Why people leave TikTok

Start by throwing out the argument this site usually makes, because it does not apply here. TikTok is not an American company, so no American disclosure law reaches it on your behalf. The European service is provided by TikTok Technology Limited in Dublin, supervised by the Irish Data Protection Commission as lead authority, which is the same arrangement as half the software your employer already buys.

The second thing to throw out is the idea that the data sits in China.

By default European user data lives in a dedicated enclave spread across data centres in Norway, Ireland and the United States, built under a programme called Project Clover that has committed something in the order of €12 billion over ten years. The three buildings at Hamar in Norway came fully online in April 2025, and the company says the Nordics are where it is adding capacity next.

What remains after both of those is the actual case, and it is stronger for being precise.

On 2 May 2025 the Irish regulator fined TikTok €530 million — €485 million under Article 46(1) and €45 million under Article 13(1)(f) — because staff in China could reach European user data remotely and the company could not demonstrate that this was protected to an equivalent standard.

Two months earlier TikTok had discovered that some European data had in fact been stored on servers in China, contrary to the evidence it gave during the inquiry, and it told the regulator in April 2025.

• The problem was access, not address Every debate about TikTok fixates on where the servers are, and the regulator's finding was about something else entirely: engineers in China could reach European user data from where they sat. Moving the discs to Hamar does not change who has a login. That is why several billion euros of European data centres did not dispose of the objection, and why a storage map is the wrong thing to be shown when you ask this question.
• The company's own account of the storage turned out to be wrong During the inquiry TikTok told the Irish regulator that European user data was not stored in China. In February 2025 it discovered that a limited amount had been, and it reported that to the regulator in April 2025. Nobody has suggested this was deliberate. It does mean that the assurance being offered, by any platform, is only as good as the platform's ability to know what its own systems are doing.
• Your account is an asset you do not own Reach on TikTok is allocated by a recommendation system nobody outside the company can inspect, and it can be reduced without notice, explanation or appeal. A business that books its work through TikTok has built its pipeline on a channel where the terms are unpublished and the distribution is discretionary. That risk is identical on every large platform, and it is the one that ends businesses rather than the one that makes headlines.
• The product has split in two On 22 January 2026 the American operation moved into TikTok USDS Joint Venture LLC, with ByteDance holding 19.9 per cent and Oracle, Silver Lake and MGX together holding around 45 per cent. Europe was not part of that deal. For a European creator whose audience is partly American, the consequence is that two organisations now run the app your viewers open, and there is no guarantee they keep making the same decisions.

What you have to replace, not just match

Be exact about which part of TikTok you are trying to keep, because only one of them can be bought elsewhere and it is not the part people mean.

There is the making: vertical video shot on a phone, cut in the app, with a licensed music library, effects, captions and the ability to build on someone else's clip.

There is the distribution: a feed that shows your video to people who have never heard of you, which is the only reason the format exists at scale. And there is the archive: the several hundred videos you have made, which live on a platform that has never promised to keep them.

The third is replaceable and the first two are not. Nothing in Europe has a For You page, and nothing here will edit a video on your phone. What you can do is stop letting the archive live only inside an app, which is a smaller ambition and an achievable one.

What actually breaks when you switch

Get the export before anything else, because the ordinary in-app download is slow at volume and hands back a compressed copy with a watermark burned into the picture. Request the full data export, keep the originals you shot wherever they still exist, and treat the whole archive the way a business treats its accounts: on a schedule, verified, stored somewhere that is not the platform.

Then accept the number you are about to see. A channel that gets tens of thousands of views inside the application will get hundreds on an instance nobody is browsing, and there is no growth tactic that closes that gap, because the mechanism that produced the views does not exist here. Teams that expect this land softly; teams that do not conclude within a month that they made a mistake.

The last thing is the format itself. Short vertical video is made in the app, with its music, its captions and its timing, and moving the output somewhere else does not move the production. You will still be editing on the phone, and you will need a licence for anything you want to keep using off the platform, because the in-app library does not travel with the file.

If TikTok is building European data centres, what is left to object to?

The objection was never really about geography, and Project Clover is the proof. Roughly €12 billion over ten years has been committed to a European data enclave: three buildings at Hamar in Norway fully online since April 2025 and a Dublin site running since 2023, with further Nordic capacity to follow. That is more European infrastructure than any tool on this page has, by a wide margin.

The regulator fined the company anyway, because the issue was that staff in China could reach European user data remotely and the safeguards against Chinese state access could not be demonstrated to an equivalent standard. Access controls and security gateways are the answer being offered to that, and an access control is a policy rather than a border.

So the honest position is this: if your concern is that European data should sit on European soil, TikTok has spent more money answering it than most European companies could raise. If your concern is who can reach it and under whose law they operate, the buildings are not an answer and were never going to be.

Does PeerTube actually work for short vertical video?

It will host it and it will play it, and that is where the resemblance ends. PeerTube is built around a channel of videos that people subscribe to, which is the model TikTok deliberately broke. There is no endless feed, no algorithmic selection, no sound library, no duet or stitch, and no editing inside the app.

What you get instead is a place where your videos exist independently of anyone's recommendation system, with a mobile app that reached version 1 in May 2025 and a second version in December 2025. It is a decent viewer and a serious host. It is not a short-video app.

Anyone who tells you PeerTube replaces TikTok has confused a file format with a product. If you post vertical clips because the format suits you, it will serve them. If you post them because the feed puts them in front of strangers, there is nothing here that does that.

Was TikTok fined by the European Commission under the Digital Services Act?

No, and the claim is repeated often enough to be worth correcting. On 15 May 2025 the Commission reached a preliminary finding that TikTok's advertisement repository fell short of the Act's transparency requirements: you could not properly search it, and it did not carry enough about what the advertisements contained, who paid and who was targeted.

A preliminary finding is not a decision and not a fine, and none has followed it. The €120 million Digital Services Act fine people are thinking of was imposed on X on 5 December 2025 — €45 million over the blue checkmarks, €35 million over its own advertisement repository and €40 million over researcher access to data — which is a different company at a different stage of the same process.

The distinction matters if you are building a case for leaving. A company facing a preliminary finding is in a different position from one that has been fined and told to pay, and overstating the record is the fastest way to lose the argument in front of anyone who checks.

What happens to my archive if the account goes?

It goes with it, and this is the part of the risk that is entirely within your control. A suspended or restricted account takes several years of work out of reach, often with no warning and no route to a human, and the in-app download is limited and slow to use at volume.

Request a full data export before you need one, and keep the originals you shot rather than relying on what the platform hands back, which is a compressed copy with the platform's own watermark burned in. For a business, the export belongs on the same backup schedule as the accounts system.

Then put a copy somewhere that answers to you. That is the modest, achievable version of leaving TikTok, and it is worth doing whether or not you ever stop posting.

Which one to pick

If someone has sold you on leaving because TikTok is American or because your data sits in Beijing, check that first, because neither is the case and a decision built on either will not survive the first person who looks it up. The company is not American, and by default European data sits in a European enclave that also extends to the United States.

If your concern is the one the Irish regulator actually acted on — that staff in another jurisdiction could reach European user data remotely, and that the company's own account of where that data sat proved incomplete — then it is a live concern, it has survived several billion euros of data centre construction, and it is a reasonable basis for keeping less of your business inside the application.

PeerTube is worth running for the archive, and it is worth being clear with whoever approves the budget that it does not replace the feed, the editor or the reach. It is a place your videos cannot be taken away from, which is a narrower promise than the one you came looking for and the only one anybody here can actually keep.

And if you rely on TikTok for distribution, the sensible move is not an exit but an insurance policy: keep posting, keep your masters, keep a list of the people who would follow you elsewhere, and build the second home while you still have the first.
