European GRC Software Tools

GRC software brings governance, risk management and compliance work into one system, with risk registers, control libraries, audits and framework mapping. A European option matters because the risk register, audit evidence and control data then sit with a vendor whose contracting entity is in Norway, France, Germany, the Netherlands or the UK instead of a US operator.

How we rank these tools — 4-step process
  1. 1
    European ownership, verified

The company is headquartered and incorporated in the EU, EEA, the UK, Switzerland or Israel, and processes customer data in Europe or Israel. A US parent company disqualifies a tool from this page regardless of where its servers are.

  2. 2
    Category fit and hands-on review

What the tool actually does, who it suits, and where it falls short — checked against the vendor’s own documentation, changelog and pricing page rather than its marketing copy.

  3. 3
    Compliance and pricing check

GDPR posture, hosting location and the prices quoted on this page are verified against the vendor’s public pricing before publication, and re-checked when we revisit the category.

  4. 4
    Position on this page

Placement on this page can be paid, and that can affect the order tools appear in. It never buys a listing: a tool that fails the checks above is not here at any price, and payment does not change the shortcomings we write about. A vendor can ask us to correct a factual error — not to remove a criticism.

Vendors can pay for visibility on this page. It never changes what an entry says about a product, including the criticism, and we earn nothing when you click through to a vendor. Vendors can pay for more visibility, higher up on the review pages; it never affects whether a tool is listed. Editorial policy

Key takeaways

  • Corporater, CERRIX and GBTEC are the three suites in this directory that cover enterprise risk, audit and compliance across a whole organisation, and none of the three publishes a price.
  • eramba and CISO Assistant are the two tools where a security team can start for free: eramba with an on-premises community edition, CISO Assistant with a self-hosted edition under AGPLv3.
  • verinice from SerNet in Germany is the only tool here built around BSI IT-Grundschutz, and it has been open source since 2007.
  • Five of the twelve companies are registered in the United Kingdom: eramba, SureCloud, ISMS.online, riskHive and Proteus-Cyber. The UK has an adequacy decision and is not in the EEA.
  • EGERIE in France and Swiss GRC in Lucerne both list financial or quantitative risk analysis, while riskHive does quantitative analysis in Excel through Arrisca.

A European GRC platform holds a company's risk register, control library, policies, audit findings and compliance evidence, and its vendor is established in Europe, so the list of what can go wrong in the business falls under a European contract and a European data protection authority.

#1 Corporater

Stavanger, Norway Founded 2000 Not shown on the pages we read; demo request only. Demo on request

Best for: Medium and large organisations that want risk and compliance linked to performance management

  • Operating company. Corporater AS
  • Jurisdiction. EEA, not EU (Norway)
  • Where the data sits. SaaS is hosted on Amazon Web Services; the AWS region is not stated on the pages we read. On-premise and public cloud deployment are offered.
  • Source code. Closed source
  • Replaces. Archer

Corporater is a governance, performance, risk and compliance platform from Corporater AS in Stavanger, Norway, founded in 2000. The company describes a digital twin of the organisation, configurable workflows, an AI assistant and separate audit and ESG solutions. In this directory it is the suite that ties risk and compliance to management reporting.

Norwegian law governs the Corporater AS terms, and Norway belongs to the EEA without being in the EU. Customers can take SaaS on Amazon Web Services, on-premise, or a public cloud. No AWS region is named, no price is published, and the contact page lists a US subsidiary. Data comes in through Excel, CSV, SQL and web services.

What Corporater does well

  • Norwegian company and headquarters, inside the EEA
  • One platform for governance, performance, risk and compliance
  • Deployable as SaaS, on-premise or in a public cloud
  • Terms under Norwegian law
  • Imports and links through Excel, CSV, SQL and web services

Where Corporater falls short

  • Prices are not published
  • AWS hosts the SaaS and the region is not stated
  • Scope suits medium and large organisations
  • A US subsidiary appears on the contact page

Standout feature. Of the twelve, Corporater alone places performance management in the same platform as risk and compliance.

#2 CERRIX

The Hague, Netherlands Not shown on the pages we read; demo booking only. Demo on request

Best for: Dutch and European insurers, banks and regulated firms with risk, compliance and audit teams

  • Operating company. CERRIX BV
  • Jurisdiction. EU (Netherlands)
  • Where the data sits. Not stated on the pages we read.
  • Source code. Closed source
  • Replaces. Archer

CERRIX is a GRC platform sold by CERRIX BV from The Hague, with VAT number NL854381351B01 on its privacy statement. The vendor says it has been active for over 10 years and serves more than 100 clients in over 20 countries. Those figures are vendor statements that we could not check.

Modules span risk and controls, compliance, third parties, audit, incidents, processes and GDPR, and a regulatory monitoring feature tracks DNB, AFM and EU publications. DORA and NIS2 lead the home page. Dutch law and Dutch courts appear in the terms. We found no prices, no hosting location and no self-hosted option.

What CERRIX does well

  • Dutch contracting entity registered in The Hague
  • Separate modules for risk, compliance, audit, incidents and third parties
  • Regulatory monitoring covering DNB, AFM and EU sources
  • DORA and NIS2 are the lead topics on the home page
  • Terms under Dutch law with Dutch courts

Where CERRIX falls short

  • Prices are not published
  • No hosting location given

  • Where the data sits. Choice of EU or US for SaaS; on-premises otherwise
  • Source code. Closed source
  • Replaces. Vanta, Drata, Hyperproof

The enterprise editions cost EUR 2,500 a year on-premises and EUR 5,000 a year as SaaS, and the vendor states that users and data are unlimited.

Customers of the eramba SaaS select a hosting region, either EU or US, and the vendor runs a public forum next to its documentation. Eramba LTD is a British company, covered by an adequacy decision and outside the EEA. Larger suites gather more evidence automatically, and eramba assumes your own people can configure risk and control methodology.

What eramba does well

  • A free community edition exists
  • One yearly fee regardless of the number of users
  • SaaS customers can pick EU hosting
  • Runs on your own servers if you prefer
  • Forum and documentation are public

Where eramba falls short

  • Evidence gathering is mostly manual
  • Setup depends on GRC know-how in your team

The product grows from process design and enterprise architecture towards governance, risk and compliance modules. Workflows come from a low-code Work Orchestrator, and process mining is an add-on module. No price, free tier, trial or hosting region shows on the pages we read. Someone who just needs a risk register will find the scope wide.

What GBTEC does well

  • German contracting entity based in Bochum
  • Process design, architecture and GRC in a single platform
  • Workflows are built in a low-code Work Orchestrator
  • Process mining modules can be added

Where GBTEC falls short

  • Prices are absent from the pages we read

  • Jurisdiction. EU (France)
  • Where the data sits. Self-hosted community edition; Pro SaaS hosting region not verified
  • Source code. Closed source
  • Replaces. Vanta, Drata, OneTrust

intuitem SARL of Vélizy-Villacoublay, France, develops CISO Assistant. Its free community edition carries the AGPLv3 licence and is installed with Docker on servers you control. Controls can be mapped to more than 220 frameworks, according to the vendor's site.

The paid Pro tier is EUR 39 for each contributor and month, billed annually, in the SaaS version. The on-premises Pro version is EUR 2,400 per instance and year for one to five seats. • Jurisdiction. EU (Germany)
  • Where the data sits. Not stated on the pages reviewed
  • Source code. Closed source
  • Replaces. Vanta, Drata, GRC suites

The trust centre names a UK primary hosting supplier, with more data centres in Europe, the USA and Australia. Plans are bespoke and quoted on request. The company is British, so an adequacy decision applies but EEA membership does not, and no self-hosted option is offered.

What ISMS.online does well

  • A long-running ISMS platform
  • Framework list includes NIS 2 and DORA
  • Guided path towards certification
  • Pre-configured templates for the main standards
  • Compliance specialists answer support questions

Where ISMS.online falls short

  • Pricing is quoted on request only

What riskHive does well

  • UK contracting entity

  • Arrisca analyses risk inside Excel
  • Cyber Essentials Plus and JOSCAR certificates are listed
  • Training and consulting are sold by the same vendor

Where riskHive falls short

  • Prices are not published
  • The private cloud location is not given
  • Only risk is covered, with no wider suite shown
  • Integration details are thin

London, United Kingdom Not shown on the pages we read; demo request only. Demo on request

Best for: Privacy officers who map personal data flows and assess processors from one UK product

  • Operating company. Proteus-Cyber Ltd
  • Jurisdiction. United Kingdom (adequacy decision, outside the EEA)
  • Where the data sits. Not stated on the pages we read.
  • Source code. Closed source
  • Replaces. Archer

Proteus-Cyber Ltd sells Proteus NextGen, a data privacy management platform. The company is registered in England and Wales as 07239733, with 20-22 Wenlock Road, London, as its address, and English law applies in the terms.

Proteus NextGen lists data mapping, PIA and DPIA, automated risk assessment, vendor risk with transfer impact assessments, consent management, DSAR handling, breach notification and continuous control testing. Prices and hosting location are not shown, audit and enterprise risk modules are absent, and the footer and the terms give different addresses.

What Proteus-Cyber does well

  • UK contracting entity
  • Company number is published
  • Data mapping, DPIA and DSAR workflows are included
  • Vendor risk covers transfer impact assessments
  • Controls can be tested continuously

Where Proteus-Cyber falls short

  • Prices are not published
  • Hosting location is not given
  • Privacy is the focus, not a full GRC suite
  • Footer and terms list two addresses

Standout feature. Proteus-Cyber attaches transfer impact assessments to its vendor risk module.

How do I choose between a full GRC suite and a lighter tool?

Start from the number of programmes you run. Corporater, CERRIX, GBTEC and Swiss GRC list enterprise risk, audit, third-party and compliance modules in one platform, which pays off when separate teams share one register. A single security team that only needs ISO 27001 controls and evidence can use eramba, CISO Assistant, verinice or ISMS.online instead.

Then look at the vendor focus. EGERIE concentrates on cyber risk, Proteus-Cyber on privacy operations, and riskHive on the risk register. Those three stay narrower than a suite on purpose, and their own pages show no audit or policy modules.

Which European GRC tools publish their prices?

Two vendors print numbers. eramba charges nothing for the community edition, and its enterprise tiers are priced per year with no user cap: EUR 2,500 on-premises, EUR 5,000 for SaaS. CISO Assistant prices Pro SaaS per contributor, EUR 39 monthly on an annual contract, and Pro on-premises per instance, EUR 2,400 yearly.

SureCloud explains its model without amounts: plans are priced on requirements, not users or seats. Corporater, CERRIX, Swiss GRC, GBTEC, EGERIE, riskHive and Proteus-Cyber offer demos or contact forms only, and ISMS.online and verinice quote on request. Budget by asking for a written scope, because a demo-only price is negotiated.

Does a European GRC vendor mean my data stays in Europe?

Ownership and hosting are separate questions, and most vendors here leave the second one unanswered in public. Corporater's SaaS runs on Amazon Web Services in an unnamed region. EGERIE's legal notice says AWS hosts its website. SureCloud's privacy statement mentions hosting providers in the UK, the EEA and the United States.

Buyers of the eramba SaaS pick between EU and US, while ISMS.online says its main supplier is in the UK with extra centres in Europe, the USA and Australia. Self-hosting settles the matter: CISO Assistant and eramba can both run on your own servers. For every other vendor, ask in writing where your tenant lives.

Jurisdiction differs too. Corporater is in Norway, Swiss GRC in Switzerland and five vendors in the United Kingdom: all are outside the EU, and the UK and Switzerland have adequacy decisions. CERRIX, GBTEC, EGERIE, CISO Assistant and verinice are contracting entities inside the EU.

How hard is it to migrate from Archer to a European GRC tool?

The effort is mostly rebuilding, not exporting. Archer applications, questionnaires and workflow rules do not travel as files, so expect to export registers to spreadsheets and recreate the control library in the new tool. Corporater lists Excel, CSV, SQL and web service integration, which helps with the register data.

Run both systems through one audit cycle if you can. Keep Archer read-only for evidence while the new tool collects fresh records, and ask each vendor in writing what its import covers. Our pages do not document import formats for most of these tools.

When should I not switch away from an established GRC platform?

Stay put when your processes are deeply tied to the platform and the main complaint is price or taste. A migration of risk records, workflows and attached evidence is a project of months, and the European tools differ more in scope than the marketing suggests.

Also stay when you need breadth the smaller vendors do not show. riskHive, Proteus-Cyber and EGERIE list no separate audit or enterprise risk modules on the pages we read, and verinice is mostly German-language. If you need one of those capabilities, compare it against the suites first.

Which European GRC tool fits ISO 27001, NIS 2 and DORA work?

ISMS.online lists ISO 27001, NIS 2 and DORA with templates and a guided certification path, which suits a first certification. verinice covers ISO 27001, TISAX, GDPR and NIS 2 next to IT-Grundschutz. EGERIE lists ISO 27001, NIS 2, DORA, SecNumCloud and GDPR.

CERRIX puts DORA and NIS2 on its home page and monitors DNB and AFM sources, which fits Dutch financial institutions. CISO Assistant cites more than 220 frameworks, so a team that must map controls to several standards at once can start there.

How we selected and ranked these 12 tools

Every tool on this page is in the European Purpose directory, which means the operating company is established in Europe and we have verified that from the company register or the vendor's own legal notice rather than from a marketing page. Tools headquartered outside Europe are not eligible, however good they are.

  1. Feature verification (weight: 40%). We check each capability against the vendor's own documentation and product pages, and record what the tool does rather than what the category is assumed to include.
  2. Ease of adoption (weight: 30%). Integrations, published API access, trial availability and how much configuration stands between signing and a usable result.
  3. Value and transparency (weight: 30%). Published pricing counts in a vendor's favour; quote-only pricing is recorded as quote-only rather than estimated. We weigh what a buyer gets for the entry price, not the headline feature count.
  4. Editorial review. Every page is researched and drafted with AI assistance, and the compliance and pricing claims are checked against the vendor's documentation before it is published under the founder's editorial responsibility. The three weights above decide the order; a position is a ranking against the other European tools in this category, not an absolute score.

Vendor-reported outcomes — ROI figures, margin uplift, time saved — are labelled as vendor claims wherever they appear on this page. We have not audited them, and neither has anyone else who quotes them. Read our full editorial process for how pages are re-verified.

Frequently asked questions

There is no single winner, and the answer depends on the criterion. For a full enterprise suite, Corporater, CERRIX and GBTEC are the three to compare. For published prices and a free start, eramba and CISO Assistant. For IT-Grundschutz, verinice. For a guided ISO 27001 route, ISMS.online. For cyber risk quantification, EGERIE.

Yes. CISO Assistant from intuitem in France has a free community edition under AGPLv3 that you host yourself, and eramba has a free community edition on-premises. verinice from SerNet in Germany has been produced as open source since 2007. The enterprise suites in this list are commercial products without a public price.

CERRIX (The Hague), GBTEC (Bochum), EGERIE (Toulon), CISO Assistant by intuitem (Vélizy-Villacoublay) and verinice by SerNet (Göttingen) have EU contracting entities. Corporater is Norwegian, Swiss GRC is Swiss, and eramba, SureCloud, ISMS.online, riskHive and Proteus-Cyber are British.

CERRIX is built for that audience: it lists risk, compliance, audit, incident and third-party modules plus regulatory monitoring for DNB, AFM and EU sources. Corporater and Swiss GRC also list audit and risk modules for large organisations. EGERIE suits the cyber risk and DORA side of a financial institution.

Some tools are designed for it. ISMS.online ships pre-configured templates and a path from gap analysis to certification, and SureCloud lists a starter plan with a one-day setup. eramba and CISO Assistant assume more in-house skill, since eramba needs GRC expertise and CISO Assistant needs admin skills to self-host.
