How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • KnowBe4 means KnowBe4, Inc. and its subsidiaries in its terms, with a Clearwater, Florida notice address, and Vista Equity Partners took it private in February 2023.
  • Its terms apply Dutch law (Amsterdam) to most of EMEA, German law (Berlin) to Germany, Austria and Switzerland, and English law (London) to the UK, so the issue is ownership, not governing law.
  • KnowBe4 publishes EUR list prices: SAT Foundation EUR 2.28 and SAT Advanced EUR 3.56 per seat per month for 25 to 50 seats on a three-year term, falling to EUR 1.55 and EUR 2.65 at 501 to 1,000 seats.
  • SoSafe (Germany) and Phished (Belgium) are the closest European matches in shape, and SoSafe is the one that publishes a starting price: EUR 625 per month, billed annually, for 50 seats.
  • Fallax (Belgium) is far cheaper at small sizes, with the first 10 seats free and EUR 1.00 a seat to 100, but it covers simulation and evidence, not a wide lesson library.
  • Four of the eleven are British (CybSafe, Keepnet, MetaCompliance, usecure) and so sit outside the EU and EEA, which matters if your rule is an EU or EEA contracting party.

Why people leave KnowBe4

KnowBe4 is the platform most security teams meet first when they look for security awareness training. It combines a training library, simulated phishing, real-time coaching and compliance training, and it has grown into email security and AI agent tooling around that core. It also does something most of the alternatives on this page do not: it publishes a full price table in euro, per seat per month, with the size bands on its own pricing page.

The contracting party is KnowBe4, Inc. In its terms, "KnowBe4" means KnowBe4, Inc. and its subsidiaries, and the notice address is 33 N. Garden Ave., Suite 1200, in Clearwater, Florida. According to its own company history, Vista Equity Partners took KnowBe4 private in February 2023, and the company completed the acquisition of the email security firm Egress in July 2024.

This page does not argue that the law is the problem. For customers in most of EMEA the terms choose Dutch law and the courts of Amsterdam, for Germany, Austria and Switzerland German law and Berlin, and for the UK the law of England and Wales. The difference is the company behind the contract and the fund that owns it. Eleven European platforms qualify, and they are not interchangeable.

  • Your contract is with a Florida company owned by a fund KnowBe4, Inc. sits in Clearwater, Florida, and was taken private by Vista Equity Partners in 2023. If your procurement rule, your customer or your works council asks for a European operating company with no US parent, KnowBe4 does not meet it, whatever the local law in the contract. The eleven platforms below are run from Germany, Belgium, Norway, Finland, the UK, the Netherlands and France.
  • A local governing law is not a European company KnowBe4 deserves credit here: its terms apply Dutch, German or English law and local courts for customers in those regions, and the data processing addendum puts the EU standard contractual clauses under Irish law. That is better than many American vendors. It still leaves a parent company in the United States, which is the question a European data protection officer usually asks.
  • You may be buying more platform than the job needs KnowBe4 has grown beyond training into email security, incident response and AI agent governance. If you want a lesson library and a phishing programme, you are being sold a suite. Some of the alternatives are narrower on purpose: Fallax does simulation and audit evidence only, Arsen focuses on voice and social engineering, and Secure Practice builds privacy into what it records.
  • The price advantage runs one way at small sizes KnowBe4 lists SAT Foundation from EUR 2.28 per seat per month for 25 to 50 seats on a three-year term. Fallax charges nothing for the first 10 seats and EUR 1.00 for seats 11 to 100. SoSafe, at EUR 625 per month for 50 seats, is above KnowBe4. Nine of the eleven give no amount at all, so a price comparison is only possible for part of this page.

What you have to replace, not just match

Start with what the programme has to prove. If an auditor wants a record per person for ISO 27001, SOC 2 or NIS2, check that the new platform exports one, and in what form. If a works council forbids individual tracking, the answer changes completely, and Secure Practice becomes more attractive than a per-person log. Write down your headcount, your mail platform, your languages and how many phishing rounds a year you run.

Export what you can before you leave: completion history, phishing results per campaign and your list of users. Training content from KnowBe4 does not move to another vendor, so expect to rebuild the lesson plan from the new library and to re-enrol people. Run the new platform on a small group first and keep the old contract until a full cycle of simulations and training has passed.

SoSafe

the closest in shape, from a German SE with ISO 27001:2022

Cologne, GermanyPlans start from EUR 625 per month billed annually and include 50 seats, covering onboarding and set-up, basic support, ready-to-use phishing simulations, training and compliance-ready reporting; Enterprise Support is a separate purchase#1 in Security Awareness Training

  • Which law reaches it. EU (Germany). KnowBe4 is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. Hosted in cloud infrastructure that the security page does not name by country or provider.
  • Source code. Closed source, as KnowBe4 is.
  • Independently checked. ISO/IEC 27001:2022 certified; participates in TISAX.

Best for: Mid-sized companies that want a full training and simulation programme with a European contracting party

SoSafe is run by SoSafe SE in Cologne, entered at the Cologne Local Court under HRB 121629. It offers the same core as KnowBe4: a training library with 40+ lessons in Core and 75+ in Advanced, delivered in 36 languages, phishing simulation across email, SMS and voice, and reporting. It adds an AI copilot called Sofie and a human risk management view.

Price is where it is furthest from KnowBe4. SoSafe starts at EUR 625 per month, billed annually, for 50 seats, which is EUR 12.50 per seat. KnowBe4 lists EUR 114 a month for 50 seats of SAT Foundation and EUR 178 for SAT Advanced, on a three-year term, so SoSafe costs roughly 3.5 to 5.5 times as much at that size. The entry plan includes onboarding and support, which KnowBe4 sells differently.

SoSafe states ISO/IEC 27001:2022 certification and TISAX participation, and names no hosting country on its security page.

What SoSafe does better than KnowBe4

  • A German SE in the commercial register, not a Florida company taken private by a fund
  • ISO/IEC 27001:2022 and TISAX, which suits automotive suppliers
  • The entry plan names what is included: onboarding, support, simulations, training, reporting
  • Training stated in 36 languages across the platform

Where SoSafe is a step down from KnowBe4

  • Several times the price per seat at 50 seats
  • One entry price instead of a full per-seat table across five size bands
  • No SOC 2 or FedRAMP statement on the security page read
  • Hosting country not named on the security page

Standout against KnowBe4. The only alternative that pairs a commercial-register entity with ISO 27001:2022 and a published entry price.

Phished

automation and a contained click environment from Leuven

Leuven, BelgiumThree plans, Core, Advanced and All-in-one, on the pricing page; the amounts are not shown and are given on request#2 in Security Awareness Training

  • Which law reaches it. EU (Belgium). KnowBe4 is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. Application hosted by cloud providers in the EU, named as Google and Microsoft; network and DNS protection by Cloudflare.
  • Source code. Closed source, as KnowBe4 is.
  • Independently checked. ISO 27001 certified (certificate downloadable on the security page); application hosted on SOC 2 certified infrastructure.

Best for: Companies that want per-employee simulations to run themselves with little admin work

Phished BV is registered in Belgium under enterprise number 0735.908.019, with its seat in Leuven. The pitch is automation: AI-tailored simulations that progress with each employee, gamified microlearning, one-click reporting and real-time threat alerts. The company says it trains two million users in 7,100 organisations through more than 400 partners.

Zero Incident Mail is its distinctive feature: a person who clicks is trained inside a contained mail environment. The security page offers an ISO 27001 certificate for download, states EU hosting at Google and Microsoft and notes that multi-factor authentication for the application is optional.

The pricing page shows Core, Advanced and All-in-one without amounts, so against KnowBe4 you cannot compare on price until you ask.

What Phished does better than KnowBe4

  • A Belgian BV with no US parent on the pages read
  • A contained mail environment, Zero Incident Mail, for people who click
  • ISO 27001 certificate available for download
  • EU cloud regions named on its security page

Where Phished is a step down from KnowBe4

  • No published amounts, where KnowBe4 lists a full EUR table
  • Multi-factor authentication for the application is optional
  • Fewer attestations named than KnowBe4 (no SOC 2 report of its own)
  • Largely sold through partners, which can lengthen buying

Standout against KnowBe4. Trains the person who clicks inside a contained mail environment instead of only sending a reminder.

Secure Practice

privacy by design, for organisations that cannot track individuals

Trondheim, NorwayPriced per user per month by the products chosen; the pricing page calculates a sample for 50 users and ends in a quote, with no amount in the page text#3 in Security Awareness Training

  • Which law reaches it. EEA (Norway). KnowBe4 is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. Cloud servers in the EU/EEA (Norway), as stated on the trust and privacy page.
  • Source code. Closed source, as KnowBe4 is.
  • Independently checked. ISO/IEC 27001 compliance documentation is offered; no certificate is named on the page read.

Best for: Companies with works councils or strict privacy rules that want training without individual tracking

Secure Practice AS is registered in Trondheim, organisation number 919 420 197, and the Norwegian register confirms it as an AS founded in 2017. It offers gamified e-learning, simulated phishing with follow-up loops, MailRisk for reported emails, Human Risk Metrics and PrepJam, live incident exercises that teams play together.

Its position is the opposite of KnowBe4 on one point. The trust page says individual actions can never be tied back to a particular person, and the company took part in the Norwegian Data Protection Authority AI sandbox. Servers are in the EU/EEA (Norway), and Azure cognitive services run in private mode.

The cost of that design is that there is no per-person record for an auditor, and the pricing page ends in a quote with no amount.

What Secure Practice does better than KnowBe4

  • Built so that no named employee can be singled out in the data
  • Cloud servers in the EU/EEA (Norway), stated on the trust page
  • Live incident exercises (PrepJam) beside the awareness content
  • A Norwegian AS with no US parent on the pages read

Where Secure Practice is a step down from KnowBe4

  • No per-person audit record, which some auditors expect
  • No amount published, where KnowBe4 lists EUR prices
  • A smaller platform, with no stated lesson library size
  • ISO 27001 is compliance documentation, not a named certificate

Standout against KnowBe4. Took part in a data protection authority AI sandbox to show that training data need not identify individuals.

  • Source code. Closed source, as KnowBe4 is.

The price is per employee and quoted after a 30-minute scoping call, and no hosting location is named on the pages read.

What Hoxhunt does better than KnowBe4

  • Simulations personalised by department and location, with instant micro-training

Where Hoxhunt is a step down from KnowBe4

  • No published amount, where KnowBe4 lists a EUR table
  • No hosting location named on the pages read
  • A US office in Minneapolis and a CCPA statement beside GDPR
  • Heavier than a team needing only campaigns and a record

Standout against KnowBe4. The only alternative that describes simulations reaching people in Teams as well as email, SMS and phone calls.

  • No published amount, where KnowBe4 lists EUR prices
  • No hosting location or certification named on the pages read
  • Legal notice and register disagree on the seat (Paris against Orleans)

Standout against KnowBe4. Simulates voice attacks with real-time AI voice and voice cloning, as a headline feature.

Fallax

cheap, audit-ready simulations that run inside your own tenant

Verrebroek, BelgiumThe first 10 seats are free; seats 11 to 100 are EUR 1.00 each, seats 101 to 250 EUR 0.80, seats 251 to 1,000 EUR 0.60 and seats 1,001 and above EUR 0.40; at 50 people EUR 40 per month or EUR 480 for a year billed once; no tiers, every account gets the whole product#11 in Security Awareness Training

  • Which law reaches it. EU (Belgium). KnowBe4 is run from the United States, so the CLOUD Act obliges the provider to hand over data on a valid order regardless of which country the servers are in.
  • Where the data sits. Customer data stored in the European Union; billing details also go to Stripe in the US; the sub-processors are Cloudflare, Resend, PostHog, Featurebase and Stripe.
  • Source code. Closed source, as KnowBe4 is.

Best for: Small and growing teams that need a phishing programme and audit evidence at a low price

Fallax is operated by Blink Technologies CommV in Verrebroek, Belgium, enterprise number 1018.579.875, under Belgian law. Simulations run inside your own Google Workspace or Microsoft 365 tenant, so no sending domain, DNS record or allowlisting is needed, and each person follows their own schedule that adjusts to their last result.

The price is the sharpest contrast with KnowBe4: the first 10 seats are free permanently, then EUR 1.00 per seat to 100, falling to EUR 0.40 above 1,000. For 50 people that is EUR 40 a month against KnowBe4 list prices of EUR 114 or EUR 178, though KnowBe4 sells a lesson library that Fallax does not describe.

The evidence export has a timestamped row per person and syncs to Vanta, Drata, Secureframe and Sprinto. Customer data is stored in the EU, with Cloudflare, Resend, PostHog, Featurebase and Stripe as sub-processors.

What Fallax does better than KnowBe4

  • First 10 seats free and EUR 1.00 per seat to 100, against EUR 2.28 or more at KnowBe4
  • No sending domain, DNS records or allowlisting needed
  • A timestamped per-person export that syncs to four compliance platforms
  • A Belgian company under Belgian law, with EU data storage stated

Where Fallax is a step down from KnowBe4

  • No wide lesson library described, where KnowBe4 has a training library
  • Needs Google Workspace or Microsoft 365
  • Email simulations only on the pages read, with no SMS or voice
  • No attestation named, where KnowBe4 lists ISO 27001, SOC 2 Type 2 and FedRAMP Moderate

Standout against KnowBe4. The only alternative that publishes a full per-seat rate card with permanently free first seats and a per-person evidence export.

What actually breaks when you switch

The hard part of leaving KnowBe4 is the content and the history. Training modules, custom campaigns and templates do not move, so budget time to rebuild the programme in the new library and to re-enrol people. Export completion and phishing results first and keep them for your auditor.

Check the term and the minimum. KnowBe4 lists prices on a three-year term and from 25 seats, and several alternatives bill annually or monthly, which changes the risk as much as the price. Fallax has no minimum, SoSafe includes 50 seats in its entry plan, and the rest quote.

Allow a full cycle before you cancel. Run both platforms for one campaign round and one training assignment, and check that the new platform reaches your users: mail delivery, report button, and directory sync are where migrations usually stall.

Which European platform is closest to KnowBe4?

SoSafe and Phished are the closest in shape. Both combine a training library with phishing simulation and reporting, and both state ISO 27001 certification. SoSafe adds 36 languages and a published starting price, and Phished leans on automation, with simulations tailored to each employee and a contained environment for people who click.

MetaCompliance and Keepnet cover similar ground from the UK, with policy management in the first and more simulation channels in the second. Hoxhunt is adaptive and reaches people over email, SMS, phone calls and Teams.

Is it cheaper to leave KnowBe4?

Only in part, and only where a price is published. At 50 seats KnowBe4 lists EUR 114 a month for SAT Foundation and EUR 178 for SAT Advanced on a three-year term. Fallax would be EUR 40 a month for the same 50 people, with 10 free seats, and SoSafe starts at EUR 625 a month for 50 seats.

Nine of the eleven do not publish an amount, so the honest answer is to ask for quotes at your size and to compare term length and what is included. A three-year commitment at KnowBe4 and an annual one at SoSafe are not the same risk.

Do European platforms give me the same compliance evidence?

Some do. Fallax produces a timestamped row per person and syncs to Vanta, Drata, Secureframe and Sprinto. Phished states compliance with NIS2, NIST, DORA and ISO 27001, SoSafe lists compliance-ready reporting, and MetaCompliance adds policy and incident management with Power BI reports.

KnowBe4 lists ISO 27001 and ISO 42001, SOC 2 Type 2 and FedRAMP Moderate for itself, which is a stronger set of attestations than most alternatives name. Ask each vendor for its report, not only for the logo.

Where will my data be?

Four of the eleven say something concrete: Phished names EU cloud regions at Google and Microsoft, Secure Practice names servers in the EU/EEA (Norway), CybSafe names the London AWS region and Fallax says customer data stays in the EU. The others name no location on the pages read, and KnowBe4's hosting regions were not read in this check.

Put the hosting region, the sub-processor list and the transfer mechanism in the data processing agreement, whichever vendor you pick. A European operating company running on a US cloud is still a US cloud question.

Which one to pick

If you want the closest European match to a full KnowBe4 programme, with a lesson library, simulation and reporting, SoSafe is the one, and Phished is the alternative if you prefer automation. Both state ISO 27001 certification. SoSafe publishes a price, well above KnowBe4's list at 50 seats, and Phished quotes on request.

If you need simulation and audit evidence for a small company and want to pay almost nothing, Fallax is the sharpest answer on price, with the caveat that it covers less than a full training suite. If a works council forbids tracking individuals, Secure Practice is built for that. Hoxhunt, Keepnet and Arsen fit teams that want channels beyond email.

Be realistic about the gap. KnowBe4 publishes more prices, more attestations and a broader product than most of these, and its terms give European customers local law. Switch if you need a European operating company with no US parent, and keep KnowBe4 if the wider suite is what you use.

Frequently Asked Questions

SoSafe is the best all-round answer on this page, because it matches the training library, the phishing simulation and the reporting in one platform, is run by a German SE and states ISO 27001:2022 and TISAX. Phished is the closer choice if you want more automation. Fallax is the cheaper choice for a small team that needs simulation and audit evidence only.

No. KnowBe4, Inc. is a US company whose notice address is in Clearwater, Florida. Its company history says Vista Equity Partners took it private in February 2023. Its terms define KnowBe4 as KnowBe4, Inc. and its subsidiaries, and apply local law, such as Dutch or German law, for customers in those regions.

The EUR price table lists SAT Foundation at EUR 2.28 per seat per month for 25 to 50 seats, EUR 2.02 for 51 to 100, EUR 1.87 for 101 to 250, EUR 1.71 for 251 to 500 and EUR 1.55 for 501 to 1,000, with SAT Advanced at EUR 3.56, 3.23, 3.03, 2.81 and 2.65. These are three-year-term list prices as of May 2026, may vary by region and exclude VAT. Above 1,000 seats a quote is needed.

SoSafe states plans from EUR 625 per month, billed annually, with 50 seats and onboarding, basic support, simulations, training and reporting included, which is EUR 12.50 per seat per month. At 50 seats KnowBe4 lists EUR 114 per month for SAT Foundation and EUR 178 for SAT Advanced on a three-year term. SoSafe is therefore roughly 3.5 to 5.5 times more at that size, before term length and inclusions are compared.

The first 10 seats are free permanently. Seats 11 to 100 cost EUR 1.00 each, seats 101 to 250 EUR 0.80, seats 251 to 1,000 EUR 0.60 and seats 1,001 and above EUR 0.40, and each rate applies only inside its bracket. For 50 people that is EUR 40 per month or EUR 480 for a year billed once. Every account gets the whole product.

SoSafe (Germany), Phished and Fallax (Belgium), Hoxhunt (Finland), Awareways (Netherlands) and Arsen (France) are inside the EU. Secure Practice (Norway) is in the EEA. CybSafe, Keepnet, MetaCompliance and usecure are in the United Kingdom, which is neither in the EU nor in the EEA.

Secure Practice, which states that individual actions can never be tied back to a particular person and took part in the Norwegian Data Protection Authority AI sandbox. It is the opposite of Fallax, which keeps a timestamped row per person for the auditor. Which is right depends on whether your auditor or your works council is the stricter reader.

usecure is built for MSPs, with a custom LMS, distributors and monthly billing for partners. Fallax describes a workspace per client with one invoice and the seats counted together. Phished, Hoxhunt and Keepnet also run partner programmes, with quoted terms.

Yes. Hoxhunt describes simulations over email, SMS, phone calls and Teams, Keepnet lists email, SMS, voice, QR code and callback simulators, Arsen adds AI voice vishing and deepfake CEO fraud videos, and Awareways offers email, vishing and smishing. Fallax delivers email simulations inside your Google Workspace or Microsoft 365 tenant.

Not as a working programme. You can export completion and phishing results as records for your own file, but the training content and campaign templates stay with KnowBe4. Plan to rebuild the schedule in the new platform and to keep the exported records for your auditor.
