The site says its infrastructure is hosted in France and within the European Union, and its security page states ISO 27001:2022 certification.

The legal notice is precise about the web hosts: nemorius.com is hosted by Amazon Web Services EMEA SARL, French branch, with headquarters in Luxembourg, and nemorius.eu is hosted by Scaleway SAS in Paris. That precision is useful and also a caveat: the legal notice describes where the websites sit, and the product claim of France and the EU comes from the product pages.

The pricing is among the plainest in the category. Free gives 1,000 links, 30 days of click analytics, two public short domains (lnkf.at and fght.to), password protection and expiry dates. Starter is €9 a month for 10,000 links, 90 days of analytics, one custom domain and three team members. Pro is €29 for unlimited links, a year of analytics, five custom domains, a REST API and webhooks. Enterprise is on request, with a data processing agreement and an SLA.

It is a small company, which cuts both ways. Support and roadmap are closer, but there is no certification, no listed customer base to check, and the product is closed source.

The product is a full link platform: custom short codes, branded domains, QR codes, API access and integrations, and AI-generated short codes.

The pricing page lists a Free plan with 10 links a month, 1,000 tracked visits and QR codes, Starter at 19 a month with 300 links and one branded domain, Pro at 39 with 2,000 links and two branded domains, and Team at 99, with Enterprise on request. A 14-day trial needs no card, and yearly billing gives two months free.

URLR ranks #11 here. That placement is an editorial rule of this site, which keeps vendors who contacted us directly out of the top ten, and does not reflect a weakness in the product. The facts above are the same as they would be at any rank.

Linkfire is Linkfire A/S, a company formed under the laws of Denmark with its address at Rentemestervej 80, 2400 Copenhagen NV, as its subscription agreement states. Its site says it was founded in Copenhagen in 2014 and has offices in New York and Los Angeles.

The product is smart links for music marketing: one link that sends each listener to their streaming service, plus fan data capture and campaign tracking. Pricing is Pro at $27 a month on monthly billing, or $21 billed yearly, and Teams at $55 a month, or $45 yearly, with Premium on request. Every plan has the full feature set and scales by workspaces and seats.

Its privacy policy says personal data collected in the EU and Switzerland may be transferred to third parties outside them under appropriate safeguards, and no data location is stated. It ranks last because it does a different job from the rest of the category, not because the company is weak.

Is your concern the link, the click data or the QR code on paper?

These are three different dependencies and the category answers them with different products. The link is a redirect the provider keeps alive. The click data is a record per visit, containing at least an IP address and a country, and is personal data about whoever clicked. The printed QR code is the one you cannot recall: once it is on packaging or a poster, only the provider can keep it working.

If the click data is the concern, look at where the redirect servers are and what is logged. goQR.me states that QR content is not logged and that the generated image is deleted about 30 seconds after delivery, but publishes no data location. Kurzelinks.de says it checks abuse on its own servers without sending data to third parties, and also publishes no location.

If the redirect is the concern, the useful answers are the stated hosts: Hetzner in Germany for lnk.fghtr, QR Planet and QRcodly, Serverprofis in Feldkirchen for EU.PE, Clever Cloud in Nantes for URLR, and France plus the EU for Nemorius. Unitag says EU-hosted without a country.

If paper is the concern, prefer a company that will be around in five years and a product that can export its codes. A single-developer service such as QRcodly or Kurzelinks.de is open about being small, and the MIT licence on QRcodly lets you run the code yourself if the service ends.

What changes when a link shortener is American, even with a European data centre?

The contracting entity decides which court and which law apply, and who a government can compel. A Delaware company with a Frankfurt cluster still answers to Delaware. Short.io, for instance, operates through Short.cm Inc, a Delaware corporation, and runs its EU cluster on Amazon Web Services in Frankfurt; that is a fair product, and it is not on this list because the company is American.

The reverse case also exists and is treated honestly here. Rebrandly is a company registered in Dublin under Irish law, but its privacy policy says it passes data to partners and providers whose servers are outside the EEA, including in the United States, and it names no data location. Cuttly is a Polish sole proprietorship that uses Cloudflare, Inc. for firewall and caching. Being European in company form is the first test, not the last.

Ownership is a third test. QR Code Generator was a European product and is now Bitly's, and QR Code Monkey shows a Berlin GmbH in its imprint while linking to Bitly's privacy policy. A European address in an imprint does not prove European ownership.

Do you need a branded link domain, or only a short link?

A branded domain means the short link carries your name, which raises trust in the click and keeps the link usable if you ever change provider, because the domain stays yours. Nemorius includes one custom domain on its free plan. lnk.fghtr offers custom domains from its €9 Starter plan, URLR and Cuttly from their Starter plans, and Rebrandly on paid plans.

For shared-domain services the trade is the opposite: you get a free link on someone else's domain, and the link dies with the service. Kurzelinks.de and goQR.me work that way in the pages checked, which is fine for a one-off link and a poor basis for printed material.

The practical rule is that anything printed should sit on a domain you own. Pick a platform that supports it, and keep the DNS control yourself.

What does "free" mean in this category, and where does it stop?

Free plans limit links created, not clicks. lnk.fghtr allows 1,000 links, Cuttly 30 a month, EU.PE 25 a month, and Nemorius and URLR 10 a month. Analytics history is the second limit: lnk.fghtr keeps 30 days on free and 90 on Starter, Cuttly keeps 30 days on free.

Kurzelinks.de is free in a different way. It is free for private and non-commercial use, and also for commercial users in Germany, Austria and Switzerland that are non-profit or have fewer than 50 staff; a larger or foreign company needs written permission. That is a usage condition worth reading before relying on it.

Two paid models stand out. EU.PE sells a Pro Lifetime licence at a one-time €899 against €39 a month. QR Planet bills quarterly at least, with no monthly option, according to its pricing page.

Where do link shortener rollouts go wrong?

The first failure is printing a QR code that points at the provider's short link rather than at your own domain. When the vendor changes terms or closes, the code is dead. A dynamic QR code is a redirect, and it needs the same care as any other dependency.

The second is choosing a tool for the feature list and discovering the host later. Five of the twelve here publish no data location. Ask the question in writing before the first campaign, not after the analytics are full of customer data.

The third is treating click analytics as harmless. An IP address and a timestamp are personal data in the EU. Platforms that offer privacy levels or truncated IPs reduce the problem; platforms that do not should be covered by a data processing agreement. lnk.fghtr offers one on Enterprise, EU.PE lets you conclude one from the dashboard according to its privacy policy.

The fourth is choosing a niche tool for a general job. Linkfire is built for music marketing and its pricing and features reflect that; it is a poor general replacement for Bitly.
