European Sample Marketplaces

A sample marketplace sells or streams royalty-free loops, one-shots, presets and sound effects for music producers, either per pack or through a subscription. The European options below are run by companies registered in the UK, Germany, Sweden, Spain and Cyprus, so your contract and your account data sit with a European entity instead of a New York subscription service.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Noiiz ranks first among the European sample marketplaces here because it is the only one that sells a Splice-shaped monthly plan, with Light at $7.99, Regular at $12.99 and Pro at $19.99 per month.
  • Freesound and Looperman cost nothing: Freesound listed 739,484 sounds on 5 November 2026, and Looperman states that it has no subscriptions.
  • Tracklib, run by Tracklib Holdings AB in Stockholm, is the only entry that pairs released songs with built-in sample clearance, from $7.99 per month for Play.
  • Ghosthack in Germany states a one-time payment, a 30-day money-back guarantee and lifelong access to downloads, so nothing renews.
  • Seven of the twelve sellers are in the United Kingdom, which has an adequacy decision but sits outside the EEA, while Germany, Sweden, Spain and Cyprus supply the other five.

European sample marketplaces are online services that sell or stream royalty-free loops, one-shots, presets and sound effects to music producers, run by a company registered in Europe, which matters because the contract, the VAT handling and your account data then sit with a seller you can reach under European consumer law.

#1 Noiiz

Leeds, United Kingdom Light $7.99/mo (100 MB sounds per month), Regular $12.99/mo (300 MB sounds per month), Pro $19.99/mo (unlimited sounds); a $99 per year Unlimited offer was shown Demo on request

Best for: Producers who want a Splice-style monthly plan from a UK company

  • Operating company. Noiiz Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Noiiz is a membership library of royalty-free loops, samples, synth presets and instruments, run by Noiiz Ltd from Leeds. The plan ladder is public: Light at $7.99 a month allows 100 MB of sounds, Regular at $12.99 allows 300 MB, and Pro at $19.99 has no cap. A $99 per year Unlimited offer was also shown.

Noiiz Ltd is registered in England, which has an adequacy decision but sits outside the EEA, and prices are quoted in US dollars. The terms give a 30-day refund while downloads stay below 1 GB, and plans can be cancelled at any time. The catalogue size and the data location were not stated on the pages we read.

What Noiiz does well

  • Contracting company and address are published
  • Three plans with a public price list
  • Instruments and synth presets in the same membership
  • 30-day refund when downloads stay under 1 GB
  • Cancel any time

Where Noiiz falls short

  • Prices shown in US dollars
  • Lower plans limit sounds to 100 or 300 MB a month
  • Catalogue size not shown on the pages we read
  • Data location not stated

Standout feature. Noiiz is the only seller here whose Pro plan removes the monthly download cap at the same price Splice charges for its regular Creator plan.

#2 Freesound

Barcelona, Spain Free to use; a Donate link is shown Demo on request

Best for: Sound designers and producers who need free field recordings and effects

  • Operating company. Universitat Pompeu Fabra (Music Technology Group)
  • Jurisdiction. EU (Spain)
  • Where the data sits. Partly outside the EU: the privacy policy names Amazon Inc., USA for data hosting and email
  • Source code. Closed source
  • Replaces. Splice

Freesound is a collaborative database of free sounds, a project of the Music Technology Group at Universitat Pompeu Fabra in Barcelona. On 5 November 2026 it listed 739,484 sounds that users have uploaded, reachable by tags, packs, collections and a sound map. A forum and a random-sound button sit beside the search.

Because members upload the material, Freesound holds recordings and effects more than finished producer kits, and the licence differs from sound to sound. The privacy policy names Amazon Inc. in the USA for data hosting and email, so a Spanish university operator does not mean EU-only processing. Donations are accepted, but no plan exists.

What Freesound does well

  • Free to use
  • 739,484 sounds on the day we checked
  • Run by a Spanish university group
  • Tags, packs, collections and map browsing
  • Privacy policy lists its processors openly

Where Freesound falls short

  • Licence differs per sound
  • US processors for hosting and email
  • No curated label packs
  • No DAW plugin shown on the pages we read

Standout feature. Freesound is the only university-run archive in this category, and the privacy policy lists its processors by name.

#3 Tracklib

Stockholm, Sweden Create $8.99/mo billed yearly at $107.88; Play $7.99/mo Demo on request

Best for: Producers who want to sample real songs and know the clearance cost first

  • Operating company. Tracklib Holdings AB
  • Jurisdiction. EU (Sweden)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Tracklib Holdings AB runs Tracklib from Stockholm, with a Swedish company number and VAT number on its pages. The service holds 100,000-plus real songs and 500,000-plus premium sounds, according to the vendor, and builds sample clearance into the workflow. Desktop and mobile apps and a Connect plugin are listed.

Pricing starts at $7.99 a month for Play, while Create is $8.99 a month billed yearly at $107.88. A producer who samples a released song takes on a clearance cost and a revenue share, which a plain loop does not carry. Prices are in dollars, the plan limits are hard to read in the text we fetched, and the data location is not stated.

What Tracklib does well

  • Real songs and premium sounds in one service
  • Sample clearance built into the product
  • Swedish company number and VAT number published
  • Desktop and mobile apps plus a Connect plugin
  • Plans from $7.99 per month

Where Tracklib falls short

  • Clearance adds cost and revenue share
  • Prices in US dollars
  • Per-plan limits unclear in the text we read
  • Data location not stated

Standout feature. Tracklib is the only entry where the thing you sample is a released recording, cleared inside the product.

#4 Producer Loops

London, United Kingdom Per pack, shown in GBP, USD, EUR, AUD, CAD or JPY; individual pack prices not read Demo on request

Best for: Producers who want to buy single packs from many labels in one shop

  • Operating company. Producer Loops Limited
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Producer Loops Limited runs a London shop that sells packs, loops, construction kits, MIDI and vocals from many labels. The site counted 31,485 loops and samples and has a free section with 420 sample packs. The company address and VAT number are published, and prices can be shown in GBP, USD, EUR, AUD, CAD or JPY.

No subscription exists, so you pay for each pack and keep the files. We did not read individual pack prices or the licence terms for each label, and no plugin or in-DAW browser is mentioned. Disputes fall under the courts of England and Wales, and the data location is not stated.

What Producer Loops does well

  • Large catalogue across loops, kits, MIDI and effects
  • Free section with 420 sample packs
  • Six display currencies including EUR
  • Company address and VAT number published
  • No recurring fee

Where Producer Loops falls short

  • Per-pack prices not read
  • No subscription or plugin integration shown
  • Licence terms per label not read
  • Data location not stated

Standout feature. Producer Loops is the only shop here that shows prices in six currencies, euros among them, next to a free section of 420 packs.

#5 Prime Loops

London, United Kingdom Per pack in GBP, for example £18.95, £21.95 and £37.95 on the pages we read Demo on request

Best for: Hip hop and soul producers who want curated packs from independent labels

  • Operating company. Prime Loops
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Prime Loops is a London store at Netil House that sells downloadable packs from more than 25 labels, its own included. The shop lists over 1,000 packs in the form of melodies, vocals, stems, MIDI melodies, construction kits and drum kits. The pages we read showed prices of £18.95, £21.95 and £37.95.

The catalogue is hand-picked and leans toward hip hop, soul and trap. Prime Loops states that 15% of all sales go to charity. The legal text names the store and a London address but no company form or number, no subscription or plugin is shown, and the data location is not stated.

What Prime Loops does well

  • Hand-picked packs from 25+ labels
  • Prices visible in pounds
  • Melodies, stems and MIDI as separate formats
  • 15% of sales go to charity
  • No subscription

Where Prime Loops falls short

  • Company form and number not shown in the text we read
  • Focus on hip hop and related genres
  • No sample-level search or plugin shown
  • Data location not stated

Standout feature. Prime Loops is the only shop here that publishes a fixed 15% of sales donated to charity.

#6 Looperman

Wilmslow, United Kingdom Free; the site states no subscriptions Demo on request

Best for: Beginners and bedroom producers who want free vocals and loops

  • Operating company. Looperman Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Looperman is a free community site for loops, acapellas and full tracks, owned by Looperman Ltd, company number 12575092, in Wilmslow. Members upload their own material and comment on each other's work. The site states that there are no subscriptions, and it offers free software as well.

The privacy policy, updated on 13 February 2024, is written for EEA and UK users. Quality depends on the uploader, the pages we read do not summarise licensing per loop, and sponsors and advertising appear on the site. No paid catalogue, DAW plugin or label content exists, and the data location is not stated.

What Looperman does well

  • Free with no subscription
  • Loops, acapellas and tracks in one place
  • Company number published
  • Privacy policy written for EEA and UK users
  • Community feedback on uploads

Where Looperman falls short

  • User-uploaded quality varies
  • No paid or curated catalogue
  • Ads and sponsors on the site
  • Data location not stated

Standout feature. Looperman is the only seller here where singers upload acapellas that other members can download for free.

#7 ModeAudio

Edinburgh, United Kingdom Per pack, display in EUR, USD or GBP; the site showed a 3 for 2 offer; pack prices not read Demo on request

Best for: Producers who want presets and format-specific packs for Serum, Vital, FL Studio or Ableton

  • Operating company. ModeAudio Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

ModeAudio Ltd is an Edinburgh company, number SC658708, selling loops, hits, patches, synth presets, field recordings and bundles. Packs are sorted by format, with Serum and Vital presets and packs for FL Studio and Ableton. A magazine with tutorials sits beside the shop.

Prices display in euros, dollars or pounds, and the site showed a 3 for 2 offer on packs. We did not read pack prices or the catalogue size. No subscription or plugin is listed, the terms were updated in February 2026, and the data location is not stated.

What ModeAudio does well

  • Company number and address published
  • Format-specific packs for several DAWs
  • EUR display currency
  • 3 for 2 offer on packs at the time of checking
  • Magazine with tutorials

Where ModeAudio falls short

  • Pack prices not read
  • Catalogue size not shown
  • No subscription or plugin listed
  • Data location not stated

Standout feature. ModeAudio is the shop here that sorts its catalogue by the producer's own DAW and synth format.

#8 Ghosthack

Best for: Producers who dislike subscriptions and want to keep their downloads

  • Operating company. Christoph Palme (Ghosthack Audio)

  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Ghosthack Audio is a German shop run by Christoph Palme from Vettweiss. Packs, bundles, drums, foley, song kits, vocals, plugin presets and video courses are sold for a one-time payment, and the site states a 30-day money-back guarantee and lifelong access to downloads. According to the vendor, more than 226,000 producers use it.

The imprint shows a named person without a company number, and the privacy policy describes Google Analytics and Google Remarketing. Prices display in USD, GBP or EUR, and we did not read pack prices. Downloads are for PC and Mac, with no plugin, and the data location is not stated.

What Ghosthack does well

  • No subscription
  • 30-day money-back guarantee stated
  • Lifelong access to downloads stated

  • EUR display currency

Where Ghosthack falls short

  • Legal entity shown as a person without company number

  • Data location not stated

Standout feature. Ghosthack is the only EU-based shop here that states lifelong access to downloads as a standing promise.

#9 Soundsnap

Nicosia, Cyprus Not read; the home page advertises a start with 20% off Demo on request

Best for: Post-production professionals who want a large SFX catalogue on a download plan

  • Operating company. OJOO Limited
  • Jurisdiction. EU (Cyprus)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Pond5

Soundsnap is a sound effects library for post-production, and its privacy policy names OJOO Limited in Nicosia, Cyprus. The home page advertises plans with unlimited downloads, weekly updates, projects and an AI voiceover tool. Music is not a main section, so the audience is editors and game audio staff.

The policy refers to the laws of the State of New York, and no registration number was read, so the Cyprus address is only part of the picture. We did not read the pricing page; the home page advertised a start with 20% off.

What Soundsnap does well

  • Large SFX focus
  • Unlimited downloads stated
  • Weekly updates
  • Cyprus address given
  • AI voiceover included

Where Soundsnap falls short

  • New York governing law
  • No registration number read
  • Prices not read
  • Little music

Standout feature. Soundsnap is the only entry built around sound effects and voiceover, not loops and presets.

#10 Samplephonics

Leeds, United Kingdom Per product; prices not read; a 70% off Noiiz deal was advertised Demo on request

Best for: Producers who like one label's sound and want to buy its packs directly

  • Operating company. Samplephonics Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Samplephonics Ltd is a Leeds label at Sunny Bank Mills that sells downloadable packs, virtual instruments and plugin presets. The site publishes a company address and a VAT number, and its royalty-free wording states that sounds are licensed, not sold. A free section is available.

Samplephonics is a single label, so the range is narrower than at a multi-label shop, and we did not read prices. The home page advertised a 70% off Noiiz deal without explaining how the two companies relate. No subscription or plugin exists, and the data location is not stated.

What Samplephonics does well

  • Company address and VAT number published
  • Clear royalty-free licence wording
  • Packs, instruments and presets in one place
  • Free section available
  • Link to a Noiiz subscription deal

Where Samplephonics falls short

  • Single label with limited breadth
  • Prices not read
  • No subscription or plugin on the site
  • Data location not stated

Standout feature. Samplephonics is the only shop here whose home page links to another seller's subscription deal.

#11 Wave Alchemy

Ilkeston, United Kingdom Prices in sterling net of VAT, Euros or US Dollars; an Ultimate Bundle advertised a £700 saving Demo on request

Best for: Producers who want drum-focused sounds and instruments from one developer

  • Operating company. Wave Alchemy Limited
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Wave Alchemy Limited, company number 07797886, builds drum samples, music samples, effects and virtual instruments in Ilkeston, England. The Triaz drum engine is part of the range. Prices appear in sterling net of VAT, euros or US dollars, and an Ultimate Bundle advertised a £700 saving.

Only the company's own products are sold, so there is no multi-label catalogue and no subscription. PayPal is named as a payment route in the privacy policy, English law governs the terms, individual prices were not read, and the data location is not stated.

What Wave Alchemy does well

  • Company number and registered office published
  • Samples, instruments and effects in one place
  • Prices offered in GBP, EUR or USD
  • Bundles for larger purchases
  • Payment via PayPal named in the privacy policy

Where Wave Alchemy falls short

  • Own products only
  • Individual prices not read
  • No subscription
  • Data location not stated

Standout feature. Wave Alchemy is the only entry that ships its own drum engine, Triaz, next to its sample libraries.

#12 Vengeance Sound

Rüdesheim am Rhein, Germany not shown on the pages we read Demo on request

Best for: Electronic producers who want samples from the same shop as their synth and effects plugins

  • Operating company. Vengeance Sound (owner Manuel Schleis)
  • Jurisdiction. EU (Germany)
  • Where the data sits. not stated on the pages we read
  • Source code. Closed source
  • Replaces. Splice

Vengeance Sound is a German music tool maker owned by Manuel Schleis in Rüdesheim am Rhein. The shop has sections for instruments, effects, samplepacks and freebies, and a free analyzer plugin, VPS Scope, is offered. Avenger 2 and Phalanx are named among its instruments.

This entry is thin because we could not read the sample pack details or any price. The seller is a named individual with a VAT ID, not a company with a registration number, and the data location is not stated. It suits someone who already buys Vengeance plugins.

What Vengeance Sound does well

  • Owner, address and VAT ID published
  • Samplepacks and Freebies sections
  • Free analyzer plugin offered
  • Instruments and effects in one shop
  • German seller

Where Vengeance Sound falls short

  • Sample pack details not read
  • Prices not shown in our pages
  • Plugin maker first, not a marketplace
  • Data location not stated

Standout feature. Vengeance Sound is the only entry here whose sample packs come from a plugin developer's own shop, with a free analyzer beside them.

Should I pay for a sample subscription or buy packs one at a time?

A subscription pays off when you browse constantly. Noiiz charges $7.99, $12.99 or $19.99 a month depending on the monthly sound allowance, and Tracklib charges $7.99 for Play or $8.99 for Create billed yearly. A producer who tries dozens of sounds per session gets a lower price per file from a plan than from any pack.

Pack shops suit the opposite habit. Prime Loops showed single packs at £18.95, £21.95 and £37.95, and Ghosthack sells each product for a one-time payment. If you open the same five packs for a year, owning them costs less than twelve months of rent. Count how many files you actually used last year before you decide.

Free libraries sit outside this arithmetic. Freesound and Looperman charge nothing, so they make a cheap second source next to a paid one, with the caveat that licences vary per upload.

Which European sample marketplace lets me sample real songs?

Tracklib is the only service in this list that does. Tracklib Holdings AB lists more than 100,000 real songs next to over 500,000 premium sounds, and clearance is part of the product instead of a separate negotiation with a label.

Clearance has a price. Sampling a released recording brings a cost and a revenue share that a royalty-free loop does not, so check what a track will owe before you commit to a release. Every other seller on this page offers loops, packs or sound effects that are cleared in advance.

What should I check in a sample licence before releasing a track?

Read three things. First, whether the sounds may appear in a finished recording without further payment. Second, whether you may redistribute them, which royalty-free licences almost always forbid. Third, who the licensor is. Samplephonics states that its sounds are licensed, not sold, and Wave Alchemy and ModeAudio publish company numbers next to their terms.

User-uploaded libraries need extra care. Freesound licences differ per sound, and Looperman loops come from members. Neither summarises licensing for every file on the pages we read, so open the licence line for each sound you plan to release, and keep a note of the file name and date.

Keep order emails and download histories for every paid pack. If a platform claim ever arrives, a receipt that names the seller and the pack is the quickest answer.

Does a UK or German seller change anything for me as a buyer?

It changes who you sign with. Ghosthack in Germany, Tracklib in Sweden and Soundsnap's Cyprus entity are inside the EU. The UK sellers, Noiiz, Producer Loops, Prime Loops, Looperman, ModeAudio, Samplephonics and Wave Alchemy, are outside the EEA but covered by an adequacy decision for personal data.

Hosting is a separate question. Freesound's privacy policy names Amazon Inc. in the USA for hosting and email, and most other sellers do not state a data location on the pages we read. Soundsnap's privacy policy refers to the laws of the State of New York, so a Cyprus address does not by itself settle which law applies.

For a hobby purchase none of this matters much. For a label buying hundreds of euros of sounds a year, read the seller's terms for governing law and refund rules first.

How do I move from Splice without losing my library?

Copy before you cancel. Splice's pricing page says every download is yours to keep, so export the sample folders into your own library and name them by pack. Then pick a replacement by use: Noiiz for a monthly plan, Producer Loops for a broad shop, Prime Loops for hip hop and soul, ModeAudio for Serum and Vital presets.

Plugin habits are the part that does not transfer cleanly. Noiiz lists Noiiz Connect and Tracklib lists a Connect plugin, while the download shops expect you to unzip a folder by hand. Test one pack from your new shop in a real project before you stop paying Splice.

When is it not worth leaving Splice?

Splice is stronger on catalogue size and DAW plugins. Its pricing page names more than 3 million sounds and plugins for Ableton Live, Studio One Pro and Pro Tools. None of the European sellers here states a catalogue near that size under one login, and several do not state a size at all.

If you search by sound inside the project every day and your allowance is used, the plan is probably worth its price. A mixed setup is also reasonable: keep one Splice plan for browsing and add Ghosthack, Prime Loops or Freesound for owned and free material.

How we selected and ranked these 12 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.
