OVHcloud vs Scaleway

France has two large cloud providers and they sell different things. OVH SAS offers VPS, hosted private cloud, SecNumCloud-qualified products, web hosting and domains. Scaleway SAS, part of the iliad Group, concentrates on a developer cloud with 100+ products, GPU instances and published hourly prices in euros. OVHcloud wins on range and qualification, Scaleway on AI and price clarity.

Across the six points below, OVHcloud has the edge on 2 points, Scaleway on 2 points and 2 are a tie. A count like that is a summary, not a verdict: the point that matters to you may be the one the other product wins.

Who owns what

Scaleway's legal notice names SCALEWAY, a simplified joint stock company (SIREN 433 115 904, RCS Paris, capital EUR 142,050), and its site calls it a subsidiary of the iliad Group. OVHcloud calls itself a French company founded in 1999 and signs its pages OVH SAS. Both pass the European ownership test on the pages we read.

Published compute prices

Scaleway's instances page lists euro prices before tax, for example STARDUST1-S at EUR 0.0006 an hour (about EUR 0.43 a month) and DEV1-S at EUR 0.00898 (about EUR 6.55) in PAR-1. OVHcloud shows Discovery d2-2 (1 vCore, 2 GB) at $0.0123 an hour or $6.74 a month, in dollars on our fetch. Scaleway's table is easier to compare.

AI and GPU

Scaleway advertises 5,000+ GPUs, GPU clusters, L4, L40S and H100 instances and serverless Generative APIs hosted in Europe, and names Mistral AI as a customer. OVHcloud's menu lists GPU instances and AI training and inference too, but we found no figures or customer statements on the pages read.

Sovereignty qualification

OVHcloud's menu names SecNumCloud-qualified products, with ANSSI mentioned for its Private Cloud, and its VPS page says data is shielded from extraterritorial laws such as the CLOUD Act. Scaleway describes data sovereignty and three availability zones in each region, but we saw no named qualification on its pages.

Beyond the cloud

OVHcloud also sells web hosting (Eco, Business, Agencies), WordPress hosting, 900+ domain extensions and Microsoft Exchange. Scaleway's other lines are bare metal: Dedibox, Elastic Metal and Apple Mac mini. For a business that wants a website, mail and servers in one account, OVHcloud covers more.

Support and discounts

Scaleway lists four support plans (Basic, Advanced, Business, Enterprise) and Savings Plans with up to 25% off for a committed monthly spend. OVHcloud offers phone and email contact, a community and GitHub guides, with a 99.9% SLA stated on its VPS page. Neither page gave support prices we could compare.

When neither OVHcloud nor Scaleway fits

If you want smaller providers, the EP cloud computing category also lists Hetzner for low-cost servers in Germany and Finland, and Exoscale for Swiss and Austrian regions.

Yes. Scaleway's site describes itself as a subsidiary of the iliad Group, and its legal notice names SCALEWAY as a simplified joint stock company registered in Paris (SIREN 433 115 904). It operates in France, Poland, Italy and the Netherlands.

Both list GPU products. Scaleway publishes the most detail: 5,000+ GPUs, L4, L40S and H100 instances and a serverless Generative APIs service. OVHcloud's menu lists GPU instances and AI training and inference.
