European Alternatives to Articulate

Looking for a European alternative to Articulate? Articulate 360 is sold under terms with Articulate Global, LLC, a Delaware company at 244 5th Avenue in New York, governed by New York law, and its pricing page on 23 October 2026 lists Articulate 360 AI at $1,749 per seat per year in US dollars. Under those terms Customer Content is deleted on request or six months after the subscription ends, and Storyline and Rise sit inside the same per-seat plan.

The European tools below range from per-author course builders and AI drafting to open-source H5P and interactive video, and several publish their prices in euros.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Articulate 360 is sold by Articulate Global, LLC of New York under New York law, and its pricing page on 23 October 2026 lists the Articulate 360 AI plan at $1,749 per seat per year.
  • Under the Articulate 360 terms Customer Content is deleted on request or six months after the subscription ends, so an export plan has to be ready before the contract lapses.
  • Easygenerator (Netherlands) prices by author and states unlimited learners on Team and Enterprise, and imc Express (Germany) drafts courses from Word and PowerPoint files.
  • H5P (Norway) is MIT-licensed and hihaho (Netherlands) lists euro prices from €2,497 per year, but neither is a full replacement for Storyline's custom triggers and variables.
  • Published Rise and Storyline packages cannot be edited in a European tool, though SCORM packages that already run in an LMS keep playing there.

Why people leave Articulate

Articulate 360 is the authoring suite most corporate e-learning teams meet first. It combines Rise, a browser tool that builds responsive courses from blocks, with Storyline, the slide-based program for custom interactions, and wraps both in one subscription together with review, localization and its own LMS called Reach. The seller is Articulate Global, LLC, a Delaware company in New York, and its own pricing page claims more than 130,000 teams use it.

That reach is the reason it appears in so many procurement files, and also the reason European buyers start to ask questions. A course is not a harmless file. It holds your compliance wording, your internal procedures, your quiz answers and, once published through a tracking LMS, learner names and scores. The contract that governs all of this is a New York one, and the vendor is a US company whatever region the files are stored in.

Most people who search for a European alternative are not fleeing a bad product. They have hit the price of a per-seat licence in US dollars, a pricing page that now sells AI work through credits, or a data protection officer who wants the contracting entity inside the EEA. Others simply use ten percent of Storyline and pay for all of it.

  • The seat price is high and counted in US dollars On 23 October 2026 the Articulate 360 AI plan for teams was listed at $1,749 per seat per year, and a Personal variant at $1,449 per seat per year for single seats that cannot be transferred. Rise and Storyline are both inside that price. Easygenerator charges per author as well, but publishes a Pro plan at $1,499 a year and a Team plan from five authors, and hihaho publishes euro prices.
  • AI features are metered through credits The pricing page says advanced workflows such as translation into 80+ languages and AI avatar videos need credits bought separately, from $250 for 50,000 credits, in blocks of 25,000. Frontline, the newer product, starts at $500 a year for unlimited seats and 100,000 credits. Budgeting therefore means estimating consumption, not only counting authors. Easygenerator lists its AI course builder in every plan without an add-on charge.
  • Contract and jurisdiction sit in New York The terms name Articulate Global, LLC and apply New York law. Customer Content is deleted on request or six months after a subscription ends, which sets your export deadline. A US company can be compelled by US authorities to hand over data it controls, whichever data centre holds it. Easygenerator, imc Express, hihaho and Didask contract through Dutch, German and French entities instead.
  • Many teams use only a slice of the suite A compliance team that publishes templated modules with quizzes does not need Storyline triggers and variables. For that work the lighter European tools are enough: Easygenerator for courses, H5P or Lumi for interactive exercises inside an LMS, hihaho for video. Paying for the full suite only makes sense when somebody actually builds the custom interactions that Storyline is known for.

What you have to replace, not just match

The first thing to decide is which Articulate product you really use. Rise maps to a block-based course builder such as Easygenerator or imc Express. Storyline is the hard one: it is a slide-based design program with layers, triggers and variables, and no tool on this page copies that freedom. Stornaway covers branching scenarios on video, hihaho covers questions inside film, and H5P and Lumi cover standard interaction types such as drag and drop, interactive video and quizzes.

Then list what surrounds the authoring. Articulate sells Review for stakeholder feedback, Localization for translation, and Reach as a native LMS. In Europe these usually split up: Easygenerator has co-authoring and reviewers on Team, imc Express translates into 70+ languages, and Didask bundles an LMS into its price. If your courses already live in Moodle, Canvas or another LMS, a content layer such as H5P may be all that is needed.

Finally, count the assets that already exist. Hundreds of published Rise and Storyline courses cannot be opened in another editor. You can keep the old packages running in your LMS and build only new courses in the replacement, or rebuild the ones that need changes. Which of the two you choose decides how long both systems run side by side.

How each alternative compares to Articulate

#1

Easygenerator

The nearest Rise substitute, built for subject experts and priced per author

Rotterdam, NetherlandsPro $125/month billed annually ($1,499), Team $625/month billed annually (from 5 authors), Enterprise on request; 14-day free trial (vendor USD view, 23 Oct 2026)#1 in Course Authoring Tools

Best for: Small L&D teams and subject experts replacing Rise-style courses with a Dutch contracting entity

Against Articulate, Easygenerator is the tool that asks the least of a new author. The editor runs in the browser, courses start from templates, and the AI course builder is listed in every plan from Pro to Enterprise. The company is Easygenerator B.V. in Rotterdam, and its EULA is governed by Dutch law with the court in Amsterdam.

The pricing model is the clearest difference. A plan counts authors, and learners are unlimited on Team and Enterprise, while Pro caps at one author, 10 courses and 100 learners. Courses leave as dynamic SCORM, SCORM or xAPI, and the vendor states a Frankfurt data centre on AWS and ISO 27001.

What Easygenerator does better than Articulate

  • Per-author pricing with unlimited learners on Team
  • AI course builder included without credits
  • Contracting entity and governing law in the Netherlands
  • Reviewers and co-authoring on the Team plan

Where Easygenerator is a step down from Articulate

  • Less freedom than Storyline for custom triggers and variables
  • Prices shown in US dollars by default
  • Hosting runs on AWS, a US-owned provider

Standout against Articulate. It is the only tool here that combines published per-author rates with an AI builder in every plan.

imc Express

AI drafting for enterprises with many occasional course creators

Saarbrücken, GermanyPricing on request (demo)#2 in Course Authoring Tools

Best for: Large organisations whose staff turn existing Word and PowerPoint files into courses

imc Express is the product to look at when the problem is volume rather than design depth. The vendor describes AI that builds a draft from existing documents, with layouts applied automatically in the customer's brand style. Where Articulate expects a trained instructional designer, this tool expects a colleague with a deck and an hour.

The imprint names information multimedia communication AG, entered at the Local Court Saarbrücken under HRB 13338. Courses translate into 70+ languages in one click and export to SCORM, PENS or HTML. Pricing is on request and the hosting location is not stated on the product page.

What imc Express does better than Articulate

  • Fast drafts from Word and PowerPoint source files
  • One-click translation into 70+ languages
  • German AG with a Handelsregister number
  • Works with any LMS through SCORM, PENS or HTML

Where imc Express is a step down from Articulate

  • No published pricing, so cost needs a sales call
  • Automated layouts give less manual control than Storyline
  • Hosting location not stated on the product page

Standout against Articulate. Its customer testimonials (Hansgrohe, UNIQA, Bank Vontobel) are all European organisations.

H5P

An open-source content layer for the interactions you place inside an LMS

Tromsø, NorwayOpen source free; H5P.com Pro, Premium and Enterprise plans without prices on the page (23 Oct 2026)#3 in Course Authoring Tools

Best for: Schools and training teams on Moodle, WordPress or Canvas who need interactive objects, not courses

H5P differs from Articulate in kind. It produces interactive objects, such as a quiz, an interactive video or a branching scenario, which you place inside the LMS or website that provides the course structure. The core is MIT-licensed, started as a Drupal prototype in January 2013, and the operator named in the h5p.org privacy policy is Joubel AS in Tromsø.

You can self-host it through plugins or buy the hosted H5P.com service, which lists Pro, Premium and Enterprise plans without prices on the page. Pro lists more than 50 content types. Detailed learner reports and resume functionality are a paid add-on that needs the LTI interface of your LMS.

What H5P does better than Articulate

  • Free under an open licence if you host it yourself
  • More than 50 content types on the Pro plan
  • Plug-ins for Moodle, Canvas, Brightspace and others

Where H5P is a step down from Articulate

  • No course shell with navigation and chapters
  • Hosted plans carry no prices on the page
  • Detailed reporting depends on a paid add-on and LTI

Standout against Articulate. It is the only option here you can run on your own server without a vendor contract.

hihaho

Interactive layers on training video, a narrow replacement for Storyline video work

Assen, NetherlandsStarter €2,497/year, Professional €4,997/year, Enterprise from €14,997/year (23 Oct 2026)#4 in Course Authoring Tools

Best for: Corporate trainers who produce films and want questions and chapters inside the video

hihaho covers one slice of what Articulate does: video. It places an interactive layer over a film, with open questions, chapter menus and AI-generated interactions, and the layer can be copied so a second-language version does not need every element rebuilt. It is a brand name of Icademy BV in Assen, registered under 01166414.

Plans are euro-priced per year: Starter €2,497, Professional €4,997, Enterprise from €14,997, and they differ by authors, views and upload size. Starter has one author and 75,000 views a year. Delivery works through a link, an embed, SCORM or xAPI, and the vendor lists an ISO 27001 certificate dated November 2022.

What hihaho does better than Articulate

  • Layered video interactions that survive translation
  • Euro prices published on the pricing page
  • Integrations with YouTube, Vimeo, Qumu and Mediasite
  • ISO 27001 certificate stated

Where hihaho is a step down from Articulate

  • Video only, no text modules or course navigation
  • Entry price of €2,497 per year is high for light use
  • Branded player on Professional carries a watermark

Standout against Articulate. Prices are counted in views per year, not in learners or seats.

Genially

Interactive slides and quizzes with a free plan, from a Spanish company

Córdoba, SpainFree €0 / Pro €6 per month billed annually / Master €20 per member per month billed annually / Enterprise on request

Best for: Teachers and trainers who want animated, interactive learning content without paying per seat

Genially, owned by Genially Web, S.L. in Córdoba, is closer to a presentation tool than to Storyline, but it builds interactive layers, quizzes and games that many teams use in place of simple Rise lessons. It imports PowerPoint, Google Slides and PDF files, which shortens a migration of decks.

Its plans page shows a Free plan at €0 with 500 AI credits a year, Pro at €6 per month billed annually and Master at €20 per member per month billed annually. The terms apply Spanish law with the courts of Madrid, and the privacy policy says users in the United States are served by a US subsidiary.

What Genially does better than Articulate

  • Free plan without a time limit
  • Imports PowerPoint, Google Slides and PDF files
  • Euro prices far below a per-seat Articulate licence

Where Genially is a step down from Articulate

  • Not a structured course builder like Rise
  • Reporting and tracking are lighter than an LMS-grade tool

Standout against Articulate. Its plans page shows euro prices from €6 per month billed annually.

Didask

A French bundle of AI authoring, LMS and learner coaching

Bagnolet, FranceFrom €10,000 per year (Training, Coaching or both), no setup fees stated#5 in Course Authoring Tools

Best for: French-speaking mid-size and large companies wanting authoring and delivery from one vendor

Didask answers a different question than Articulate. Instead of selling an authoring tool you then connect to an LMS, it sells the authoring tool, the LMS and an AI assistant for learners in one contract, so the comparison is closer to Articulate 360 with Reach than to Rise alone. The legal notice names Gryzz-Lab, a SAS at the Paris register under 808 859 276, based in Bagnolet.

Prices start at €10,000 per year and cover Training, Coaching or both, with no setup fees stated. Modules are generated with AI from validated templates, and SCORM Connect links the platform to an LMS you already run. The website and documentation are mainly in French, with an English toggle.

What Didask does better than Articulate

  • Authoring, LMS and learner coach under one contract
  • French entity with a stated registration number
  • Roles, groups and multi-space structure for large organisations

Where Didask is a step down from Articulate

  • Starts at €10,000 per year
  • No standalone authoring licence stated
  • Documentation mostly in French

Standout against Articulate. Its Coaching offer supports staff inside their work tools with a real-time AI coach, which Articulate does not sell.

Lumi

A small desktop and cloud editor for H5P content with SCORM export

Ohrum, GermanySee website#6 in Course Authoring Tools

Best for: Individual trainers and small teams who want to author H5P offline and package it for an LMS

Lumi replaces the narrowest part of the Articulate workflow: building interactive exercises on your own machine. A desktop editor runs locally, so drafts need not be uploaded to a vendor service, and Lumi Cloud covers browser use. Content follows the H5P types, so its range is that of H5P, not of Storyline.

The operator is Lumi Education UG (haftungsbeschränkt) in Ohrum, entered at the Braunschweig court under HRB 211280. Export goes to HTML, SCORM or an H5P file, and content can be shared by link, embedded or turned into a QR code. We found no public price list for Lumi Cloud.

What Lumi does better than Articulate

  • Local editing without uploading drafts
  • Exports to SCORM, HTML and H5P files
  • Open-source repositories listed on its site

Where Lumi is a step down from Articulate

  • Very small vendor without a published SLA
  • Contract pages did not display text when fetched
  • Limited to H5P content types

Standout against Articulate. Its desktop editor works on your own computer, which neither Rise nor most browser tools offer.

Stornaway

Branching video scenarios planned on a visual story map

Bristol, United KingdomSee website#7 in Course Authoring Tools

Best for: Learning designers building soft-skill simulations and story-driven scenarios

Stornaway matches the branching-scenario side of Storyline, but with video as the medium. You plan on a story map, where each clip is a Story Island with arrows to the next, and you can press Play to test the flow with placeholders before any film exists. A design editor styles buttons directly over the video.

The site terms name Stornaway Productions Ltd, company number 11780589, in Bristol, so the contract is UK rather than EU. The vendor lists xAPI and SCORM, offline packages and whitelabel hosting, and says delivery runs on AWS and Amazon CloudFront. We found no public pricing page.

What Stornaway does better than Articulate

  • Visual planning and early playtest of branching logic
  • Offline packages and self-hosted publishing listed
  • Native xAPI and SCORM support

Where Stornaway is a step down from Articulate

  • Video only, not a general course builder
  • No public pricing found
  • Delivery runs on AWS, a US-owned provider

Standout against Articulate. It lets you test branching logic before a single scene has been filmed.

BookWidgets

Auto-graded classroom exercises, not corporate course building

Kortenberg, BelgiumYearly subscription, 30-day free trial; rates not shown in the static page (see website)#8 in Course Authoring Tools

Best for: Teachers wanting graded exercises that report into their school platform

BookWidgets is for schools, so it replaces Articulate only where Articulate is used in education. The vendor lists more than 40 exercise templates and over 35 question types, and questions are graded automatically with a live view of student activity during class.

Kidimedia BV in Kortenberg, Belgium, is the operator, registered under 0831.289.505. Grades can pass back to Google Classroom, Microsoft Teams for Education, Moodle, Canvas, itslearning or Schoology. The pages we read do not mention SCORM, and the pricing page shows a yearly subscription and a 30-day trial without rates.

What BookWidgets does better than Articulate

  • Auto-grading and live progress during a lesson
  • Links to common school platforms
  • 30-day free trial

Where BookWidgets is a step down from Articulate

  • No SCORM mention on the pages read
  • Price not shown without scripts
  • Exercises and worksheets, not structured courses

Standout against Articulate. It turns paper worksheets into interactive assignments with grading built in.

LearningApps

A free, donation-funded gallery of small exercises, for classroom use

Däniken, SwitzerlandFree, funded by donations#9 in Course Authoring Tools

Best for: Teachers wanting free exercises to share or embed, without contract guarantees

LearningApps does a small job for no money. Teachers create or reuse apps such as multiple choice, gap text, group matching and crosswords, sort them into collections and embed or share them. A Swiss association runs it, and the imprint names Verein LearningApps in Däniken.

The site says it runs free of charge and without advertising and relies on donations, so there is no SLA or paid support. The interface exists in 30+ languages. We could not verify a SCORM export or a data location, and public apps made by users vary in quality.

What LearningApps does better than Articulate

  • Free, with no licence fee at all
  • Interface in 30+ languages
  • Large gallery of reusable apps

Where LearningApps is a step down from Articulate

  • No course structure or verified SCORM export
  • No vendor SLA or paid support

Standout against Articulate. It costs nothing and, according to its association, carries no advertising.

learningapps.org Visit LearningApps

What actually breaks when you switch

The hard part of leaving Articulate is the existing library. Rise and Storyline courses are stored as Articulate projects, and no European tool on this page imports them.

Published packages keep playing in your LMS, so you can leave the old catalogue running and build only new or revised courses in the replacement. Before the subscription lapses, download the published package and the source project of every course you might edit, because the terms delete Customer Content on request or six months after the subscription ends.

People are the second cost. Storyline authors think in slides, layers and triggers, while Easygenerator and imc Express think in templates, and H5P thinks in content types.

Plan a few weeks of rebuilding one real course before you move everyone, check that your LMS reads the SCORM version the new tool writes, and check any Reach-hosted courses, since Reach is Articulate's own LMS and has to be replaced as a platform, not only as an authoring tool. Translation and review workflows also change, because Localization and Review are separate Articulate products.

Can I open my Storyline and Rise files in a European tool?

No, not as editable courses. Storyline project files and Rise lessons are Articulate's own formats, and none of the tools on this page lists an importer for them. What does carry over is the published output: a SCORM or xAPI package that is already running in your LMS keeps working after you stop paying, as long as you hold a copy of the package file itself.

So before the subscription ends, export every course you may still need, store the package plus the source project, and note which ones will need edits. For courses that will change, rebuild them in the new tool, starting with the most used ones. Content that is stable can stay in Articulate format until its review date.

Which tool replaces Storyline for custom interactions?

Honestly, none replaces it completely. Storyline gives a designer free placement, layers, triggers and variables, and the European tools here are template-driven or type-driven. H5P lists more than 50 content types, Lumi edits the same H5P types offline, and Stornaway builds branching scenarios from a story map.

The practical test is to take one real Storyline course with unusual logic and rebuild it in a trial of two tools. If the logic is a branching conversation, Stornaway or H5P's branching type may do it. If it is a software simulation with many variables, you may keep a Storyline licence for that one author and move the rest of the team.

Which one to pick

If your team builds standard training modules and the people writing them are subject experts, start a trial of Easygenerator and, in parallel, ask imc Express for a demo. Choose Easygenerator if you want published per-author prices and a Dutch contract, and imc Express if you have many occasional authors who start from existing documents and translate into many languages.

If your need is narrower, pick the narrow tool. Use H5P or Lumi when an LMS already provides the course structure, hihaho when the content is training film, Stornaway for branching video scenarios, and Didask when you want authoring, LMS and coaching from one French vendor. Keep a Storyline licence for the author whose work depends on custom triggers and variables, because nothing here copies that and a mixed set-up is cheaper than a failed migration.

Frequently Asked Questions

For corporate training teams, Easygenerator from Rotterdam is the closest match: a browser-based builder with SCORM and xAPI export, priced per author. imc Express from Saarbrücken suits teams that want AI to draft courses from existing documents, H5P is the open-source option for interactive content inside an LMS, and hihaho adds questions to training video. Storyline-level custom logic has no direct European equivalent.

Articulate publishes a GDPR page, so this is a question to put to the vendor in a data processing agreement rather than something this page can certify. What the contract shows is that the seller is a US company and the terms follow New York law. Many European buyers prefer a processor inside the EEA, which is the reason to compare Easygenerator, imc Express, hihaho or Didask.

On 23 October 2026 the pricing page showed $1,749 per seat per year for teams and $1,449 for a single non-transferable seat, with AI credits sold separately. Easygenerator lists Pro at $1,499 a year for one author and Team from five authors, hihaho starts at €2,497 per year, Didask at €10,000, and H5P and LearningApps cost nothing in licence fees.

Several can. Easygenerator exports SCORM, dynamic SCORM and xAPI, imc Express exports SCORM, PENS and HTML, hihaho supports SCORM and xAPI, and Lumi exports HTML, SCORM or H5P files. Stornaway lists xAPI and SCORM too. BookWidgets and LearningApps are aimed at classrooms, and we found no SCORM export for them on the pages read.

Yes, within limits. H5P is open source under the MIT licence and LearningApps is free and funded by donations, and Genially has a free plan. None of them builds structured courses with navigation like Rise does, so they suit quizzes, exercises and short interactive pieces rather than a full onboarding curriculum.
