Hosting regions and pricing not published
- Smaller footprint than a core vendor with 570+ insurers
Standout against Guidewire. INSTANDA gives underwriters a no-code product builder where Guidewire normally relies on a configuration team.
Best for: Life and P&C insurers replacing a legacy core in phases with an EU vendor.
Adacta AdInsure is the closest match on this page to Guidewire's three-centre structure. The vendor's site lists policy administration, claims, billing and subledger accounting, a commercial underwriting workbench and a broker solution, plus AdInsure Studio for configuration. It presents life and non-life on one product, where Guidewire says it focuses on P&C alone.
Adacta d.o.o. in Ljubljana is named as data controller in the privacy notice, which puts the contract in EU jurisdiction. Deployment is cloud-agnostic, hybrid or multi-cloud, so the insurer can choose where it runs. Prices are on request and implementation is a project. The analyst recognition that Adacta mentions is its own claim, and we could not confirm named reference customers from the pages we opened.
What Adacta AdInsure does better than Guidewire
- Life and non-life on one platform
- Slovenian entity under EU jurisdiction
- Cloud-agnostic deployment, including hybrid
- Studio tool for configuration alongside the core
Where Adacta AdInsure is a step down from Guidewire
- Smaller reference list than the 570+ insurers Guidewire cites
- Project-based implementation with no published price
- Smaller partner network than Guidewire's marketplace
Standout against Guidewire. Adacta AdInsure puts life and non-life policy, claims and billing on one platform, which Guidewire does not do.
Best for: Insurers and pension funds in Benelux, DACH, the Nordics and the UK running a core replacement.
Keylane, headquartered in Utrecht, splits its offer in two: Axon for P&C and Plexus for life and pensions administration, with Keylane Automate for no-code AI agents and workflows. Against Guidewire, a P&C-only vendor, a composite insurer can buy both lines from one supplier. The vendor says 550 insurers and pension funds run on its platforms and that its homepage counts 37 million policies in private cloud.
Customer stories on the site include Unigarant, Belfius and the Danish pension provider P plus, and the vendor states ISO 27001 and ISAE 3402 Type 2. The legal entity name was not stated on the pages reviewed, only the Utrecht headquarters, and pricing is on request. For a small MGA the project size will be heavy, and the vendor's own pages are the source for the customer figures.
What Keylane does better than Guidewire
- Separate life and pensions product next to P&C
- Offices across Benelux, DACH and the Nordics, close to the buyer
- Sovereign cloud with residency controls, according to the vendor
- ISO 27001 and ISAE 3402 Type 2 stated
Where Keylane is a step down from Guidewire
- Fewer insurers than the 570+ Guidewire reports
- Legal entity name not stated on the reviewed pages
- No published pricing
Standout against Guidewire. Keylane runs the implementation itself and sells a life and pensions system next to the P&C core, in private cloud.
Best for: UK brokers, insurers and MGAs trading through a shared market platform.
Acturis began in 2000 and says its multi-tenant, industry-specific cloud platform went live in July 2002. It offers separate solutions for brokers, insurers and MGAs: commercial and personal lines broking, insurer e-trade and product build, and digital distribution. Compared with Guidewire, it replaces the distribution and trading side of an estate rather than the policy and claims core. The vendor describes a broker network that trades on one platform.
Acturis Limited is a London company with offices in London and Birmingham, and the group website notes that ICE and NIS now come together under the ICE-Tech brand. It is oriented to the UK market, it is not a life or health core, and no prices are published. A continental insurer will find fewer local components than it would at Adacta AdInsure or msg.Insurance Suite.
What Acturis does better than Guidewire
- Broker network on one platform, according to the vendor
- Multi-tenant cloud running since 2002
- UK entity and offices for UK-regulated business
Where Acturis is a step down from Guidewire
- Not a stand-alone core for policy, billing and claims
- UK-centric, weak for continental insurers
- Group restructuring under the ICE-Tech brand still to follow
Standout against Guidewire. Acturis connects brokers, insurers and MGAs on one multi-tenant UK market platform, a role Guidewire does not play.
Best for: German-speaking health and life insurers needing modules tied to local regulation.
msg.Insurance Suite is a catalogue rather than a single product: msg.Life Factory for policy administration, msg.Life Group, msg.Health Factory, msg.Cura case management, pension modules, fraud detection, communications and migration tools. Against Guidewire, it is the choice when the book is health or life, which Guidewire does not serve. The website is available in English, German, Portuguese and Spanish.
The imprint names msg life ag in Leinfelden-Echterdingen and msg nexinsure ag in Ismaning near Munich, both part of the msg group, so a buyer has to confirm which entity signs. Many components are tied to German regulation, and the site is not detailed enough to judge P&C depth. Pricing is on request. Outside Germany, Keylane or Adacta AdInsure may fit better.
What msg.Insurance Suite does better than Guidewire
- Health and life modules where Guidewire has none
- Component-based health system
- German entities under EU jurisdiction
- SaaS option and migration tooling listed
Where msg.Insurance Suite is a step down from Guidewire
- Strong German focus, with less use elsewhere
- Two contracting entities to check
- P&C depth unclear from the website
Standout against Guidewire. msg.Insurance Suite offers German health, life and pension modules and migration tooling in one catalogue.
Best for: UK and Irish brokers, MGAs and insurers.
Open GI combines policy administration with quote-and-buy websites, customer portals, product management and pricing tools such as insurer-hosted pricing, ratings and propensity to claim. Against Guidewire, it replaces the policy and distribution side for general insurance in the UK and Ireland, not a full claims-and-billing core. The vendor states more than 45 years of supporting brokers, 16,000+ users and over GBP 5 billion of gross written premium, which are its own figures.
The website terms identify Open GI Limited (company number 1519547) in Worcester, and the privacy notice also names Open International (5716519). Pricing and hosting are not described on the pages we read. The product serves the UK and Ireland, so continental carriers get fewer local rule components, and life or health insurers have little reason to look at it.
What Open GI does better than Guidewire
- Policy administration and web quote-and-buy in one vendor
- Offers for brokers, MGAs and insurers
- Decades of UK market history, per the vendor
Where Open GI is a step down from Guidewire
- UK and Ireland only
- No published pricing or hosting regions
- No full insurer core including claims
Standout against Guidewire. Open GI pairs policy administration with insurer-hosted pricing tools for the UK and Irish general insurance market.
Best for: Life, accident, health and employee benefits insurers.
FINEOS says Michael Kelly founded the company in 1993, first for life assurers, and that it acquired Limelight Health in 2020 to add quote, rate and underwrite. The AdminSuite covers absence, billing, claims, payments, policy and provider management, with low-code configuration. Against Guidewire, which does not serve these lines, FINEOS is the specialist for benefits and absence, with absence and claims in one product.
The contact page states that FINEOS Corporation Ltd is incorporated in Ireland under number IE 8205721 A, which gives an EU contracting entity. Its customers span North America, Europe and Asia Pacific, and a significant part of its business is outside Europe. There is no motor or property core, and pricing is on request, so a P&C insurer should look at Keylane or Adacta AdInsure instead.
What FINEOS does better than Guidewire
- Specialist in life, accident, health and benefits
- Absence management and claims in one product
- Irish entity under EU jurisdiction
- Components or full suite
Where FINEOS is a step down from Guidewire
- No P&C core, so no replacement for PolicyCenter
- Many customers outside Europe
- Large projects and no published price
Standout against Guidewire. FINEOS combines absence management and claims for employee benefits in one product, an area Guidewire leaves out.
Best for: Swiss health and accident insurers.
Adcubum, from St. Gallen, describes itself as the Swiss market leader for core systems in health and accident insurance. Its Syrius system is reported to have over 15,000 daily users, more than 7 million policyholders and over CHF 37 billion in premium volume, all vendor figures. Against Guidewire, which says it is P&C only, Adcubum covers a line Guidewire does not touch, with more than 100 standard interfaces and configuration without code changes, according to the vendor.
The company was founded in 1997 and has about 200 employees in Switzerland, offices in Zurich/Wallisellen, Solothurn and Lucerne, a development centre in Zagreb since 2018 and staff in Germany. Adcubum AG is Swiss, so it sits outside the EEA under an adequacy decision. Syrius is relevant mostly to Swiss health insurers, pricing is on request, and the SaaS model was still being built per the vendor's job text.
What Adcubum does better than Guidewire
- Deep Swiss health and accident coverage
- Over 100 standard interfaces, per the vendor
- Swiss entity instead of a US one
Where Adcubum is a step down from Guidewire
- One niche only, with little use outside Switzerland
- SaaS still in development, per a job listing
Standout against Guidewire. Adcubum runs Switzerland's health and accident insurers on one core system, a market Guidewire does not address.
Best for: Large and mid-size insurers needing one suite across P&C, life and reinsurance.
Sapiens is the broadest platform on this page and the one that matches Guidewire most closely in scale. It sells IDITSuite for P&C, CoreSuite for life and pensions, DianaSuite, DigitalSuite, DataSuite, decision management, reinsurance and underwriting, under the SapiensAIP name. The about page cites over 600 customers in more than 30 countries and 2024 revenue of USD 542 million, which are vendor figures.
The contracting company is Sapiens International Corporation N.V., founded in Israel, with a global headquarters in London per the contact page and offices in Holon, Copenhagen, Hamburg, Madrid, Paris, Antwerp and Cedar Rapids in the US. The privacy policy does not name a single controller, so the contracting entity must be checked per contract. Israel is outside the EU, and implementations are large and priced on request.
What Sapiens does better than Guidewire
- P&C, life and reinsurance from one vendor
- Decision management included in the suite
- Not a US-headquartered vendor
- Wide international footprint of offices
Where Sapiens is a step down from Guidewire
- Contracting entity varies by region
- Group has US offices
- Large implementations with no published price
Standout against Guidewire. Sapiens is the one alternative here that sells P&C, life and reinsurance suites at a scale near Guidewire's.
What actually breaks when you switch
Data is the first obstacle. Policy history, claim notes, payment records and document archives must be extracted from the old core and mapped to a new data model, and every record has to reconcile.
The vendors on this page mention migration support in different ways: msg.Insurance Suite lists migration tools, Keylane owns the implementation, and Adacta AdInsure delivers through projects. Ask for a migration plan with reconciliation steps, and keep the old system readable until the first renewal cycle and the first claims run are complete.
Integration and contracts come second. Billing, payment gateways, broker portals, document engines and data warehouses are connected to the old core through interfaces that need rebuilding. INSTANDA, Insly and Adcubum stress APIs or standard interfaces, which helps, but the work remains.
Check the notice period and the data return clause in the Guidewire contract before you start, since the terms were not published on the pages we read. Retraining matters too, because Guidewire-skilled consultants do not transfer one to one to a European platform.
Can a European platform replace the whole of Guidewire InsuranceSuite?
Only a few can do it in one step. Adacta AdInsure lists policy administration, claims, billing and subledger accounting on one platform, and Keylane offers its Axon core for P&C. Sapiens sells IDITSuite for P&C, and it also has a life and pensions suite, so a multi-line group has one vendor to deal with. These are project-based sales, and the vendors do not publish prices.
Most of the other tools on the page replace a slice: INSTANDA and Insly cover product configuration and distribution, Open GI and Acturis serve brokers and MGAs in the UK, and FINEOS, Adcubum and msg.Insurance Suite sit in life and health. If you need the whole of PolicyCenter, BillingCenter and ClaimCenter, shortlist the first group and treat the second as part of a composite architecture.
Is moving off Guidewire worth it if it already runs in a European cloud region?
The answer depends on which problem you are solving. A European region deals with where the data sits. It does not change who the contracting party is or which law governs the agreement, and those are the points a supervisor or a data protection officer asks about. If your reasoning stops at data location, the incumbent may satisfy it, and a migration would be a cost without a gain.
If the aim is a European contracting entity, a lighter product for a smaller business, or a platform that also covers life or health, the case for moving is stronger. Compare the total cost of a three to five year programme with the cost of staying, and note that none of the European vendors here publishes prices, so you need quotes from each.
Which one to pick
Pick by the lines you write and the size of the programme. For a P&C core replacement at a medium or large insurer, put Adacta AdInsure and Keylane on the shortlist, and add Sapiens if you need several lines from a vendor with a global footprint. For a composite group with a life or pensions book, Keylane's Plexus, Adacta's life offer and msg.Insurance Suite are the places to start.
For an MGA or smaller carrier that wants to launch a product, Insly and INSTANDA are lighter than any core. UK brokers and general insurers should compare Acturis and Open GI, while FINEOS and Adcubum make sense only if your book is benefits, health or accident. If your only concern is that Guidewire Cloud already runs in a European region, check whether a contract change is worth a multi-year migration.
Frequently Asked Questions
It depends on the lines you write. Adacta AdInsure and Keylane are the closest to a full core replacement for P&C, Insly and INSTANDA suit MGAs and smaller carriers that want configurable modules, and FINEOS, Adcubum and msg.Insurance Suite fit life and health. Sapiens covers several lines but is Israeli, not EU. Acturis and Open GI focus on UK distribution.
Yes. Its legal notices name Guidewire Software, Inc., and the company describes itself as based in California. The vendor says more than 570 insurers run on its platform, in over 40 countries. European customers contract with that US entity or one of its subsidiaries, which is the point many insurers want to avoid when they pick a core system.
Not according to the vendor, which says it is 100 percent focused on P&C. Insurers with a life, pension or health book usually look at FINEOS (life, accident, health and benefits), Adcubum (Swiss health and accident), msg.Insurance Suite (health, life and P&C in Germany), Keylane Plexus (life and pensions) or Adacta AdInsure (life and non-life on one platform).
The vendors on this page do not publish timelines, so any figure would be a guess. Guidewire itself speaks of 1,700+ implementations ranging from single-system deployments to core replacement, which indicates that scope decides duration. A modular start such as Insly or INSTANDA can be much smaller than a full AdInsure or Keylane programme. Ask each vendor for a phased plan.
It has to be rebuilt. Gosu is Guidewire's own language, and extensions built on it or sold through its marketplace do not run elsewhere. European platforms replace that logic with configuration studios (AdInsure Studio), no-code product builders (INSTANDA, Insly) or APIs. Make an inventory of customisations before you ask for quotes, so each vendor prices the same scope.
