Detailed Review
Rancher began as an independent Kubernetes company and now belongs to SUSE. The product page offers two routes: Rancher Community, described as completely open source multi-cluster management, and SUSE Rancher Prime, which adds 24x7 support, training and professional services.
It is a management layer. You supply the clusters and the infrastructure, which can be a European managed service such as plusserver's, and Rancher gives them one console, one access model and one place for policies.
Community and Prime
The GitHub repository for rancher/rancher carries an Apache-2.0 licence, so the base product can be run without a subscription. SUSE describes Prime as the version for enterprises that want support, training, curated applications and extended Kubernetes support, with pricing quoted through a request form.
The Prime page also advertises 5-year Kubernetes support, NVIDIA MIG GPU sharing and a registry with signed apps and SBOM/VEX.
What the console covers
Rancher is described as bringing development, virtualization, Kubernetes, security, observability and automation together. Elsewhere on this site SUSE's virtualization and security products belong to the same family.
Contracting entity
SUSE's privacy notice names SUSE Software Solutions Germany GmbH in Nuremberg as its main contact for privacy matters, and its website terms state that the site is controlled from SUSE's offices in Germany.
The trademark notice names SUSE LLC and the terms list a Rockville, Maryland address for US government purchases, so check which SUSE entity signs your own subscription order.
Limitations to Consider
Rancher does not host clusters, so sovereignty depends on the infrastructure you choose. Prime pricing is on request. SUSE group entities exist outside Europe (SUSE LLC is named in the terms), and the pages I read did not name the entity that contracts for a Prime order. It is the largest vendor in this list, with correspondingly enterprise-style sales. For a managed European cluster see Nine.
Who Should Use SUSE Rancher
IT organisations with many clusters across on-premises and cloud that want vendor-backed support for an open source management tool and are comfortable operating the underlying clusters.

Frequently Asked Questions
The community edition is open source under Apache-2.0. SUSE Rancher Prime is a paid subscription, and SUSE directs buyers to a pricing request form.
No, it manages clusters that run on infrastructure you pick. For hosting choose a provider such as plusserver, Nine or Scaleway.
The pages I read do not say. They name SUSE Software Solutions Germany GmbH for privacy contact and SUSE LLC for trademarks, so confirm it in the quote.
