You draw the page on a visual canvas, Webflow writes the code, and the site is hosted for you. Its Starter plan is free, Basic costs $15 a month on annual billing, and the Premium plan with a full CMS is $25.

It is also a US company: Webflow, Inc. is a Delaware corporation at 398 11th Street in San Francisco, and its terms send disputes that are not settled by arbitration to the state and federal courts in San Francisco. Webflow has a data processing addendum built on EU standard contractual clauses, so transfers are lawful, but what it holds is your design, your CMS content and your hosting, under Californian contract law.

This page is about builders and content platforms for teams and designers, not every kind of website. Squarespace and WordPress have their own pages on this site. Below are eleven European tools that each answer a different half of what Webflow does: three visual builders, five content systems for teams that have developers, and three simpler builders for sites that never needed Webflow's depth.

  • Your site and its CMS content live in a US platform Webflow is not a thin tool you can swap out in an afternoon. The design, the CMS collections and the hosting are one product from one company, and the terms of service name Webflow, Inc. of San Francisco as the provider, with the California state and federal courts in San Francisco hearing disputes that are not arbitrated. Webflow offers EU standard contractual clauses in its data processing addendum, so the transfer is lawful. The point is about contract and jurisdiction, not about whether Webflow handles data carefully.
  • The price rises with the CMS, and the free plan is narrow Webflow's Starter plan is free but allows only two static pages, a webflow.io address and a limited CMS. Basic is $15 a month on annual billing and has no CMS. Premium, for content-rich sites, is $25 a month on annual billing. That is reasonable for one site, and it multiplies for an agency or a team that runs several. The European tools here price differently: per project, per seat or as a one-off licence, so the comparison is worth doing on your own numbers.
  • Leaving means rebuilding, whichever tool you choose A visual builder stores your layout in its own model. You can export code from some of them, but the design logic, the CMS structure and the hosting stay behind. This is true of every builder on this page, which is why the real question is which lock-in you are comfortable with. Kirby and Nordcraft's self-hosted option leave the files in your hands, and the headless CMS tools keep content separate from the front end, which makes a later change of front end cheaper.
  • No European tool is a clone, and some are not visual at all Framer is the closest in feel, and Nordcraft and Vev are visual too. Storyblok adds a visual editor to a headless CMS but needs a developer to build the front end. Hygraph, DatoCMS, Umbraco and Kirby are content systems, not drawing tools: a developer builds the site and editors fill it in. Webador, Webnode and Mozello are far simpler than Webflow and suit a business site, not a design-led marketing site with custom interactions.

What you have to replace, not just match

Start by deciding who builds the site. If designers build it and publish it themselves, Framer, Nordcraft or Vev are the candidates, and Framer is the one to try first. If developers build the front end and editors manage content, the choice is between Storyblok (visual editing included), Hygraph and DatoCMS (clean headless APIs), Umbraco (a full .NET CMS) and Kirby (files and a panel, no database).

Run the new tool next to Webflow before you cancel. Rebuild one real page, check the CMS structure, and publish it on a staging domain. Export your Webflow CMS items as CSV first, because that is the part of your content that moves cleanly; layouts and interactions have to be rebuilt by hand in any of these tools, and the redirects from your old URLs are what protect your search ranking.

We could not verify where Framer hosts published sites, so we do not claim European hosting. Its terms are the European part. It is a hosted platform like Webflow, so the same lock-in applies: layouts do not move to another tool.

Its terms are governed by Danish law with the Danish courts having jurisdiction. Nordcraft describes itself as a website builder for creative studios, combining a visual editor with an AI agent.

It is free to build with: the Free plan allows unlimited building with Nordcraft branding on a nordcraft.site address, Pro adds a custom domain and removes the branding from $9 per project per month, and a self-hosted option costs $0 if you handle the hosting. Collaborators are unlimited on every plan, which is unusual, since most builders charge per seat.

It is also the youngest tool on this page, so check that the features you rely on, such as a mature CMS or e-commerce, exist today. We did not verify its hosting location.

DatoCMS is run by Dato Srl, an Italian company at Via U. Visconti di Modrone 2 in Milan, with P.IVA 06969620480. The privacy policy names Dato Srl as owner and data controller. The terms of service page returned an error when we checked, so we have not confirmed a governing law from them.

It is a headless CMS with a content delivery API, a content management API and a plugin SDK. Like Hygraph it has no page designer. The free plan covers two editors and 300 records, with 10 GB of traffic and 100,000 API calls a month, and it has hard limits: the service stops responding when you exceed them, so it suits a small site, not a growing one.

Professional starts at EUR 149 a month on annual billing, or EUR 199 a month billed monthly, and an agency partner programme starts at EUR 39 a month. The privacy policy names PostHog, Inc. in California as an analytics processor for the product.

Vev is run by Verdensvev AS, a private limited liability company registered in Norway with registration number 923 816 925. Its terms are governed by Norwegian law, and for EU and EEA customers disputes are first resolved in good faith. Norway is in the EEA, so GDPR applies, though it is not an EU member.

It describes itself as an AI-powered visual editor for enterprise teams, with design, layout and interaction tools, a dedicated CMS, SEO and accessibility settings, and developer tools. It is built for interactive content such as reports, campaign pages and microsites, not for a standard company website.

Its pricing page lists four plans by team size, from two users to nine or more, and shows no amounts, only a demo. We therefore quote no price. That is a drawback for anyone comparing costs on paper, and it signals an enterprise sale.

Kirby is made by Content Folder GmbH & Co. KG in Neckargemünd, Germany, with Bastian Allgeier named as the general manager responsible for data protection. Its own website is hosted on Hetzner servers in Nuremberg, according to its privacy policy.

It stores content as simple text files: folders are pages, and a Panel lets editors work in a browser. There is no subscription. A Basic licence costs EUR 99 per site for individuals and organisations with less than EUR 1 million in annual revenue or funding, an Enterprise licence costs EUR 349 per site, and each includes three years of feature updates. Three more years of upgrades cost EUR 59 or EUR 249.

It is a CMS for people who write templates in PHP, not a visual builder. The site lives on your server, and with a European host the whole stack is European. It is free to use for local development.

Webador is a trade name of JouwWeb B.V., established at Torenallee 20 in Eindhoven in the Netherlands and registered with the Chamber of Commerce under 73261505. Its terms are Dutch, and we found no sign of a foreign parent.

It is a simple builder with an AI site generator, an online store, a domain free for the first year and a mailbox, not a tool for custom layout or interactions. On the pricing page Pro costs EUR 5 a month for the first 12 months and then EUR 10, and Business costs EUR 10 and then EUR 20, with annual billing and prices excluding VAT.

The pricing page shows no free plan, only a free trial period, and it sits far below Webflow in control. Choose it when Webflow was always more than you needed.

Day-to-day operations are run by Webnode s.r.o. in Brno, Czech Republic. Webnode was bought by team.blue, a European hosting group, in December 2020. Switzerland is outside the EU but has an adequacy decision from the European Commission.

Its homepage promises a free website, with an AI builder that drafts a site for a small business. It is a template-based builder aimed at contractors, freelancers and small shops, not a design tool for custom layouts.

It is a simple builder with a free plan and paid plans: Premium at EUR 9 a month on annual billing or EUR 11 paid quarterly, Premium Plus at EUR 18 or EUR 22, and Premium Pro at EUR 27 or EUR 33. Paid plans include free registration of a domain, and the interface is available in many languages.

It is a template-based builder with a store, not a tool for custom design systems or interactions. Pick it when you want an inexpensive multilingual shop or site, not when Webflow's layout control was the point.

What actually breaks when you switch

The hard part of leaving Webflow is not the content, which exports as CSV, but the layouts, the interactions and the class naming you built up. Plan to rebuild each page rather than convert it, and budget the time as a redesign, not a migration. A site with thirty pages and a handful of CMS collections is a few weeks of part-time work in a visual tool, longer in a headless CMS where a developer builds the front end first.

Redirects decide whether you keep your search ranking. Before you switch, list every Webflow URL, map it to its new address and set permanent redirects at the new host. With Kirby or a self-hosted setup you control the server and can do this yourself; in the hosted builders, check that the plan you pick supports redirects, because Framer lists site redirects on Pro and not on Basic.

Headless tools split the work in two. Storyblok, Hygraph and DatoCMS give you a place to keep content and nothing to display it, so you also need a front-end developer and a host for the site. That is a better long-term architecture and a higher first cost than a hosted visual builder.

Is there a European tool that works exactly like Webflow?

No. Framer comes closest in feel: a visual canvas, a CMS, a free plan and publishing in one click, from a Dutch company. Nordcraft and Vev are also visual, but Nordcraft is much younger and Vev is aimed at interactive content for large teams.

The others cover the content half of Webflow. Storyblok, Hygraph, DatoCMS, Umbraco and Kirby give you a CMS and an editor experience, and a developer builds what visitors see. Each entry says which half it covers.

Which one is best for a designer who builds sites alone?

Framer, for most. Its free plan has a Framer domain and 1 GB of bandwidth, Basic at $10 a month on annual billing adds a custom domain and two CMS collections, and Pro at $30 a month adds staging and branching. Nordcraft is the alternative if you want AI-assisted building and the option to host the project yourself.

If you know how to code, Kirby is worth a look: a one-off licence of EUR 99 per site for small organisations, content stored as text files, and no subscription.

Which one is best for a marketing team with developers?

Storyblok, because its Visual Editor is part of every plan, including the free Starter plan, so editors see the page as they write. The developer builds the front end in a framework of their choice, and the content stays independent of it.

Hygraph and DatoCMS fit when editing is less visual and the content is structured, such as product data or documentation. Both have free plans and a GraphQL API. Umbraco suits a team that already works in .NET.

Where does my site end up hosted?

It varies and, for several of these, the vendor does not say on its public pages. We could not verify hosting locations for Framer, Storyblok, Nordcraft, Vev or Webnode, and say so rather than guess. Umbraco Cloud runs on Microsoft Azure with a choice of five hosting regions. Kirby and Nordcraft's self-hosted option run wherever you put them, so with a European host the whole stack is European.

The contracting company is the thing we checked in every case: where it is registered and which law governs the terms. Hosting is a separate question, so ask each vendor before you rely on a specific region.

Which one to pick

If designers build and publish the site themselves, try Framer first: it is the closest to Webflow in how it works and the only one here with a visual canvas, CMS and one-click publishing from a Dutch company with a free plan. Look at Nordcraft if you want AI help and a self-hosted option, and accept that it is young.

If developers build the front end and editors manage content, Storyblok adds a visual editor to a headless CMS and is the one to start with. Hygraph and DatoCMS fit structured content with a GraphQL API, Umbraco fits a .NET team, and Kirby suits a developer who wants a one-off licence and files on their own server.

Be realistic about the gap. Webflow is a mature product, and none of these eleven replaces it exactly. Switch if the US jurisdiction of your site and content matters to you, or if the price per site has become a problem, and keep Webflow running in parallel until the new site has been live for a few weeks.

Storyblok has a free Starter plan and Growth at $99 a month, or $90.75 on annual billing, with a 45-day trial of a higher plan. Hygraph has a free Hobby plan and Growth from $199 a month. DatoCMS has a free plan for two editors and 300 records, and Professional from EUR 149 a month on annual billing or EUR 199 monthly.

We left it out. Strapi's own terms call it "a US company" and its privacy policy describes a United States Delaware corporation, with Paris as a representative address. Tilda is also missing: its terms name Tilda Platform Cloud Services Co. LLC and refer disputes to the Dubai International Financial Centre. Your content can move; your layout cannot. Export the CMS items as CSV and import them into the CMS of the tool you choose. The pages themselves have to be rebuilt in the new tool, and the URLs should redirect from the old addresses so you do not lose search traffic. Plan for a parallel run rather than a switch over a weekend.

No. Its pricing page lists Basic, Growth, Scale and Enterprise plans by team size (2, 4, 8 and 9 or more users) and offers a demo, but shows no amounts. We therefore quote none. It targets enterprise teams building interactive content rather than a designer building a single marketing site.
