European Course Authoring Tools

A course authoring tool turns slides, documents and video into SCORM or xAPI packages, so it holds your internal training material, quiz answers and learner results. These European alternatives to Articulate cover browser-based course builders, AI drafting, interactive video and open-source H5P content, from vendors in the Netherlands, Germany, France, Norway, Spain, Belgium, Switzerland and the UK.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect the order in which tools appear; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Easygenerator B.V. in Rotterdam prices by author, not by learner, with unlimited learners on its Team and Enterprise plans and a Frankfurt data center stated by the vendor.
  • imc Express from information multimedia communication AG in Saarbrücken drafts course content from existing documents and translates it into 70+ languages, but publishes no prices.
  • H5P, operated by Joubel AS in Tromsø, is MIT-licensed, so Norwegian-built interactive content can run in Moodle, WordPress or Drupal without a licence fee.
  • hihaho from Icademy BV in Assen lists euro plans of €2,497, €4,997 and from €14,997 per year, and covers interactive video only.
  • Didask, run by Gryzz-Lab SAS near Paris, starts at €10,000 per year because the authoring tool, the platform and human support are sold as one bundle.

European course authoring tools are software that turns documents, slides, video and quiz questions into SCORM, xAPI or LMS-embeddable training content, and choosing a vendor in the EU, EEA, UK or Switzerland puts the contract, the supervisory authority and the learner data of that training under European rules instead of a US company's terms.

#1 Easygenerator

Rotterdam, Netherlands Founded 2013 Pro $125/month billed annually ($1,499), Team $625/month billed annually (from 5 authors), Enterprise on request; 14-day free trial (vendor USD view, 23 Oct 2026) Demo on request

Best for: Subject experts and small L&D teams who build their own courses

  • Operating company. Easygenerator B.V.
  • Jurisdiction. EU (Netherlands)
  • Where the data sits. Data center in Frankfurt, Germany (AWS), per vendor
  • Source code. Closed source
  • Replaces. Articulate Rise, Articulate Storyline (simple courses), Adobe Captivate

Easygenerator is a browser-based course editor where the subject expert, not a designer, builds the training. Courses start from templates, an AI course builder and AI editor sit in every plan from Pro to Enterprise, and finished courses leave as dynamic SCORM, SCORM or xAPI. The Pro plan covers one author, 10 courses and 100 learners; Team starts at five authors with unlimited courses and learners.

Easygenerator B.V. is based in Rotterdam and started in 2013. According to its EULA, Dutch law governs and disputes go to the court in Amsterdam. The vendor states a Frankfurt data center on AWS, ISO 27001 and end-to-end encryption. Prices appeared in US dollars by default when we looked on 23 October 2026, and translation, video and coaching are paid add-ons.

What Easygenerator does well

  • Pricing counts authors, with unlimited learners on Team and Enterprise
  • AI course builder and editor included in every plan
  • SCORM, dynamic SCORM and xAPI export
  • Dutch contracting entity under Dutch law
  • ISO 27001 and Frankfurt data center stated by the vendor

Where Easygenerator falls short

  • Template-driven, less freedom than Storyline for custom interactions
  • Pro plan limited to one author, 10 courses and 100 learners
  • Prices shown in US dollars by default
  • Hosting runs on AWS, a US-owned provider

Standout feature. Its pricing counts authors, so a company with a handful of builders and thousands of learners pays the same.

#2 imc Express

Saarbrücken, Germany Pricing on request (demo) Demo on request

Best for: Enterprise teams that let many non-specialists build courses from existing material

  • Operating company. information multimedia communication AG (imc, part of Scheer IMC)
  • Jurisdiction. EU (Germany)
  • Where the data sits. See vendor privacy statement
  • Source code. Closed source
  • Replaces. Articulate Rise, Articulate 360, Adobe Captivate

imc Express is built for organisations where dozens of colleagues write the occasional course. The vendor describes AI that creates content from existing Word and PowerPoint files, layouts that follow the customer's brand automatically, and translation into more than 70 languages from a single source course. Output goes to SCORM, PENS or HTML, or to a link or QR code.

The contracting entity is information multimedia communication AG, part of Scheer IMC, entered in the commercial register of the Local Court Saarbrücken under HRB 13338. Testimonials on the product page name Hansgrohe, UNIQA and Bank Vontobel. No prices are published, the hosting location is not stated on the product page, and the vendor itself positions the tool against products built for complex content.

What imc Express does well

  • Drafts course content from existing documents with AI
  • One-click translation into 70+ languages
  • Exports to SCORM, PENS and HTML
  • German AG registered at the Local Court Saarbrücken
  • Designed for contributors without course design training

Where imc Express falls short

  • No published pricing
  • Automated layouts mean less manual design control
  • Hosting location not stated on the product page
  • Aimed at enterprises, not individual creators

Standout feature. It is the only tool here that starts a course from your existing Word and PowerPoint files and translates it in one step.

#3 H5P

Tromsø, Norway Founded 2013 Open source free; H5P.com Pro, Premium and Enterprise plans without prices on the page (23 Oct 2026) Demo on request

Best for: Teachers and training teams who want interactive exercises inside an LMS they already run

  • Operating company. Joubel AS (H5P Group)
  • Jurisdiction. EEA, not EU (Norway)
  • Where the data sits. Self-hosted, or H5P.com hosting (location not verified)
  • Source code. Closed source
  • Replaces. Articulate Rise quizzes, Articulate Storyline interactions (simple cases)

H5P supplies the interactive pieces of a course, not the course itself. A teacher builds a quiz, drag-and-drop task, interactive video or branching scenario in a visual editor, then places it in Moodle, WordPress, Drupal, Canvas or another system through a plug-in. The pricing page lists more than 50 content types on Pro and AI Smart Import on Premium.

The project began as a Drupal prototype in January 2013 and its core carries the MIT licence. The h5p.org privacy policy names Joubel AS in Tromsø, Norway, as operator, with H5P Group driving development. Hosted H5P.com plans show no prices on the page, we could not open the H5P.com privacy policy, and detailed reports plus resume functionality are a paid add-on that needs the LMS's LTI interface.

What H5P does well

  • MIT licence, free to use and self-host
  • More than 50 content types on the Pro plan
  • Plugins for Moodle, WordPress and Drupal; LTI for other LMSs
  • Norwegian company in Tromsø
  • AI Smart Import on Premium

Where H5P falls short

  • Content objects, not a full course builder
  • Hosted plan prices not shown on the page
  • Drill-down reporting is a paid add-on needing LTI
  • Paid service entity not confirmed in the pages we could open

Standout feature. Its MIT licence means the same interactive content can run on your own server with no vendor contract.

#4 hihaho

Assen, Netherlands Founded 2014 Starter €2,497/year, Professional €4,997/year, Enterprise from €14,997/year (23 Oct 2026) Demo on request

Best for: Training teams that already have video and want knowledge checks and branching on top

  • Operating company. Icademy BV (trading as hihaho)
  • Jurisdiction. EU (Netherlands)
  • Where the data sits. See vendor privacy policy
  • Source code. Closed source
  • Replaces. Articulate Storyline video interactions, Adobe Captivate video quizzes

hihaho adds an interactive layer on top of a training film. Layers hold open-ended questions, chapter menus and text, can be copied or switched off, and let a translated version of a video reuse the same interactions. Delivery works through a link, an embed, a SCORM package or xAPI, and existing videos can come from YouTube, Vimeo, Qumu or Mediasite.

hihaho is a brand name of Icademy BV at Kloekhorststraat 29 in Assen, registered under 01166414 and launched in 2014. The vendor lists an ISO 27001 certificate dated November 2022. Starter is €2,497 per year with one author and 75,000 views, Professional €4,997 with 175,000 views, and Enterprise from €14,997 with 400,000 views and a white-label player. Professional's branded player carries a 'Powered by hihaho' watermark.

What hihaho does well

  • Interactive layers kept separate from the video file
  • SCORM and xAPI delivery to an LMS
  • Prices published in euros per year
  • ISO 27001 certified since November 2022
  • Dutch company with registered Chamber of Commerce number

Where hihaho falls short

  • Video only, not a full course builder
  • Starter plan limited to one author and 75,000 views
  • Watermark on the Professional branded player
  • High entry price for light use

Standout feature. Its plans are measured in yearly video views, so cost follows audience size instead of seat count.

#5 Didask

Bagnolet, France From €10,000 per year (Training, Coaching or both), no setup fees stated Demo on request

Best for: French and European companies that want authoring, delivery and learner coaching from one vendor

  • Operating company. Gryzz-Lab SAS (Didask)
  • Jurisdiction. EU (France)
  • Where the data sits. See vendor privacy documents
  • Source code. Closed source
  • Replaces. Articulate Rise plus a separate LMS

Didask sells an authoring tool, a learning platform and an AI assistant for learners in one contract. Modules are generated with AI from validated templates and contextualised exercises, the platform handles roles, groups and a multi-space structure for teams or sites, and SCORM Connect links it to an LMS you already run. A second offer, Didask Coaching, supports staff inside their work tools.

The legal notice names Gryzz-Lab, a SAS in the Paris trade register under 808 859 276, with its head office in Bagnolet. Prices start from €10,000 per year for Training, Coaching or both, with no setup fees stated. Where Didask falls short

  • Starts at €10,000 per year

  • Hosting location not verified

Standout feature. It is the only vendor here that bundles authoring, an LMS and a real-time AI coach for staff at work.

#6 Lumi

Ohrum, Germany See website Demo on request

Best for: Teachers and small teams who want to author H5P content offline and package it for an LMS

  • Operating company. Lumi Education UG (haftungsbeschränkt)

  • Where the data sits. See vendor privacy policy
  • Source code. Closed source
  • Replaces. Articulate Rise quizzes and simple interactive modules

Lumi is an editor for H5P content that you can run on your own computer. The Desktop Editor works locally, Lumi Cloud covers browser use, and finished content is shared by link, embedded in a website or turned into a QR code for print. Export goes to HTML, SCORM or an H5P file, and the content types are the H5P ones: quizzes, interactive video, presentations and games.

Lumi Education UG (haftungsbeschränkt) at Brückenstraße 8, 38312 Ohrum, is entered in the Handelsregister of the Braunschweig court under HRB 211280. The company lists its H5P-Nodejs-Library and desktop editor as open source on GitHub. It is a very small vendor, the site copyright reads 2024, and we found no public pricing page for Lumi Cloud. Bristol, United Kingdom Founded 2020 See website Demo on request

Best for: Scenario-based training and branching video that goes beyond a linear film

  • Operating company. Stornaway Productions Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. Delivered via AWS and Amazon CloudFront, per vendor
  • Source code. Closed source
  • Replaces. Articulate Storyline branching scenarios, video-based scenarios

Stornaway is a no-code editor for branching interactive video. You plan the experience on a story map in which each scene is a Story Island with arrows to the next ones, press Play to test it even before any film exists, and style buttons, input fields and dropdowns directly over the video. Output supports xAPI and SCORM, offline packages and whitelabel or self-hosted publishing.

Stornaway Productions Ltd, company number 11780589, is registered in Bristol, and the site says it launched in May 2020 for TV, film and game producers before moving into learning and marketing. As a UK company it sits outside the EEA. The footer states delivery via AWS and Amazon CloudFront, the licensing page returned a 404, and the terms we read cover the website rather than a subscription.

What Stornaway does well

  • Visual story map and instant playtest with placeholders
  • xAPI and SCORM reporting
  • Offline export option
  • Whitelabel and self-hosted publishing listed
  • Named UK company with registration number

Where Stornaway falls short

  • Replaces. Simple Articulate Rise quiz blocks for school use

The interface is offered in more than 30 languages, from German and English to Estonian, Lithuanian and Romansh.

The imprint names Verein LearningApps - interaktive Lernbausteine at Wolfackerstrasse 33, CH-4658 Däniken, Switzerland. The site says it runs free of charge and without disturbing advertising, funded by donations, and cites academic roots at Johannes Gutenberg University Mainz. There is no vendor SLA or paid support, no course structure, and no SCORM export we could verify. Many public apps are user-generated, so quality varies.

What LearningApps does well

  • Free and, per the association, without advertising
  • Many exercise types
  • Interface in 30+ languages
  • Run by a named Swiss association
  • Large gallery of shared apps

Where LearningApps falls short

Is a European authoring tool a drop-in replacement for Articulate Storyline?

Not for the most customised courses. Storyline is a slide-based design program with triggers and variables, and the tools in this list are built differently: Easygenerator and imc Express work from templates and automated layouts, H5P and Lumi from ready-made content types, hihaho and Stornaway from video. Easygenerator's own cons list admits less freedom for custom interactions, and imc Express contrasts itself with tools made for complex content.

What you get in exchange is speed for the standard module. A subject expert can produce a compliance course, a product explainer or a quiz in a template editor without learning a design program. The sensible test is to rebuild one real course, including its hardest interaction, in two trials before moving a team. If that interaction is a branching conversation, Stornaway or H5P may cover it; if it is a simulation with many variables, keep one Storyline seat.

How do the pricing models differ between these tools?

There are five different units. Easygenerator counts authors: Pro is $125 a month billed annually ($1,499) for one author, and Team is $625 a month billed annually from five authors, with unlimited learners on Team. hihaho counts authors, views and upload size, with three euro tiers per year. Didask quotes a yearly bundle from €10,000. H5P is free as open source and quotes its hosted plans without a price on the page.

imc Express, Lumi, Stornaway and BookWidgets do not show amounts on the pages we read, and LearningApps is free and funded by donations. Count your authors, your expected learners or views, and whether your LMS already hosts finished packages. A department with three builders and 5,000 employees is a very different case from a school with 40 teachers and no corporate LMS.

Where is the data processed, and does a European vendor settle the question?

A European contracting entity settles who you sign with and which courts apply, not where every server stands. Easygenerator states a Frankfurt data center on AWS, and its pros list ISO 27001, yet its cons note that AWS is a US-owned provider. Stornaway says delivery runs via AWS and Amazon CloudFront. For imc Express, hihaho, Didask, Lumi, BookWidgets and LearningApps the hosting location is not stated on the pages we read, so the privacy statements have to be checked.

Jurisdiction also differs by country. Stornaway Productions Ltd is a UK company, covered by an adequacy decision but outside the EEA. LearningApps is run by a Swiss association, also under an adequacy decision. H5P's operator is in Norway, inside the EEA but not the EU. The Dutch, German, French and Belgian vendors sit inside the EU. Ask each shortlisted vendor for its sub-processor list before you sign.

What happens to my existing Articulate courses when I switch?

The published packages keep working and the source projects do not travel. A SCORM or xAPI package that already runs in your LMS stays there. The Storyline and Rise project files cannot be opened in Easygenerator, imc Express or any other tool on this list, so a course that needs an edit has to be rebuilt.

Most teams therefore split the library. Stable courses stay as they are until their review date, and new or changing ones are built in the new tool. imc Express exports SCORM, PENS and HTML and Easygenerator exports SCORM, dynamic SCORM and xAPI, so both can feed the LMS you already run. Keep a copy of every Articulate package and project before the subscription ends.

When is a European authoring tool the wrong choice?

It is the wrong choice when the work depends on features the European tools do not attempt. Highly customised interactions, software simulations with variables and very large existing Storyline libraries are cases where switching costs more than it saves. BookWidgets and LearningApps are classroom tools: BookWidgets targets teachers, and LearningApps has no course structure or verified SCORM export.

Small vendors add their own risk. Lumi is a UG (haftungsbeschränkt) whose terms pages did not show text when fetched, and LearningApps runs on donations with no SLA. If your training is audited and needs a support contract, pick a tool with a stated enterprise offer, such as Easygenerator, imc Express, hihaho or Didask, and ask for the terms in writing.

How do these tools connect to the LMS I already have?

Through standard packages in most cases. Easygenerator and hihaho export SCORM and xAPI, imc Express exports SCORM, PENS and HTML, and Lumi exports HTML, SCORM or H5P files. Stornaway lists xAPI and SCORM plus offline packages. H5P works the other way round: it plugs into Moodle, WordPress, Drupal and other systems, and richer learner reports need the LTI interface of the LMS.

Didask is the exception, because it includes a platform. Its SCORM Connect option links it to an LMS you already have, but the bundle is priced as one product. BookWidgets reports grades into Google Classroom, Teams for Education, Moodle, Canvas, itslearning or Schoology, which suits schools. Test an export in your own LMS before you commit, since tracking details differ between systems.

How we selected and ranked these 9 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

For corporate teams replacing Articulate Rise, Easygenerator is the best-ranked option on this list, followed by imc Express for AI drafting from documents. H5P is the choice for open-source interactive content, hihaho for interactive video, and Didask for a bundle with an LMS. Teachers should look at BookWidgets, Lumi or LearningApps. The right pick depends on whether you build courses, exercises or video.

H5P has an MIT-licensed open-source core that you can run yourself, and LearningApps is free and funded by donations. Lumi's site lists open-source repositories, but we found no public price for its cloud. Easygenerator offers a 14-day free trial, and BookWidgets a 30-day one. Free tools suit exercises more than structured corporate courses.

Easygenerator exports SCORM, dynamic SCORM and xAPI, imc Express exports SCORM, PENS and HTML, hihaho lists SCORM and xAPI, Lumi exports HTML, SCORM or H5P files, Stornaway lists xAPI and SCORM, and Didask offers SCORM Connect. BookWidgets and LearningApps are different: the pages we read do not show a SCORM export for them.

hihaho from Assen puts questions, chapters and AI-generated interactions over a training film, and it can be delivered through SCORM or xAPI. Stornaway from Bristol builds branching video from a visual story map. H5P also has an interactive video content type. Neither hihaho nor Stornaway builds full courses with text modules.

With published figures, Easygenerator Pro at $1,499 a year for one author is the lowest corporate entry, hihaho Starter is €2,497 per year, and Didask starts at €10,000 per year including its platform. H5P in its open-source form has no licence fee but needs an LMS and someone to run it. imc Express quotes only on request.

Yes. Easygenerator lists an AI course builder in every plan, imc Express drafts content from existing documents, Didask generates modules from validated templates, and hihaho can generate interactions from video content. H5P's Premium plan lists AI Smart Import. Check where source files and prompts are processed, since AI drafting adds a sub-processor.
