European Alternatives to Docebo

Looking for a European alternative to Docebo? Docebo Inc. is headquartered in Toronto, Canada, and its Master Services Agreement applies the law of whichever Docebo entity signs: Ontario for Docebo Inc., but also Italian, French, German or English law for its European subsidiaries, so the case for leaving rests on ownership, hosting on AWS and renewal terms more than on the contract itself.

Eleven European platforms for company learning are ranked: collaborative and corporate LMS vendors from France, the UK, the Netherlands, Cyprus, Germany and Ireland, plus open-source systems from Switzerland, Germany and Belgium that you can run yourself.

11 Alternatives
100% GDPR Compliant
How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA or Switzerland, and processes customer data in Europe. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect which tools appear here and the order they appear in. It never buys a good review: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Paid placement can affect which tools appear here and the order they appear in. Editorial policy

Key takeaways

  • Docebo Inc. is a Toronto company, but its Master Services Agreement applies the law of the Docebo entity that signs, which may be European; JAMS arbitration applies only to Docebo Inc. and Docebo NA, Inc.
  • The MSA renews automatically for 12 months with 60 days' notice and a fee rise capped at 10 percent over the highest previous annual fee; the DPA names AWS as the platform base.
  • 360Learning (France), Thrive (UK) and Kallidus (UK) are the broadest company platforms here; none publishes prices.
  • Easy LMS (Netherlands) is the only one in this group with public euro prices and a no-card trial, from EUR 70 a month, but it targets trainers and training teams, not large enterprises.
  • ILIAS, OpenOlat, Opigno and Chamilo are open-source systems you can run yourself, with Opigno Enterprise as a separate product for regulated companies.
  • LearnUpon (Ireland) is a European entity whose terms choose the law of New York, so check the clause rather than the address.

Why people leave Docebo

Docebo is a learning platform built for companies: internal training, partner and customer education, with modules for skills, analytics, communities, a content marketplace and AI agents, according to its own site. It sells through quotes; the pricing page shows no amounts. Its security page lists ISO 27001, 27017, 27018 and 27701 and SOC 2.

Docebo Inc. is headquartered in Toronto, and its imprint lists group companies in the US, Italy, the UK, France, the UAE and Australia. This page does not claim that a European customer is under Canadian law. Docebo's Master Services Agreement applies the law of the Docebo entity that signs, which can be Italian, French, German or English as well as Ontario or Delaware, and only contracts with Docebo Inc. and Docebo NA, Inc. carry the JAMS arbitration clause.

What is left is ownership, hosting and commercial terms. The parent is Canadian, the DPA says the software runs on Amazon Web Services and that Docebo can only perform logical deletion, and subscriptions renew automatically with a price increase. Eleven European platforms are ranked below for corporate learning teams, with what you give up in each entry.

  • Which entity you sign with is not fixed in the template Docebo's Master Services Agreement says it is entered into by "the Docebo entity executing and delivering this Agreement", and sets the governing law by entity: Ontario for Docebo Inc., England for Docebo UK Limited, France, Italy, Germany, Delaware or Australia for the others. A European buyer may therefore sign with a European subsidiary, or may not. Ask which entity is on your order form before you assume either.
  • Disputes: arbitration only with two entities Section 13.3 of the MSA, with consultation first and then binding JAMS arbitration before one arbitrator and a waiver of jury trial, applies only to agreements signed with Docebo Inc. and Docebo NA, Inc. Agreements with the European entities follow the court of the chart in 13.2. If your legal team wants courts in your own country, the European tools below contract through an entity in the EU, Switzerland or the UK.
  • Renewal is automatic and priced up Under section 12.2 subscriptions renew for 12 months unless you give written notice at least 60 days before the end of the term. Fees are then set at Docebo's then-current rates or at 10 percent above the highest annual fee of the previous term, whichever is lower. That is a cap, not a freeze. Easy LMS and the open-source systems below publish their prices or have none to raise.
  • Hosting and sub-processors sit with the vendor The DPA says Docebo relies on Amazon Web Services (Microsoft Azure for its 365Talents services). It may change its sub-processors, with 30 days for you to object and a right to terminate if no solution is found. Transfers are covered by standard contractual clauses, and Docebo NA, Inc. is certified under the EU-U.S. Data Privacy Framework. Platforms such as ILIAS, OpenOlat, Opigno and Chamilo can run on infrastructure you choose.

What you have to replace, not just match

List what the platform carries today: the number of active learners, extended-enterprise portals for customers or partners, integrations with your HR system, CRM or Microsoft Teams, SCORM or xAPI content you cannot lose, and the reports your compliance team uses. A single-audience company academy moves to most of these. A multi-portal setup with deep integrations narrows the field to a few.

Ask each vendor for a trial or a demo with your own content, export learner records and completion history from Docebo before the 60-day notice window, and run the new platform in parallel for one training cycle. Completion data rarely migrates cleanly, so decide in advance which history you must keep for audits.

The alternatives compared

The security page lists ISO 27001 and SOC 2 Type II and says it runs on Microsoft Azure in datacentres "non subject to the Patriot Act", which is the vendor's claim.

What Chamilo does better than Docebo

Where Chamilo is a step down from Docebo

  • You or a partner must run it

Standout against Docebo. A free open-source LMS now governed by a Belgian company.

What actually breaks when you switch

Export learner and completion history before the 60-day notice date. Docebo's DPA says it can only perform logical deletion, so ask in writing what is deleted and when, and keep your own copy of the records your auditors need.

Check integrations first. Docebo is often wired into HR systems, CRMs and Microsoft Teams; ask each vendor for the specific connectors you use, not a general list.

Content is the long pole. SCORM and xAPI packages usually move, but custom authoring, learning paths and badges often need rebuilding, and Docebo's marketplace content will not come with you.

Self-hosted systems move the work to you. ILIAS, OpenOlat, Chamilo and the Opigno LMS community edition need someone to run upgrades, backups and security.

Is Docebo a European company?

No. Docebo Inc. is headquartered at 55 York Street in Toronto, Canada. Its group includes a US company (Docebo NA, Inc.) and subsidiaries in Italy, the UK and France.

Which one you sign with is set on your order form. Under the MSA template the law follows that entity, so a European subsidiary means a European governing law.

Which of these is the closest to Docebo?

360Learning and Thrive are the closest in scope for a company learning team, with authoring, skills and analytics on one platform. Kallidus adds performance management, and LearnWorlds has a Learning Center plan with single sign-on and an API.

None of the eleven publishes a feature list that matches Docebo's AI agents, headless learning and content marketplace one for one. Test your own scenarios in a demo.

Which can I run on my own servers?

ILIAS (GPL) and Chamilo are free open-source software you can host yourself, and OpenOlat and the Opigno LMS community edition are open source as well. OpenOlat can also be hosted for you by frentix.

The company platforms (360Learning, Thrive, Kallidus, LearnUpon, Masterplan, Easy LMS, LearnWorlds) are hosted services.

Which have public prices?

Easy LMS lists Basic at EUR 70 a month (EUR 700 a year) and Advanced at EUR 200 (EUR 2,000), with a free trial and no card. The other commercial platforms use quotes or show prices that depend on currency or region, so we quote no figure for them.

ILIAS, Chamilo and the Opigno LMS community edition are free to download; hosting and support are separate costs.

Which one to pick

If you want the broadest company platform from a European vendor, start with 360Learning or Thrive; Kallidus fits when the LMS sits next to performance management. Easy LMS is the simplest to try and the only one here with public euro prices, but it is a lighter tool.

For teams with their own IT, ILIAS or OpenOlat give you control and no licence fee, and Opigno offers an enterprise product when compliance needs are heavier. LearnWorlds suits a branded academy with SSO, Masterplan gives a ready content library in German, and LearnUpon is a strong product with a contract clause you should read first.

Be realistic about the gap. Docebo is a large, mature platform with AI, skills, analytics and a content marketplace, and its contract may already be with a European subsidiary. Switch if the parent, the AWS hosting base and the renewal terms matter to you, and stay if you depend on modules none of these match.

Frequently Asked Questions

There is no single best one without a criterion. 360Learning and Thrive have the widest scope for corporate learning teams, Kallidus fits HR-led setups, and Easy LMS is the simplest to try. Open-source ILIAS or OpenOlat suits teams with their own IT. Pick by the number of learners, integrations and who will run it.

It depends on the signing entity. The MSA template assigns Ontario law to Docebo Inc., English law to Docebo UK Limited, French law to Docebo France SAS, Italian law to Docebo S.p.A., German law to Docebo GmbH and Delaware law to Docebo NA, Inc. Check your order form to see which one applies.

Subscriptions renew automatically for 12 months. To stop it you need to give written notice at least 60 days before the term ends. The renewal fee is the lower of Docebo's then-current rate and 10 percent above the highest annual fee charged in the previous term.

The DPA says the software relies on Amazon Web Services, and Microsoft Azure for the 365Talents services. We did not find a statement of which region holds a European customer's data in the text we read, so ask for it in writing.

No. The pricing page shows no amounts and directs you to a demo or quote. Among the European platforms, Easy LMS publishes EUR 70 to EUR 200 a month; 360Learning, Thrive, Kallidus, LearnUpon and Masterplan did not show a price we could verify, and LearnWorlds shows figures whose currency is not stated.

ILIAS (GPL), Chamilo, OpenOlat and the Opigno LMS community edition are open source according to their own sites. 360Learning, Thrive, Kallidus, LearnUpon, Masterplan, Easy LMS and LearnWorlds are commercial products.

Check Docebo's help documentation for the export formats; we did not verify them. The DPA states Docebo can only perform logical deletion, so ask in writing what happens to your data at the end of the contract. Plan to keep your own copy of completion records for audits.

Their contracting entities are in the EU, the UK or Switzerland, so European data protection law applies to them directly. That is not a compliance certificate. Sign a data processing agreement with whichever vendor you choose, and read its sub-processor list and hosting regions.
