Apify is a Prague platform where a scraper is a program called an Actor, and you either run one published in Apify Store or deploy your own Python, JavaScript or TypeScript. Plans are Free with $5 of prepaid usage, Starter at $19 per month, Scale at $199 and Business at $999, each with pay-as-you-go compute units on top, and residential proxies are billed per GB as a separate line.
The contracting company is Apify Technologies s.r.o., recorded in the Commercial Register of the Municipal Court of Prague and governed by Czech law according to its general terms. Founding year and named customers are not stated on the pages checked. The terms say that Actors are not part of the services Apify provides unless stated otherwise, so quality and support for a store Actor depend on its publisher.

- Free plan with $5 prepaid usage
- Open-source Crawlee library for local development
- Scheduling, API and MCP server included
Where Apify falls short

Cork, Ireland
Pay as you go from $0.13 per 1,000 HTTP requests (tier 1) to $16.08 per 1,000 browser-rendered requests (tier 5); monthly commitments from $100; $5 free credit
Demo on request
Best for: Engineering teams that want one API to absorb blocks and a price tied to target difficulty
Zyte is a scraping API from Cork that sorts target sites into five difficulty tiers and prices each request by tier, from $0.13 per 1,000 HTTP responses to $16.08 per 1,000 browser-rendered pages. Monthly commitments start at $100 and, according to the pricing page, exceeding one adds no extra fee beyond your discounted rate. Scrapy Cloud hosts spiders, and Zyte Data is a managed service where engineers build the extraction for you.
The contracting company is Zyte Group Limited, an Irish limited company with Irish law for customers outside the United States and New York law for those inside it. The privacy policy and sub-processor list disclose US processing and US support tools, so a procurement review should read both. Founding year and named customers are not given on the pages checked.
What Zyte does well
- Irish limited company, Irish law for non-US customers
- Per-request price tied to target difficulty
- No overage penalty beyond your discounted rate
- Scrapy Cloud for existing spiders
- Managed Zyte Data option for full outsourcing
Where Zyte falls short
- Final cost only visible after testing target sites
- No visual builder
- Some features carry extra usage costs
- US processing and US sub-processors are disclosed
Standout feature. Zyte is the only vendor here that prices each request by the measured difficulty of the target site.
Vilnius, Lithuania
Founded 2015
Subscriptions from $30/month; Scrape endpoint from $0.50 per 1,000 results; $5 welcome credits; enterprise plans from $2,500/month

Best for: Teams that need scraper APIs and proxy pools from the same vendor
Oxylabs is a Vilnius provider that sells scraper APIs and proxy networks under one subscription: Starter at $30 per month, Basic at $100, Flexible at $500 and enterprise plans from $2,500. The Scrape endpoint starts at $0.50 per 1,000 results and falls to $0.25 above 10 million, while some targets carry their own price, such as Google JavaScript results at $1.35 per 1,000. New accounts get $5 of welcome credits.
According to its own history page the company started in 2015, and the General Conditions are headed oxylabs, UAB, with Lithuanian law and exclusive Lithuanian courts. The privacy policy says most service providers sit in the EEA and the US, and it names no data-centre region for scraping jobs. There is no visual builder, so the tool assumes a developer on the team.
What Oxylabs does well
- Contract with oxylabs, UAB under Lithuanian law
- One subscription across APIs and proxy products
- Published per-1,000 prices by endpoint
- $5 welcome credits for any product
- Documentation, playground and MCP listing
Where Oxylabs falls short
- No visual scraper builder
- Prices vary by target and product
- No data-centre region stated on the pages checked
- Entry plan of $30 per month is aimed at developers
Standout feature. Oxylabs is the only one here that sells residential, mobile, ISP and datacenter proxies and a scraper API on the same invoice.

Web Scraper is a Latvian point-and-click tool that began in 2013 as a free Chrome extension and now works in Chrome, Firefox and Edge. You click elements on a page and the extension stores a sitemap, which Web Scraper Cloud then runs on a schedule and delivers to Google Sheets, Google Drive, Dropbox or Amazon S3. Cloud adds an API, a parser and data quality monitoring.
The developer is "Web Graph" SIA, registration no. 40203093908, based in Ādaži, Latvia, according to its about page. Cloud plans are Project at $50 per month with 5,000 URL credits and 2 concurrent scrapers, Professional at $100 with 20,000 credits, and Scale from $200, all billed annually with a 7-day trial. Residential proxies are an add-on, and no named customers appear on the pages checked.
What Web Scraper does well
- Free extension, no account needed
- Latvian company with a published registration number
- Cloud runs, scheduler and API
- Exports to Sheets, Drive, Dropbox, S3
- 7-day free trial of Cloud
Where Web Scraper falls short
- Cloud plans billed annually
- URL credit and concurrency limits on lower plans
- Residential proxies are an add-on
- Data location not stated on the pages checked
Standout feature. Web Scraper lets you build and test a full scraper in your own browser for free before any cloud plan is bought.
Vilnius, Lithuania
Web Data API from $0.15 per 1,000 requests; residential proxies from $2/GB; Site Unblocker from $0.95 per 1,000 requests; free trial
Demo on request
Best for: Developers who want one API for scraping, search and crawling plus proxies from the same vendor
Decodo is the former Smartproxy, renamed in April 2025, and its Web Data API now covers four endpoints: scrape, search, map and crawl, with output as HTML, JSON, CSV or Markdown. Pricing starts at $0.15 per 1,000 requests and rises with complexity, and templates for named targets such as Amazon, Google and Idealo let non-developers launch a scraper in a few clicks.
The legal entity in the licence agreement is UAB "Data troops", registered in Vilnius under code 305893779. The company states that it is the same team and infrastructure as Smartproxy, and warns that smartproxy.org is an impersonator. Residential proxies start at $2 per GB, mobile at $2.25 per GB, and the governing-law clause of the licence was not located on the pages checked.
What Decodo does well
- Lithuanian entity with a published registration code
- Scrape, search, map and crawl through one API
- Templates for popular targets
- Python, TypeScript and Go SDKs and a CLI
- Free trial offered
Where Decodo falls short
- Starting prices only; final cost depends on target
- No general point-and-click builder
- Rebrand makes older information confusing
- Data location not stated on the pages checked
Standout feature. Decodo is the only one here that moved a known proxy brand onto a four-endpoint scraping API while keeping the same Lithuanian team.
Netanya, Israel
Unlocker, Crawl and SERP APIs from $1 per 1,000 requests; Browser API from $5/GB; datasets from $250 per 100K records; free tiers on some products

Best for: Large collection projects needing APIs, ready datasets and proxies from one vendor
Bright Data is an Israeli provider with the widest product range on this list: Unlocker, SERP and Crawl APIs from $1 per 1,000 requests, Browser API from $5 per GB, Scraper Studio, a Data Firehose from $0.2 per 1,000 HTML pages and datasets from $250 per 100K records. The pricing page marks free tiers on Unlocker API, SERP API, Scraper APIs and Scraper Studio.
The Master Service Agreement is with Bright Data Ltd in Netanya under Israeli law, with Tel Aviv-Jaffa courts exclusive, but clients located in the United States contract with Bright Data, Inc. in New York, and an order form or invoice can name a different entity. Founding year and customer names are not stated on the pages checked, and no data location is given.
What Bright Data does well
- Broad product range: APIs, Scraper Studio, datasets
- Free tiers on several APIs
- Published starting prices per product
- Israeli entity for clients outside the US
- Datasets can replace running your own scraper
Where Bright Data falls short
- US entity contracts with US clients
- Many products make comparisons harder
- Israeli law and courts apply
- Data location not stated on the pages checked
Standout feature. Bright Data is the only tool here that sells already-collected datasets, so for common targets you can skip scraping altogether.
Paris, France
Five published tiers, all excluding VAT: Hobby $19/month (75,000 credits, 25 concurrent requests), Freelance $49/month (250,000 credits, 50 concurrent), Startup $99/month (1,000,000 credits, 100 concurrent), Business $249/month (3,000,000 credits, 200 concurrent), Business+ $599/month (8,000,000 credits, 400 concurrent); custom plans on request
Demo on request
Best for: Developers who want one API call to return rendered HTML, backed by a published SOC 2 Type II attestation
ScrapingBee is a Paris API that returns rendered HTML with rotating proxies and anti-bot bypass behind a single call. Five tiers are published, all exclusive of VAT: Hobby at $19 per month buys 75,000 credits and 25 parallel requests, while Business+ at $599 buys 8,000,000 credits and 400 parallel ones. A one-off block of 1,000 free credits is there for a first test.
It is published by VostokInc SAS, registered in Paris and subject to GDPR directly, and the listing states a SOC 2 Type II attestation. Exit nodes are global, so the EU element is the company and the contract. Founding year and named customers are not given, and the free allowance is a one-off rather than monthly, which makes the entry tier a steeper step than ZenRows.
What ScrapingBee does well
- Returns rendered HTML with rotation and anti-bot bypass in a single call
- Holds a SOC 2 Type II attestation
- Handles up to 400 concurrent requests on the top published plan
- A French company under EU jurisdiction and GDPR
- Among the longer-established products in this niche
Where ScrapingBee falls short
- No recurring free tier, only 1,000 one-off credits
- Credit pricing has to be modelled against the real cost per request
- Exit nodes are global, so there is no EU-only routing guarantee
- Its positioning overlaps closely with ZenRows
Standout feature. ScrapingBee is the one credit-based scraping API in this category that states a SOC 2 Type II attestation.
Poland
10,000 free credits a month, no card required; then Enthusiast $19/month (100,000 credits), Startup $49/month (500,000), Business $249/month (3,000,000), Business Pro $599/month (8,000,000) and custom plans from $699 (10M+); residential and datacenter proxies are billed separately by bandwidth
Demo on request
Best for: Small teams that want a recurring free tier and no charge for failed requests
ScrapingAnt is a Polish scraping API with headless rendering that deducts credits only when a request succeeds, so a scrape that is blocked or times out costs nothing. Rendering a page in Chrome with the default proxies uses 10 credits. Enthusiast costs $19 per month for 100,000 credits and Business Pro $599 for 8,000,000; a monthly allowance of 10,000 credits is free and needs no card.
The company behind it is DATAANT sp. z o.o., registered in Poland under KRS 0000848755, so Polish law and GDPR apply directly. Residential and datacenter proxies are billed separately by bandwidth, and exit nodes are global. Against ScrapingBee or ZenRows it has less history to judge it by, no certification listed under its own name, and no founding year or customers on the pages checked.
What ScrapingAnt does well
- A failed request costs zero credits, not only a successful one
- 10,000 free credits return every month, no card needed
- The entry plan is cheaper than ScrapingBee's equivalent tier
- A Polish company under EU jurisdiction and GDPR
- Residential and datacenter proxies can be added on top
Where ScrapingAnt falls short
- A smaller public track record than ZenRows or ScrapingBee
- Exit nodes are global, so there is no EU-only routing guarantee
- No certification of its own is published
- The third similar product in this category to evaluate against
Standout feature. ScrapingAnt is the only one here that moves the cost of a blocked request from the customer to the vendor.
United Kingdom
Starter $15/month (5 hours), Pro $50 (30 hours), Pro Max $150 (100 hours), Ultimate $250 (250 hours); 2 free hours of runtime
Demo on request
Best for: Operations staff who need scraping as one step of a browser workflow
Axiom.ai is a UK no-code browser automation tool where scraping is one step among clicking, typing and form filling. You build a bot in a Chrome extension, step by step or by describing it to an AI, and run it in the cloud or through the desktop app. Plans are measured in runtime hours: Starter at $15 for 5 hours, Pro at $50 for 30, Pro Max at $150 for 100 and Ultimate at $250 for 250.
The terms define Axiom Ai Limited as a limited company registered in the United Kingdom, company number 11171985, and the homepage states backing from Y Combinator, which is an investor and not a contracting party. The privacy policy says desktop data stays on your machine and cloud data is deleted after a run. The UK sits under an adequacy decision but outside the EEA, and the code tools are marked Beta.
What Axiom.ai does well
- UK limited company with a registered number
- Runs on your own machine or in the cloud
- Chrome extension with AI-assisted building
- Free 2 hours of runtime to test
- Step and Orchestrate APIs for developers
Where Axiom.ai falls short
- Runtime-hour billing rather than per page
- Cloud concurrency limited on lower plans
- Not built for high-volume scraping
- Code tools marked Beta
Standout feature. Axiom.ai is the only tool here whose scraping bots can run entirely on your own desktop so the data never leaves your machine.
Getxo, Bizkaia, Spain
Founded 2021
5,000 free credits per month; paid plans from $16 per month
Demo on request
Best for: Developers who want to try anti-bot bypass and rendering on a free monthly allowance
ZenRows is a Spanish API: you hand it a URL, and a single call comes back with the page, with IP rotation, a rendered browser and bot-detection workarounds applied on the way. The free tier gives 5,000 credits a month without a card, and paid use starts at $16 per month for 45,000 credits, so starting is cheap, but a large or irregular workload has to be costed in credits first.
ZenRows, S.L. is registered in Getxo, Bizkaia, and was founded in 2021. Its privacy policy is written against the Spanish LOPDGDD alongside GDPR, which puts the controller inside the EU. Exit nodes are global, so that covers the company and the contract rather than the route of a request. The abstraction also gives less control than raw proxies on a site that needs custom handling.
What ZenRows does well
- One API call covers anti-bot bypass, browser rendering and rotation
- A Spanish company under GDPR and LOPDGDD, with the controller inside the EU
- Free tier of 5,000 credits a month with no card needed
- Cheaper to start than renting a pool and building the scraper around it
Where ZenRows falls short
- Credit pricing is hard to predict on large or irregular workloads
- Exit nodes are global, so there is no EU-only routing guarantee
- An abstraction that gives less control than raw proxies when a site needs custom handling
Standout feature. ZenRows sells the unblocked page rather than the proxies, and its free tier resets every month.
Ireland
Two products. The Web Scraping API Aggregator gives 1,000 free credits and quotes paid plans on request; the Residential Proxy Aggregator gives 100MB free and quotes paid plans on request. Monitoring, job scheduling and the AI scraper builder carry no charge
Demo on request
Best for: Teams that already run scrapers and want monitoring and routing across many proxy providers
ScrapeOps is an Irish aggregator that owns no proxy network: it sends each request through whichever of over twenty outside proxy and scraping-API providers performs best at that moment. Job scheduling, a monitoring dashboard and an AI-assisted scraper builder are included at no charge, and the free tiers cover a first batch of scraping credits and some proxy traffic.
ScrapeOps Limited is registered in Ireland under company number 723170, so the contract sits under GDPR, but the jurisdiction of any single request depends on the underlying provider, and not all of them are European. Paid plans beyond the free tier are not published on the pages checked, and no founding year or named customers appear. It is a layer beside Oxylabs or Decodo, not a direct substitute.
What ScrapeOps does well
- Automatically routes across 20+ proxy and scraping-API providers
- Monitoring dashboard, job scheduling and AI scraper builder are free
- Still useful next to an existing proxy vendor
- An Irish company under EU jurisdiction and GDPR
- Saves you from evaluating every provider one by one
Where ScrapeOps falls short
- Owns no proxy network of its own
- Not all of the underlying providers it routes to are European
- Paid pricing beyond the free tier is not published
- A meta-layer rather than a direct alternative to Oxylabs or Decodo
Standout feature. ScrapeOps is the only tool here that sells no proxies at all and instead chooses between other vendors for each request.
